Estonia has long looked to the Nordic countries, mainly Sweden and Finland, for inspiration and belonging, rather than forging a common identity with its Baltic neighbours. Historically, Estonia has been shaped by the “good old Swedish times”, a national myth referring to the period from the 16th century to the early 18th century, when Estonia’s territory was under Swedish rule. Significant
reforms were introduced during this time, including the establishment of the University of Tartu. During the Second World War, many Estonians escaped as refugees across the Baltic Sea to neutral Sweden. Ties with Finland are even more profound. Estonians and Finns both speak a Finno-Ugric language and many Finns and Estonians were able to forge ties even during the Soviet days.

Estonia today shares generally secular-rational values with its Northern neighbours. Religion doesn’t play a large role in society; technological progress is viewed almost without scepticism. The success of Estonia’s e-government initiatives and start-up scene was preceded by the collective search for “Estonia’s Nokia”, when the Finnish company ruled the mobile phone market.

So why shouldn’t Estonia consider itself the sixth Nordic country? Parts of the progressive political elite already do. The Reform Party, which leads the government, titled its 2015 parliamentary election platform “Estonia: the New Nordic”. But in terms of attitudes towards other fundamental European values, such as social justice or human rights, Estonia couldn’t be further from the Nordic states.

The high taxation and well-functioning public services seen in Nordic countries are in stark contrast with the neo-liberal flat tax implemented in Estonia. The country is a fertile ground for e-government precisely because privacy has never been an important concern. Equal opportunities and gender equality measures are viewed by many Estonians as unnecessary meddling. And there are tough citizenship policies that negatively affect the Russian-speaking minority, which makes up a quarter of the population.

Estonians see immigration as their greatest concern, not re-starting stalling economic growth. They see Nordic attitudes to migration as misguided. Anti-immigration rhetoric and hate crime are rising, and the government has been reluctant to tackle it. There are also many differences on LGBT rights: although a civil union law that provides recognition and rights for same-sex couples came into force in 2016 in Estonia, its implementation has been halted by a political gridlock. In all five Nordic countries, marriage is – or soon will be – open to all couples equally (Finland’s
equal marriage law takes effect in 2017).

Having achieved its primary goal of escaping Russian influence in favour integration with the West – notably through membership of NATO and the EU – Estonia is now trying to focus on the construction of its national identity. But it is unclear yet whether the Nordic model will be the dream, or whether Estonia retreats to the nativism seen in Poland and Hungary.

Ruslan International, la co-entreprise créée en 2006 par les Russes de Volga-Dnepr et les Ukrainiens d'Antonov Airlines (voir ici), cessera ses activités le 31 décembre 2016.

La co-entreprise disposait de 19 AN-124, ces avions de transport capables d'emporter 120 tonnes. Dans la corbeille, Antonov avait mis 7 AN-124 et 1 AN-225 (d'une capacité d'emport de 250 tonnes). Volga-Dnepr, lui, avait mis à disposition 10 AN-124-100, 5 IL-76TD, auxquels s'ajoutaient 14 B-747F (d'AirBridgeCargo Airlines) et 3 B-737F (d'Atran Cargo Airlines devenu AirBridgeCargo Express).

Je laisse de côté les motifs politiques et économiques de cette rupture. Il vaut mieux voir ce que l'avenir réserve aux anciens clients de Ruslan International, dont l'Otan (via le contrat SALIS, pour Strategic Airlift Interim Solution) et la France, et aux affréteurs qui vont devoir se tourner vers de "nouveaux" pourvoyeurs d'avions de transport stratégique. Dont les AN-124, véritables bêtes de sommes du transport stratégique:

Filière britannique.
Antonov Airlines va ouvrir le 1er janvier une société baptisée Dreamlifts Ltd (qui opérera sous le nom d'Antonov Airlines) et qui proposera ses AN-124. Cette nouvelle société, de droit britannique, sera installée au Royaume-Uni. Voir un communiqué ici. Dreamlifts commercialisera les 7 AN-124, l'avion An-225 Mriya et les An-22Antei.

Volga-Dnepr, pour sa part, s'appuie sur une société de droit britannique CargoLogic Air créée en 2015. Cette société dispose de deux B-747F et elle est chargée de commercialiser les AN-124. Ces avions seront inscrits au registre G de l'aviation civile britannique. La société est dirigée par Dmitry Grishin, un ancien cadre dirigeant de Ruslan International. Voir ici.

 

Az EU–Grúzia Társulási Tanács harmadik ülését 2016. december 2-án Brüsszelben rendezik.

Az ülés elnöki tisztét az Európai Unió részéről Federica Mogherini külügyi és biztonságpolitikai főképviselő látja el. Grúziát miniszterelnöke, Giorgi Kvirikasvili képviseli.

A Társulási Tanács megvitatja az EU és Grúzia közötti kapcsolatokat, ezen belül is az alábbi témákat:

• politikai párbeszéd és reform, politikai társulás
• gazdasági és ágazati együttműködés, valamint kereskedelem és kereskedelmi vonatkozású kérdések, ideértve a mélyreható és átfogó szabadkereskedelmi megállapodást
• kül- és biztonságpolitika: a konfliktusok békés rendezése, ideértve az el nem ismerési és kötelezettségvállalási politikát

Az uniós főképviselő és a grúz miniszterelnök tárgyalni fog továbbá az EU globális stratégiájáról, a keleti partnerségről és az európai szomszédságpolitikáról is.

Subject: Initiatives to improve Eurogroup transparency

Thank you again for your encouraging words and remarks, which will feed into our further reflection on the matter in due course.

Let me clarify a few of the points you mentioned in your letter:

First, access to documents held only by the national delegations participating in the Eurogroup, but not by its support structures in the General Secretariat of the Council and the Commission. In the Eurogroup of 7 March 2016 it was decided that documents submitted to the Eurogroup will, as a rule, be published, unless there are well-founded objections such as i) documents which are still work in progress, and/or subject to further substantial changes; ii) documents containing confidential or market-sensitive information; and iii) documents for which the author institution objects to their publication.

The bulk of the Eurogroup documents is prepared by the European Commission and ESM. The agreement applies to all documents submitted to the Eurogroup. However - as mentioned in my previous letter- EU Regulation 1049/2001 does not apply to the Eurogroup, it not being an institution or body within the meaning of the Treaties, as recently judged by the European Court ofJustice in the Cypriot bail-in cases. Therefore documents held by national delegations will have to be handled in accordance with the national legislation on transparency. In case a request is made for public access to those documents I will redirect the request to the relevant national institution.

Second, the remarks concerning the Eurogroup Working Group (EWG). The role of the EWG is to prepare the meetings of the Eurogroup at a technical level. Its proceedings are hence closely aligned to the Eurogroup agenda, which is now published, in annotated form, prior to the Eurogroup meetings. Moreover, my Eurogroup summing-up letters are now also published shortly after the Eurogroup meetings and reflect the preparatory work of the EWG when relevant. In deciding on its transparency regime, the Eurogroup adhered to the existing legislation and upheld the confidential nature of the EWG proceedings.

Third, the publication of programme documentation. In the ESM Board of Governors (BoG) meeting in June it was indeed confirmed to publish programme documentation ahead of the ESM Board of Governors meetings. This arrangement is consistent with the decision to publish programme documents after the Eurogroup meetings. The ESM governing bodies typically convene once the relevant national procedures, which commence after the Eurogroup has reached a political understanding, have run their course. Publishing these documents prior to the Eurogroup meetings was not deemed appropriate by the Eurogroup since they can be subject to change and are part of a negotiation process.

Fourth, the overview of Eurogroup documentation. I am pleased to inform you that since the introduction of the transparency regime, the Eurogroup has not only published on its website the annotated agenda and summing-up letters of all its meetings, but also other documents, which mainly concern notes underlying our thematic discussions. Programme documentation is published on the website of the European Commission and the ESM.

Let me reassure you once again that we are committed to furthering the transparency of the political deliberations of the Eurogroup despite the fact that the EU provisions in this regard are not directly applicable.

I am confident that the initiatives which we have started to implement will indeed address the information needs of the European citizens and thereby contribute to an improved understanding of our work.

A kampányok elsősorban a HIV-vírus veszélyeire és a megelőzés módjára hívják fel a figyelmet. Romániában jelenleg 14 ezer fertőzöttet tartanak számon. Simona Butu, a Mellettetek Alapítvány Maros megyei szervezetének ideiglenes igazgatója elmondta, a kimutatások alapján Romániában az idei év első felében, azaz júniusig 296 HIV-fertőzöttet regisztráltak, és 72-en hunytak el a vírus következtében, tájékoztat a Székelyhon.ro. A nyilvántartás szerint Maros megyében az elmúlt év alatt hét személy fertőződött meg, és két elhalálozás ismert. Az elmúlt években jelentős mértékben javult a kezelésekhez való hozzáférés és a gyógyítás minősége.

Bukarestben azért különlegesebb az idei ünnep, mert Románia I. világháborúba való belépésének 100. évfordulóját is ünnepli. 3000 katona, a belügyi és védelmi minisztérium valamint a hírszerző szolgálat alkalmazottai lesznek jelen az eseményen, de külföldi katonák is részt vesznek. A fővárosi parádén 300 harci gépet vonultatnak fel. Marosvásárhelyen is lesz légiparádé, katonai felvonulás, valamint népviseletek parádéja is. A főteret háromnegyed 10-kor lezárták, az események végéig nem lehet gépárművel behajtani. Csíkszeredában délig tart az ünnepély, a katonai parádé az ismeretlen katona szobrának megkoszorúzásával zárul.

Az Európai Alapok Minisztériumának volt vezetője Marosvásárhelyen egy sajtótájékoztatón azt nyilatkozta, összevonná például az Európai Alapok Minisztériumát a Regionális Fejlesztési és Közigazgatási Minisztériummal. Példaként említette, hogy a szegénységet csökkentő programokhoz nem elegendő a munkaügyi minisztérium, hiszen ehhez az oktatási és az egészségügyi minisztérium munkája is kell. Szerinte az iskolaelhagyással is az a gond, hogy a munkaügyi minisztérium állítása szerint az az oktatási miniszter felelőssége, az oktatási tárca viszont azt állítja, ha elhagyják az iskolát, már nem tartozik rájuk a gyermek sorsa. Véleménye szerint tökéletesen működő kormányt lehetne létrehozni 12 szaktárcával is, a mostani 20 helyett.

A Szövetségünk Románia Párt elsősorban azoknak az állampolgároknak a szavazatára számít, akik voksukkal hozzá kívánnak járulni ahhoz, hogy az ország helyzete jó irányba mozduljon el, nyilatkozta az Agerpres hírügynökségnek a politikai alakulat elnöke, Marian Munteanu. Az ANR vezetőjének meggyőződése szerint azok fognak rájuk szavazni december 11-én, akik bíznak abban, hogy az ország alapjaitól újraépíthető.

A PMP alelnöke bízik benne, hogy a december 11-i választásokon a párt bejut a parlamentbe. Valeriu Steriu azt is kiemelte, mivel egy fiatal, mindössze 3 éves pártról van szó, sokkal nagyobb benne a fejlődési potenciál, mint a többi pártban.

A Maros megyei tanács elnöke szerint akkor tud hatékonyan fellépni az RMDSZ a magyar oktatási intézmények érdekében, ha a jó választási szereplést követően kormányra kerül. A Maros megyei önkormányzat elnöke szerint a közösség bomlasztása a célja az erdélyi magyarság vezetői elleni hatósági túlkapásoknak.

Ha december 11-én a romániai magyarok nem mutatják meg, hogy hányan vannak, ezt megteszik mások helyettük, akiknek Erdély nem számít, mint ahogyan a magyar közösség ügye sem, jelentette ki Kovács Péter tegnap. Az RMDSZ ügyvezető elnöke és kampányfőnöke szerint a magyar közösséget sorozatos támadások érik, és már nemcsak az a tét, hogy bővíthetők-e a megszerzett jogok, hanem az is, hogy visszaveszik-e azokat. Kovács Péter ügyvezető elnök arra hívta fel a figyelmet, a romániai magyaroknak meg kell mutatniuk, hogy Erdélyben a magyarok erős közössége él és hallatja szavát. Ez nem történhet másként, csak úgy, ha minél többen elmegyünk szavazni, tette hozzá. A román pártok nem bennünket képviselnek. Még azok sem, akik a közösség szimpátiáját megtévesztő módon magyar jelöltekkel akarják megszerezni, vagy a választási kampány idejére megtanulnak magyarul, hangsúlyozta az RMDSZ kampányfőnöke. 

A napokban a norvég Verdens Gang újság arról számolt be, hogy 2016. november 24-én az ország kormánya döntést hozott arról, hogy a Project 2047 program keretében a légiereje részére 5 darab P-8A Poseidon típusú tengerészeti járőrgépet rendel.
