The European Union’s international trade has suffered from the COVID-19 pandemic, broken supply chains, the growth of protectionism in many regions and, most recently, from Russia’s war on Ukraine. The United States’ trade policy towards China, which is aimed at curbing the authoritarian country’s growing power, has exacerbated the fragmentation of trade.

The United States has adopted the Inflation Reduction Act, a massive green subsidy programme which analysts and politicians say may lower the competitiveness of some European clean-tech products. The EU is debating how to respond to the Act, including with the envisaged proposal of a Net-Zero Industry Act, setting a number of clean-tech objectives for 2030. The work of the new EU‑US Trade and Technology Council has so far made limited progress in resolving the trade spat.

Oroszország Ukrajna elleni háborúja azt bizonyítja, hogy fontos döntés volt a hazai össztermék (GDP) 2 százalékában meghatározott minimális védelmi kiadási cél kijelölése a 2014-es walesi csúcson, de ez a célkitűzés csak egy évtizedre szólt, ezért frissíteni kell – mondta Stoltenberg egy német lapinterjúban.

Rámutatott, hogy a 2014-es döntést sem békeidőben hozták, hiszen Oroszország Ukrajna elleni háborúja éppen 2014-ben, a Krím félsziget nemzetközi jogot sértő elcsatolásával kezdődött, és a NATO tagjai ennek hatására kötelezték el magukat a védelmi kiadások növelését jelentő 2 százalékos cél mellett.

Stoltenber a Die Welt című lapban közölt interjúban kifejtette: egyelőre nem tudja megmondani, hogy a tagországok miként járnak el, de biztos abban, hogy megállapodásra jutnak a litvániai találkozón, és azt feltételezi, hogy az eddiginél “ambiciózusabb” kiadási célt tűznek ki, hiszen “mindenki látja”, hogy többet kell fordítani a védelemre.

A NATO-főtitkár arról is szólt, hogy “aki békét akar holnapra, annak ma támogatnia kell Ukrajnát”.

“Furcsán hangzik, de a fegyverszállítások vezetnek el a békéhez” – tette hozzá, kiemelve, hogy a NATO biztonsági érdekei túlmutatnak az Ukrajnával vállalt szolidaritáson, mert a tekintélyelvű vezetők, “az autokraták figyelik, hogy miként reagálunk az invázióra, és levonják a tanulságokat, ha Putyin  arat sikert”. Arra is kitért, hogy az atomfegyverek bevetésének kockázata alacsony, és nem tapasztalnak változást az orosz nukleáris erők tevékenységében.

Ugyanakkor “az orosz nukleáris retorika teljességgel felelőtlen és veszélyes” – húzta alá a NATO főtitkára, hozzátéve: nem szabad megengedni, hogy Oroszország “zsaroljon” ezzel a retorikával, mert ha sikerrel jár, akkor “veszélyesebb lesz a világ”, és Moszkva mindig a “nukleáris fenyegetés” eszközét használja majd, ha el akar érni valamit.
