2018. november 6-án tartották az amerikai kongresszusi választásokat, melyet a világsajtó is figyelemmel kísért. Jelen cikkben ismertetésre kerülnek az eredmények, a 2018-as félidős választások hatásai a Trump-adminisztrációra, a részvételi arány és a közösségi média közti összefüggések is.

Az USA államformája szövetségi köztársaság, ötven tagállammal és két szövetségi kerülettel. Kormányformáját tekintve prezidenciális, tehát az Amerikai Egyesült Államok elnöke a legfőbb végrehajtó hatalom letéteményese. A törvényhozó hatalom a kétkamarás kongresszus: a Képviselőház és a Szenátus. A képviselőház jelenleg 435 képviselőből áll, míg a szenátusban 100 szenátor ülésezik.  A képviselőházat kétéves időtartamra választják mindazon polgárok, akik aktív választójoggal rendelkeznek, ide az egyes államok lakosságuk lélekszámának arányában delegálnak képviselőket. Ezzel szemben a Szenátusban ülésező szenátorok rotációs rendszerben váltják egymást. A kongresszusi választások során a Szenátus 1/3-át választják a választópolgárok.

A kongresszusi választást illetik még az ún. félidős (midterms) jelzővel, mivel az elnöki négy éves ciklus második évében esedékes. Általánosságban elmondható, hogy ez egyfajta reakcióként is funkcionál az államfő korábbi tevékenységeire, így jellemzően az elnök pártja veszít mandátumokat. Kiemelendő továbbá, hogy számos államban a kongresszusi választásokkal párhuzamosan történik a kormányzóválasztás is.

A Demokrata Párt nyolc év után visszaszerezte a többséget a Képviselőházban, 38 fővel növelte mandátumainak számát, így 233 politikust delegálnak majd. A Szenátusban a Republikánus Párt meg tudta őrizni a többséget. Összegezve a lefrissebb, ám nem végleges adatok alapján: a Képviselőházban 233 demokrata és 200 republikánus képviselő  – a fenmaradó 2 hely még kérdéses –, a Szenátusban 47 demokrata és 52 republikánus szenátor fog ülésezni  – még egy mandátum hiányzik. A szavazatok kézzel történő újraszámlálását kérték számos választókörzetben.

A választások átformálhatják az Egyesült Államok politikáját az elkövetkező két évre, mivel egy demokrata többséggel rendelkező Képviselőház szembefordulhat Trump politikai elképzeléseivel.  A törvényjavaslatokat a Képviselőház készíti el, ekkor a képviselők ajánlásokat tehetnek, és érdekütközések esetén két bizottságot állítanak fel: egy ellenző és egy támogató bizottságot. Mindezek után az olvasatok és bizottsági egyeztetések végeztével a plenáris ülés összeül és szavaz arról, hogy a javaslat továbbmehet-e a Szenátusba, ahol ezek a lépések megismétlődnek.

Amennyiben a képviselőház és a szenátus változata nem egyezik, összeül az úgynevezett konferencia bizottság, hogy a törvényjavaslat mindkét szinten azonos legyen. A módosított javaslat visszakerül mindkét házba, ahol egyszerű szavazással eldöntik, hogy a javaslat elfogadható-e. Abban az esetben, ha a két ház támogatja a törvényjavaslatot, az a Fehér Házba kerül.

Az elnöknek 10 munkanapon belül alá kell írnia a törvényjavaslatot, vagy megvétózni azt. Amennyiben ezt elmulasztja, akkor a javaslatból jogerősen törvény lesz. Abban az esetben, ha az elnök megvétózza, a Kongresszus összeül és újból szavaz. Ha 66%-a a képviselőknek úgy szavaz, hogy a vétózás alaptalan, a törvényjavaslatból törvény lesz.

Miért bírt ekkora jelentőséggel ez a választás?

Az Egyesült Államokat az utóbbi időkben megosztottság jellemzi, amely meglátszik a választási eredményeken is. A 2018-as választás több szempontból is történelmi jelentőségűnek mondható. Számos demokrata női jelölt indult képviselői, szenátori és kormányzói helyekért. Köztük többen történelmi sikert értek el, ugyanis először lett képviselő egy szomáliai–amerikai nő, Ilhan Omar, egy ciszjordániai származású muszlim asszony, Rashid Tlaib, és legfiatalabbként egy 29 éves képviselőjelölt, Alexandria Ocasio-Cortez. A 2018-as időközi választásokat szoros eredmények,  demokrata többség a Képviselőházban, és magas részvételi arány jellemezte.

Négy évvel ezelőtt 26 millió, idén 32 millió választópolgár adta le a szavazatát, amely betudható a különböző közösségi oldalakat elárasztó „#voted, #ivoted” hashtaget tartalmazó bejegyzéseknek. Számos híresség, művész, sportember, üzleti szereplő mozgósította így a választópolgárokat. Donald Trump az eredményeket tekintve hatalmas sikerről írt a Twitteren. Jóllehet, a Republikánus Párt meg tudta tartani többségét a Szenátusban, az elkövetkező két évben Trump hatalmát komolyabb fékek és ellensúlyok (checks and balances) korlátozzák majd. Ebből kifolyólag egyértelmű nyertest nem lehet hirdetni.

Milyen következményei lesznek a Képviselőház demokrata többségének?

A Képviselőház felügyeli a bizottságok elnökségeit és idézési jogkörrel bír. Tehát a jelenleg demokrata többséggel bíró alsóház erőszakosabb, határozottabb felügyeletet tud folytatni az elnöki adminisztráció feletti nyomozati eljárásokban. Számos, a közvéleményben elhíresült vádat sorolhatunk ide, mint Trump üzletelései, szexuális erőszakot érintő ügyei és állítólagos Oroszországot érintő, titkos szövetkezései.

A nyilatkozatok alapján, a demokraták vitaindító eljárásokat fognak kezdeményezni Donald Trump ellen különböző adózási és üzleti ügyeit érintően. Nyilvános főtárgyalásokat terveznek a Trump család tagjaival, beleértve az elnök fiát, Donald Jr.-t is, akire kulcsfiguraként tekintenek az orosz kapcsolatokat feltáró nyomozásban. Egy egyszerű többséggel bíró alsóház elegendő egy impeachment eljárás kezdeményezéséhez, ha beigazolódik, hogy az elnök súlyos jogsértést követett el, illetve, ha 2016-ban valóban orosz befolyásolás történt az elnökválasztás során. Amennyiben a felek az eljárást lefolytatták és az elnök elleni vádakat igaznak minősítik, a Kongresszus nem foszthatja meg hivatalától a Szenátus kétharmada nélkül, amelyben most republikánus többség honol.  A Kongresszus nyomozást kezdeményezne Robert Mueller 18 hónappal ezelőtti vizsgálataira alapozva, miszerint orosz beavatkozás történhetett Trump érdekében a 2016-os elnökválasztáson.  Moszkva tagad mindennemű beavatkozást és Trump minden összefüggést kizártnak tart.

Az időközi választások jelentősége, tehát magában a fékek és ellensúlyok szerepében tűnik ki leginkább. Megállapítható, hogy a mostani eredmények alapján a soron következő elnökválasztás előtti két igen mozgalmas év lesz az amerikai politikai életben.

The SMM followed up on the security situation in relation to reported developments at sea, near the Kerch Strait, where on 25 November, three vessels of the Naval Forces of the Ukrainian Armed Forces – two artillery boats “Berdiansk” and “Nikopol” and one tug boat “Yany Kapu” – en route from Odessa to Mariupol had been involved in an incident with vessels of the Russian Federation. Reportedly, weapons were used, six sailors were wounded and the three Ukrainian vessels were seized.

Following the incident, an emergency session of Parliament is scheduled to take place on the afternoon of 26 November to decide on the proposal to introduce martial law for a period of 60 days based on the law “On the Legal Regime of Martial Law”.

On the morning of 26 November, the SMM monitored the security situation throughout Ukraine. In Kyiv, the SMM saw a white car with diplomatic licence plates of the Russian Federation damaged by fire near the Embassy of the latter. In Kharkiv, the SMM saw about 70 protesters (mostly young men) gathered in front of the building of the Consulate-General of the Russian Federation. Some of them lit flares and threw them at the building and also attempted to burn tyres, but police prevented it. In Odessa, the SMM saw about 100 protesters (mostly young men) gathered in front of the building of the Consulate-General of the Russian Federation, some of whom threw fire crackers at the building.

Water-scarce Grenadians will soon get some relief through a Green Climate Fund-approved project to be launched next year that will make Grenada’s water sector more resilient to the impacts of climate change.

Currently, several households in the 134-square mile island of Grenada, in the Eastern Caribbean, find themselves unable to pursue activities at their leisure because of water constraints. “At certain times of the year, people have to reach home at a particular time to fill water containers for use,” said Titus Antoine, acting head of the Economic and Technical Cooperation Department in Grenada.

He told IPS that while some communities in Grenada have a “good, consistent flow of water,” others, particularly in the southern tip of the island where residential and tourism accommodation density are high, suffer “a general shortage.”

That part of the island is the most “water starved”, Antoine said, “because of the erratic rainfall, limited water storage and the high demand when the tourism sector sometimes competes with residential demand.”

The Climate Resilience in Grenada’s Water Sector (G-Crews) project, whose USD42 million budget will be mostly met by the USD 35 million grant from the GCF, is designed to tackle water issues brought about by climate change. Among the various components of the project are a challenge fund for two of the biggest users of water in the island, agriculture and tourism; expanding the infrastructure of the island’s National Water and Sewerage Authority (NAWASA); and retrofitting existing infrastructure to reduce leaks in the distribution system, as well as to better cope with extreme weather events such as hurricanes.

“The overall goal is to increase systemic climate change resilience in Grenada’s water sector. What that means in practice is to both increase the water supply that is available as well as to strategically lower water demand in many sectors, particularly during the dry season. What is needed in order to achieve that is to improve water resource management, to increase water use efficiency and to enhance the Grenadian water infrastructure,” said Dieter Rothenberger, the head of Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ)’s climate change projects in Grenada. GIZ is the implementing partner for the G-Crews project.

Grenada approached the GCF in partnership with GIZ for funding for the water resilience project, because “water is one of the sectors the most negatively affected by climate change,” Antoine said, “with increased drought conditions and changes in the availability of fresh water. There is less rainfall. And when it does come, the timing and heavy type of rains wreaks havoc on the farming sector.”

After widespread consultation, Grenada decided water was a priority area that “if not addressed, it [would inhibit] regular economic development,” particularly in relation to the farming and tourism sectors, Antoine said

The G-Crews project, which runs from 2019 to 2023, is part of a much larger climate change initiative by the Grenada government, known as the Integrated Climate Change Adaptation Strategies (ICCAS) project. That initiative has involved the Grenada government working with Giz and the United Nations Development Programme since 2013. “[ICCAS] was about mainstreaming climate adaptation issues within sectors like agriculture, coastal zone management, and indeed water…,” Hothenberger said.

One of the goals of the G-Crews project, to strengthen the adaptive capacity and reduce the exposure of households, farmers and tourism businesses to the impacts of climate change on water supply, has led to the creation of a challenge fund. This fund will help “to make sure the private sector, in particular tourism stakeholders and farmers, are benefiting from G-CREWS, but are also contributing in making Grenada climate resilient. This challenge fund will be managed by the Grenada Development Bank (GDB),” Rothenberger told IPS by e-mail.

Antoine explained that the challenge fund will provide grants to the tourism and agriculture sector covering up to 50 percent of the cost “to adopt technology for greater efficiency in water use”.

“It will allow the tourism sector to retool in terms of water efficiency and it will allow farmers to be able to purchase irrigation technology that will make better use of scarce resources,” he added.

The water resiliency project will also extend NAWASA’s existing water storage capacity at strategic locations throughout the island. This increased storage will make accommodation for reduced or erratic precipitation, increased temperatures and salt-water intrusion due to sea level rise.

In addition, “the current storage capacity for water in the event of a hurricane is up to three days,” Antoine said. “This project will move that to three weeks capacity.” It will also help Grenada meet the global Sustainable Development Goals for water, he added.

A criterion for funding by GCF is a project’s modalities for continuation and sustainability, Antoine said. “Grenada is accustomed to handling these types of projects and we do have the local capacity,” for ensuring its viability, he said.

“Over 42 million USD is a major investment in Grenada’s context,” he added. “There are other mechanisms out there for financing, but the GCF was particularly attractive because of the scope of this project. We saw it as a natural fit since it provided the opportunity to provide the scale of investment we wanted to have. We partnered with Giz, which is an accredited entity with the GCF.”

“The Green Climate Fund only supports projects which can prove to be highly climate relevant,” Rothenberger said. “This means that you have to convincingly show that the project will solve a challenge induced by climate change impacts now, but particularly in the future….That meant taking into account how climate change will impact the water sector in the future, including future water availability and scarcity. This was done by using existing regional climate models and fine-tuning and updating them for Grenada.

‘The result of the modelling was that the conditions, including water availability, which Grenada had in the most serious recent drought in 2009/2010 will be the new climate normal in 2050. So the interventions were designed in a way to ensure that Grenada’s water sector can deal with such conditions as the new normal. In that sense, CREWS addresses both present as well as future challenges,” Rothenberger said.

La Bibliothèque centrale de Tipasa  Assia-Djebar vient d’organiser, sous la houlette de sa directrice, Mme S. Sebbah et dans le cadre des activités littéraires de cette bibliothèque, placée sous la tutelle du ministère de la Culture, une rencontre entre la corporation des journalistes de la wilaya de Tipasa et l’historienne et universitaire Yamna Behiri, docteur, spécialiste d’histoire moderne et contemporaine, professeure à l’Université de Bouzaréah. Etaient présents à cet événement  plusieurs artistes peintres, à l’instar de Ismaïl Chanaâ, Abdelkrim Hamri, l’historien Nacer Melhani,  Hamid Oudaï, fils de la chahida Zoulikha Oudaï, Imekraz Saleha, ainsi que plusieurs personnalités du monde de la culture.
Ainsi, outre l’ensemble des journalistes présents à ce regroupement, dont les débats ont porté sur la calligraphie maghrébine, les différents types d’actes de mariage délivrés par les cadis de cette période, mais aussi, sur la nature des parlers arabes et berbères en vigueur, qu’il serait intéressant de comparer avec les régions d’Alger, Jijel et  Tlemcen.
La Dr Yamna Behiri, à l’effet d’animer cette conférence portant sur la présentation de son récent ouvrage, relatif à la communauté de la ville de Cherchell au XIXe siècle sur les plans social, économique et culturel, nous a révélé l’imposante historiographie à laquelle se référent ses œuvres, tout en énumérant les différents colloques auxquels elle a participé ainsi que les dizaines de conférences qu’elle avait animées aux niveaux national et international, notamment en Turquie, à l’occasion du Colloque international «Héritage de la civilisation ottomane dans la ville de Cherchell» et à Tlemcen, mais aussi lors du colloque ayant pour thème «L’immigration des Andalous vers le Maghreb», à Médéa, lors du colloque sur «Lalla Fatma N’soumer», et sur «Mohamed Ben Aïssa el Berkani».Lors de sa précédente conférence qu’elle avait animée à Cherchell, l’historienne avait alors précisé que «le sujet de son ouvrage fut dédié à la communauté de Cherchell, sachant qu’au cours de cette période du XIXe siècle, cette ville constituait un modèle pour le reste des villes algériennes qui lui sont semblables, sachant aussi que leurs caractéristiques sont communes, aux niveaux naturel et historique, comme en témoigne la famille cherchelloise dans son environnement social et ses relations familiales ou entre les membres de sa société», révélera l’oratrice, à propos du milieu et de la communauté locale musulmane.
Lors de son exposé, la conférencière a tenu à préciser que ses travaux de recherche furent basés sur des archives locales et nationales. Elle dira à ce propos : «En plus de la liste bibliographique de diverses sources, des références et des études ont été évoquées pour accomplir cette recherche.» Elle révélera que ses sources d’étude sont «basées sur le début du XVIIIe siècle, tel que figurant dans les documents de la région, en particulier les documents du tribunal islamique de Cherchell, ainsi que sur les actes d’écriture et de transcription de mariages, de naissances, de décès et de divorces».

Cette conférencière avait évoqué précédemment à Cherchell que «cette étude est une enquête horizontale des documents touchant tous les acteurs qui ont joué un rôle actif sur la scène des événements dans les communautés urbaine et rurale, en particulier les habitants de la ville de Cherchell de 1859 à 1873 ainsi qu’un tri opéré verticalement dans les états des tribus et des zones urbaines voisines de la même période, en raison des interactions communautaires de la ville avec d’autres résidents des zones voisines, imposées par les conditions de la zone occupée».Toujours selon la conférencière, cette période a également été marquée par des changements significatifs dans l’ensemble de l’Algérie, représentée par «l’émergence d’un régime militaire colonial, avec l’instauration d’une série de lois injustes visant à démanteler le tissu social et économique».

A l’issue de cette conférence,  Mme S. Sebbah a tenu à rendre hommage aux journalistes de la wilaya, qui ont œuvré à propager la culture sous toutes ses formes. A ce titre, des cadeaux symboliques furent remis aux journalistes présents.
