A helyenként 60-80 centiméteres hóréteg hatalmas káoszt okozott a közlekedésben, és az élet más területein is – az ítéletidő ráadásul egyéb országokban is letette névjegyét.

Szerda este 23 óráig Románia tizenegy dél- keleti megyéjében havazásra és hóviharra vonatkozó sárga figyelmeztetés volt érvényben, emellett egy újabb figyelmeztetést adott ki a Meteorológiai Intézet, hideg időre, fagyra és erős szélre vonatkozó figyelmeztetést ma reggelig. A fővárostól keletre lévő régióban az elmúlt napokban több mint ezer embert kellett kimenteni a hó fogságából, az A2-es autópályára pedig nem lehetett felhajtani az időjárás miatt – csütörtökön hat szomszédos megyében továbbra sem lesz oktatás és pénteken öt megyében maradnak otthon a diákok.

Ukrajna

Ukrajna több régiójában még mindig kritikus a helyzet a havazás miatt – Odessza megyében például korlátozták a teherautók és a buszok forgalmát, a főutak tisztításában a határőrség és a hadsereg is részt vesz. Kijevben az egykori világbajnok bokszoló, ma Kijev polgármestere, Vlagyimir Klicsko esténként terepszemlét tart a városban és ellenőrzi a havas utak takarítását.

Kárpátalja

Kárpátalján továbbra is a jeges, csúszós utak jelentenek akadályt, több baleset is történt. Itt az újabb nagy havazást csütörtökre és péntekre várják – közben Alsókalocsa lakói sajátos megoldást találtak ki a havas utak megtisztítására: teherautó után kötött gumiabronccsal kotorják a havat.

Szerbia

Belgrádban is napok óta havazik: elakadtak a villamosok, és az utakon is nehézkes a közlekedés, de a város polgármestere szerint uralják a helyzetet. “A nap végére teljesen letakarítjuk a főbb utakat, de még a 20 órás folyamatos hóesés után sem állt le a forgalom – mondta Sinsa Mali.

Horvátország

Dubrovnik strandjait, és annak ilyentájt elnéptelenedett utcáit most hó borítja. A ritka jelenségnek örülnek ugyan a helyiek, de látszik, hogy semmilyen tapasztalatuk nincs a hó eltakarításában – a mediterrán térségben élők nincsenek felkészülve az ilyen mínuszokra, a többszáz éves, nem hőszigetelt kőházak némelyikében semmilyen fűtés nincs.

Madeleine avait 84 ans lorsque nous avons fait connaissance en 1990. Sa vie, un roman, couvrait l’espace et le temps du XXème siècle.

Je faisais distraitement la queue à la caisse d’un ABC de Pécs, sorte de supérette standardisée comme il y en avait à tous les coins de rue dans la Hongrie communiste. Une voix me fit tourner la tête et tendre l’oreille, une vieille dame devant moi, discutant avec la caissière, parlait un hongrois coloré des mêmes fautes que les miennes, mélangeant sans logique les « a » [ɒ] et les « á » [aː]. Après avoir payé je me dépêchai de la rejoindre devant l’étagère, là où l’on pouvait encore moudre le café et le pavot achetés en grains. Je m’adressai à elle en hongrois: « vous êtes étrangère? Vous parlez le hongrois de façon originale ! » J’eus l’impression que je la dérangeais, qu’elle me trouvait peut-être indiscrète ou qu’elle était effrayée. Elle me jeta: « je suis hongroise mais je suis née en France« , tourna les talons, me planta là et prit la petite rue montant sur le Mont Mecsek, traînant de grosses cantines en aluminium.

Pendant des semaines cet ABC devint mon ABC préféré, j’y passais tous les jours en sortant de l’hôpital pour y faire mes courses dans l’espoir de la revoir. A l’époque je pensais encore que nous n’ étions que deux Françaises à Pécs, Sophie, l’épouse d’un chanteur d’opéra hongrois travaillant au Théâtre de la Ville et moi-même.

Normande, Madeleine rencontra Kálmán le Hongrois en 1937 à Marseille où elle avait trouvé un emploi. Kálmán, lui, y travaillait pour les usines Ford. Ils se marièrent et y vécurent jusqu’en 1942 une vie modeste mais tranquille. Mais depuis l’entrée en guerre de la Hongrie, Kálmán était torturé par le mal du pays, la conscience de ne pas être tout à fait là où il devrait être. Après beaucoup d’hésitations il convainquit sa jeune épouse de le suivre dans son pays, c’est ainsi que Madeleine s’installa à Pécs en pleine guerre.

Après de nombreuses rencontres à l’ABC, Madeleine m’invita chez elle. Sa minuscule maison, non loin du centre ville sur la pente du Mecsek, une chambre-cuisine en hongrois, était sans confort aucun. Elle y vivait seule. Dans la cour, la hache, les bûches, la grosse pelle, le seau à cendres laissaient aussi deviner que Madeleine faisait un travail physique très dur pour son âge. Pour compléter sa toute modeste pension de veuve elle portait à domicile les repas aux personnes âgées de son quartier, parcourant des kilomètres à pied, chargée de ses lourdes cantines dans les rues tortueuses et pentues. Kálmán, lui, était décédé dans les années 70. « C’était un homme bon » me dit Madeleine « il ne m’a jamais fait de mal, son seul reproche était que je cuisinais « blanc« . Sans paprika ! Inimaginable en Hongrie.

À chacune de mes visites Madeleine devenait plus confiante et se racontait avec des détails émouvants et parfois révoltants: les dures années de guerre dans un pays ennemi, la vie sans enfant, la manière dont les Hongrois, menaçant son mari, l’obligèrent à prendre la nationalité hongroise au début des années 50, le mensonge de ces mêmes autorités lui faisant croire que plus jamais elle ne serait française. Et surtout elle parla de son attachement à sa langue maternelle, du soin qu’elle prit à ne pas l’oublier. Sans possibilité de la parler, elle continua tous les jours à lire à haute voix une pile de vieux Paris-Match envoyés par ses sœurs, s’appliquant à prononcer et écouter en même temps pour se rappeler les sons. Toutes les deux, qui parlions le hongrois en utilisant le tutoiement très habituel dans le monde communiste, nous n’avons jamais abandonné l’usage du vouvoiement et du « Madame » quand nous nous adressions l’une à l’autre. Cela nous faisait rire.

Quelques années plus tard j’appris que l’Ambassade de France avait la possibilité d’octroyer une allocation de solidarité aux ressortissants français avec très peu ou sans ressource et sans famille. Étant persuadée que Madeleine remplissait toutes les conditions pour être aidée, je me renseignai à l’Ambassade à Budapest. L’accueil fut favorable à la condition de prouver que Madeleine était bien française à l’aide d’un document, même périmé. Pendant des semaines elle protesta: « Non, non, puisque je vous dis qu’ils m’ont dit, les Hongrois, que je n’étais plus française!, il n’y a rien à faire« . Sans doute un jour ai-je été plus déterminée, plus convaincante: « On ne peut pas renoncer comme ça à son identité, avez-vous déclaré une seule fois que vous ne vouliez plus être française? Non? Eh bien vous l’êtes ! » Elle me prit simplement la main et m’emmena au fond de la cour dans l’appentis qui abritait son bois coupé et là, de derrière les fagots, d’une brique déplacée, elle tira un passeport bleu périmé depuis longtemps, celui avec la belle couverture, écrit à l’encre en belles lettres calligraphiées. Madeleine D. épouse T. née à Dieppe, de nationalité française, était couturière. Elle me le confia avec beaucoup de réticence, je compris sa méfiance après ce qu’elle avait vécu et l’assurai de mes bonnes intentions. Nous sommes restées proches jusqu’à son décès, dans des conditions décentes, à l’âge de 93 ans.

A new promising EDA research and technology (R&T) programme aimed at improving Member States’ capabilities in detecting Improvised Explosive Devices (IED) was launched on 23 December 2016 when four EDA Member States (Austria, Belgium, The Netherlands, Poland) as well as Norway (which has an Administrative Arrangement with the Agency) signed an agreement for the 3-year ‘IED Detection’ (IEDDET) ad hoc R&T programme with a total budget of €14 million.

The main objective of the IEDDET programme is to develop, improve and field-test IED detection capabilities in order to better protect troops and increase Armed Forces’ operational freedom of movement. Concretely, the programme encompasses three main projects, each of them dealing with a specific topic, namely:

• Vehicle Mounted Early Warning of Indirect Indicators of IEDs (VMEWI3). The objectives of this project is to focus on the detection of indirect indicators with forward looking camera systems. The technology demonstrator will be based on remotely operated unmanned ground vehicle (UGV) platforms with multi-camera head. The UGV platform will be controlled from a manned vehicle. The aim is to detect indicators of IED presence even while moving with a speed of at least 20-30 km/h (early warning capacity).
• UGV stand-off multi-sensor platform for IED component detection (MUSICODE). This project will develop new unmanned ground vehicle (UGV) stand-off capabilities for detection of IED components by using remotely operated multisensory platforms.

• Confirmation, Identification and Airborne Early Warning of IEDs (CONFIDENT). The objectives of this project are two-fold: (i) to focus on the confirmation and the identification of relevant components of IEDs including electronic parts, explosives and chemical, biological, radiological and nuclear (CBRN) payloads prior to the release of the agents and (ii) to provide complementary early warning capability. The demonstrators will be based on remotely operated platforms (robot and Unmanned Aerial Vehicle, UAV). The UAV will be used for airborne early warning.

In order to ensure the coherence and interoperability between the projects, an offline detection map will be produced and shared to best explore the full set of information available for future route clearance operations and the programme will be concluded by a joint demonstration. IEDDET will involve technology companies (including SMEs), academic institutions as well as governmental and non-governmental research organisations which will all cooperate under the guidance of a management committee consisting of experts from the contributing Member States.

Countering Improvised Explosive Devices (C-IED) was confirmed as a top priority in the EDA Capability Development Plan (CDP) revision of 2014. The launch of the IEDDET programme is part of the practical implementation of this priority in terms of technology development and seen as a crucial step towards improving existing C-IED capabilities.

Chaired by Elena Valenciano, Chair of DROI and Janusz Lewandowski, Chair of D-IR, the workshop will focus on the recent trends in the human rights situation in Iran and in particular on the way the EU could promote change.
