Highlights - Workshop - Implementation mechanisms of the Human Rights Clause - Subcommittee on Human Rights

On 14 November 2023, during its regular meeting, DROI will hold a workshop on the implementation mechanisms of the Human Rights Clause, followed by the case studies on Ethiopia, Tunisia and Vietnam.
The workshop will explore effectiveness of the Human Rights clauses in EU's international agreements.
Firstly, experts will look at how the implementation could be improved gathering best practices from different EU policy fields and third country examples. Secondly, lifecycle of Human Rights clauses will be analysed through case studies on Ethiopia, Tunisia and Vietnam, in presence of academic and civil society experts.

Highlights - The jurisdiction for the crime of aggression against Ukraine: state of play - Subcommittee on Human Rights

On 14 February at 14:30, DROI subcommittee will hold an Exchange of views on developments regarding the jurisdiction for the crime of aggression committed by Russia against Ukraine. Guest speakers will be Mr Philippe Sands, Professor of the Public Understanding of Law at UCL and Mr Anton Korynevych, Ambassador-at-large of the Ministry of Foreign Affairs of Ukraine.

The debate follows a DROI visit to Ukraine held in October 2023, where DROI Members met with victims, witnessed the scale of destruction in former occupied areas in Chernihiv and Yahidne and exchanged with authorities on accountability gaps to bring perpetrators accountable and provide reparation and redress to the victims.

In line with the European Parliament call for accountability and justice, the two prominent speakers - Mr Philippe Sands, Professor of the Public Understanding of Law at UCL and Mr Anton Korynevych, Ambassador-at-large of the Ministry of Foreign Affairs of Ukraine - will update the audience on the progress for the creation of an international tribunal, including the issue of proceeding in absentia and the question of immunity.

Study - Enhancing the protection of human rights defenders (HRDs): Facilitating access to the EU and supporting HRDs from third countries - PE 754.445 - Subcommittee on Human Rights

This study provides a comprehensive exploration of measures aimed at facilitating access to and expanding support for human rights defenders (HRDs) in the European Union (EU). Its introduction deals with the fundamental issue of defining HRDs which, in turn, will enable visa, borders and migration officers to apply the various recommendations here proposed. The subsequent section delves into the EU’s Visa Code and Handbook, proposing substantial changes to accommodate the needs of HRDs seeking entry and short stays in the EU. For longer stays, the study examines available options within the existing legal migration acquis and possibilities offered by the Temporary Protection Directive. It also proposes a self-standing proposal for a Directive that aims to deal with HRDs’ extended stays in the EU. Socio-economic assistance for HRDs is then discussed by proposing specific possibilities for additional measures, resources and policies at the EU level. The impact of digitalisation and EU databases on HRDs is also examined. Lastly, it presents recommendations categorised as soft-law and hard-law, providing a robust framework to safeguard HRDs and facilitate their access to the EU.

On Wednesday 24 January, the Subcommittee on Human Rights, with the participation of the Committee on Civil Liberties, Justice and Home Affairs, will hold an exchange of views on the external dimension of European migration policies. The focus will be on the analysis of recent EU arrangements with third countries on migration, with a fundamental rights protection perspective.
