Hearings - Hearing on the immunity of United Nations and International Criminal Court officials - 24-02-2026 - Committee on Legal Affairs - Subcommittee on Human Rights

On 24 February 2026, the Committee on Legal Affairs (JURI) and the Subcommittee on Human Rights (DROI) held a joint public hearing on the immunity of United Nations (UN) and International Criminal Court (ICC) officials. The hearing examined the legal frameworks underpinning the privileges and immunities of international officials, in light of recent US sanctions on UN and ICC personnel.
Against the backdrop of increasing attacks on multilateralism and the international justice architecture, this event examined the scope and legal foundations of UN and ICC Officials' immunities under international law, and assessed the instruments the EU can deploy to pursue the protection of human rights and the multilateral system and shield its own nationals and the institutions they serve from extraterritorial coercion. The hearing featured Professor Cedric Ryngaert (Utrecht University), expert on jurisdictional immunities in international law, Judge Beti Hohler (International Criminal Court), Slovenian and EU national among the ICC officials targeted by US sanctions, and Mr Michael Stelzer (Head of the Sanctions Unit - European Commission's DG FISMA). Speakers and Members assessed possible EU responses to protect international institutions and their officials and reflect on the activation of the EU Blocking Statute.

Highlights - Externalised migration and asylum: DROI exchange with CoE Human Rights Commissioner - Subcommittee on Human Rights

On 24 February 2026, the DROI Subcommittee held an exchange of views on the human rights dimension of the externalisation of migration and asylum policies worldwide. The Commissioner for Human Rights of the Council of Europe, Michael O’Flaherty, presented his report on the topic. Speakers also included Frontex Fundamental Rights Officer Jonas Grimheden, and Samira Bouslama, Senior Human Rights Officer at the United Nations Support Mission in Libya.

The exchange centered on the Council of Europe Commissioner for Human Rights' report 'Externalised asylum and migration policies and human rights law', as Commissioner Michael O'Flaherty outlined the human rights implications of externalised asylum and return arrangements, including risks to core safeguards, accountability gaps and compliance with non-refoulement.

Against the background of intensifying cooperation with third countries, Jonas Grimheden, Frontex Fundamental Rights Officer, addressed how fundamental rights compliance is monitored in Frontex operations and partnerships, while Samira Bouslama, Senior Human Rights Officer at the United Nations Support Mission in Libya, presented findings on the human rights consequences of interceptions and returns to Libya.
