On 15 December 2023, the OSCE Programme Office in Dushanbe completed its second train-the-trainers course for 19 staff officers of the Tajik Border Troops in Bokhtar, Khatlon Region. The course is a key activity of the Patrol Field Capacity Building of the Tajik Border Troops – Phase II (PFCB2) project which will run through 2023 and 2024. 

The three-week course was taught by two contracted international instructors with expertise in adult learning and curriculum development – one with an academic background in theories and practice of adult learning and another with a background in planning and conducting military collective training and field exercises. The course participants were Tajik Border Troops officers who are currently serving as trainers/instructors within their institutional training structure and those officers who have expressed an interest in becoming trainers/instructors. The course was developed to increase the internal training capacity of the Tajik Border Troops, instructing them on topics that included: training needs identification, adult learning theories, teaching methodologies, developing lesson plans and presentation materials, and evaluating learning. The course also covered planning and conducting field training and collective unit training for border security forces. To demonstrate their skills as trainers, each student developed and delivered training to other students on a topic of their choice.

Kelsey Harris-Smith, representing the Head of Mission Office, and the PFCB2 Project Manager, Jon Casey, delivered closing remarks at the graduation, emphasizing the importance of the course participants’ newly developed skills in helping to further professionalize the Tajik Border Troops. These new skills will help make the organization more adaptive to the dynamic border security challenges that Tajikistan faces, particularly along the Tajik-Afghan border. Following completion of the course, the students will return to their units within the Tajik Border Troops with an increased capacity to identify training needs, develop and conduct their training, and assess the learning of training participants.  

The event is conducted in the framework of the OSCE’s project “Patrol Field Capacity Building of the Tajik Border Troops through Promotion of Regional Co-operation”, financed by France and implemented by the OSCE Programme Office in Dushanbe. The course is part of the Office’s multi-year efforts to support Tajikistan’s border security response capabilities.

Jérôme « mon doyen », tu as a été un refuge de paix, un modèle de tolérance et d'expression libre, de justice et de pardon.
Tu savais écouter, conseiller et encourager grands et petits de toutes catégories. C'était comme un sacerdoce pour toi. Qui te rencontrait avec une préoccupation, te quittait toujours revigoré. Tu distribuais la pensée positive, que dis-je, tu étais la pensée positive qui rendait optimiste. Sans abuser !
Jérôme « mon doyen », tu as été un véritable coach pour plusieurs. Tu as allumé les pensées, éclairé les cerveaux. Tu étais comme une lampe sur le parcours de tes contemprains. Tu as impacté et changé favorablement des vies. Oui ! tu as aidé à la révélation de vrais leaders.
« Mon doyen » Jérôme n'a pas été avocat de profession mais il avait le secret de la défense efficace du faible, de la veuve et de l'orphelin. Quand il était convaincu d'une cause, rien ne pouvait contenir son désir d'accompagner. Quel que soit le prix, il s'engageait toujours du côté de la vérité. L'un des rares de notre temps à pouvoir dire aux forts « Ce n'est pas juste, ce n'est pas bien ce que tu as fait… », il savait dire avec les mots justes, la vérité même si cela devait lui coûter une relation importante.
Allergique à l'indélicatesse, Jérôme « mon doyen » a été et restera un exemple dans cette société en perte de repères. Pour lui, ce sont les idées, la noblesse de votre combat, le style de vie, qui sont des pépites incorruptibles et qui vous rendent Eternel. L'argent est certes utile mais, Béhanzin, Gandhi, Eisenhower, Carnegie, King Jr, Abbé Pierre, Mandela, Graham…ne sont pas entrés dans l'histoire grâce à une quelconque fortune financière. Les valeurs, rien que les valeurs, pour la bonne réputation. C'était le crédo de Jérôme. Il a construit sa bonne réputation par la résistance au gain sordide, à l'alienation, à la censure, à la pensée unique, au musèlement. Toute sa vie, Jérôme “mon doyen” a refusé de s'aplatir et n'a pas craint l'exil politique.
Jérôme « mon doyen » ! La qualité et la beauté des hommages qui te sont rendus, sont quelques-unes des preuves que tu as combattu le bon combat. Celui de l'humilité, de l'ouverture d'esprit, de l'altruisme, de la justice et de la révélation des talents. Avec toi, j'ai retenu que la direction, la concentration, la souplesse dans la rigueur, le travail acharné, l'anticipation et la foi conduisent toujours à l'exploit.
Tu savais réclamer même tes droits sans tomber dans la bassesse et la compromission. Je me rappelle quand je te voyais toutes les semaines, les conseils précieux que tu me prodiguais, les leçons que je tirais de tes expériences de vie.
Dans mon deuxième ouvrage postfacé par le professeur Jean-Paul Gourévitch, que tu as accepté de préfacer, tu y as écrit « Voilà en quoi Romain Kiki, par son ouvrage - Marketing politique et manipulation en période électorale – fait véritablement œuvre utile… ». Jérôme, « mon doyen », j'ai certainement fait œuvre utile à travers ce manuel mais toi, toute ta vie a été œuvres utiles serties dans du marbre. Tu as semé d'innombrables graines de baobab qui, assurément feront de ton absence, une présence constante et durable.
Jérôme « mon doyen », tu as combattu le bon combat, tu as achevé la course, tu as gardé la foi. Désormais la couronne de justice qui t'était promise te sera donnée. Comme l'apôtre Paul dans 1Timothée 4.7-8, reçois la couronne dans ce jour-là.

Jérôme, Requiescat in pace ! Tu resteras pour cette génération et pour la postérité, une source d'inspiration intarissable.

The International Court of Justice will deliver it’s order for provisional measures submitted by South Africa in the case of South Africa versus Israel today.

South Africa argued that the scale of destruction resulting from the bombardment of Gaza and the deliberate restriction of food, water, medicines, and electricity demonstrated that the government of Israel and its military were intent on destroying Palestinians as a group, which was in violation of the UN Genocide Convention.

The case was argued on January 10 and 11, 2024, and today’s decision is only likely to deal with jurisdiction and the provisional measures that South Africa asked the court to impose.

The provisional measures include:

• that military operations are immediately ceased;
• that the State of Israel take reasonable measures within its power to prevent genocide, including desisting from actions that could bring about physical destruction;
• rescind orders of restrictions and prohibitions to prevent forced displacement and ensure access to humanitarian assistance, including access to adequate fuel, shelter, clothes, hygiene, sanitation and medical supplies;
• avoid public incitement;
• ensure the preservation of evidence related to allegations of acts and
• submit a report to the court on all measures taken to give effect to the order.

South Africa argued that the scale of destruction resulting from the bombardment of Gaza and the deliberate restriction of food, water, medicines, and electricity demonstrated that the government of Israel and its military were intent on destroying Palestinians as a group.

Israel disputed this, saying that the country had a right to defend itself in the face of the October 7 massacre in Israel. It was argued that South Africa brought a fundamentally flawed case.
