Independent reviews are a relatively new but increasingly popular tool. Since the practice was established in 2017, there have been nineteen independent reviews of UN peace operations. These reviews have been intended to rigorously assess the strategic orientation of peace operations while providing more political credibility than UN-led review processes. But given the diverse processes and incentives that shape them, these exercises are both analytically complex and highly political. As independent reviews have gained prominence over the past five years, reflecting on the experiences of previous reviews is necessary for improving their quality, impact, and sustainability moving forward.

This paper provides a comparative analysis of the nineteen independent reviews of UN peace operations conducted between 2017 and 2021 by considering emerging trends, best practices, and lessons observed. It begins by juxtaposing the emergence of independent reviews with an increasingly fractured geopolitical landscape for UN peace operations and introducing these reviews’ distinguishing features and objectives. It then analyzes how independent reviews have unfolded in practice across seven different dimensions. The paper concludes by presenting findings about the practice and future of independent reviews and developing criteria to distinguish between UN-led and independent reviews. It also offers recommendations to the UN system, member states, and independent review teams to improve the practice:

• The UN system should codify independent reviews within formal UN policy, consolidate best practices, clarify roles and expectations of UN staff seconded to review teams, prioritize diversity in the composition of review teams, improve reporting on independent reviews, and establish a dedicated funding stream for independent reviews.
• Independent review teams should emphasize their transparency and independence, build internal and external constituencies, systematize their use of diverse research methods and approaches, and embrace the support provided by “red teams.”
• Member states should treat independent reviews as exceptional instead of standard, debrief team leaders following the submission of an independent review, request a formal briefing on strategic reviews and assessments, strengthen reporting requirements on the implementation of review recommendations, and provide ample time for conducting independent reviews.

Education Cannot Wait Director Yasmine Sherif urged the world to support their efforts to provide education to children living in Afghanistan – in what she called the “biggest humanitarian crisis” on earth.

“Their education cannot wait. Action cannot wait across all sectors. Financing and funding cannot wait. And our own humanity cannot wait,” Sherif said at a press briefing from Islamabad Airport at the conclusion of an all-women UN delegation to Afghanistan to assess the educational needs in the country.

The ECW mission was a joint effort with UNICEF Afghanistan to assess the situation and the capacity for UN agencies and their partners based in the country to respond to issues.

Sherif stated that to support education efforts in Afghanistan, attention must also be given to the other crises within the country. Afghanistan was at risk of an “economic meltdown” and on the “brink of collapse” that would disproportionately impact its citizens. To add to their woes, they were about to go into a devastating winter, and so dire was the situation that teachers had not been paid.

“About 20 years of development and the gains we have made are about to be lost if we don’t take immediate action,” Sherif said. There is an urgency to provide aid and continue running the programmes that work directly with the affected populations, including communities in the hardest-to-reach regions.

She emphasized the need to increase funding for UN agencies, NGOs and regional partners to carry out their work. UN agencies such as UNICEF, UNHCR, and UNWOMEN can negotiate access for children, especially girls, to attend school across all education levels and even pay for teachers’ salaries. UN field agents based in Afghanistan already have the experience and awareness to navigate the systems that would allow them to negotiate access.

The ECW has previously provided US$45 million to support education for boys and girls, including a first response emergency grant of US$4 million in the wake of changes in ruling authorities. Sherif stated that an estimated US$1 billion would be needed to cover the cost to run programmes by the UN agencies, including ECW. In addition to education, this would also be distributed to programmes targeting other areas, including but not limited to food security and water sanitation. In this regard, she stated that food insecurity and access to hygiene would influence citizens and impact their quality of life. It would also affect women and children and their access to specialized health.

Sherif urged that it was more important than ever to continue implementing the SDGs in the middle of the current humanitarian crisis. “Education sits at the heart of all the SDGs,” she said.

She advised that a “direct execution modality” approach that would send funds directly to the UN agencies and partners would be critical as it would ensure funding went directly to the agencies that worked with affected communities. Sherif said it was important to maintain an “apolitical approach” to reach the people affected by humanitarian crises.

Access to education in Afghanistan has been challenged due to pre-existing factors such as accessibility to schools, lack of infrastructure and particularly challenging topography, which mean that many live in hard to access rural areas. The ongoing COVID-19 pandemic also posed an issue for schools and communities, forcing schools to close in 2020.

A study from UNICEF found that 3.7 million children in Afghanistan are out of school, 60% of which are girls. Sherif stated that shrinking this significant gap would require a collective effort from UN agencies on the field with civil society organizations, non-government organizations, the private sector, and local, regional, and national authorities.

Sherif revealed at the press briefing that some primary schools in Kabul and the northern and southern regions of Afghanistan had reopened to both boys and girls. Some high schools have also had mixed classes with both boys and girls. In rural areas, partner agencies such as UNICEF will continue to support the Community-Based Education (CBE) programmes, which help establish Community-Based Schools and other alternative pathways to learning for children and adolescents based in hard-to-reach regions.

Concerns over girls’ access to education were raised when the Taliban assumed power on August 15, 2021. While they established a channel for communication with foreign groups, they have sent conflicting messages regarding education. They declared that high schools would reopen for their male students but did not mention when girls would return. This was interpreted as an effective ban on girls’ right to school.

The ECW-UNICEF team met with the authorities to determine the steps needed to promote access to education for girls. The authorities have allegedly expressed an interest in preserving women’s rights and access to education. They have stated that they are formulating plans but would need time. Sherif expressed that she was “cautiously optimistic” about the Taliban’s openness to negotiation.

The extent of the reforms and actions needed to improve access to education will remain to be seen. What is more urgent at this stage, Sherif reiterated, is immediate action and funding to agencies and partners to address different issues before it is too late.

Réuni en Conseil des ministres, mercredi 27 octobre 2021, le gouvernement a décidé de la mise en concession des sites abritant les usines de production de jus d'orange de Zakpota, de jus d'ananas d'Allada et de purée de tomate de Kpomassè.

Les sociétés CAJ ENGINEERING SARL et ORANA SA, se sont « engagées pour des investissements conséquents destinés à la relance des unités » de transformation de tomates à Kpomassè, d'ananas à Allada et d'orange à Zakpota. Un contrat de concession a été signé, mercredi 27 octobre 2021 en Conseil des ministres, avec lesdites sociétés.
Selon le gouvernement, les unités de transformation de produits agricoles installées en 2015 n'ont jamais été mises en service. « Le Conseil des Ministres avait décidé en octobre 2016, de procéder à leur cession, mais l'appel d'offres s'était avéré infructueux, les montants proposés par les soumissionnaires étant largement en-deçà des prix d'acquisition et d'installation. Aussi, afin de sauvegarder les investissements, le Conseil du 29 juillet 2020 avait-il autorisé la reprise du processus de cession desdites unités de transformation. Au terme des travaux du comité technique de dépouillement et d'évaluation des offres, seules les unités de transformation de tomates à Kpomassè, d'ananas à Allada et d'orange à Zakpota ont été retenues », a indiqué le Conseil des ministres.
Les sociétés CAJ ENGINEERING SARL et ORANA SA, paieront des redevances annuelles à l'Etat, conformément aux textes en vigueur. « Il est à préciser que si aucun investissement n'est effectué dans les six mois qui suivent la signature ou si la mise en exploitation n'est pas effective dans les dix-huit mois, l'Etat pourra leur retirer la concession », rappelle le Conseil des ministres qui a instruit les ministres concernés à procéder diligemment à l'accomplissement des formalités y relatives.

La Cour de Répression des Infractions Economiques et du Terrorisme (Criet) a levé dans la soirée du mercredi 27 octobre 2021, la mesure de placement sous mandat de dépôt de l'ancien ministre Alexandre Hountondji, l'ex Dg Sogema Joseph Tamégnon ainsi que trois autres personnes.

Alexandre Hountondji, ex ministre de Yayi Boni, Joseph Tamégnon, ancien Directeur Général de la Société de Gestion des Marchés Autonomes (Sogema), arrêtés dans le cadre des violences pendant l'élection présidentielle, quittent désormais les liens de la détention.
La Cour de Répression des Infractions Economiques et du Terrorisme (Criet) a levé leur mesure de placement sous mandat de dépôt. Ils sont désormais placés sous convocation judiciaire.
Trois autres personnes à savoir Tcahssenti Ibrahim, de Souza jean Bosco et Koudjo Émile ont été également libérées.
Les prévenus étaient poursuivis pour « terrorisme et atteinte à la sûreté de l'Etat » mais l'infraction a été requalifiée en « Adhésion à une attente en vue de commettre un acte terroriste pour déstabiliser les institutions de la Nation ».

Le reportage de l’AFP sur le phénomène de « la Hagra » (migration clandestine) en Algérie ne semble pas être au gout d’Ammar Belhimer qui vient de lancer une mise en garde à l’agence française de presse.

Dans une déclaration accordée ce mercredi 27 octobre à l’agence officielle, le ministre de la Communication Ammar Belhimer a accusé l’AFP de « diffamation visant la stabilité de l’Algérie ».

« Il nous a été donné de constater la récente ligne éditoriale de l’AFP caractérisée par la subversion et la diffamation visant en vain la stabilité de l’Algérie ; ses services de sécurité et son Armée nationale populaire », a-t-il lancé.

« L’Algérie est déterminée à défendre sa souveraineté nationale et à protéger son peuple contre les activités et les plans subversifs que renferment les contenus actuels de l’AFP », a ajouté le ministre ; mettant en garde l’agence française contre d' »autres dérapages » qui, selon lui, entrainent habituellement le « retrait de l’agrément ».

Les raisons derrière cette « mise en garde »

La réaction de Belhimer intervient au lendemain d’un reportage réalisé par l’agence française sur le phénomène de la migration clandestine qui a pris de l’ampleur ces dernières semaines.

Dans ce reportage, l’AFP est accusée d’avoir traité le phénomène de la Harga en se basant sur « des données irréalistes » qui surpassent « les plus grands scénaristes du septième art ».

Le gouvernement a adopté ce mercredi 27 octobre 2021, la stratégie nationale de développement du sous-secteur des semences végétales (2022-2026).

Selon le Conseil des ministres, l'état des lieux de ce sous-secteur indique que de nombreux défis doivent être relevés pour permettre d'obtenir de meilleurs rendements agricoles. Il s'agira, entre autres, d'accroître les superficies emblavées concernant les principales cultures de base, d'améliorer leur productivité en favorisant aux exploitants agricoles l'accès aux semences de variétés améliorées, pour porter le taux de couverture de 20 à 50% d'ici à 2026, précise le communiqué final de la réunion hebdomadaire des membres du gouvernement.
A travers cette stratégie, le gouvernement entend « faire jouer au sous-secteur son rôle de levier de l'accélération de la transformation de l'agriculture béninoise que la présente stratégie nationale est adoptée.

Le site abritant la Société des Industries textiles du Bénin (SITEX) S.A. a été mise en concession pour la reprise de l'exploitation. C'est la décision prise en Conseil des ministres le mercredi 27 octobre 2021.

le Conseil a autorisé la formalisation de l'accord pour la mise en exploitation de l'outil industriel, de la Société des Industries textiles du Bénin (SITEX), moyennant une redevance annuelle à verser à l'Etat, conformément aux textes en vigueur.
Selon le Conseil des ministres, la SITEX S.A. connaît d'énormes difficultés de production qui, depuis 2003, impactent négativement autant ses activités que la qualité de ses produits. « Afin de la réhabiliter et relancer l'activité industrielle dans la ville de Lokossa, le Gouvernement a conclu un accord avec la Société DONGACO S.A. qui a soumis une offre de reprise. Aux termes dudit accord, cette Société va notamment : conserver le nom commercial, la marque SITEX, en continuant à assurer la présence de cette entité pionnière dans la transformation du coton fibre sur le marché national, régional et international ainsi que la filature industrielle et l'impression de marques prisées ;
maintenir les emplois existants, en créer de nouveaux et générer de la valeur ajoutée pour l'économie béninoise en investissant durablement dans l'industrie de transformation ;
racheter l'ensemble des stocks, matières premières, consommables, encours et produits finis correspondant à des demandes en instance.
Ce faisant, la pérennité de l'activité de transformation du coton béninois sera assurée avec l'acquisition, par la nouvelle société, d'équipements modernes », a indiqué le Conseil des ministres. Le repreneur disposera d'un délai de 18 mois pour faire les investissements nécessaires et mettre en exploitation l'usine à son plein potentiel.

KYIV, 27 October September 2021 – The Special Representative of the OSCE Chairperson-in-Office in Ukraine and in the Trilateral Contact Group (TCG), Ambassador Mikko Kinnunen, made the following statement to the press after the regular meetings of the TCG ‎and its Working Groups held through video conferencing:

“The security situation dominated today’s discussions of the TCG. The Special Monitoring Mission (SMM) reported heightened tensions along the contact line and an increased presence of heavy equipment in the exclusion zone. While raising questions related to the use of banned equipment and weapon systems, I called upon all sides to adhere to their commitments and not to escalate further.

The unprecedented restrictions and harassments experienced by SMM last week are unacceptable. This was part of our discussions since these and other continuing impediments endanger the fulfillment of the Mission’s mandate.

The Security Working Group was dedicated to discussions on the detention in the disengagement area Zolote – Pervomaisk on the 13th October. Participants did not reach a common view on how to enhance mutual confidence. Related to the detainee, it is important to be transparent enough regarding his status as well as respect of international humanitarian law and human rights.

Tomorrow, exactly one year has passed since the tasking by the TCG to the Political Working Group to urgently develop a draft action plan based on written proposals by Working Group participants, in full compliance with the Minsk Agreements. I regret to note that continuous divergences have prevented the Political Working Group so far in engaging on substance related to the development of a single Plan of Action.

The participants in the Humanitarian Working Group had a substantial discussion on the topic of missing persons. They also exchanged views on the opening of new crossing points across the contact line and the mutual release of conflict-related detainees.

Discussions in the Economic Working Group focused on water issues and in particular on tariffs and legal aspects of water deliveries to certain areas of Donetsk and Luhansk regions of Ukraine (CADLO). Participants also discussed the recent travel restrictions in CALO and their possible impact on the ability of pensioners to collect their pension on government-controlled territory.”

On the morning of 27 October at 10:41, an SMM patrol with Deputy Chief Monitor (DCM) Mark Etherington on board arrived at the armed formations crossing point near the Stanytsia Luhanska bridge. The DCM and two other mission members dismounted and started walking towards the government-controlled side of the crossing point.

They were initially stopped by representatives of the armed formations and asked to provide their names, positions and nationalities. The SMM presented their OSCE cards, but refused to disclose other details. The DCM and the two mission members were allowed to proceed further, only to be stopped again by other representatives of the armed formations who asked to inspect SMM’s luggage. They informed the SMM that they had received no information of the SMM’s intention to cross from their superiors, and could thus only let the SMM pass upon luggage inspection; or as diplomats upon review of diplomatic passports. The SMM refused both. The SMM was allowed to proceed without submitting to these demands only after 98 minutes of waiting.

The SMM notes that OSCE Permanent Council Decision No. 1117 specifies that the SMM shall have safe and secure access throughout Ukraine. Unrestricted and unconditional access to all areas is essential to ensure effective monitoring and reporting of the security situation, the ceasefire, the withdrawal of weapons, demining, as well as disengagement. The mandate also tasks the Mission to report on any restrictions of its freedom of movement or other impediments in the fulfilment of its mandate.

Le marché noir des devises en Algérie au square « Port-Saïd » connu aussi sous le nom de « bourse informelle » est tant convoité par les algériens au point d’être dans la ligne de mire du gouvernement. Une incompréhension règne lorsqu’il s’agit de changer une devise, un choix qu’un membre de l’Assemblée Populaire Nationale (APN) explique.

Invité sur une émission économique sur la chaîne d’Ennahar Tv, Ismaïl Kouadria député à l’APN et président de la Commission des affaires économiques s’est exprimé concernant le marché noir des devises. Ce dernier a dépeint sa vision qui rejoint celle de ses confrères députés, une vision socio-économique. Évoquant les réformes du gouvernement à ce sujet, il a tenu à rappeler que ce sont des changements qui nécessitent du temps, qu’on ne peut s’attendre à ce qu’ils soient conjugués du jour au lendemain.

Kouadria s’est également montré confus quand le « Square » a été évoqué indiquant que « lorsque simple citoyen algérien souhaite aller en vacances il se dirige vers la banque pour échanger le dinars, il aura 80 euros avec le cours d’aujourd’hui. Or, dans d’autres pays africains à l’instar de la Tunisie, il aura 2000 euros ». Il a cité cet exemple pour illustrer la raison pour laquelle les algériens se dirigent principalement vers le marché noir des devises, soulignant que ce dernier se trouve au cœur de la capitale, au vu et au su de l’Etat.

Pour rappel, aujourd’hui une baisse légère a été enregistrée dans les cotations officielles de la Banque d’Algérie pendant que la stabilité se poursuit sur le marché parallèle. A la Banque Centrale, les cotations commerciales d’ouverture du dinar pour la période du 26 au 28 octobre font état d’un euro contre 159,16 dinars à l’achat et 159,19 dinars à la vente.

Quelles seront-donc les solutions ?

Interrogé dans la même émission sur les solutions que les députés peuvent suggérer et apporter aujourd’hui afin de résoudre à ce problème, le parlementaire explique que les autorités législatives algériennes attendent des projets de loi du gouvernement que les députés viseront à développer.

Notant que l’Algérie passe par des perturbations à l’instar du Covid-19, la flambée des prix et la baisse du pouvoir d’achat, Kouadri explique que le problème est certes économique, néanmoins ses racines sont de nature sociale ; puisque une confiance doit être rétablie entre l’Etat et le citoyen.
