(B2 en mer !) Le porte-avions français Charles-de-Gaulle devrait appareiller de Toulon le 18 novembre prochain, selon nos informations. Il sera accompagné de plusieurs navires constituant le groupe aéronaval (GAN) dont la frégate anti-sous marine La Motte-Picquet (D-645), d’un navire ravitailleur, d’un sous-marin d’attaque ainsi que deux navires européens : un Belge — le Leopold Ier (F-930), jusqu’ici engagée dans l’opération européenne EUNAVFOR Med / Sophia — et un Britannique — le HMS St Albans (F-83), une frégate britannique de type 23 —.
Sus à Daech et affiliés
Direction : le Golfe persique avec une mission principale confiée au porte-avions, la lutte « contre Daech et ses groupes affiliés » comme l’a fixé le président (français) de la République, François Hollande, à l’issue d’un Conseil restreint de défense, le 5 novembre dernier. L’objectif est de de renforcer la capacité de frappe en Irak comme en Syrie. Coté belge, c’est désormais officiel. Le Premier ministre Charles Michel vient de le confirmer à l’occasion d’un déplacement en Crète sur la frégate Leopold Ier. Un conseil restreint (kern) tenu le 30 octobre a « décidé l’envoi de la frégate belge (…) dans le cadre de la coalition internationale ». « Et le parlement va être informé et tiendra un débat, en présence du ministre de la Défense, comme le veut la règle. »
Une demande américaine
Ce déploiement répond à une « demande américaine » a souligné Charles Michel. Le groupe aéronaval américain constitué autour du porte-avions USS Theodore Roosevelt a dû rentrer au pays en octobre pour problème de maintenance. Et le suivant constitué autour du USS Truman ne devrait arriver que durant l’hiver 2016 (lire détails sur US naval institute news). C’est ce « gap » que devrait combler le groupe aéronaval franco-belgo-britannique.
Contrôle opérationnel français
Concrètement la frégate belge passera sous contrôle opérationnel (OpCon) des Français le 18 novembre (au départ de Toulon). Ce sera Paris – en liaison avec la coalition dirigée par le général américain, John Allen — qui fixera la mission précise du Charles-de-Gaulle. La frégate belge ne sera pas engagée directement dans toutes les opérations menées par le Charles-de-Gaulle. Mais elle sera tenue « informée ». « Notre mission est défensive » a tenu à rassurer Charles Michel : « assurer l’escorte et d’accompagnement » du porte-avions français.
Des évolutions possibles
« Si la mission devra évoluer en fonction de la situation, nous devront être immédiatement avertis ». Une évolution qui n’est « pas exclue. On ne peut pas prédire ce qui se passera dans les semaines à venir. (Et) si nécessaire, on prendra alors des mesures supplémentaires. Il faudra ainsi une nouvelle décision du gouvernement, en kern ou en conseil des ministres, et une nouvelle information du parlement. » La frégate belge devrait rester six semaines dans le Groupe aéronaval, jusqu’au 2 janvier.
Une mise en condition assez rapide
La préparation du Groupe aéronaval va être assez rapide : quelques jours seulement (entre le 15 et le 18 novembre). Le temps de faire les ultimes briefings et les dernières règles d’engagement. Mais chacun des navires engagés se prépare activement durant ces derniers jours. Le Charles de Gaulle est ainsi parti de Toulon le 3 novembre pour une période de deux semaines consacrée à l’école de l’aviation embarquée. Période en mer qui va « permettre aux nouveaux pilotes de l’aviation embarquée de la Marine nationale de se qualifier à apponter sur le porte-avions nucléaire français » précise-t-on à l’état-major français. La frégate belge de son côté effectue une série d’exercices et d’entraînements sur la zone de tirs de l’OTAN à la Souda, en Crète ce matin (Lire : Le Leopold Ier s’entraîne au tir).

‘Mein Europa’ – ‘My Europe’ – the book published by Helmut Schmidt only two years ago, was not a new monograph, but a collection of different publications and speeches on European integration. It spans a lifetime – from his very first article about cooperation in a not yet existing community dating from June 1948 to his editorials about the crisis-ridden Union of the 21st century published in Die Zeit.
‘His Europe’ was not a love affair. With the pragmatic realism that the Germans automatically identify with his beloved city Hamburg and therefore refer to as ‘hanseatic’, he often pointed out that there was no need to be a ‘European idealist’. For him it was perfectly sufficient to see just how much it has always been and still is in the ‘strategic interest’ of the Federal Republic of Germany to remain a staunch defender of European integration. He had a deep intellectual and personal admiration for Jean Monnet, and he shared the Frenchman’s belief in the ‘essential rationality of people’. Asked for a wish at the occasion of his 95th anniversary last year, he said ‘My wish is that the Germans understand that the European Union must be completed – rather than putting ourselves above it’.
He also never forgot what the young Federal Republic owed to Europe’s founding fathers: ‘In 1950, the Schuman Plan appeared to me as an undeserved stroke of luck for Germany’, he wrote in his 2008 memoirs entitled ‘Off duty’. While he had, as an anglophile from Northern Germany, much greater cultural affinity with Britain and the English language than with his French neighbours, he never tired of reminding his successors to keep in mind that they should do ‘nothing without France!’ And he cultivated, over almost half a century, a somewhat surprising friendship with Valéry Giscard d’Estaing based on mutual esteem and trust, despite their obvious differences in temper and upbringing.
Like his friend, with whom he institutionalised the European Council and introduced the European Monetary System, he was always tempted to criticise the lack of leadership in today’s EU. But he recognised of course that an EEC of nine member states, which had already been sufficiently difficult to manage, was a piece of cake compared to today’s Union of 28. With the freedom of thought of the elder statesman he repeatedly called for a ‘Putsch’ of the European Parliament in order to shake up an institutional framework he considered no longer appropriate.
Helmut Schmidt was the first German chancellor I voted for in 1980. Some of the convictions he represented at that time have been a guidance ever since. The firm belief that the greatest accomplishment of post-war Europe is the welfare state, for instance. Or the will not to put his sharp intelligence in the service of an ideology or party line, but to find strong ethical foundations in a few non-negotiable, fundamental values: ‘freedom’, ‘justice’ and ‘solidarity’, as he summed them up in his own lexical update of the French revolution’s legacy.
It is a sad coincidence that Helmut Schmidt, a lifelong friend of Britain and promotor of the UK’s role in the European Union, passed away on the same day when the British prime minister defiantly throws his four-point letter on the table. At the same time there is also some ironical comfort in the fact that Cameron’s letter and speech were entirely eclipsed in the German news by the memories of a great statesman. It’s a good lesson: the ones you remember fondly are those who stand up and defend their beliefs in adversity, those who contribute to daring undertakings rather than sulk in their corner. One of my favourites quotes in class when I speak about the creation of the European Union is the one from Shakespeare’s Julius Cesar with which Helmut Schmidt concluded his elegant speech at the Labour conference of November 1974 in Brighton:
There is a tide in the affairs of men,
Which taken at the flood, leads on to fortune ;
Omitted, all the voyage of their life
Is bound in shallows and in miseries.
On such a full tide are we now afloat,
And we must take the current when it serves,
Or lose our ventures.
His Europe was one that took the current when it served, rather than losing its ventures.

Der Rat hat das Mandat der Sonderbeauftragten der Europäischen Union für Afghanistan, für Bosnien und Herzegowina und für das Horn von Afrika bis zum 28. Februar 2017 verlängert.
Verlängert wurden die Mandate von
– Franz-Michael Skjold Mellbin, Sonderbeauftragter in Afghanistan seit 1. September 2013,
– Lars-Gunnar Wigemark, Sonderbeauftragter in Bosnien und Herzegowina seit 1. März 2015 und
– Alexander Rondos, Sonderbeauftragter für das Horn von Afrika seit 1. Januar 2012.
Die EU-Sonderbeauftragten fördern die Politik und die Interessen der EU in unruhigen Regionen und Ländern und spielen eine aktive Rolle bei den Bemühungen um die Konsolidierung des Friedens, der Stabilität und der Rechtsstaatlichkeit. Die ersten EU-Sonderbeauftragten wurden 1996 ernannt. Derzeit unterstützen neun Sonderbeauftragte die Arbeit der Hohen Vertreterin der Union für Außen- und Sicherheitspolitik, Federica Mogherini.
Az Ukrán Állami Migrációs Szolgálat kárpátaljai főosztályának vezetője, Ihor Mihajlisin beszámolót tartott a hivatal ez évi munkájáról – adta hírül a mukachevo.net hírportál november 9-én.
Tájékoztatása szerint az Ukrán Állami Migrációs Szolgálat elnöke a hivatal ökörmezői osztályának élére Vaszil Holovkát nevezte ki.
A megyei migrációs hivatal tevékenységével kapcsolatosan Mihajlisin elmondta, hogy az év elejétől a hivatal alegységei több mint 67 ezer útlevelet állítottak ki, ami 7000-rel több az elmúlt év ezen időszakához viszonyítva. Ezenkívül 250, ukrán állampolgárság megszerzésére irányuló beadvány felülvizsgálata van folyamatban. Beszámolója szerint majdnem kétszeresére növekedett a kárpátaljai kivándorlók száma, ugyanis az elmúlt kilenc hónapban 1400-an vándoroltak ki főként Magyarországra és Csehországba.
24 ezren kaptak személyi igazolványt. Több mint 19 ezer személy jegyeztette be állandó lakhelyét, valamint 11 ezren jelentkeztek ki.
Az év elejétől 838 külföldi kapott ideiglenes tartózkodási, 132 pedig bevándorlási engedélyt. Négy bevándorlónak adtak menekültstátuszt, tíz személynek pedig kiegészítő védelmet biztosítottak.

November 10, 2015 (KHARTOUM) - The ruling National Congress Party (NCP) reiterated its rejection for a proposal calling to form a transitional government and accused the opposition of seeking to overthrow the regime through the dialogue process.
The Popular Congress Party (PCP) filed the proposal of the transitional government to the governance and administration committee of the national dialogue conference .
the proposition calls to form a national unity government agreed by the participants to implement the resolutions of the conference. It also provides that the president Omer al-Bashir will be maintained as head of state to oversee the realisation of the national dialogue project that he launched.
But the presidential aide and NCP deputy chairman Ibrahim Mahmoud voiced his rejection to this proposal describing it as "illusions".
This rejection angered some of the participants who warned that they will withdraw from the process if the ruling party persists to refuse their involvement in the implementation of the outcome of the process.
Seeking to dissipate the tension, the spokesperson for the mechanism, Fadl al-Sayed Shoaib stated that the what Mahmoud said does not represent the NCP. But the latter quickly reacted on Tuesday reaffirming that what he said is not a personal opinion but it is the position of the ruling party.
Further the head of political office for the NCP bloc in the National Assembl, Hasaballah Salih on Tuesday want to accuse the PCP and those who back the proposal of seeking toend the rule of the NCP through the dialogue process.
"We say to those who entered in the dialogue process in order to remove the National Congress from the political arena you will not get that at all," Salih said.
He went further to tell the Islamist opposition PCP that he national dialogue does not seek in any case to reunite the Sudanese Islamists or the NCP and the PCP adding "this issue is not on the table at all".
He pointed that President Bashir draw his legitimacy from April elections and nobody can come out with another position.
Former presidential assistant Nafei Ali Nafei in a public meeting on Tuesday he reiterated his party refusal for any discussions on the power sharing during a transitional period.
But instead of replying to the PCP, he severely castigated the left parties saying they refuse to participate in the because they want to participate in a government tasked with the implementation of the dialogue resolutions.
The opposition Sudan Call forces also call for the formation of a transitional government tasked with the implementation of the dialogue outcome, saying the national unity government will ensure the full realization of the democratic reforms.

Ces cimetières, il y en a 967, érigés par l’Imperial War Grave Commission (son site liste tous les cimetières militaires du Commonwealth) révèlent aujourd’hui encore l’histoire et la géographie du conflit en dessinant dans les champs la ligne de front aujourd’hui disparue sur un territoire rendu à la vie agricole.
Les cimetières britanniques sont des jardins: des arbres, des fleurs pour des stèles blanches posées sur un impeccable gazon, des abris pour le visiteur. Ils sont chacun un bout d’Angleterre posé en terre étrangère. Réalisés par les plus grands architectes britanniques de l’époque, tel que Edwin Lutyens ou Charles Holden, leur qualité architecturale est exceptionnelle.
Jardins de guerre invite à la découverte de ces lieux uniques, en les abordant de deux façons: comme projet, en s’appuyant sur des documents d’archives et les témoignages des acteurs de cette vaste entreprise, hommes politiques, diplomates et, surtout, architectes.
