Le chancelier allemand Olaf Scholz a annoncé qu’une évaluation juridique commandée par le gouvernement montre que les prêts supplémentaires pour les investissements dans les infrastructures ne contreviennent pas au frein à l’endettement du pays.

Doch ermutigt durch die positiven Prognosen unabhängiger Umfragen und im Vertrauen in die elektronische Stimmabgabe hatten viele auf einen Wahlsieg der Opposition gehofft, der trotz aller widrigen Umstände immer noch möglich wäre – würde es nicht zu Manipulationen bei der Stimmenauszählung kommen. 

Laut offiziellem Endergebnis gewann Nicolás Maduro mit 51,95 zu 43,18 Prozent gegen Edmundo González, den Kandidaten der in der PUD (Plataforma Unitaria Democrática) zusammengeschlossenen Opposition, bei einer Wahlbeteiligung von 59 Prozent. Bis heute hat die Wahlbehörde die von den Wahlmaschinen erstellten Wahlakten nicht veröffentlicht. Damit fehlen detaillierte Daten, die das Ergebnis überprüfbar und nachvollziehbar machen würden. Die PUD gibt an, dank des Engagements zahlreicher ehrenamtlicher Helfer:innen Kopien von rund 83,5 Prozent der Wahlakten gesichert und eingescannt zu haben, die online gestellt wurden. Auf dieser Grundlage kommt sie zu einem abweichenden Wahlergebnis von 67 Prozent der Stimmen für González und 30 Prozent für Maduro. Das Carter Center, das eine Wahlbeobachtungsmission im Land durchführte, kam zu dem Schluss, dass die Wahlen nicht den internationalen Standards für Integrität entsprachen und dass die offiziellen Wahlergebnisse nicht überprüft und bestätigt werden konnten. 

Proteste und Gratulationen

Der Wahlbetrug löste in Venezuela spontane Proteste aus, die die Regierung mit tödlicher Repression, Massenverhaftungen und unverhältnismäßiger Einschüchterung durch paramilitärische Gruppen (Colectivos), Nationalgarde, Polizei und Geheimdienst zu unterdrücken versuchte. Die internationalen Reaktionen lassen sich in drei Gruppen einteilen: Auf der einen Seite stehen die Regierungen, die Maduro zu seinem Wahlsieg gratulierten. Dazu gehören mehr als 40 Staaten auf allen Kontinenten, darunter China und Russland, aber auch Bolivien, Honduras, Kuba und Nicaragua. Auf der anderen Seite stehen diejenigen, die González als legitimen Wahlsieger anerkannt haben, zum Beispiel die USA sowie Costa Rica, Ecuador, Panama, Peru und Uruguay. Zwischen diesen Extremen stehen diejenigen, die – ohne sich für einen Sieger auszusprechen – die Regierung Maduro auffordern, die Wahlunterlagen zu veröffentlichen: Brasilien, Chile, Kolumbien, Mexiko sowie die EU und mehrere europäische Staaten, einschließlich Deutschland. Sie versuchen, die demokratischen Verfahren in den Vordergrund zu stellen, ohne weiter zu polarisieren. 

Neue Dynamik mit ungewissem Ausgang

Venezuela ist eine gefestigte Autokratie, in der es noch kleine Freiräume für politische und zivilgesellschaftliche Aktivitäten gibt. Der Sicherheitsapparat und zivile Regierungsakteure halten jedoch zusammen und verhindern einen Regimewechsel, der für viele von ihnen nicht nur den Verlust von Macht und Einkommensquellen, sondern auch die Strafverfolgung vor nationalen, ausländischen und internationalen Gerichten wegen Menschenrechtsverletzungen und Korruption bedeuten würde. In einem solchen Kontext können kompetitive Wahlen kaum das Ende des herrschenden Regimes herbeiführen. Sie können aber den Beginn einer neuen demokratischen Phase markieren, nachdem sich Regierung und Opposition in substantiellen Verhandlungen auf die Bedingungen des Übergangs geeinigt haben. Voraussetzung dafür ist die Bereitschaft (zumindest) eines relevanten Teils der regimetragenden Akteure, das System zu öffnen – was nicht weniger als einen Bruch im Regierungs- und Sicherheitsapparat bedeuten würde. 

Politischer und ökonomischer Druck sowie Anreize von innerhalb und außerhalb Venezuelas können eine solche Bereitschaft befördern. Die internationale Gemeinschaft kann dazu einen konstruktiven Beitrag leisten, indem sie regionale Vermittlungsinitiativen unterstützt, die wiederum eine nationale Grundlage haben. Dazu bedarf es einer konzertierten Aktion, die auch Optionen wie Straferlass, Amnestie und politisches Asyl einschließt und damit, im Einzelfall, Demokratisierung über Gerechtigkeitsprinzipien stellt. 

Derzeit gibt es keine Anzeichen für Risse innerhalb des Regimes oder für aussichtsreiche, koordinierte Bemühungen. Es ist jedoch nicht auszuschließen, dass die aktuelle Dynamik mittelfristig dazu beitragen könnte. Bis zum Amtsantritt im Januar 2025 sind es noch fünf lange Monate.

The Russian military and pro-Russian separatist forces continue to lose thousands of men to the fighting in Ukraine every day.

However, the Russian political and military leadership is willing to take big losses to achieve its goals in Ukraine.

Russian Casualties in Ukraine: Steady As It Goes

In July, the Russian forces suffered approximately 36,000 men killed, wounded, and captured. These casualties are in line with those of June (around 35,000) and slightly lower than those of May (around 40,000).

“The average daily Russian casualties (killed and wounded) in Ukraine has fallen over the past two months from a conflict high of over 1,262 per day in May to 1,140 in July 2024,” the British Military Intelligence assessed in one of its latest estimates of the war.

“Despite this reduction, the last three months have been the costliest for the Russian forces since February 2022, according to Ukrainian General Staff reporting,” the British Military Intelligence added.

The Ukrainian Ministry of Defense has been one of the main sources of Russian casualty data. Despite the obvious bias, Kyiv has largely provided accurate reporting since it has been largely corroborated by Western military and intelligence sources. However, the casualty data coming out of Kyiv seem to be more accurate when it concerns manpower losses than materiel losses. For example, the Ukrainian military estimates that the Russian military has lost over 8,000 main battle tanks, whereas Western assessments put that number closer to 3,000 tanks—still a significant blow to Moscow’s combat power as it represents the Russian military’s entire prewar arsenal.

A good portion of the losses of the prior two months were the result of a large-scale offensive against Kharkiv, Ukraine’s second-largest urban center in the east. The operation failed, and the Ukrainian military regained much of the lost territory.

“The reduction in daily average is likely indicative of Russian forces consolidating positions on the Kharkiv axis. Although this new approach has increased the pressure on the frontline, an effective Ukrainian defense and a lack of Russian training reduces Russia’s ability to exploit any tactical successes into wider operational gains,” the British Military Intelligence stated.

In the absence of the requisite combat power and ability to leverage tactical successes, Moscow is forced to pursue a strategy of attrition. Russian president Vladimir Putin seems to be content with sacrificing over 1,000 of his men on a daily basis in order to exhaust the Ukrainians. The dictatorial nature of Russian politics and the lack of any meaningful opposition to Putin means that this strategy of attrition will continue.

“Russia’s casualty rate will likely continue to average above 1,000 a day throughout August 2024 as Russia continues offensive operations on a wide front from Kharkiv in the north to Robotyne in the south of Ukraine,” the British Military Intelligence concluded.

With the current rate of casualties and a possible Ukrainian counteroffensive during the fall, it is likely that the Russian forces are going to reach 700,000 casualties by the end of the year.

Des bandits armés non identifiés ont dévalisé plus de 15 maisons du lundi 5 au mardi 6 aout, dans la commune de Karisimbi, ville de Goma (Nord-Kivu).

Selon la société civile urbaine de Goma, ces attaques ont eu lieu à partir de minuit jusqu’aux environs de trois heures du matin.

La même source rapporte que les quartiers les plus touchés par ce drame sont : Ndosho, Kasika, Mabanga-sud, Majengo et Bujovu, dans les périmètres de l’aéroport de Goma.

Duties are performed in various buildings on the US Embassy compound and include occasional work at government owned or leased properties throughout the city.

QUALIFICATIONS REQUIRED :

1. EDUCATION : Completion of primary school education is required.
2. EXPERIENCE : Six months experience in commercial and/or residential property cleaning is required
3. LANGUAGE : Level I English (Rudimentary) Reading/Writing/Speaking is required. Level II French (Limited knowledge) reading/speaking/writing is required. This will may be tested.

4. SKILLS AND ABILITIES : To be able to perform all aspects of the cleaning required, to the highest standard, in office and residential properties. Must be able to work on teams, follow instructions, and possess the ability to work independent and unsupervised. Good customer service skills are also essential. Must be able to use all cleaning chemicals, tools, and equipment. Must be able to stand, bend, kneel and walk. Must be able to lift 23 kilos. Must be able to wear appropriate PPE. This may be tested.

5. JOB KNOWLEDGE : Knowledge of standard methods, practices, tools, and equipment of the janitorial service. Knowledge of occupational hazards and safety rules. Knowledge of the proper use of chemicals. Ability to operate and use janitorial tools, equipment and supplies.

The signatories of the Paris Agreement are required to submit new nationally deter­mined contributions (NDCs) by 10 February 2025, laying out targets for 2035. These third generation NDCs – “NDCs 3.0” – are supposed to serve as comprehensive invest­ment and transformation plans and incorporate the findings of the Global Stocktake (GST). The GST was agreed at COP 28 in Dubai to keep the 1.5 degree target within reach. However, hardened fronts between developing and developed countries obstruct the establishment of a progressive coalition to develop ambitious NDCs. Germany and the European Union could inject new life into the NDC 3.0 process by stepping up techni­cal support, promoting diplomatic initiatives and embracing Brazil as a key actor.

Le Conseil de sécurité de l'ONU a adopté mardi 6 août une résolution par laquelle il autorise la Mission des Nations Unies en République démocratique du Congo (MONUSCO), à fournir un soutien opérationnel et logistique à la mission de paix de la Communauté de développement de l’Afrique australe (SADC), une organisation régionale.

Le texte présenté par la France et le Sierra Leone a été adopté à l'unanimité par les quinze membres du Conseil.
