A büntetés-végrehajtás nemcsak a kerítéselemek gyártását és azok összeszerelését végzi fogvatartotti munkáltatással, de a biztonsági határzár karbantartásáért, a rongálások javításáért is ez a szervezet a felelős. Tavaly 2181, idén eddig pedig már 1528 esetben rongálták meg az illegális migránsok a biztonsági határzárat. Egy hónap alatt meghaladja a 150-et az ilyen esetek száma, ami azt jelenti, hogy folyamatosan nyomás alatt tartják, fizikailag támadják Magyarország déli határszakaszát.
A BvOP tájékoztatása szerint az elmúlt másfél évben mintegy félmilliárd forintba került a rongálások javítása a magyar adófizetőknek. Az illegális migránsok egyre agresszívebb fellépése – például a kövekkel, tárgyakkal való dobálás, botokkal, bozótvágókkal való fenyegetőzés – is indokolttá tette a rendszer további megerősítését, fejlesztését.
Ezért a kormány döntésének megfelelően a magyar-szerb határszakaszon a meglévő 165 kilométeres kerítés első sorát egy úgynevezett hattyúnyak felhelyezésével erősítik meg. Ezeket pengés kerítéselemmel fedik, míg alsó felüket többsoros NATO-dróttal szerelik fel. A műszaki megoldások azt hivatottak megakadályozni, hogy az illegális migránsok létrával átmásszanak a kerítésen.
A megerősítés része a határzár első sorának betonacél síkhálóval történő megerősítése, illetve a gyors telepítésű drótakadály (GYODA) cseréje és magasítása is, ezek elsődlegesen a kerítés átvágását akadályozzák meg – írták. A mintegy tíz kilométeres hódunai szakasz területén pedig egy teljesen új határzárat telepít a BvOP, hasonló műszaki tartalommal.
A kormány júliusban döntött arról, hogy a magyar-szerb határon az ideiglenes biztonsági határzárnál a kerítés tetején egyméteres hattyúnyakat helyezzenek fel, a szerb és a horvát szakasz találkozásánál, a Duna-Dráva Nemzeti Park területén, a Hóduna határszakaszon pedig ideiglenes biztonsági határzár épüljön ki.

The OSCE Mission in Kosovo today published its latest thematic report on: The Right to Effective Representation in Criminal Proceedings and the Ex Officio Appointment System.
Covering the period between 2020 and 2021, the report reviews standards of defence representation and the function of the ex officio appointment system that assigns defence counsel to defendants who cannot afford a lawyer.
The report provides insight into the policy and legal frameworks for the provision of defence representation and draws on the findings of surveys with judges, prosecutors and lawyers, to assess some of the challenges and barriers to effective criminal defence representation in Kosovo.
The OSCE Mission advocated for the development of the current ex officio appointment system and was pleased to find that the system benefits from general support. Nonetheless, the report also notes concerns regarding standards of defence representation and emphasizes that it is important that indigent defendants receive effective ex officio representation whenever legal representation is in the interests of justice.
Launching the report, Ambassador Michael Davenport, Head of the OSCE Mission in Kosovo said: “The provision of legal representation does not of itself guarantee the right to effective defence. The necessary legal framework, institutions and procedures need to be complemented by a professional defence culture determined to uphold standards. The OSCE report highlights the role of defence counsel and the importance of ex officio appointments. So I hope we can now seize the opportunity of wider judicial reform in order to strengthen defence counsel within the criminal justice system.”
The report lists a number of recommendations to key institutions including a comprehensive review of the current system, providing guidance on disclosure and access to case files, and improved training and qualifications for lawyers practicing criminal defence, particularly those undertaking ex officio work.

In striving to achieve the Paris Agreement and the 2030 Agenda, governments have the opportunity to implement their climate and sustainability goals more coherently. Such coherence requires the coordination of interdependent policies across different policy fields, sectors and actors. This paper explores how governments design and implement synergic solutions to concomitantly achieve both international agendas. With the empirical cases of Germany and South Africa, we investigate two independent approaches to the synergic solution of a just energy transition, whereby countries aim to phase out coal as a means to tackle climate change while also ensuring that the achievement of other Sustainable Development Goals (SDGs) is not hindered. Methodologically, we apply a deductive qualitative approach consisting of literature review, semi-structured interviews, and content analysis. To that end, we examine relevant policies and institutional arrangements by applying a combined conceptual framework of energy justice and just transition in both countries. We find major challenges in overcoming environmental, economic and social burdens of the coal phase-out, especially related to jobs and inequality (SDGs 8, 10) and the Water-Energy-Food-Land nexus (SDGs 2, 6, 7, 15). Through the selection of Germany and South Africa, we illustrate how countries with different political, social and economic backgrounds strive to manage such a transition. Our developed framework and case-studies’ findings point towards important considerations when designing just energy transition pathways, such as ensuring inclusiveness in decision-making, thoroughly assessing social, economic and environmental impacts, and adequately coordinating across different actors and the local, provincial and national levels.
