Nein, um dieses Argentinien würde niemand weinen. Auch nicht um Leo Messi. Doch noch sind die Gauchos nicht raus aus der WM. Und Messis Lieblingsgegner ist … Nigeria.

Zwei Titel holte der Superstar im Nati-Dress, nur zwei: 2005 wurde Argentinien U20-Weltmeister. 2008 Olympiasieger. 2005 gewann man den Final 2:1, Messi schoss dabei zwei Tore. 2008 siegte man 1:0. Und beide Male hiess der Finalgegner … Nigeria.

Nun also das nächste Endspiel gegen die vom Ex-YB-Trainer Gernot Rohr trainierten Superadler. Gewinnen die Albiceleste, überholen sie die Afrikaner. Und auch Island, sollten die EM-Märchenfussballer nicht gegen Kroatien sensationell gewinnen. Luka Modric, der Messi beim 3:0 entzauberte, macht den Gauchos Mut: «Wir werden Island schlagen. Für Leo und für Argentinien.»

Nigeria als Glücksbringer. Modric als Mutmacher. Und Legende Diego Maradona als Maskottchen? Der Weltmeister 1986, der nach dem 0:3 in Tränen aufgelöst war, hat sich in der Kabine angekündigt und sagte, dass Messi überhaupt nichts für das Schlamassel könne. Nichts? Na ja. Einen derart schwachen Messi wie gegen die Kroaten hat man seit Jahren nicht mehr gesehen. Und auch im Montags-Training, am Tag nach seinem 31. Geburtstag, machte der Barcelona-Star einen lustlosen Eindruck. Der Blick gläsern und leer, kein Feuer, keine Leidenschaft. Auch wenn die Argentinier gegen Nigeria das Steuer doch noch herumreissen würden. Ob das eine echte Trendwende einleiten könnte, wird stark bezweifelt.

Was man weiss: Trainer Jorge Sampaoli ist zur «Lame Duck», zu einer lahmen Ente, verkommen. Verbandspräsident Claudio Tapia hat zwar verhindert, dass dieser durch Sportchef Jorge Burru­chaga ersetzt wurde. Aber die Aufstellung macht der Copa-America-Sieger mit Chile 2015 nicht mehr alleine.

Man sah ihn im Training ein Blatt Papier mit den Spielernamen mit Mascherano und Di Maria durchgehen. Der PSG-Star wird wohl ebenso ins Team rutschen wie Juves Higuain. Sie ersetzen Agüero und Meza. Zudem könnte der glücklose Willy Caballero im Tor durch Franco Armani ersetzt werden, den neuen Goalie von River Plate. Durchschnittsalter des Teams: 30 Jahre. Routine solls also richten.

Sampaoli mit Galgenhumor: «Alles ist wie immer. Ausser, dass Messi die Aufstellung macht und Masche­rano die Anweisungen gibt. Ich renne nur am Spielfeldrand auf und ab und schreie mir die Seele aus dem Leib.»

Die Isländer brauchen unbedingt einen Sieg, um Chancen auf die Achtelfinals zu haben. Gegner Kroatien hat das Ticket für die K.o.-Runde hingegen schon gelöst und könnte im Schongang antreten. Die Isländer sehen das als Nachteil.

Sechs Punkte und ein Plus-5-Torverhältnis: Die Ausgangslage für Kroatien vor dem letzten Gruppenspiel ist komfortabel. Um den Gruppensieg noch aus der Hand zu geben, müssen die Kroaten ihre Partie verlieren, während die Nigerianer Argentinien haushoch abfertigen.

Aus diesem Grund wird Zlatko Dalic wohl auch etliche Stammspieler schonen. Zudem sind diverse Schlüsselspieler mit einer Gelben Karte vorbelastet, warum er kaum das Risiko eingehen wird, eine Gelb-Sperre zu riskieren. Von seiner Startelf gegen Argentinien sind mit Mandzukic, Rakitic, Rebic, Brozovic und Vrsaljko gleich fünf Spieler in Gefahr, gesperrt zu werden. Superstar Modric könnte zudem eine Pause gegönnt werden.

Für Island-Coach wäre ein allfälliges B-Team aber gefährlicher. «Das hört sich jetzt vielleicht komisch an, aber es wäre ein Nachteil für uns, wenn die Kroaten Spieler schonen.» Die Spieler, die in den ersten beiden Partien zum Einsatz kamen, wären harmloser, weil sie Angst vor Gelben Karten und Verletzungen hätten. Die Ersatzspieler hingegen seien hochmotiviert, würden sich beweisen wollen.

Island braucht zwingend einen Sieg und muss gleichzeitig hoffen, dass die Nigerianer nicht gewinnen. Sollten sich die Argentinier und die Isländer in den Abendspielen durchsetzen, müsste das Torverhältnis entscheiden. In diesem Fall hätte Kroatien den Gruppensieg auf sicher. (rwe)

William Lacy Swing, Director General of IOM, the UN Migration Agency, said today that he was ”greatly concerned” for the fate of migrants who find themselves stranded and left to fend for themselves in the no man’s land desert between Algeria and Niger.

“Irregular migrants, including many pregnant women and minors, should not be left without food or water or expected to walk for miles in blistering 30-degree temperatures to seek safety in the desert,” he said.

Media reports describe how thousands of migrants have made their way across a barren 15-kilometer (9-mile) stretch of desert between Algeria and Niger to the settlement of Assamaka. IOM routinely sends search and rescue missions to pick up severely dehydrated and disoriented migrants who have been looking for shelter for days at a time. There are also credible reports of migrants dying in the desert after losing their way or succumbing to heat and exhaustion.

IOM officials in the remote desert outpost of Assamaka have described migrants emerging from the desert in the thousands. When every new group arrives, IOM organizes search and rescue missions to assist the vulnerable. Once in the border town IOM sends busses to those who wish to return home voluntarily. But the challenge is growing, as the number of migrants emerging after an arduous trek across the desert grows.

“Managed migration is the only answer,” said Ambassador Swing. “It comes down to ensuring that migrants everywhere are treated with dignity and in a way that is safe and orderly. These are the basics we ask of every country in the world.”

The number of migrants walking through the desert from Algeria to Niger is on the rise. In May 2017, 135 migrants were left at the border crossing and the number of crossings reached 2,888 in April 2018. IOM calculates that some 11,276 migrants, among them women and children have made it over the border.

Post-Verwaltungsrätin Susanne Blank jammert in ihrem Rücktrittsschreiben über den Untersuchungsbericht, die Politik und die Medien. Nur bei sich selber sieht sie keine Fehler. BLICK findet: Das ist peinlich!

Die meisten Gewerkschafter haben nie ein Unternehmen geführt. Sie haben nie Verantwortung getragen für Mitarbeiter und mussten nie um Aufträge kämpfen.

Die meisten Gewerkschafter wissen aber ganz genau, wie man das alles machen müsste. Deshalb fordern sie mehr Lohn, bessere Arbeitsbedingungen, längere Ferien. Sie pochen auf die Verantwortung der Chefs – und fordern deren Köpfe, wenn sie versagen.

Eine solche Gewerkschafterin ist Susanne Blank. Als Arbeitnehmervertreterin war sie im Verwaltungsrat der Post und im Ausschuss, der den Postauto-Bschiss hätte bemerken können.

Nun ist Blank zurückgetreten – und hätte für einmal selber Verantwortung übernehmen müssen. Hätte! Ihr Rücktrittsschreiben aber ist eine grosse Anklage: Sie jammert über mediale Angriffe, politische Hetzjagd, den Untersuchungsbericht.

Die Message: Sie selber hat alles richtig gemacht und ist ein Opfer. Schuld sind die anderen.

Was für eine Peinlichkeit!

Blank hätte sich an Post-Chefin Susanne Ruoff ein Vorbild nehmen können: Sie übernahm Verantwortung und ging erhobenen Hauptes.

Die Chefin war selbst im Zurücktreten besser als die Gewerkschafterin.

Wenn unsere Autorin Alexandra Fitz auf Reisen ist, sieht sie immer viel. Aber was sie auf ihrem Flug nach Saudi-Arabien erlebt, überrascht auch sie – und bringt sie zum Nachdenken über ein Gebet, das alle verstehen.

Wenn einer eine Reise tut, kann er was erzählen. So lautet ein ­bekannter Spruch, und Sprüche haben immer eine wahre Botschaft. Wir verwenden sie, weil sie knapp das wiedergeben, was wir länger und umständlicher ­formuliert hätten. Hierbei geht es vor allem um die zwei Wörter «Reise tut». Man erlebt wohl am meisten auf dem Weg ans Ziel, nicht am Ziel selbst. Selten bleibt eine Auto- oder Zugfahrt, eine Überfahrt mit der Fähre oder ein Flug in ein fernes Land ohne ­jegliches Abenteuer.

Gerade am Flughafen und im Flieger treffen wir auf die unterschiedlichsten Mitreisenden. Wir sehen sie warten, schimpfen und schlafen. Und dann sitzen wir mehrere Stunden mit ihnen in einem Aluteil fest. So erging es uns wieder einmal diese ­Woche.

Und wir wollen was ­erzählen: Die Maschine der Turkish Airlines ist am Flughafen Istanbul zum Start bereit. Die Passagiere sind angeschnallt, in wenigen Minuten geht es los, vermeldet der Pilot. Da ertönt das rituelle Gebet des Islam aus den Lautsprechern, und der Grossteil der Passagiere stimmt mit ein.

Auf den Bild­schirmen flimmert der Text – auf Arabisch, Türkisch und Englisch. Wir verstummen und blicken irritiert durch die Reihen. In unserer ganzen Flugkarriere haben wir noch nie ein gemeinsames Fluggebet erlebt. Auf dem Gangplatz vis-à-vis betet sogar ein ganz kleines Mädchen von etwa fünf Jahren fleissig mit.

Es dauert nicht lange, da wird das Bordmenü mit den Block­buster-Filmen wieder angezeigt. Der Flugbegleiter erklärt auf Nachfrage: «Nur bei Flügen nach Saudi-Arabien wird vor dem ­Abflug gebetet. Auch bei einem Flug aus Saudi-Arabien heraus.» Dann füllt er Wasser in einen ­Becher und sagt: «Übrigens schenken wir auf diesen Flügen auch keinen ­Alkohol aus.»

Wir stellen uns vor, wie es wäre, wenn man auf Europaflügen plötzlich mit den Passagieren gemeinsam das bekannteste Gebet des Christentums anstimmen würde: «Vater unser im Himmel, geheiligt werde dein Name.» So würde man vielleicht in der Schweiz, Österreich und Deutschland beten.

Aber in der Air France würde es wohl heissen: «Notre père qui êtes aux cieux.» In der British Airways: «Our ­father in heaven.» Vielleicht ein Grund, das Lateinisch wieder auszugraben, sodass es für alle gemeinsam lauten könnte: «Pater noster, qui es in ­caelis.»

UK campaigner Madeleina Kay, who dresses as UK-EU Superwoman, wants a second vote, based on facts, to stop UK's EU exit.

L'Association nationale des communes du Bénin (Ancb) et les Elus français d'origine béninoise (Efob) ont procédé à la signature, ce mardi 26 juin 2018, à Cotonou, d'un accord de partenariat. Placé sous le haut parrainage du chef de l'Etat, Patrice Talon, la cérémonie de signature de ce partenariat, a eu pour cadre l'annexe de la présidence de la République.
Ouvrant la cérémonie, le président de la République, Patrice Talon, a félicité les Elus français d'origine béninoise pour ce partenariat. « Ce fut avec enthousiasme que j'ai accepté de parrainer cet évènement et aujourd'hui, je suis heureux d'être le témoin de l'acte qui consacre le changement de la donne au Bénin », a affirmé le chef de l'Etat. « Nous ne sommes pas généralement fier de nos origines. Rares sont les Béninois qui affichent leur origine hors du pays », a regretté le Patrice Talon. L'évènement d'aujourd'hui révèle en fait, selon lui, que nous sommes capables de démontrer au-delà du continent que nous sommes des Béninois digne de valeur et que nous sommes capables d'afficher nos origines.
Le président de l'Ancb, a, au nom de ses collègues maires, témoigné toute sa gratitude au président de la République. « Avec le président Patrice Talon, c'est la renaissance de la décentralisation », a affirmé Luc Atrokpo, en évoquant quelques actions phares du chef de l'Etat pour l'enracinement de la décentralisation au Bénin. Il a cité entre autres, la fixation des chefs-lieux de département, la nomination de 12 préfets, la mise en place du Fadec-Assainissement Fadec-Energie et la prise de plusieurs autres mesures pour accompagner efficacement le développement local.
‘'Ensemble, nous définirons les projets pertinents à mener par les deux parties pour le rayonnement de la décentralisation et pour accompagner le Président de la République et son gouvernement dans leurs œuvres de développement de notre pays. À cet effet, nous comptons beaucoup sur le lobbying que fera l'association des Élus Français d'Origine Béninoise et la sollicitude avec laquelle, le Chef de l'État s'occupe des questions de décentralisation'', a souligné le président de l'Ancb.
Le président des Elus français d'origine béninoise, Hubert Zoutu, a remercié en son nom et au nom de l'association, ses compatriotes béninois pour avoir permis la signature de ce partenariat à Cotonou.

Dominique Aegerter braucht einen neuen Arbeitgeber. Kiefer Racing kann ihm für nächste Saison keinen Platz anbieten, die Finanzen stehen nicht. Umso ärgerlicher, dass eine goldene Chance vertan wurde.

Existenz-Ängste treiben Dominique Aegerter um. Die Zukunft des Töff-Cracks aus dem Oberaargau ist in Gefahr. Die aktuelle Saison bei Kiefer Racing konnte dank eigenen Sponsoren und mittels eines Crowdfundings gerettet werden. Ein zweites Mal wird das nicht gelingen. Aegerter braucht einen neuen Arbeitgeber – und zwar dringend. Doch der 27-Jährige pokert.

Denn Aegerters Zukunft könnte längst geregelt sein. Schon Anfang Mai hatte sein damaliger Manager Dr. Robert Siegrist, mittlerweile aus privaten Gründen zurückgetreten, Gespräche mit einem potenziellen Team für Aegerter. Und die holländische Truppe «NTS RW Racing GP» wäre durchaus interessiert gewesen an einer Verpflichtung Aegerters.

Das Problem: Aegerter und sein Bruder Kevin, die das Management nun selber in der Hand haben, haben keine konkreten Gespräche aufgenommen mit Teammanager Jarno Janssen.

Eine goldene Chance vertan

«Aegerter ist ein sehr interessanter Fahrer», sagt Janssen zu BLICK. Doch da er nichts gehört hatte, sind die Plätze nun so gut wie weg. «Meine beiden aktuellen Fahrer haben ein Vertragsangebot vorliegen. Bis zu diesem Wochenende in Assen haben sie Zeit, zuzusagen.» Es ist nicht damit zu rechnen, dass die Piloten Steven Odendaal und Joe Roberts das Angebot verschmähen.

Eine goldene Chance für Aegerter ist vertan. Wie viele noch kommen, ist fraglich. Denn Aegerter hat als GP-Sieger zwar einen guten Ruf in der Szene. Aber seine aktuelle Saison ist nicht gerade das beste Verkaufsargument.

Plusieurs officiers de l'Armée béninoise détenteurs de faux diplômes et autres actes falsifiés viennent d'être épinglés. Dans une note de service en date du 25 juin 2018, le chef d'Etat-major général des forces armées béninoises a décidé d'invalider leur Cour de formation initiale.
Ils sont 16 officiers à être décelés comme ayant des dossiers incomplets et non conformes. Les motifs d'invalidation de leur formation sont entre autres : faux diplômes de Bac, acte de naissance falsifié, formation incomplète, diplôme non conforme et défaut de diplôme dans le dossier de candidature. La haute hiérarchie militaire a décidé de mettre fin à leur formation par la note de service N°18 en date du 25 juin 2018, signée du Général de Brigade Laurent Amoussou. Cette décision concerne les élèves officiers illégalement admis dans les écoles militaires et sortis au titre des années 2016 et 2017. Leurs autorisations de port de premier grade d'officier fictif sont rapportées avec l'annulation de tous les avantages y afférents, précise la note. Le directeur général de la Police Républicaine et les chefs d'Etat-major d'armées et les Forces sont instruits pour prendre des sanctions disciplinaires nécessaires. Aussi, des poursuites judiciaires seront-elles engagées à l'encontre des fautifs, conformément aux textes en vigueur.

« Nous avons trouvé un accord historique à l’Eurogroupe d’hier (jeudi) sur la dette grecque », s’est félicité ce vendredi Alexis Tsipras, le Premier ministre grec, qui pour le coup avait mis une cravate (rouge, évidemment) : « une nouvelle page est en train de s’écrire, mais nous ne devons pas pour autant détruire le chemin fait sur les réformes et les efforts budgétaires ». On comprend sa satisfaction : son pays sortira le 20 août du troisième programme d’aide financière européen et s’affranchira donc de huit ans d’une tutelle de fer exercée par la Commission et l’Eurogroupe (les dix-neuf ministres des Finances de la zone euro). Et comme cadeau de départ, un nouvel allègement de la dette grecque (178 % du PIB contre 127 % en 2009, au début de la crise) détenue en grande partie (274 milliards d’euros sur 320 milliards) par ses partenaires européens.

L’accord a nécessité une longue réunion, l’Allemagne se faisant une nouvelle fois tirer l’oreille : en pleine crise politique intérieure sur la question des migrants, le gouvernement allemand ne voulait pas donner l’impression de brader « l’argent allemand » en faisant trop de concessions à Athènes. « Les négociations ont été difficiles, reconnaissons-le«, mais »je considère que le problème de la dette grecque est désormais derrière nous », a reconnu le ministre français des Finances, Bruno Le Maire.

En réalité, la question de la charge de la dette ne se pose pas réellement pour la Grèce, puisqu’elle ne rembourse pas la dette détenue par le Mécanisme européen de stabilité (MES), soit l’essentiel, un moratoire sur les intérêts courant jusqu’en 2023 même si elle l’oblige déjà à dégager un excédent budgétaire primaire (hors remboursements des autres emprunts) important pour lui permettre d’y faire face quand elle devra commencer à rembourser (3,5 % jusqu’en 2022 puis 2,2 % en moyenne ensuite). Surtout, les taux d’intérêt sont particulièrement bas (1,5 %) et le remboursement du capital n’interviendra qu’entre 2057 et 2060… C’est pour cela que la charge de la dette grecque ne représente que 2,6 % du PIB, bien moins que pour le Portugal (5%), l’Italie (4,7%) ou l’Irlande (4,1 %).

Dans la nuit de jeudi à vendredi, l’Eurogroupe ont une nouvelle fois convenu d’alléger la charge future de la dette en décidant de prolonger le moratoire jusqu’en 2032 sur 96 milliards des prêts effectués par le MES. Mieux, la maturité de cette tranche de prêt est prolongée de dix ans, soit un remboursement en 2069. Il faut bien voir que ces diverses mesures reviennent à une restructuration en douceur de la dette détenue par les Européens : le capital qui sera remboursé dans 50 ans le sera à sa valeur faciale, ce qui veut dire que, compte d’une inflation qui ne compenseront pas les taux d’intérêt particulièrement bas, le MES ne retrouvera qu’une partie de ses prêts en euros constants… Mieux, un nouveau point sur la dette sera fait en 2032 pour, éventuellement, accorder de nouveaux délais. Enfin, les Dix-neuf se sont entendus sur le versement d’une dernière tranche d’aide de 15 milliards d’euros, contrepartie aux 88 dernières réformes accomplies par la Grèce ces dernières semaines. Sur cette somme, 5,5 milliards sont destinés au service de la dette et 9,5 milliards alimenteront un «matelas financier» de plus de 24 milliards d’euros pour les 22 mois qui suivront sa sortie du programme. En revanche l’idée française d’une indexation des remboursements sur la croissance a été écartée.

Cet ensemble de mesures rend la dette grecque soutenable « à moyen terme » selon Christine Lagarde, la patronne du FMI. « Mais sur le long terme, nous avons des réserves ». À la Grèce désormais de prouver qu’elle a retenu les leçons de cette crise de huit ans particulièrement dévastatrice pour sa population.

  Les sapeurs-pompiers des chefs-lieux de daïra de Bou-Saâda et Médjedel, sont intervenus, dans l’après-midi de samedi dernier, pour circonscrire un incendie ravageur, survenu dans les espaces agro-pastoraux de la commune de Ménaa , située à 110 km, au sud-ouest de M’Sila, a-t-on appris, auprès des services de la protection civile. Ainsi, les sinistres déclarés ont généré les pertes de plus de 22 ha de cultures céréalières, des centaines d’arbres fruitiers, ainsi que 4 ha de broussailles, de maquis et 635 bottes de foin. A l’issue de cette épouvantable opération, les pompiers ont pu sauver 25 têtes ovines et éviter la propagation de l’incendie à d’autres contrées limitrophes.

A noter que les éléments de la gendarmerie nationale territorialement compétents ont prêté main forte aux soldats du feu et diligenté une enquête pour déterminer les causes exactes de l’incendie.

I thank the Russian Federation Presidency for convening this debate at a crucial juncture for the people of the Middle East and North Africa.

The region faces profound divisions, troubling currents and a tragic shredding of its diverse religious, ethnic and cultural fabric.

Decades-old conflicts, together with new ones, as well as deep-rooted social grievances, a shrinking of democratic space and the emergence of terrorism and new forms of violent extremism, are undermining peace, sustainable development and human rights.

The territorial integrity of countries like Syria, Yemen and Libya is under threat. Millions of people have been forcibly displaced from their homes. The impacts of this instability have spread to neighbors and beyond.

In addressing these challenges, we would all do well to recall the series of Arab Human Development Reports issued by the UN Development Programme starting in 2002. Those studies identified significant deficits in education, basic freedoms and empowerment, especially of the region’s women and young people.

Among the findings of the first report, in 2002, was, and I quote:

“Political participation in Arab countries remains weak, as manifested in the lack of genuine representative democracy and restrictions on liberties. At the same time, people’s aspirations for more freedom and greater participation in decision-making have grown, fueled by rising incomes, education, and information flows. The mismatch between aspirations and their fulfilment has in some cases led to alienation and its offspring – apathy and discontent. Remedying this state of affairs must be a priority for national leaderships.”
Many such shortfalls continue to bedevil societies across the region.

Let us also recognize that many of today’s problems are being compounded by the legacy of the past, including the colonial era and the consequences of the First World War, notably the dissolution of the Ottoman empire. The well-known “peace to end all peace” did unfortunately achieve that aim.

It was in this broad context that the Arab Spring reverberated widely as a call for inclusion, opportunity and the opening of political space.

Here I would like to pay tribute to the people of Tunisia, where the call began. They have achieved considerable progress in consolidating their young democracy, including through a new constitution and a peaceful transition of power.

But the Tunisia promise did not materialize everywhere in the region.

Today, in a region once home to one of history’s greatest flowerings of culture and coexistence, we see many fault-lines at work, old and new, crossing each other and generating enormous volatility. These include the Israeli-Palestinian wound, resurgent Cold War-like rivalries, the Sunni-Shia divide, ethnic schisms and other political confrontations.

Economic and social opportunities are clearly insufficient. As such difficulties rise, trust in institutions declines. Societies fracture along ethnic or religious lines, which are being manipulated for political advantage.

At times, foreign interference has exacerbated this disunity, with destabilizing effects.
And the risk of further downward spirals is sky high.

Our most pressing peace and security challenges in the Middle East are a clear reflection of the rifts, pressures, neglect and long-term trends that have brought us to today’s crossroads.

The Israeli-Palestinian conflict remains central to the Middle Eastern quagmire.

Achieving a comprehensive, just and lasting two-state solution that allows Palestinians and Israelis to live side-by-side in peace, within secure and recognized borders, is essential for security and stability in the entire region. The recent tensions and violence in Gaza are a reminder of the fragility of the situation.

International support is critical to create an environment conducive to launching meaningful direct negotiations between the two parties. I remain deeply committed to supporting efforts towards this end.

Later today, I will preside over a pledging conference to address severe funding gaps facing the United Nations Relief and Works Agency for Palestine refugees.

In Syria, civilians have borne a litany of atrocities for more than seven years of conflict: sieges, starvation, indiscriminate attacks, the use of chemical weapons, exile and forced displacement, sexual violence, torture, detention and enforced disappearances.

Syria has also become a battleground for proxy wars by regional and international actors. Violence is entrenched, amid a fractured political landscape and a multiplicity of armed groups. In the absence of trusted state institutions, many Syrians have fallen back on religious and tribal identities.

I continue to call on the parties to the conflict to engage meaningfully with my Special Envoy Staffan de Mistura in the UN-facilitated political process in Geneva. I urge progress in the establishment of the constitutional committee. Security Council resolution 2254 remains the only internationally agreed avenue for a credible and sustainable end to this conflict.

More than ever our aim is to see a united and democratic Syria, to avoid irreparable sectarianism, to ensure full respect for Syria’s sovereignty and territorial integrity, and to enable the Syrian people to freely decide on the country’s future.

Yemen is suffering a prolonged and devastating conflict with clear regional dimensions.

My Special Envoy Martin Griffiths has been actively engaged in order to avoid an escalation that could have dramatic humanitarian consequences at the present moment. One week ago, he presented to this Council elements of a negotiation framework that he has been discussing with various interlocutors inside Yemen and in the region. Our hope is that this framework would allow for a resumption of badly needed political negotiations to put an end to the conflict.

In Gaza, Syria and Yemen, the international community must remain mobilized in order to ensure a strong humanitarian response to millions of people in dire need.

In Libya, the United Nations is committed to supporting national actors to find a peaceful resolution to the crisis.

The national conference process organized as part of the UN Action Plan is delivering a clear message: Libyans are longing for an end to the conflict and an end to the transition period. All stakeholders must continue lending their support to my Special Representative Ghassan Salamé, as he leads the political process.

Political success in Libya will also hopefully allow the country to play its role in addressing the dramatic plight of migrants and refugees who have been suffering so much in attempting to cross the Mediterranean.

In the past few years, we have witnessed numerous examples of Iraq’s resilience, including overcoming the risk of fragmentation and achieving victory over ISIL. Iraq’s endurance as a stable, federal state is a testament to the enormous sacrifices of the Iraqi people, from all communities. I strongly hope that the Iraqi institutions will be able to ensure an adequate conclusion of the electoral process in a way that fully respects the will of the Iraqi people.

In this context, the reconstruction of areas destroyed in the retaking of territory from ISIL is a priority, as is the safe, dignified and voluntary return of Iraq’s displaced people to their homes, including those from religious minorities. It is also important to complement such efforts by ensuring that those who committed atrocity crimes are held accountable for their actions, in accordance with international standards.

Let us remember that what look like religious conflicts are normally the product of political or geo-strategic manipulation, or proxies for other antagonisms.

There are endless examples of different religious groups living together peacefully for centuries, despite their differences. Today’s artificial divides therefore can and must be overcome, based on respect for the independence and territorial integrity of the countries concerned.

In this context, it is important to value the experience of respect for diversity that Lebanon today represents.

In Lebanon, parliamentary elections — the first since 2009 — were held peacefully in May, underscoring the country’s democratic tradition. We look forward to the formation of the new Government, to further strengthen state institutions, promote structural reforms and to implement the dissociation policy.

Heightened regional tensions could threaten Lebanon’s stability, including at the Blue Line. Steadfast international effort remains critical in supporting Lebanon to consolidate state authority, safeguard the country from regional tensions and host refugees until durable solutions are found, in accordance with relevant Security Council resolutions.

I remain particularly concerned with the risks of destabilization around the Gulf.

That is why I have always supported the efforts of the Kuwaiti mediation to overcome divisions among Arab states in the area.

On the other hand, it is important to preserve the Joint Comprehensive Plan of Action, which should remain a valuable element of peace and security, independently of the wider discussion about the role of Iran in the region.

During the Cold War, ideological rivals still found ways to talk and cooperate despite their deep divides, for example through the Helsinki process. I do not see why countries of the region cannot find a similar platform to come together, drawing experience from one another and enhancing opportunities for possible political, environmental, socio-economic or security cooperation.

Regional and sub-regional organizations also have a key role to play in supporting preventive diplomacy, mediation and confidence-building.

The region needs to ensure the integrity of the state, its governance systems and the equal application of the rule of law that protects all individuals.

Majorities should not feel the existential threat of fragmentation, and minorities should not feel the threat of oppression and exile.

And everyone, everywhere, should enjoy their right to live in dignity, freedom and peace.

I call on the members of the Security Council to find much-needed consensus and to act with one strong voice.

Concernant le recrutement, Serrar a déclaré qu’il a organisé récemment une opération de tri et de sélection pour détecter les éléments pouvant enrichir l’effectif de la JSD qui va se lancer la saison prochaine à la conquête du seul ticket donnant accès au palier supérieur de la Ligue 2 professionnelle. « Oui, nous allons jouer l’accession et nous comptons sur les joueurs du cru pour concrétiser cet objectif », a-t-il affirmé. Dans cette perspective, Tazir a promis de ramener avec lui huit joueurs de la région de Jijel, des éléments de valeur, chevronnés, qu’il connaît personnellement.  » Avec les sept anciens de la JSD que nous comptons amener à rempiler, l’effectif sera bien étoffé « , pense le président. Quant aux problèmes de financement, Serrar nous a informés qu’il compte avoir prochainement une entrevue avec le wali pour régler cette question. « C’est à partir de là que le recrutement sera vraiment lancé. Depuis le début des épreuves du baccalauréat, dans la wilaya de Bouira, une trentaine de cas de tentatives de tricherie, d’agressions, ont été relevés, et un taux important d’absentéisme observé, dans les rangs des candidats libres. D’après les services de la direction de l’Education, une dizaine de cas de tentatives de copiage ont été remarquées dans différents centres d’examen de la wilaya de Bouira. Pour ce qui est des candidats, pris en flagrant délit, ceux-là ont été exclus de l’examen. Ainsi, les techniques classiques de triche ont été ressuscitées à défaut ‘d’accès aux réseaux sociaux qui ont été bloqués. S’agissant des absences, la direction de l’Education de la wilaya de Bouira a enregistré un nombre de 1.750 candidats absents, dont 1.550 observés chez les candidats libres. A l’origine de certaines absences, il est permis de citer les affectations lointaines, le transport peu disponible. Des cas de plusieurs altercations verbales et d’autres physiques, entre candidats soupçonnés de fraude et les surveillants, ont eu lieu dans certains centres d’examen, comme à Aïn Bessam et à Kadiria. Des enquêtes ont été ouvertes par les services de Sécurité, dans le but de situer les responsabilités des uns et des autres.
