A Jobbik pártvezetésnek a Toroczkai László és követői elleni reakciói alapján elkerülhetetlennek tartja a Jobbik pártszakadását, az egykori radikális politikai tömörülés volt országgyűlési képviselője. Gaudi-Nagy Tamás óriási bűnnek tekinti, hogy az osztrák Szabadságpárt modellje helyett a Vona-Simicska duó által túltolt néppárti fordulat morálisan, politikailag és pénzügyileg is lenullázta a Jobbikot. A volt képviselő a patrióta erők földcsuszamlásszerű előretörését várja a jövő évi európai parlamenti választáson.

Kiskorú veszélyeztetése miatt vádat emelt a Tatabányai Járási és Nyomozó Ügyészség egy asszony ellen. Sajtóinformációk szerint a vádlott annak a 16 éves M. Apollónak az anyja, aki tavaly áprilisban egy éjszaka olyan súlyosan bántalmazott Tatabányán két hajléktalant, hogy mindketten a helyszínen meghaltak.

A Komárom-Esztergom Megyei Főügyészség közleménye szerint az asszony évekig megszegte szülői kötelezettségét, így a gyermekei érzelmileg súlyosan sérültek. A nagyobbiknak már kisiskolás korától magatartási problémái voltak, ezért kezelték és gyógyszer szedését javasolták. Az anya azonban az orvosságokat nem váltotta ki, gyermekét a vizsgálatokra nem vitte vissza.

Az asszony az iskolás a nagyobb fiára bízta a kisebbet. Az idősebb fiú ruházatáról, higiéniájáról nem gondoskodott, a gyereknek csak egy melegítője és egy pólója volt, amit egész héten viselt, a ruhákat maga mosta. A fiú műanyag szatyorban hordta iskolai felszereléseit, a nő szülői értekezletre, fogadóórára sem járt – közölte a főügyészség.

A vád szerint a 16 éves M. Apolló 2017 áprilisában a Tatabánya központjában lévő buszmegállóban felébresztett egy hajléktalant, akivel korábban összeszólalkozott. Megrugdosta és megtaposta a földre zuhanó férfit, aki emiatt a helyszínen meghalt. A fiú ezután a lépcsőházukban üldögélt, mert nem akarta felébreszteni az anyját. Egy idő után járkálni kezdett a környéken, felkeltett egy másik hajléktalant, ütlegelte, rugdosta, később a magatehetetlen ember cipőjét a saját lábára húzta. A férfi a helyszínen nagy szenvedések után meghalt.

M. Apolló beismerte a bűncselekmények elkövetését. Az ügy tárgyalásán elhangzott, hogy fiúnak rossz kapcsolata volt az anyjával, és nem sokkal a gyilkosságok előtt maga kérte a gyámhatóságot, hogy vegyék állami gondozásba. A fiú azonban a tervezett ítélethirdetés előtti tárgyalási napon, múlt csütörtökön visszavonta vallomását, és azt állította, hogy a gyilkosságokat fenyegetés hatására követte el, illetve az egyik bűncselekmény elkövetésében társa is volt. A bíróság ezért elhalasztotta a döntést a fiú ügyében.

Még három hónapig biztosan a rácsok mögött marad a Novozánszki Fanni (†24) eltűnése ügyében gyanúsított B. László.

RUST (D) - Die Freizeitanlage Europapark in Süddeutschland ist auch für viele Schweizer ein beliebtes Ausflugsziel. Am Samstagabend wurde jedoch Teile des Geländes zur Feuer-Hölle. Die Feuerwehr musste mit einem Grossaufgebot gegen die Flammen ankämpfen.

Bereits aus weiter Entfernung ist der Brand im Europa-Park im süddeutschen Rust am Samstagabend zu sehen. Meterhoch ragt die dicke, schwarze Rauchsäule über dem Freizeitgelände in die Luft. Das Feuer im auch bei Schweizern äusserst beliebten Ausflugsziel war kurz nach 18.00 Uhr im sogenannten «holländischen Teil» des Europa-Parks ausgebrochen und breitete sich danach auf den skandinavischen Bereich aus.

Philip Schumacher aus Root LU war gerade am Anstehen für eine Bahnfahrt, als er den Brand im Park bemerkte. «Wir hörten zuerst einen Knall, dann sahen wir den Rauch am Himmel», sagt der 18-Jährige gegenüber BLICK.

 

Unter den Freizeitpark-Besuchern sei es sofort unruhig geworden, sagt Schumacher weiter. «Es herrschte ein bisschen Panik weil niemand wusste, was genau los ist.» Zusammen mit den anderen Personen rund um ihn herum habe er dann das Gelände möglichst rasch verlassen.

Beatrice Egli hautnah dabei

Auch die Schweizer Schlagersängerin Beatrice Egli (29) wird Augenzeugin des Feuers – und postet Videos auf Instagram. Sie ist für die Probe der Musikshow «Immer wieder Sonntags» in Rust. Ob die ARD-Show morgen über die Bühne geht, ist noch offen.

Feuerwehrleute leicht verletzt

Kurz nach 21 Uhr abends dann endlich Entwarnung: Der Brand sei unter Kontrolle, sagte Bezirksbrandmeister Adrian Wibel zu «Bild»: «Der Park wurde innerhalb von 60 Minuten evakuiert. Wir hatten grosse Probleme mit der Löschwasserversorgung. Mussten Wasser über lange Leitungen und mit Hochdruckpumpen heranführen. Drei Feuerwehrleute wurden durch Rauchgase leicht verletzt.»

Ansonsten soll es keine Verletzten gegeben haben. Gemäss Polizeiangaben waren am Samstag rund 25'000 Besucher im Europapark.  Zum Sachschaden konnten bisher keine Angaben gemacht werden.

Park öffnet wieder

Am Sonntag wird der Park um 09.00 Uhr wieder öffnen, haben Behörden und Betreiber in der Nacht entschieden. Auch Veranstaltungen wie «Immer wieder Sonntags», in der Beatrice Egli auftreten wird, finden wie geplant statt.

 

Beiden «Piraten von Batavia» brach das Feuer aus

Der Brand brach bei der Attraktion «Piraten von Batavia» aus. Die Brandursache ist noch unklar. In der Lagerhalle, in der das Feuer ausbrach, lagerten nach ersten Erkenntsnissen Service-Materialien und Teile des Kostümfundus.

Adolf Ogi war der Vater des ersten Schweizer Olympia-Wunders. Nun legt er im Heimatort das Katapult für ein weiteres Kapitel.

Ogi und Olympia, diese Verbindung beginnt 1972 mit dem Wunder von Sapporo. Der junge Dölf fasst im Skiverband den Auftrag, eine schlagkräftige Truppe zusammenzustellen. Er erfüllt voll und ganz. Die Schweiz belegt im Medaillenspiegel mit viermal Gold, dreimal Silber und dreimal Bronze hinter der Sowjetunion und der DDR den dritten Rang.

3 Schanzen dank Ogi

Inzwischen ist Ogi alt Bundesrat und trägt 75 Jahre auf dem Buckel. Das olympische Feuer lodert aber immer noch. «In acht Jahren möchte ich vor meiner Haustüre noch einmal Olympische Spiele erleben», sagt Ogi. Die Basis dazu hat er selber gelegt.

Mit seiner Begeisterungsfähigkeit und seinem diplomatischen Geschick hat er vor vier Jahren sämtliche Einsprachen der Anwohner entkräftet und damit den Bau von drei Schanzen in Kandersteg ermöglicht. Die Olympia-Kandidatur Sion 2026 sieht Kandersteg als Austragungsstätte für das Skispringen von der kleinen Schanze und für die Wettkämpfe der Nordischen Kombination vor.

Im letzten Winter war diese Anlage die Bühne für die Nordische Junioren-WM. «Diese WM wurde für unser junges Team zu einem grandiosen Erfolg», so Ogi. «Unser OK bestand zum grossen Teil aus unter Dreissigjährigen, die einen sensationellen Job gemacht haben. Und genau diesen jungen Menschen sind wir es schuldig, dass wir Ja zu den Olympischen Spielen 2026 sagen.»

Der Mann, der als Bundespräsident mit seiner Neujahrsansprache 2000 Kultstatus erlangt hat, setzt sein flammendes Plädoyer für Olympia in seiner Heimat fort.

«Es wird höchste Zeit, dass die Winterspiele zurück zur Wiege gelangen – zurück in die Alpen», sagt Ogi. «Im Gegensatz zu den Russen, Koreanern und den Chinesen müssen wir keine Skipisten und Schanzen bauen. Bei uns ist mit Ausnahme von einer Eisschnelllauf-Anlage alles vorhanden, wir könnten morgen mit Olympia beginnen.» Egal, wie dieses Kapitel endet – Adolf Ogi wird als unser Herr der Olympia-Ringe in die Geschichte eingehen.

Le président de la Banque africaine de développement (BAD), Akinwumi Adesina, a exprimé sa « satisfaction sur la nature et le niveau appréciable » des relations avec l’Algérie où il compte effectuer une visite en automne prochain, a indiqué samedi un communiqué du ministère des Finances.

Lors de son entretien avec le ministre des Finances, Abderrahmane Raouya, en marge des Assemblées annuelles du Groupe de la BAD, tenues du 21 au 25 mai à Busan (Corée du Sud), M. Adesina a confirmé « la disponibilité de son institution à accompagner l’Algérie dans ses efforts de développement économique et social sous les formes qu’elle souhaiterait », a ajouté la même source.

Le président de cette banque régionale a, en outre, émis le souhait de « se rendre en Algérie pour s’enquérir des réalisations enregistrées et du niveau appréciable atteint par le pays en matière de développement économique », a souligné le communiqué, précisant que cette visite est prévue au courant de l’automne prochain.

Dans le cadre de sa participation aux travaux des Assemblées annuelles du groupe de la BAD, M. Raouya, a aussi pris part aux 2èmes et 3èmes sessions des réunions des Conseils des Gouverneurs.

La 2ème session des Conseils des Gouverneurs a été consacrée au dialogue du président de la BAD avec les gouverneurs sur la question de la 7ème augmentation générale du capital de la BAD (AGC-VII).

M. Adesina a mis en exergue le rôle de la BAD durant la décennie à venir dans le développement économique du continent notamment dans les cinq (5) domaines prioritaires « High5 »: Nourrir l’Afrique, Eclairer l’Afrique, Industrialiser l’Afrique, Intégrer l’Afrique et Améliorer la qualité de vie des populations africaines.

Ainsi, l’augmentation du capital devrait permettre d’accompagner les pays africains dans leur processus de développement.

Les pays membres ont fait part de leur accord de principe pour engager les discussions sur cette augmentation et ont demandé à la BAD de poursuivre les réformes qu’elle a déjà engagées, et ce, pour mieux répondre à leurs besoins croissants.

Dans ce cadre, M. Raouya est intervenu pour souligner le rôle important joué actuellement par cette institution financière africaine dans le développement économique et social du continent.

Il a, à cet égard, insisté sur les défis en matière d’emploi notamment en direction des jeunes et des femmes, mettant en exergue le rôle que doit jouer la BAD dans l’inclusion financière ainsi que dans la mobilisation des ressources internes englobant l’élargissement de l’assiette fiscale et la lutte contre l’évasion fiscale sous toutes ses formes.

S’agissant de la 3ème et dernière session, il a été procédé à l’adoption des différentes résolutions prises au cours de ces Assemblées annuelles et dont la lecture du communiqué final a été confiée à M. Raouya.

En marge de ces Assemblées, le ministre a participé à plusieurs tables rondes consacrées aux questions de développement et de résilience économique, notamment celles relatives aux perspectives  économiques et l’industrialisation en Afrique pour un développement durable.

Le premier argentier du pays a également eu des entretiens avec certains de ses homologues africains, avec lesquels il a procédé a un échange de vues sur la situation économique mondiale et ses  répercussions sur le continent africain ainsi que sur l`état des relations bilatérales et les moyens de les développer.

La délégation algérienne a également rencontré les responsables de la Banque africaine d’Import-export (Afreximbank), qui a permis d’examiner les possibilités de développer la coopération avec cette institution notamment en matière de financement des exportations algériennes vers les pays africains.

Le ministre du Travail, de l’Emploi et de la Sécurité sociale, Mourad Zemali, prendra part, à partir de demain dimanche, aux travaux de la 107éme conférence internationale du Travail (CIT) qui se déroulera à Genève (Suisse), a indiqué samedi un communiqué du ministère.

Le ministre conduira « une importante délégation composée de représentants d’organisations patronales, d’organisations syndicales présidées par le Secrétaire général de l’Union générale des Travailleurs algériens (UGTA) et d’un représentant du syndicat national autonome du personnel de l’administration publique (SNAPAP), ainsi que de cadres du ministère, a noté le communiqué.

Outre les nombreuses activités prévues lors de cette session, M. Zemali présentera, également, lors de la réunion du Groupe arabe le 27 mai « l’initiative algérienne visant à adopter une position unifiée concernant les méthodes de travail de la Commission de l’application des normes, qui a été approuvée par l’Organisation arabe du Travail, à l’issue des travaux de la 45e session de la Conférence arabe du travail, tenue au Caire en avril dernier ».

Avant sa participation aux travaux de la réunion du Groupe africain prévue pour le 29 mai, le ministre prendra part, également, le lundi 28 mai à la cérémonie d’ouverture officielle de la CIT.

Il tiendra des rencontres bilatéraux avec ses homologues de pays arabes, africains et latino-américains ainsi qu’avec des responsables du Bureau international du Travail (BIT), notamment le Directeur général de l’Organisation et la présidente de la Commission de l’application des normes.

Le ministre participera, du 5 au 7 juin prochain, à la réunion de coordination du groupe des pays non alignés, où il prononcera une allocution au nom de l’Algérie.

Il prendra part également aux travaux de la séance plénière de l’OIT et prononcera une allocution portant sur le rapport du directeur général de l’Organisation relatif à « l’initiative de la femme dans le travail: aller de l’avant vers l’égalité », en tant que partie de l’initiative centenaire de l’OIT sur les femmes au travail ».

La CIT qui se tient annuellement à Genève, regroupe des représentants et des délégations des acteurs de la tripartite (gouvernements, travailleurs et patronats) des Etats membres de l’OIT et ce en vue de débattre d’un ensemble de questions relatives au monde du travail.

L’ordre du jour de cette session examinera plusieurs thèmes notamment le rapport du directeur général sur le renforcement du rôle de la femme dans le travail « Mettre fin à la violence et au harcèlement dans le monde de l’emploi » et la relance du dialogue social entre les acteurs de la tripartite.

Ich (38) bin schon seit mehreren Jahren Single. Irgendwie scheine ich mich einfach nicht mehr verlieben zu können, auch wenn ich befreit auf meine letzte Beziehung zurückschaue. Ich treffe zwar regelmässig Frauen, aber meistens weiss ich beim ersten Date, dass meine Gefühle einfach nicht stark genug sind. Wenn ich es dann doch mit weiteren Treffen oder sogar einer Beziehung versucht habe, hat sich das immer bestätigt und ich habe die Frauen mit meinem Rückzug verletzt. Mittlerweile habe ich ein schlechtes Gewissen, überhaupt noch etwas anzufangen, aber irgendwie muss ich es ja probieren. Frank

Hinterfrage in einem persönlichen Prozess, was deine eigenen Vorstellungen zur Liebe sind und wie Beziehungen wachsen. Bisher hast du die Erfahrung gemacht, dass es nur dann gut kommt, wenn du bereits vom ersten Moment an hin und weg bist. Mach dir bewusst, dass es auch andere Verläufe gibt. Le Général de Corps d’Armée, Ahmed Gaïd Salah, Vice-ministre de la Défense nationale, Chef d’Etat-major de l’Armée nationale populaire (ANP), effectuera à partir dedimanche une visite de travail et d’inspection de 4 jours à la 6ème Région militaire à Tamanrasset, indique samedi le ministère de la Défense nationale (MDN) dans un communiqué. 

« Lors de cette visite, le Général de Corps d’Armée procèdera à l’inspection d’unités opérationnelles et tiendra également des réunions d’orientation avec les cadres et les personnels des unités de la 6ème Région militaire », précise la même source.

Les gardes-côtes du port maritime de Bouzedjar dans la daïra d’El Amria ont repêché avant-hier dans les premières heures de la matinée, précisément à 5h15, le cadavre d’un ressortissant africain.

le corps qui flottait dans l’eau était dans un état de décomposition très avancé, et se trouvait à environ 7 milles au nord-est du port. Le corps a été identifié et déposé à la morgue de l’hôpital Ahmed-Medeghri de Aïn-témouchent.

Erst ging die Maschine kaputt, dann musste der Ersatzflieger von Edelweiss über dem Atlantik umkehren, berichtet BLICK-Praktikantin Lisa Berchten über ihren Mexiko-Flug.

Von Zürich direkt ins sonnige Cancun, Mexiko. Mit Edelweiss. Eine tolle Sache, dachte ich. Und buchte den Ferienflieger für den 11. Januar 2018. Kurz vor Abflug verflog die Freude jedoch. Meine Edelweiss-Maschine hatte einen technischen Defekt. Nach fünf Stunden Warten wurde uns ein neuer Edelweiss-Flieger bereitgestellt. Wie war ich froh, als wir endlich von Zürich abhoben. Doch nach zwei Stunden Flugzeit, als wir uns gerade über dem Atlantik befanden, kam die Durchsage. Ein Triebwerk sei ausgefallen, wir müssten umkehren.

Kann das wahr sein?, dachte ich. Wieder in Zürich gelandet, blieben ich und die anderen Fluggäste lange im Unklaren, wie es weitergeht. Ich kam in ein Flughafenhotel, musste aber die ganze Nacht wach bleiben, da ich nicht wusste, wann es mit meiner Reise weitergeht. Um zwei Uhr morgens bekam ich dann in der Tat ein E-Mail mit der neuen Flugverbindung: Ich musste elf Stunden von Zürich nach San Francisco in die USA fliegen, dort sechs Stunden am Flughafen warten und dann nochmals fünf Stunden nach Cancun fliegen – ein riesiger Umweg! Anstatt am Donnerstagabend bin ich schliesslich am Samstagmittag in Mexiko angekommen. Immerhin bekam ich 600 Euro zurückerstattet, das mich dann wieder freute. 

Le décret exécutif qui oblige les employeurs à consacrer aux handicapés 1% des postes d’emploi, est-il totalement observé?

La ministre de la Solidarité nationale, de la Famille et de la Condition de la femme, Ghania Eddalia, a fait savoir jeudi à Alger que près de 244 000 personnes handicapées à 100% bénéficient d’une pension mensuelle de 4 000 DA en sus de la couverture sociale qui leur est assurée.

Lors d’une séance plénière, consacrée aux questions orales au Conseil de la nation, la ministre a indiqué, en réponse au sénateur Mohammed Tayeb Laskri sur la prise en charge des personnes aux besoins spécifiques que le secteur de la solidarité, a enregistré, l’année dernière, 243 941 personnes handicapées bénéficiant d’une pension mensuelle de 4 000 DA et de la couverture sociale. Ghania Eddalia a précisé qu’il s’agit de citoyens adultes âgés de 18 ans minimum, invalides à 100% et sans aucune source de revenu.

Elle a ajouté que 192 347 handicapés, dont le taux d’invalidité est inférieur à 100% âgés de plus de 18 ans et sans source de revenu, bénéficient de leur côté de l’allocation forfaitaire de solidarité (AFS) mensuelle qui s’élève à 3 000 DA, tout en rappelant les affectations financières destinées à leur couverture sociale normale.

Les personnes aux besoins spécifiques bénéficient, quant à elles, de la gratuité de transport où de réduction de tarifs en plus des différentes aides de solidarité destinées aux catégories vulnérables de la société, a-t-elle ajouté.
S’agissant de l’insertion sociale et professionnelle des personnes handicapées aptes à exercer une activité, la ministre a rappelé le décret exécutif qui oblige les employeurs à consacrer au moins 1% des postes à cette catégorie.

Cependant, l’on se questionne sur le contrôle de l’observation de cette obligation par les employeurs.
Evoquant la prise en charge des besoins matériels et sociaux des personnes aux besoins spécifiques et les efforts visant à alléger le fardeau qui pèse sur leurs parents, la ministre a rappelé les prestations garanties par son secteur, notamment la prise en charge des enfants handicapés depuis leur jeune âge à travers un réseau de 232 établissements spécialisés. Ces structures offrent une prise en charge psychologique et éducative à cette catégorie d’enfants handicapés (auditifs, visuels et mentaux).

Ghania Eddalia a indiqué que le nombre global des enfants handicapés pris en charge durant l’année scolaire 2017-2018 au niveau des établissements et classes spécialisées à travers le territoire national, s’élève à plus de 26 000 enfants. La ministre a ajouté que le nombre d’espaces consacrés aux enfants autistes est de 134 ouverts au niveau des centres psychopédagogiques répartis à travers le pays. Elle a également affirmé que le mouvement associatif activant en faveur des handicapés «bénéficie de l’appui et de l’accompagnement» du ministère qui encourage «les particuliers à créer des centres psychopédagogiques pour les enfants handicapés mentaux».

Schlagerstar Monique und ihre Combo haben die Rechnung ohne die Rechte gemacht. Daher ist jetzt ist der Applaus verstummt, noch bevor er richtig starten konnten.

Mit Discobeats und in Fasnachtsfummeln wollten Schlagerstar Monique (40) und ihr Schatz Dani Kopp (45) musikalisch durchstarten. Gemeinsam wollten sie nicht nur romantische Liebesnächte geniessen, sondern auch Bühnenerfolge feiern. Die Idee kam ihnen auf einer Schlager-Flussfahrt. Da trafen sie auf den Volksrocker Willy Tell (51) und seine Freundin, Ex-Pornostar Eveline Hari (41), und gleich war ihnen allen klar: Sie sind die neuen Alpen-Abba. «Wir lieben ihre Musik, sind zwei Paare, heimatverbunden und voilà», sagten sie zu BLICK.

Einen ersten Auftritt hatten sie auf einer Flussfahrt und wurden mit Standing Ovations gefeiert. Auch, weil sie die Hits der schwedischen Kult-Band mit Mundarttexten zu aktuellen Themen sangen. So wurde schnell aus «Fernando» schlicht und einfach «Zalando». Live wollten sie die Bühnen rocken, an Partys singen, Hochzeitsgesellschaften zum Tanzen bringen. Moniques Dani, der gelernte Koch, Lastwagenfahrer und Tour-Manager, hatte gar vor, Gesangsunterricht zu nehmen. Doch das lustige Quartett hatte die Rechnung ohne die Rechte gemacht.

Die Rechte haben sie nicht abgeklärt, nun ist Schluss

Denn weder der Name noch das typische Abba-Logo oder deren Melodien dürfen ohne Okay des schwedischen Plattenlabels Polar übernommen oder neu interpretiert werden. Dumm nur, haben die gestandenen Musiker Monique und Willy Tell genau das eben nicht gemacht. Die Reaktion von Universal, zu denen Polar gehört, ist klar: Alpen-Abba ist Geschichte. Die auswendig gelernten Texte können sie wieder vergessen, die Fasnachtsfummel an der nächsten 70er-Jahre-Party tragen, und die vielen Autogrammkarten müssen sie verbrennen oder einstampfen. Das werden sie auch tun, was sie gegenüber der Plattenfirma bestätigt haben. So heisst es nun für die vier Sänger mit Edelweiss-Chic – so ihr Slogan: aus die Maus. Oder um es mit einem Abba-Hit zu benennen: «Thank you for the music!»

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on reports about an explosion in a bus in Debaltseve in which a boy died and three other teenagers were injured. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It recorded explosions of mortar rounds inside the Zolote disengagement area as well as ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in all three areas. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. It continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station to facilitate repair works and demining activity in order to keep the station operational; it heard ceasefire violations in the area, despite security guarantees. The SMM also continued to monitor and facilitate repairs to the Petrivske pumping station near Artema and high-voltage power lines near Almazna, Yuzhna-Lomuvatka and Veselohorivka.

In Donetsk region, the SMM recorded more ceasefire violations[1], including more explosions (about 660), compared with the previous reporting period (about 295 explosions).

On the evening of 24 May, while in Horlivka (non-government-controlled, 39km north-east of Donetsk), the SMM heard about 50 undetermined explosions, seven explosions assessed as impacts of artillery rounds and about 20 bursts of heavy-machine-gun fire, all 3-7km south-west, west and north-west. While at the same location, on the morning of 25 May, the SMM heard about 85 explosions assessed as outgoing artillery rounds 2-8km north-east and north-west, as well as about 100 explosions assessed as impacts of artillery rounds and about 110 undetermined explosions, all 5-9km at directions ranging from north to north-west. During the day on 25 May, positioned on the north-eastern edge of Horlivka for about three and a half hours, the SMM heard about 35 undetermined explosions, 2-8km north-east, south-east, north-west and north.

On the evening of 24 May, while in Svitlodarsk (government-controlled, 57km north-east of Donetsk), the SMM heard 25 undetermined explosions and 80 bursts of heavy-machine-gun and small-arms fire, all 3-6km south-east and south-west. The following day, while at the same location, the SMM heard about 60 undetermined explosions and about ten bursts of heavy-machine-gun and small-arms fire, all 2-6km south-east and south-west.

In the early hours of 25 May, while in Donetsk city (non-government-controlled), the SMM heard 55 undetermined explosions 5-8km south.

During the day on 25 May, positioned on the north-eastern edge of Debaltseve (non-government-controlled, 58km north-east of Donetsk) for about an hour, the SMM heard 27 undetermined explosions 10-12km north.

Positioned on the south-western edge of Novoluhanske (government-controlled, 53km north-east of Donetsk) for about 30 minutes, the SMM heard 17 undetermined explosions, 5-12km south-east and north-west.

Positioned in Holmivskyi (non-government-controlled, 49km north-east of Donetsk) for about an hour, the SMM heard 11 explosions assessed as outgoing artillery rounds and six undetermined explosions, 2-8km north, north-east and east.

Positioned about 1km north-west of the railway station in Yasynuvata (non-government-controlled, 16km north-east of Donetsk), the SMM heard about 25 undetermined explosions and uncountable shots of heavy-machine-gun and small-arms fire, all 1-6km at directions ranging from south-south-west to north. Positioned on the south-eastern edge of Avdiivka (government-controlled, 17km north of Donetsk), the SMM heard about 15 undetermined explosions and four bursts of small-arms fire, all 2-7km at directions ranging from north-east to south-south-west.

In Luhansk region, the SMM recorded more ceasefire violations, including more explosions (about 60), compared with the previous reporting period (15 explosions).

On 25 May, positioned in Kalynove-Borshchuvate (non-government-controlled, 61km west of Luhansk), the SMM heard 20 undetermined explosions 3-4km north-west.

The SMM followed up on reports of civilian casualties in Debaltseve: a boy who died and two boys and a girl who were wounded in an explosion that occurred in a bus on the afternoon of 22 May. At a house on Menzhynskoho Street, where the deceased boy (14 years old) had lived, the SMM saw a coffin with the boy’s body. On Kurchatova Street, the SMM spoke with the grandmother (in her fifties) of one of the injured boys. She told the SMM that her grandson (15 years old) had a serious wound in his elbow and additional wounds in his thigh and had been admitted to a hospital in Yenakiieve (non-government-controlled, 41km north-east of Donetsk). She added that her grandson had told her that someone on the bus was handling an object when the explosion occurred. On Piatydesiaty rokiv Zhovtnia Avenue, the SMM spoke to a man (in his sixties) who was in the bus. He told the SMM he had been sitting next to the bus driver while the boys and the girl had been sitting at the back. He said that the bus had been on its route along Kurchatova Street to the “Druhyi maidanchyk” quarter in the north-eastern part of Debaltseve when he had heard an explosion at the back and seen a lot of smoke, after which the driver had opened the door and had told everyone to get out. On Babushkina Street, the SMM spoke to the grandmother of the second injured boy. She told the SMM that her grandson was in a hospital in Yenakiieve and that his condition was stable.

The SMM continued to monitor the disengagement process and to pursue full access to the disengagement areas near Stanytsia Luhanska (government-controlled, 16km north-east of Luhansk), Zolote (government-controlled, 60km west of Luhansk) and Petrivske (non-government-controlled, 41km south of Donetsk), as foreseen in the Framework Decision of the Trilateral Contact Group relating to disengagement of forces and hardware of 21 September 2016. The SMM’s access remained restricted, but the Mission was able to partially monitor them.*

On the night of 24-25 May, the SMM camera in Zolote recorded two projectiles in flight from east to west, seven projectiles from north-west to south-east and two bursts, all 3-8km east, south and south-south-west (all assessed as outside the disengagement area).

During the day on 25 May, positioned 1.5km west of Zolote-4 (government-controlled, 60km north-west of Luhansk), the SMM heard and saw 20 explosions assessed as mortar rounds, and heard four explosions assessed as mortar rounds, three undetermined explosions and four bursts of small-arms fire, all 1-2km south-south-west (all assessed as inside the disengagement area).

On the same day, in Katerynivka (government-controlled 64km west of Luhansk), inside the Zolote disengagement area, the SMM heard six undetermined explosions 5-6km south-south-east (assessed as outside the disengagement area), an undetermined explosions 1-2km south (assessed as inside the disengagement area), two explosions assessed as outgoing mortar rounds 1-2km south-south-west (assessed as inside the disengagement area) and four shots of small-arms fire 1-2km east (assessed as outside the disengagement area).

On 21 May, the SMM camera in Petrivske recorded about 85 tracer rounds in flight from north to south, 0.5-1km south-west (assessed as inside the disengagement area).[2] On 25 May, positioned in Petrivske, the SMM heard an undetermined explosion 8-10km north (assessed as outside the disengagement area) and about 20 shots of small-arms fire, 2-3km west (unable to assess whether inside or outside the disengagement area).

On 24 May, an SMM long-range unmanned aerial vehicle (UAV) spotted again an infantry fighting vehicle (IFV) (BMP-2), as well as recently built positions and trenches inside the Petrivske disengagement area (see SMM Daily Report of 21 May 2018).

Positioned near the Stanytsia Luhanska disengagement area, the SMM observed a calm situation.

The SMM continued to monitor the withdrawal of weapons in implementation of the Memorandum and the Package of Measures and its Addendum.

In violation of withdrawal lines in government-controlled areas, on 23 May, an SMM long-range UAV spotted a towed howitzer (2A36 Giatsint-B, 152mm) near Petrivka (43km north of Donetsk). On 24 May, the SMM saw two self-propelled howitzers (2S3 Akatsiya, 152mm) near Romanivka (41km north of Donetsk).

In non-government-controlled areas, on 23 May, an SMM long-range UAV spotted a surface-to-air missile system (9K35 Strela-10) in Panteleimonivka (26km north-east of Donetsk) and, on 24 May, a towed howitzer (probable D-30 Lyagushka, 122mm) on the eastern outskirts of Dokuchaievsk (30km south-west of Donetsk). On 25 May, the SMM saw two tanks (possible T-72) near Novosvitlivka (16km south-east of Luhansk).

In a non-government-controlled area, in a zone within which deployment of heavy armaments and military equipment is further proscribed according to Point 5 of the Memorandum of 19 September 2014, on 24 May, an SMM long-range UAV spotted three tanks (T-64) near Svobodne (73km south of Donetsk).

Beyond withdrawal lines but outside designated storage sites, in a government-controlled area, the SMM saw four self-propelled howitzers (2A36) near Azovske (121km south of Donetsk).

The SMM revisited a permanent storage site in a non-government-controlled area in Donetsk region, whose location was beyond the respective withdrawal lines, and noted that 16 tanks (six T-64s and ten T-72s) were again missing.

The SMM observed armoured combat vehicles (ACV) and an anti-aircraft gun[3] in the security zone. In government-controlled areas, on 24 May, the SMM saw an armoured personnel carrier (APC) (MT-LB) near Romanivka. On 25 May, the SMM saw three armoured reconnaissance vehicles (BRDM-2) near Karlivka (25km north-west of Donetsk), an APC (BTR-70) near Novobakhmutivka (28km north of Donetsk), an anti-aircraft gun (ZU-23, 23mm), two IFVs (BTR-4) and one armoured reconnaissance vehicle (BRDM-2) near Rozivka (32km north of Donetsk), and an APC (BTR-70) near Muratove (51km north-west of Luhansk). On 23 May, an SMM long-range UAV spotted six infantry IFVs on the southern edge of Toretsk (formerly Dzerzhynsk, 43km north of Donetsk), an APC (BTR-80) near Troitske (30km north of Donetsk), two APCs (BTR-70) near Verkhnotoretske (23km north-east of Donetsk) and three APCs (two BTR-70 and an MTLB-S) in a residential area of Verkhnotoretske, as well as an APC (BTR-70) in a residential area of Novhorodske (35km north of Donetsk). On 24 May, an SMM long-range UAV spotted an ACV near Slavne (26km south-west of Donetsk), an ACV near Krasnohorivka (21km west of Donetsk) and seven armoured reconnaissance vehicles (BRDM-2) (six of which were in a residential area) near Vodiane (15km north-west of Donetsk).

In non-government-controlled areas, on 24 May, an SMM long-range UAV spotted five IFVs (three BMP-2 and two BMP-1) and an APC (BTR-80) in Khreshchatytske (formerly Krasnoarmiiske, 86km south of Donetsk) as well as an excavator (EOV-4421) and a trench digger (PZM-2) near Vedenske (90km south of Donetsk).

The SMM observed the presence of mines. On 23 May, a mid-range UAV spotted again 15 anti-tank mines (TM-62) about 2km south-east of the entry-exit checkpoint in Marinka (23km south-west of Donetsk).

The SMM continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station (DFS). It also facilitated repair works to the DFS and demining around the station. Positioned in areas near the DFS, the SMM heard undetermined explosions as well as small-arms fire (see ceasefire violation section above), despite explicit security guarantees. It saw that the demining team of the Ukrainian Armed Forces collected an 82mm mortar shell and that the demining team from non-government-controlled areas collected a 12.7mm bullet. When positioned at the junction of road H20 and the road leading to the main entrance to the DFS, the SMM saw two men in military-style clothing crossing road H20 from east to west outside the DFS territory and behind the DFS’s northern edge. The SMM lost sight of the men after they crossed the road.

The SMM continued to facilitate and monitor repairs to the Petrivske pumping station near Artema (government-controlled, 26km north of Luhansk) and high-voltage power lines near Yuzhna-Lomuvatka (non-government-controlled, 60km west of Luhansk), Almazna (non-government-controlled, 55km west of Luhansk) and Veselohorivka (non-government-controlled, 64km west of Luhansk).

The SMM visited a border area not under government control. While at a border crossing point near Novoazovsk (102km south-east of Donetsk) for about 20 minutes, the SMM saw a truck with a trailer and a car exit Ukraine.

The SMM continued monitoring in Kherson, Odessa, Lviv, Ivano-Frankivsk, Kharkiv, Dnipro, Chernivtsi, and Kyiv.

*Restrictions of SMM’s freedom of movement or other impediments to fulfilment of its mandate

The SMM’s monitoring and freedom of movement are restricted by security hazards and threats, including risks posed by mines, unexploded ordnance (UXO), and other impediments – which vary from day to day. The SMM’s mandate provides for safe and secure access throughout Ukraine. All signatories of the Package of Measures have agreed on the need for this safe and secure access, that restriction of the SMM’s freedom of movement constitutes a violation, and on the need for rapid response to these violations. They have also agreed that the Joint Centre for Control and Co‑ordination (JCCC) should contribute to such response and co-ordinate mine clearance. Nonetheless, the armed formations in parts of Donetsk and Luhansk regions frequently deny the SMM access to areas adjacent to Ukraine’s border outside control of the Government. The SMM’s operations in Donetsk and Luhansk regions remain restricted following the fatal incident of 23 April 2017 near Pryshyb; these restrictions continued to limit the Mission’s observations.

Related to disengagement areas and mines/UXO:

• The SMM was prevented from accessing parts of the Stanytsia Luhanska disengagement area, with the exception of the main road, due to the possible presence of mines and UXO. A Ukrainian Armed Forces officer of the JCCC told the SMM that no demining had taken place during the previous 24 hours. The SMM did not consider it safe to proceed and informed the JCCC.[4]
• The SMM was prevented from accessing secondary roads in the Zolote disengagement area due to the possible presence of mines and UXO. A Ukrainian Armed Forces officer of the JCCC told the SMM by phone that no demining had taken place during the previous 24 hours. The SMM did not consider it safe to proceed and informed the JCCC.5
• The SMM was prevented from accessing secondary roads south of the Zolote disengagement area due to the possible presence of mines and UXO. An armed formation member positioned on the southern side of the Zolote disengagement area told the SMM that no demining had taken place during the previous 24 hours. The SMM did not consider it safe to proceed.
• The SMM did not travel across the bridge in Shchastia (government-controlled, 20km west of Luhansk) due to the presence of mines. A Ukrainian Armed Forces officer of the JCCC said there were mines on the road south of the bridge. The SMM informed the JCCC.5

Other impediments:

• The SMM temporarily lost communication with its mini-UAV near Kozatske (non-government controlled, 36km north-east of Mariupol), assessed as due to jamming. The SMM was able to recall the UAV and land it safely.
