Allgemeines : Am 13.9. debattierten die Abgeordneten über die jüngsten Entwicklungen in Polen und deren Auswirkung auf die Grundrechte. Während einige Abgeordnete Kritik an den umstrittenen Reformen der polnischen Regierung übten, betonten andere Abgeordnete wiederum, man müsse die Entscheidungen der demokratisch gewählten Regierung respektieren. Am Mittwoch (14.9.) hat das Plenum eine nichtlegislative Entschließung verabschiedet, in der es die polnische Regierung dazu aufruft, die Verfassungskrise zu lösen.

Plenartagung : Der Untersuchungsausschuss des Parlaments zu Emissionsmessungen in der Automobilindustrie (EMIS) benötigt dringend zusätzliche Informationen von der EU-Kommission. So steht es in einer Entschließung, die am Dienstag zur Abstimmung steht. Nach Ablauf der Hälfte seines Mandats wartet der EMIS-Ausschuss noch auf Dokumente bezüglich Emissionsmessungen und zur Arbeit der Expertengruppen, die sich mit Typgenehmigungsverfahren befasst haben. Der EMIS-Abschlussbericht wird im Frühjahr 2017 fällig.

Plenary sessions : Parliament rejected Malta’s nominee for the European Court of Auditors, Mr Leo Brincat, in a plenary vote on Tuesday. Mr Brincat had been approved by the Budgetary Control Committee in a close vote on 5 September. But Parliament did back Portugal’s nominee, Mr João Figueiredo, and the renewal of the mandate of Cypriot member, Mr Lazaros S. Lazarou, based on the committee’s recommendations. The final decision on the appointments to the Luxembourg body will be taken by the EU Council of Ministers.

Plenartagung : Die jüngsten Entwicklungen in der Türkei nach dem gescheiterten Putschversuch im Juli 2016 stehen im Mittelpunkt einer Debatte am Dienstag ab ca. 15:30 Uhr mit der EU-Außenbeauftragten Federica Mogherini. Im Anschluss findet eine Aussprache zur Lage in Gabun nach der umstrittenen Wiederwahl von Präsident Ali Bongo statt.

The European Parliament should give its consent to the ratification of the 2015 Paris agreement on climate change, recommended Environment Committee MEPs on Thursday. They also urged all EU member states to conclude the ratification process, to ensure its rapid entry into force. In a separate resolution, they also called on the EU to upgrade its emission reduction pledges, so as to close the gap between the individual targets agreed by the Parties and the Paris goals.

A conference with national parliaments on the Future Financing of the European Union will take place in the European Parliament premises in Brussels on 7-8 September 2016. The Conference will be an important milestone in the work of the High Level Group on Own Resources, providing the forum for an in-depth discussion with national parliaments on how the EU should be financed in the future.

Parliament will evaluate Commissioner-designate Sir Julian King for the portfolio of the Security Union during its plenary session in Strasbourg. The Civil Liberties Committee will first hold a public hearing with the candidate on Monday 12 September in the evening. The full House will take a vote on Thursday.

Allgemeines : Putschversuch, Terror, Flüchtlingskrise und Syrien-Krieg. Es sind schwierige Zeiten für die Türkei und ihre Beziehungen zur EU. Ankara kritisierte die EU, den Putschversuch nicht entschieden genug verurteilt zu haben und fordert unter Androhung der Aufkündigung des Flüchtlingsdeals die Umsetzung der Visafreiheit. Die EU verweist auf die dafür zu erfüllenden Kriterien und ist besorgt über die Lage der Rechtsstaatlichkeit im Land. EU-Parlamentspräsident Schulz traf Präsident Erdogan in Ankara.

Allgemeines : Die Verhandlungen über das umfassende Wirtschafts- und Handelsabkommen CETA (Comprehensive Economic and Trade Agreement) zwischen der EU und Kanada sind abgeschlossen. Das Freihandelsabkommen muss noch vom EU-Parlament, dem Ministerrat und den nationalen Parlamenten gebilligt werden. Der Ausschuss für Internationalen Handel debattierte am Mittwoch (31.8.) über das CETA-Abkommen. Im Anschluss haben wir den Berichterstatter, den lettischen EU-Abgeordneten Artis Pabriks (EVP), dazu interviewt.

The inquiry committee on Emission Measurements in the Automotive Sector (EMIS) heard Günter Verheugen, Commissioner for enterprise and industry 2004-2010, on how the current legislation on car emissions was drafted during his tenure. MEPs also heard Peter Lakin, vice president of Faurecia, on emission control technologies.

Allgemeines : Jedes Jahr im Herbst müssen sich das Parlament und der Ministerrat auf den EU-Haushalt für das kommende Jahr einigen. Diese Woche stimmt eine Reihe von Ausschüssen über ihre Stellungnahmen zu den Prioritäten des EU-Haushalts 2017 ab. Der Haushaltsausschuss debattiert am Mittwoch (31.8.) über den Standpunkt des Ministerrates zum kommenden EU-Haushalt. The respect of human rights and the rule of law in Turkey in the aftermath of the failed coup attempt will be a crucial test for the state of the country’s democracy, said Foreign Affairs Committee MEPs on Tuesday. They assessed the results of last week’s fact-finding mission to Turkey by the committee chair and rapporteur and stressed the need for constant monitoring.

Allgemeines : Der Untersuchungsausschuss zu Emissionsmessungen in der Automobilindustrie (EMIS) setzt seine Untersuchungen fort und befasst sich mit den politischen Aspekten des VW-Abgas-Skandals. Am Dienstag (30.8.) erscheint der ehemalige EU-Kommissar Günter Verheugen, der von 2004 bis 2010 für die Bereiche Industrie und Unternehmertum zuständig war, zu einer Anhörung vor dem Ausschuss. Allgemeines : In der ersten Ausschusssitzungswoche nach der Sommerpause befassen sich die EU-Abgeordneten unter anderem mit dem Thema Migration und den Beziehungen zur Türkei. EU-Parlamentspräsident Martin Schulz trifft den türkischen Präsidenten Recep Tayyip Erdoğan in Ankara. Auf der Tagesordnung stehen außerdem das Freihandelsabkommen der EU mit Kanada (CETA) und die Anhörung des ehemaligen EU-Kommissars Günter Verheugen im Untersuchungsausschuss zu Emissionsmessungen in der Automobilindustrie.
