Ein Bub (13), der in Immensee SZ mit seinem Velo unterwegs war, wurde bei der Kollision mit einem Auto erheblich verletzt.

Gegen 07.30 Uhr ist am Dienstagmorgen ein Autofahrer (48) auf die Kreuzung Husmatt/Immostrasse gefahren. Beim Linksabbiegen kam es zur Kollision mit einem herannahenden Velofahrer, einem 13-jährigen Buben.

Der Velofahrer erlitt beim Unfall «erhebliche Verletzungen», wie die Kantonspolizei Schwyz in einer Mitteilung schreibt. Er wurde vom Rettungsdienst in ein ausserkantonales Spital gebracht. (noo)

Le président de la République est accompagné du ministre des Affaires étrangères et de la coopération, Aurélien Agbénonci.

Marie, Mère de l'Église ! Ce titre de la Vierge Marie est désormais inscrit dans le Calendrier Romain pour le Lundi de Pentecôte, et sera célébré chaque année, selon le décret de la Congrégation pour le Culte Divin et la Discipline des Sacrements publié le 11 février 2018, en la Mémoire de Notre-Dame de Lourdes. Les titres de la Vierge Marie, fille de Anne et de Joachim, épouse de Joseph, le charpentier de Nazareth, sont légion. Ils sont généralement tirés des Écritures et de la Tradition de l'Église.

Ils cherchent d'une part, à mettre en exergue les qualités ou charismes spirituels de la Fille de Nazareth et expriment d'autre part les dévotions du peuple de Dieu qui leur sont liées. Parfois, ces titres proviennent même de l'examen critique et objectif de ces dévotions populaires. Le titre de Mère de l'Église doit être éclairé par celui de Mère de Dieu qui a été clairement défini et établi comme l'un des dogmes de l'Église Catholique au Concile OEcuménique d'Éphèse dès les premiers siècles de l'ère chrétienne, en l'an 431. Il fait directement référence aux deux Natures du Christ, en son unique Personne.

Le Christ Jésus est en effet pleinement homme et pleinement Fils de Dieu et Dieu Lui-même. La Vierge Marie est sa Mère légitime et biologique en tant qu'il est pleinement homme. Le Saint Pape Jean-Paul II nous aide à ôter le doute et la limite de la raison humaine à ce sujet en expliquant que« la réponse de la foi de l'Église est claire : la maternité divine de Marie se réfère uniquement à la génération humaine du Fils de Dieu et non, à l'inverse, à sa génération divine. Le Fils de Dieu a été, depuis toujours, engendré par Dieu le Père et il lui est consubstantiel. Dans cette génération éternelle, Marie n'a évidemment aucun rôle ».

Il ajoute par ailleurs et cela, heureusement que« cependant, le Fils de Dieu, il y a 2000 ans, a pris notre nature humaine et il a été alors conçu et enfanté par Marie. […] En proclamant Marie "Mère de Dieu", l'Église veut ainsi, affirmer qu'elle est la "Mère du Verbe incarné qui est Dieu". Sa maternité, pourtant, ne concerne pas toute la Trinité, mais uniquement la seconde Personne, le Fils qui, en s'incarnant, a pris d'elle, la nature humaine. […] La maternité est une relation de personne à personne : une mère n'est pas seulement mère du corps ou de la créature physique sortie de son sein, mais de la personne qu'elle enfante. Marie ayant donc engendré, selon la nature humaine, la personne de Jésus qui est une personne divine, est Mère de Dieu ». Voilà qui est clair !

Or, Saint Paul qui n'est pas très loquace à propos de Marie dans ses épîtres, nous dit que le Christ Jésus est la Tête de l'Église et que l'Église est son Corps (Eph. 1, 22 ; 5, 23 ; Col. 1, 18). Dès lors, la Vierge Marie, Mère de Jésus, l'Emmanuel Dieu-Avec-Nous et Mère du Verbe incarné Jésus-Christ, est aussi Mère de Dieu et Mère de l'Église. Les premiers Chrétiens, en particulier ceux d'Égypte au 3esiècle, s'adressaient à elle déjà en ces termes :« Sous ta protection nous cherchons refuge, sainte Mère de Dieu ne méprise pas nos supplications, nous qui sommes dans l'épreuve, et épargne nous tout danger, ô Vierge glorieuse et bénie ». Cette prière est aujourd'hui encore récitée non seulement dans la Liturgie des Heures, mais aussi par tout le peuple de Dieu. Ceci montre bien le lien entre les deux titres Mère de Dieu et Mère de l'Église et nous confirme plus que jamais le charisme d'intercession de Marie comme aux Noces de Cana.

L’Union européenne commence à penser sérieusement à la réduction de l’impact écologique des transports. Alors que le secteur continue à croître, les projets sur la table sont-ils trop stricts ou trop peu ambitieux?

Die Pensionskasse der SBB ist mit 56'000 Personen und einem Kapital von rund 18 Milliarden Franken eine der grössten der Schweiz. Per März 2019 sinkt nun der Umwandlungssatz.

Die sanierungsbedürftige Pensionskasse SBB (PK SBB) senkt den Umwandlungssatz. Für Versicherte, die im März 2019 das Pensionsalter 65 erreichen, sinkt der Satz von 5,18 auf 5,08 Prozent. Anschliessend geht die Rentenkürzung weiter.

Die Zinssenkung gilt ab dem 1. März 2019, wie die PK SBB am Dienstag mitteilte. Das heisst für die ab dann Pensionierten, dass sie pro 100'000 Franken angespartem Altersguthaben noch 5080 Franken Rente erhalten.

Anschliessend senkt die Pensionskasse ihre Renten weiter, und zwar in drei jährlichen Schritten. Ab 1. Januar 2020 gibt es für 100'000 Franken noch rund 4960 Franken Rente, ab 1. Januar 2021 noch 4850 und ab 2022 noch 4730. Sie erhalten dann also weniger als die Hälfte des zuletzt versicherten Lohns. Auch alle übrigen Umwandlungssätze passt die Kasse an.

Von den Kürzungen sind nicht alle Angestellten der Bahn gleichermassen betroffen. Für Versicherte mit Geburtsdatum vor dem 31. Januar 1961 gilt eine Besitzstandsgarantie. Wer ab dem 1. März 2019 in Pension geht, erhält mindestens die gleiche Rente, die ihm bei einer Pensionierung per 1. Februar 2019 zugestanden hätte.

Wegen tiefer Zinsen

Zudem hebt die Pensionskasse die Beiträge um 1,5 Prozent an. Die Finanzierung geschieht paritätisch zwischen den SBB und den Angestellten. Bei jüngeren Versicherten bis zum Alter 39 übernimmt die Bahn den gesamten Zusatzbeitrag. Ältere Versicherte zahlen 1 Prozent selbst, den Rest übernehmen die SBB.

Die Rentenkürzungen begründet die PK SBB mit den anhaltend tiefen Zinsen und der ungünstigen Versichertenstruktur. Wegen der tiefen Zinsen geht ihr Stiftungsrat für die kommenden Jahre von sehr tiefen Renditen aus, wie sie mitteilte. Wegen des «überaus hohen Rentneranteils» von 46 Prozent kann die PK zudem nur geringe Risiken eingehen.

Mit der Senkung des Umwandlungssatzes reduziert die PK ihren Angaben gemäss «die seit Jahren stattfindende unerwünschte Umverteilung zu Lasten der aktiven Versicherten». Der Stiftungsrat werde die Entwicklung weiterhin kritisch beobachten und behalte sich spätere Massnahmen vor.

Der Umwandlungssatz für den obligatorischen Teil der Pensionskasse ist gesetzlich festgeschrieben. Er liegt derzeit bei 6,8 Prozent. Bei der laufenden Reform der Altersvorsorge wird im Parlament eine Senkung auf 6,0 Prozent diskutiert.

Bei der PK SBB sind rund 56'000 Personen versichert. Mit ihrem Kapital von rund 18 Milliarden Franken zählt sie zu den grössten Pensionskassen der Schweiz. (SDA)

Die Europäische Union beginnt langsam, ernsthaft darüber nachzudenken, wie die Auswirkungen des Verkehrs auf die Umwelt verringert werden können.

Zuerst 15 Olympia-Medaillen, nun erneut Vizeweltmeister im Eishockey. Im Hinblick auf die Fussball-WM könnte das bereits grossartige Sportjahr 2018 historisch werden, meint BLICK-Chefredaktor Sport Felix Bingesser.

Die Erde mag eine Kugel sein. Aber die Schweiz ist in diesen Tagen eine Scheibe. Hartgummi, 7,62 cm Durchmesser, 2,54 cm hoch, 170 Gramm schwer. Wie entschlossen, wie rasant, wie stilsicher die Schweizer diesen Puck erkämpft, vor sich hergetrieben oder abgewehrt haben, das hat das ganze Land begeistert.

Danish Dynamite. Ein Begriff, der einst geprägt wurde, als die dänischen Fussballer Europa aufmischten. Und der jetzt in Herning und Kopenhagen für diese neue Generation der Schweizer Hockeyaner steht. Für eine verschworene Einheit, für die diese WM-Silbermedaille eine Ernüchterung ist.

 

Sie wollen mehr. Sie wollen alles. Die grossartigen Auftritte bleiben. Es ist dies die Fortsetzung in einem Sportjahr, das historisch werden könnte. Bei den Olympischen Spielen in Südkorea hat die Schweiz 15 Medaillen gewonnen. So viele wie seit 1988 nicht mehr. Und jetzt ist man erneut Vizeweltmeister im Eishockey. Obwohl in anderen Ländern die Akzeptanz gegenüber dem Spitzensport und die flächendeckende Sportförderung ausgeprägter sind.

 

Es folgt bald die wegweisende Abstimmung im Wallis über die Durchführung der Olympischen Winterspiele 2026. Für ein überzeugtes «Ja» hat die Hockey-Nati beste Werbung gemacht. Und in zwei Jahren findet die Hockey-WM in der Schweiz statt. Der Stamm der Mannschaft wird bleiben und weiter wachsen. Selbst bei Olympia 2026 könnten viele dieser hochbegabten Generation noch dabei sein.

Und im Juni beginnt die Fussball-WM in Russland. Die Hockeyaner haben vorgelegt. Auch unsere Fussball-Nati hat Klasse, Teamspirit, Selbstvertrauen. Auch sie ist hungrig. Auch sie kann die Sterne vom Himmel holen. Ein Vorstoss in die Viertelfinals, nein, in die Halbfinals wäre vergleichbar mit der Finalqualifikation der Hockeyaner, die den WM-Titel und die damit vielleicht grösste Sport-Sensation um Haaresbreite verpasst haben.

Ja, der Schweizer Sport erlebt eine wunderbare und für ein so kleines Land aussergewöhnlich erfolgreiche Sport-Ära. Das hat nicht nur mit herausragenden Individualisten wie Roger Federer, Martina Hingis, Dario Cologna oder Fabian Cancellara zu tun. Sondern auch mit den Mannschaftssportlern, die uns Märchenhaftes bescheren.

Gerade die Wintersportler hätten es verdient, wenn ihre Exploits mit Olympischen Spielen in der Heimat belohnt würden. Mit einem Fernziel, das zusätzlichen Schub verleihen könnte. Für alle jungen Menschen. Für die Willens- und Sportnation Schweiz.

 

BERN - «Pfarrer Ernst Sieber konnte seine Position im Nationalrat gut vermitteln, auch anderen politischen Kreisen», blickt alt FDP-Präsident Franz Steinegger (75) zurück. Dass er kein geborener Parlamentarier war, sondern ein unkonventioneller, störte überhaupt nicht.

Unvergessen ist Pfarrer Ernst Siebers Wirken im Nationalrat. Vier Jahre, von 1991 bis 1995, sass er für die EVP unter der Bundeshauskuppel. Eine kurze Zeit im Vergleich zu Berner Polit-Dinosauriern, die sich aber gut an den Zürcher erinnern. 

So erzählt Franz Steinegger (75), alt FDP-Parteipräsident und von 1980 bis 2003 Nationalrat: «Er war ein hochanständiger Mensch, zu dem man sofort Zugang hatte, auch wenn man politisch das Heu nicht auf der gleichen Bühne hatte.»  Der Pfarrer habe jedem ruhig seine Meinung gesagt, niemals verbissen oder gar unfreundlich.

Er prägte die Drogenpolitik mit seinen Werken in Zürich

Dafür und für seine Wohltätigkeitswerke ist Ernst Sieber (†91) in Bern sehr geschätzt worden. «Es ist ihm gelungen, gewisse soziale Probleme aufzugreifen und darauf aufmerksam zu machen», so der Urner. Eine Lex Sieber gebe es aber nicht. Auch keine spezielle Drogenpolitik, obwohl Sieber dafür grosses Verständnis geweckt habe: «Für die nationale Drogenpolitik war er in Zürich wichtiger als in Bern. Sie war ja auch schon aufgegleist, bevor er im Nationalrat war.»

Diese Meinung teilt Toni Bortoluzzi (71), SVP-Sozialpolitiker und ebenfalls Zürcher alt Nationalrat (1991 bis 2015). «Mit seiner Rolle in einer gesetzgebenden Behörde war Sieber überfordert.» Seine wertvolle Zeit sei im Parlament und den für ihn langweiligen Kommissionssitzungen vergeudet gewesen. Sein Ansehen habe er sich mit seinem grossartigen Werk für die Randständigen in Zürich geholt.

«Er hat nicht einfach die hohle Hand beim Staat gemacht»

«Nachahmer gesucht!», lobt Bortoluzzi und rühmt Siebers «in einer Beziehung grundlegend bürgerliche Haltung»: Er habe nicht einfach nach dem Staat gerufen und die hohle Hand gemacht, um seine Sozialwerke zu finanzieren. «Er sagte: ‹Das mache ich selber, eigenständig, in eigener Verantwortung.› Das Geld hat er von Privaten organisiert.»

Wenn Sieber trotzdem mal beim Staat um Geld oder Land bettelte, wie er es mit einem seiner vier politischen Vorstösse in Bern tat, war ihm die Unterstützung von links bis rechts sicher. Beachtliche 147 Mitunterzeichner hatte 1993 seine Motion «Selbsthilfedorf für ausstiegswillige Drogenabhängige». Darunter die Unterschriften von Bortoluzzi, Steinegger und SVP-Parlamentarier Maximilian Reimann (1987 bis heute). 

Seine Ideen gingen allen ans Herz

Reimann sagt zu BLICK: «Natürlich hatten wir von der SVP in seinem Stammgebiet, der Drogenpolitik, eine ganz andere Meinung als Pfarrer Sieber. Aber man hat ihm zugehört. Er hat seine Ideen auch allen engagiert ans Herz gelegt.» Mit seiner unkonventionellen Art ist er in allen politischen Reihen positiv aufgefallen.

Reimann erinnert sich noch bestens an die erste Session ausserhalb des Bundeshauses 1993 in Genf. «Für uns Nationalräte waren Zimmer in den besten Hotels reserviert worden. Doch Ernst Sieber reiste mit seinem alten VW-Transporter an, stellte ihn auf den Parkfeldern vor dem Konferenzgebäude ab und nächtigte hinten im Schlafsack auf irgendeinem dünnen Maträtzli.» Die Übernachtungspauschale, die alle erhielten, investierte Sieber laut Reimann in seine Werke. «Das hat mir schon Eindruck gemacht!»

Abu Dhabi Sustainability Week, ADSW, one of the world’s largest sustainability gatherings, has announced its theme for its next edition, which takes place from 12th to 19th January, 2019.

ADSW 2019, under the theme “Industry Convergence: Accelerating Sustainable Development,” will explore how industries are adapting to the digital transformation underway in the global economy, and the new opportunities it is presenting to address global sustainability challenges.

At a Suhoor reception for UAE dignitaries, foreign ambassadors and senior business leaders from more than 37 countries, the Zayed Sustainability Prize also introduced its five new award categories in health, food, energy, water and global high schools, while seeking to encourage both local and international support during its 11th annual awards cycle.

ADSW is widening its scope to align more closely with the UAE Vision 2021 and the United Nations’ Sustainable Development Goals, SDGs. The pillars of ADSW now address Energy and Climate Change, Water, the Future of Mobility, Space, Biotechnology, Tech for Good, Youth and Digitalisation.

EU trade ministers on Tuesday (22 May) gave the go-ahead to the EU Commission's plans to split investment and free trade agreements in the future, following a ruling by the European Court of Justice in March saying that investment and dispute settlement arrangements cannot be established without member states' consent. This opens the door for future investment deals to be ratified the EU's 38 national and regional parliaments.

A roundtable discussion on the implementation of Advance Passenger Information (API) in Kyrgyzstan, organized by the OSCE Programme Office in Bishkek and the Kyrgyz State Committee for National Security, was held on 15 and 16 May 2018, in Bishkek.

The event brought together representatives from Kyrgyz state agencies involved in passenger information processing, including national security authorities, civil aviation, border and customs control officials, and IT service providers. One important purpose of the meeting was to present and discuss the draft National Roadmap to implement an API system in Kyrgyzstan.  

An API system analyses biographic information about travellers before they arrive at international borders. Airlines collect API data and transmit it to the authorities in countries requiring API. The information is then analysed by the authorities in the destination country to pre-screen travellers before they arrive. This allows customs, border services, and other authorized agencies to react to incoming passengers who may be of interest. Legitimate travellers are subject to less stringent controls upon arrival as checks relating to their admissibility have already been completed using API.

At the event, the representatives of IT service providers presented their proposals for the most efficient implementation of an API system. Representatives from state authorities of the Netherlands and the United States Customs and Border Protection shared their experience and expertise in API system implementation in their respective countries. Overall, the roundtable discussion helped the Kyrgyz authorities to collect best practices and practical recommendations on an effective implementation of API.

As a signatory to United Nations Security Council Resolution 2178, the 2016 OSCE Ministerial Council Decision on Enhancing the Use of Advance Passenger Information, and Amendment 26 to the International Civil Aviation Organization’s Chicago Convention, Kyrgyzstan is obligated to implement an API system. Kyrgyzstan has demonstrated its willingness to implement an API system and enhance its airport and border security checks to meet its international obligations, especially in preventing the movement of terrorists and terrorist groups.

Previously, during April-May 2018, a feasibility study assessing the national system of external migration management and legal framework related to API was conducted. Its key findings provided the basis of the draft National Roadmap.

There’s not one answer, no single solution, Stefan Löfven replies to a question about what the most important focus for the global labour market was.

– But it must work much better than what it does today. It must be more inclusive and safer.

The Swedish Prime Minister adds that it is important that more women gain employment and that youth unemployment is reduced, and that the world’s nations create better systems for primary and further education.

The International Labour Organization, ILO, is the UN agency for the world of work.
The elementary goal of ILO is to fight poverty and promote social justice. Its role is to improve employment and workplace conditions across the world, and to protect union freedom and rights.

The ILO is a conventions-based organisation with more than 180 conventions.

Signatories to ILO’s conventions must report back about its work to implement the rights. The nations must allow national representatives of the employer and employee organisations the opportunity to comment on the reports.
Reports for the eight basic conventions about human rights, which Sweden has ratified, must be submitted every two years.

Global Deal
Stefan Löfven’s initiative, which seeks to ensure the benefits and profits of globalisation help more people.

Employees should enjoy better conditions, businesses larger profits, and countries should see reduced social unrest.
The road to get there is through a broader social dialogue – negotiations, that is. The Global Deal framework offers opportunities for partnership projects to ensure countries sign ILO conventions and large companies sign global agreements.

19 countries, close to 30 unions and businesses, as well as 15 or so organisations have joined Global Deal.

He is tasked with designing a global strategy for developing the international labour market.

Last week, he was paired with South African President Cyril Ramaphosa, who was appointed the second chairperson.

The change followed a scandal, after Stefan Löfven’s previous co-chair Ameenah Gurib-Fakim, the President of Mauritius, was caught buying luxury shoes and jewels with a charity organisation’s credit card.

The revelation didn’t only lead to her forced resignation as president in March, but also to her standing down from ILO’s Global Commission on the Future of Work, which was then led by the Swedish Prime Minister alone for a few months.

When Stefan Löfven met his new partner, the South African President, at ILO’s Geneva headquarters this month, it was a reunion of sorts.

Like Löfven, Cyril Ramaphosa has a union background and has met the former Swedish chairman of the Swedish union IF Metall several times in his previous role as leader of the South African National union of Miner Workers.

Thus, it is two former union leaders that will lead work on a plan on how to shape the world’s labour market.

The big question is whether the world’s employers – who often dislike regulation – will have stronger ammunition against their recommendations.

Stefan Löfven dismisses such speculations.

– First of all, Ramaphosa has represented both sides. He has been a union leader, but also business leader. Secondly, this is a broad commission. The commissioners have a broad range of backgrounds and employers are also represented. So, it will be the commission as a whole that will stand behind the report, Stefan Löfven tells Arbetet Global in an interview, conducted by telephone.

ILO’s annual conference begins in Geneva on 28 May.

There, the world’s nations, unions and employer organisations will meet to discuss labour market issues. There won’t be any global legislation, but the UN agency will develop conventions, ”lists of shame” and other soft tools to shape the labour market.

One topic listed for discussion this year, is what needs to be done to reduce violence against women and men at work.
An important Swedish topic is also on the agenda.

One of Stefan Löfven’s largest international initiatives is his proposed ”Global Deal” to strengthen a social dialogue between nations, unions and businesses.

The first ILO Conference of the year will discuss whether Global Deal will be included in an official report that would make it an UN tool. It would be a way to ensure the initiative would live on beyond the Swedish Prime Minister’s tenure.

But it has been questioned. Many employers don’t want to see further regulations of a global labour market.

The PM says it’s hard to predict whether Global Deal can become a UN tool.

– I can’t assess the chances of that happening, but ILO is built on tripartite cooperation and it would be strange if ILO could not express that this is an important issue, he says.

– This is not arm wrestling to determine a zero-sum game. It’s about creating good conditions for everyone. If employees enjoy good conditions, businesses profit from productivity gains and society benefits in turn.

The entire UN – of which ILO is part – has been affected by a reduced US contribution. Everyone has had to cut costs. The question is how it will affect the design of a global labour market.

– That’s really difficult to answer as I don’t know what cuts will be required by the ILO.

Of course, it’s unfortunate to have to cut funding for multi-lateral agencies at a time the globalisation is accelerating.
The labour movement is naturally interested in finding regulations of a global labour market. It’s also not unexpected that businesses are opposed to regulations.

However, a growing question is to what extent ILO is able to affect the labour market in the face of growing nationalism.

– Despite elements of nationalism, the economy works on a global level.

This year’s meeting in Geneva can be considered a warm-up ahead of ILO 100-year anniversary next year, which will bring many leaders from across the world.

The goal is to complete the Future Report by then, but many considerations need to be made before then.

The Indian labour market, where many work in agriculture, is vastly different to the Swedish, and digitalisation also brings significant changes.

– We have a final meeting in November, to discuss the final report, says Stefan Löfven.

A large portion of ILO’s work is about trying to strengthen democracy and employee workplace rights.

At the same time, the trend today is the reverse. In 70 countries, democracy deteriorated last year, according to a report by think tank Freedom House.

The freedom of the press is also under threat in several countries, and dictatorships use terminology such as “fake news” to defend themselves against audits.

– There is always an element of that. There’s always those going in a different direction, but it’s our responsibility to work for democracy.
