Hatala József neve szinte egybeforrt a biztonsággal. Korábban országos rendőrfőkapitányként biztosította az országot, ma minden idejét a kriminalitás visszaszorításának szenteli. A Nemzeti Bűnmegelőzési Tanács (NBT) vezetője kiemelt hivatásának tekinti egy olyan jövő megalkotását, ahol minden korosztály biztonságban, egymást segítve, megfelelően felkészülve él együtt.

– Tíz éve még országos rendőrfőkapitányként teljesített szolgálatot. Hogyan emlékszik vissza erre az időszakra? Milyen élményeket, tapasztalatokat szerzett?
– Valóban 2010-ben lettem országos főkapitány. Őszintén mondhatom, hogy ez egy nagyon izgalmas időszak volt számomra. Úgy érzem, hogy a kitűzött céljaimat maradéktalanul teljesítettem. Sikerült a rendőrség működését és morális irányát abba az irányba lendítenem, ami a mai állapotot meghatározza. Napjainkban a magyar rendőrség nemzetközi és hazai szinten is a megbecsült és elismert szervezetek közé tartozik. Az én irányításom alatt – és azóta is – a bűnügyi statisztikák számai nagyon jelentősen javultak. A turizmus elképesztő magasságokban szárnyalt, és a hazánkba látogatók száma is nagymértékben növekedett. Egy szóval összegezve az ország egyre biztonságosabbá vált, ami számomra az egyik legnagyobb eredmény és büszkeség.

– A főkapitányi posztot 2013-ban az NBT vezető beosztása követte. Nagy változásként élte meg?
– Nem tudnám a két beosztásomat egymás elé helyezni. Úgy gondolom, hogy az előző munkaköröm tapasztalatai nélkül, most itt nem nagyon tudnék helytállni. A főkapitányi beosztásnál a szakma és a hivatás csúcsát értem el. Ehhez persze rengeteg minden kellett: szerencse, szorgalom, munkatársak. A mostani beosztásom egy igazi jutalomjáték. Az NBT munkatársai fantasztikusan kreatívak. Hazai és nemzetközi bűnmegelőzési szempontból is felkészültek és hihetetlenül elkötelezettek. Vannak olyan ötleteléseink, amikor nulláról indulunk, majd a végén olyan megoldások bontakoznak ki, hogy magunk sem hisszük el.

– Mivel kezdte az NBT-nél a tevékenységét?
– A bűnmegelőzés, mint szakpolitika sokkal jobban megerősödött, és egyre inkább jelen van napjainkban. Ma már van egy jogszabály, van egy stratégia, van egy szervezet, van egy ehhez szükséges forrás is. Nagyon fontos volt a kezdeti időszakban, hogy pontos képet kapjunk, milyen a magyarországi biztonsági helyzet. Melyek a főbb közbiztonsági problémák, és hogyan alakul a kriminalitás. Ennek kiderítése érdekében különböző kutatásokat és felméréseket végeztünk. Ezáltal viszonylag rövid időn belül tisztába is kerültünk, milyen folyamatok vannak a társadalomban és mi az emberek elvárása. Létrehoztuk a Police Café-t, ahol a rendészeti, bűnmegelőző kollégák az állampolgárokkal közösen megoszthatják a problémákat, igényeket. A kezdeményezés révén olyan tapasztalatokat összegezhettünk, amelyek meghatározták a tízéves stratégiánkat.

– Önt mennyire változtatta meg az új munkakör?
– A személyiségem egyáltalán nem változott meg. A mai napig ugyanazt gondolom a jóról és a rosszról, a kötelességről, és a hazaszeretetről is, mint korábban. A bűnmegelőzés esetében – a rendszer sajátosságából fakadóan – bizonyos kérdéskörök azonban megváltoztak. De minden más – mint a kapcsolódó tevékenységek – ugyanaz maradt, ugyanolyan jól tudok együtt dolgozni a társszervezetekkel.

– Említette, hogy kutatásokat végeztek, miként változott a kriminalitás hazánkban. Ismertetné az eredményeket?
– Megállapítottuk, hogy a bűnözők folyamatosan keresik a lehetőségeket. A bűnözők abban a helyzetben vannak, hogy a szellemi és anyagi kapacitásokat, akkor és úgy fordítják át különböző területre, ahogy és amiként akarják. Ha találnak egy olyan területet, ahol pénzt lehet keresni, akkor minden erejüket oda fogják csoportosítani. A bűncselekmények évenkénti elkövetéséből le lehet vonni egy tendenciát, így előnybe tudunk kerülni, hiszen mi is arra tudunk koncentrálni. A bűnözésnek, azt kell mondanom, vannak gazdasági, financiális és célszerűségi kérdései. Mi ezeket folyamatosan értékeljük és elemezzük. Ez megkönnyíti a folyamatban lévő ügyek további elemzését is. Mindezek mellett segítségünkre van abban is, hogy tudjuk hova, és milyen irányba tart a bűnözés.

– A digitális térhódítás elterjedésével fifikásabbá váltak a bűnözők?
– A bűnözés és a bűnüldözés mindig is egy verseny volt, és ma is az. Az 1900-as években a szélhámosság és a csalás a kor adott színvonalához igazodott. Az elkövetők és az áldozatok is az adott kor színvonalán éltek. A régi időkben Strasznof Ignác még nem úgy bűnözött, mint a mostani elkövetők. A bűnözés tehát mindig az adott kor műszaki színvonalához igazodik. A fifika viszont állandó. Akinek túl csavaros az agya, az sajnálatos módon ki fogja tudni használni a technikai adottságokat.

– A régi, klasszikus bűncselekmények megmaradtak?
– Néhány típus feledésbe merül, de természetesen a többség tartja magát. A tolvajlás, a rablás, a gyilkosság már az ősidőkben is megvoltak, de jovábbra is jelen vannak például a csodát ígérő készítmények. Furcsán hangzik, de van, ami nem megy ki a „divatból”.

– Hogyan látja: kiket nehezebb rávenni a biztonságra való törekvésre? A fiatalabb vagy az idősebb generációt?
– A biztonság szerintem kortól független. Minden korosztálynak megvan a maga biztonsági szükséglete, csupán azt kell megtalálni, hogy milyen eszközökkel lehet őket elérni, hogy felhívhassuk a figyelmet a rájuk leselkedő veszélyekre. Van egy mondásunk erre vonatkozóan: Ha nem lehet jól kezelni az iránytűt, akkor a hajó a legjobb széllel sem fog célba jutni.

– Milyen elképzelései vannak a jövőt illetően?
– Szeretném, ha továbbra is megvalósíthatnánk az összes tervünket és stratégiánkat. A társadalmi felzárkóztatást mindenképpen előtérbe szeretnénk helyezni a jövőben. Meggyőződésem, hogy enélkül nem lehet bűnmegelőzésről beszélni. Nem csak gondolkodásmódot és szemléletmódot kell tanulni, hanem értéket is. A bűnmegelőzés tulajdonképpen egyfajta értékközvetítés, élmények útján. Egyik legfőbb célunk, hogy a kapott tudással jó döntést tudjanak hozni a felzárkóztatott személyek, tudjanak választani a jó és rossz között, és persze nemet is tudjanak mondani. Úgy vélem, ahol nem kap egy fiatal ilyen jellegű tudást, ismeretet, óhatatlanul is csak annak alapján fog dönteni, amit a közvetlen környezetében tapasztal. Nagyon nagy reményeink vannak a Bűnmegelőzési Központunkkal kapcsolatban is. Egy olyan intézmény létrehozása, ahol minden szükséges információt, tanácsot át tudnánk adni. Ezzel pedig egy régi álmunk válna valóra.

Youth advocates from Asian countries called for an overhaul of a system that excluded young people from participation in policymaking.

During an interaction with parliamentarians from 23 countries, youth representatives considered an enabling political framework to be the most crucial reform required to remove inequities.

More than 100 youth representatives and parliamentarians participated in an Intergenerational Dialogue of the Asian Parliamentarians and Youth Advocates on Meaningful Youth Engagement. The webinar was organised by the Asian Population and Development Association (APDA) and supported by United Nations Population Fund (UNFPA) and Y-PEER Asia-Pacific Center.

Hitoshi Kikawada, Secretary-General of Japan Parliamentarians Federation for Population (JPFP), welcomed the delegates at the “innovative” dialogue, which would serve as a platform for “listening to the voices of young people, incorporating the needs of younger people and building a better future.”

Björn Andersson, Regional Director of UNFPA, said the dialogue would give impetus to the sentiment “nothing about us, without us”.

“Too many young people are still being left behind significantly. Inequality and inequities still exist, particularly in education, employment, access to services and political participation,” Andersson said, adding that the impact of COVID-19 had exacerbated the challenges and inequalities.

Migrants, young people in poor urban areas, girls and young women, people with disabilities, members of the LBTQI+ community, and those living with HIV all faced higher exploitation, violence, and mental health issues. They had poor access to health services and protection.

Youth needed to be involved in all stages of policy development, from design, planning, and implementation to evaluation, Andersson said.

Youth representative Situ Shrestha reported the results of a quick survey which showed that more than 50 percent of the respondents said they “not involved in any kind of consultation or dialogue with government at any level.”

She said there was a lack of good platforms for youth engagement, ineffective communication, and often youth did not trust government policies. Only meaningful engagement could reduce these gaps, Shrestha said.

Pakistani MP Romina Khursheed Alam said the young parliamentarian forum included members until they were 45 years old.

As lawmakers, there were attempts to ensure youth engagement in the parliamentary process – through internships for university students. She said as a member of the human rights standing committee, she was also concerned about the isolation of the transgender community.

She welcomed an international collaboration and expressed concern about the impacts of COVID-19 protocols, which included lockdowns where the mental health issues became prominent and violence, drugs, and other social problems increased.

Youth representative from Sri Lanka Ram Dulip told the gathering that youth used social media to raise socio-economic issues their communities experienced during the pandemic. He also said COVID-19 demonstrated the leadership potential of young people.

“Not only are they on the frontlines as health workers, but they are also advancing health and safety in their roles as researchers, as activists, as innovators, and as communicators,” Dulip said. Decision-makers should consider this and commit to ensuring youth voices are a part of the solution for a healthier and safer society.

Likewise, Sri Lankan parliamentarian Hector Appuhamy called on countries to use the innovative nature of youth to their economic benefit – and believed the youth parliament would be the most helpful mechanism.

Youth should be involved in critical decision-making Siva Anggita from Indonesia said. This included access to budgets – whether national or district to ensure that programmes for their development were funded.

Anggita was concerned that where young people were included in political participation, it “wasn’t a secret that they come from the privileged backgrounds”.

“So, it is important to make (changes to a) political system that includes all young people. So, all of the young people have the same opportunity,” she said.

Moderator Ayeshwini Lama said the youth survey during the preparatory consultation had confirmed the views expressed and put political reforms as one of the top three recommendations.

Sarah Elago, from the Philippines, expressed concern that while internet connectivity had ensured workers were connected to their work environments, it had some negative connotations, including “digital surveillance and privacy” issues.

However, she commended the youth in the Philippines for their involvement in many projects like community kitchens during the COVID-19 pandemic, which helped “combat hunger and poverty as exacerbated by the massive loss of jobs and livelihoods.”

Youth advocate Fura Sherpa called for a direct connection with policymakers – it was time to ditch the systems where youth were legislated about without being consulted.

“There was no actual participation of youth in creating policy about youth,” Sherpa said, and this needed to change. Policy should be written with direct “actual participation” of the younger community.

The forum called for three main changes – an enabling political framework that involved collaboration and dialogues between governments and young people. Secondly, needs-driven reform with policies reviewed and revised with emerging challenges; and thirdly, inclusiveness in including youth and marginalised groups in decision making.

The dialogue was welcomed by parliamentarians. Ananda Bhaskar Rapulu, an MP from India said the discussion had given him hope because, as lawmakers, they had learnt from the youths’ observations and aspirations.

Mariany Mohammad Yit, a former MP from Malaysia said while there was a National Youth Policy in her country, there was no data to assess its success. She commented that she was not sure the government was serious about youth participation – confirming a dominant theme of day’s debate.
