Le Ministère du Numérique et de la Digitalisation organise du 24 au 28 avril 2023, une série d'activités à l'endroit des jeunes du primaire, du secondaire et du supérieur dans sept communes du Bénin. C'est à l'occasion de la célébration de l'édition 2023 de la journée internationale des jeunes filles dans les TIC.

Formation des jeunes du primaire, du secondaire et du supérieur pour acquérir des compétences numériques. Elle est organisée du 24 au 28 avril 2023, dans sept communes par le ministère du Numérique et de la Digitalisation en partenariat avec les ministères en charge des trois ordres de l'enseignement. Les communes bénéficiaires sont : Bassila, Ouaké, Natitingou, Parakou, Bembèrèkè, Nikki et Kandi. Les écolières du CM1 et du CM2 seront initiés à l'informatique et les jeunes filles, élèves des classes de seconde séries C et D aux concepts et usages de l'outil informatique.

Quant aux étudiantes de l'IUT de Parakou, elles seront formées sur la cybersécurité et l'intelligence artificielle. A cela s'ajoutent la sensibilisation à l'hygiène numérique et les partages d'expériences.

La Journée internationale des jeunes filles dans le secteur des TIC, édition 2023 porte sur ''l'Acquisition de compétences numériques essentielles pour la vie''. Les manifestations mondiales auront lieu le 27 avril prochain. La Journée des jeunes filles dans le secteur des TIC est une initiative de l'UIT qui vise à encourager les jeunes filles et les jeunes femmes à envisager une carrière dans le secteur des TIC.

1,5 millions d'euros soit environ 1 milliard de FCFA appartenant à des cybercriminels présumés du Bénin ont été gelés dans une banque en ligne en France, selon des informations données, vendredi 21 avril 2023, lors de l'émission spéciale sur la cybercriminalité au Bénin.

Le bilan fait par une banque en ligne en France a révélé un « usage frauduleux » de sa plateforme par des personnes qui vivent au Bénin. La banque a gelé 1,5 millions d'euros soit environ 1 milliard de FCFA appartenant à des cybercriminels présumés du Bénin.
La banque française en ligne et Pôle-emploi se sont rapprochés des autorités béninoises pour dénoncer des faits de cybercriminalité.
« Le chiffre que Pôle-emploi a donné en France sur le nombre de connexions venant du Bénin est ahurissant au point où on se demande combien de personnes sont en train de cliquer tous les jours essayant d'utiliser les comptes de Pôle-emploi pour accéder à des identités de Français », a expliqué Ouanilo Fagla Medegan, directeur de l'Agence des Systèmes d'Information et du Numérique, vendredi 21 avril 2023, sur une émission spéciale sur la Cybercriminalité.

Azt írták, hogy a férfi 2013. július 29-én éjjel 1 óra körül támadt rá a hazafelé tartó áldozatára Budapest II. kerületének egy erdős részén. Az elkövetőt akkor nem tudták azonosítani.

A helyszínen rögzített anyagmaradványokat végül a Nemzeti Szakértői és Kutató Központ segítségével sikerült egy más bűncselekmények miatt azóta bűnügyi nyilvántartásba vett férfihez kapcsolni.

A most 36 éves férfit tizennyolcadik életévét be nem töltött személy sérelmére elkövetett szexuális erőszak bűntett gyanúja miatt hallgatták ki és vették őrizetbe. A férfi nem tett vallomást – tették hozzá.

Afin de lutter contre la fraude douanière, la contrebande, l'insécurité et la sortie frauduleuse des produits agricoles par voies terrestres, un comité est mis en place pour empêcher la mobilité sur les pistes frontalières non autorisées. Trois principales missions sont assignées au comité présidée par le directeur central du génie des armées adjoint, le colonel Jean-Claude Chango.

Mercredi avril 12 avril 2023, le chef de l'Etat Patrice Talon a procédé à la mise en place d'un comité chargé de la mise en œuvre des infrastructures de contre mobilité sur les pistes frontalières non autorisées. Ce comité d'après nos sources, a pour mission de retenir les voies ou pistes frontalières à autoriser pour la circulation ; de conduire et de mettre en œuvre des solutions de contre-mobilité sur toutes les autres pistes non autorisées ; et de mettre en place un mécanisme de contrôle et de surveillance des itinéraires frontaliers non autorisés concourant à la fraude et à l'insécurité.
Le comité mis en place est composé de 07 membres. Il est présidé par le directeur central du génie des armées adjoint, le colonel Jean-Claude Chango.

The debate will also focus on the 3rd Joint Declaration and its stated goal to take the EU-NATO partnership to the next level. Members will exchange views on concrete actions that need to be taken to achieve this objective in order to create more synergies between the EU Strategic Compass and NATO Strategic Concept.

VIENNA, 24 April 2023 – While all countries of the OSCE have expressed their determination “to resolve by peaceful means any related issue, individually and collectively, on the basis of mutual respect and co-operation”, violations of international humanitarian law (IHL) and international human rights law (IHRL) are a reality in the region today, OSCE leaders said as a two-day conference began today.  

Over 250 people from across the OSCE region registered for the meeting in Vienna, which will centre on the responsibility of states to uphold international law, and focus more specifically on issues related to torture and other grave breaches of international humanitarian law and gross violations of international human rights law. The event brings together representatives of OSCE states, international organizations, civil society, and the media.

“The reminder of the importance of international human rights law at this Supplementary Human Dimension Meeting is vital,” said Ambassador Igor Djundev, Chairman of the OSCE Permanent Council and Permanent Representative of North Macedonia to the OSCE. “It provides a chance for OSCE states and other participants to gain an insight and reflect about the current situation in the OSCE region. If we don’t treat these issues with due attention, we will allow for the serious and brutal developments in the treatment of civilians in times of war to continue.”

Participants will look at the specific obligations for states in connection with grave breaches of IHL and discuss the link between grave breaches of international humanitarian law and war crimes. Discussions will also examine the importance of investigating and documenting allegations of torture, including sexual and gender-based violence, to ensure accountability as well as redress for victims. A final area of focus is on measures states can take to prevent gross violations of IHRL including in times of crisis, political instability and national emergencies and what forms of redress are available.

Victims of gross violations of international human rights law and grave breaches of international humanitarian law have the right to redress, which includes both compensation and effective remedy. States also have an obligation to take measures to ensure that victims of torture have access to effective complaints mechanisms as well as other remedies. While it is the chief responsibility of states to ensure this, many others have a key role to play in both prevention and response, including international organizations, National Human Rights Institutions, and civil society.

“Torture and other gross violations of human rights are a scourge that must end,” said ODIHR Director Matteo Mecacci. “The international community needs to do more to prevent them from occurring, but at the same time put effective measures in place and ensure they are implemented whenever and wherever such violations do take place.”

The countries of the OSCE have committed to “respect and ensure respect for general international humanitarian law” and stated that “those who violate international humanitarian law are held personally accountable.” They also “strongly condemn all forms of torture as one of the most flagrant violations of human rights and human dignity.”

Supplementary Human Dimension Meetings are a platform for the OSCE’s participating States and OSCE institutions, as well as international organizations and civil society, to exchange views and good practices in order to find common solutions for the challenges facing societies across the OSCE region. Today’s discussion is the second SHDM of 2023, with one more planned for this year.
