MEPs’ plans to tighten up EU car “type approval” rules, in the wake of the VW scandal, will be outlined in 196 amendments to the EU Commission proposal to overhaul the current system, to be debated in the Internal Market Committee on Thursday at 11.00. These include stricter supervision of tests done before a car can be placed on the market and more stringent obligations on EU member states to check that those already on the road meet all EU safety, environmental and production requirements.

General : After five years’ existence, the transparency register, of independent organisations and people whose business is to influence EU decision-taking processes, is to evolve into a mandatory system covering all EU institutions. This is "an eagerly-awaited reform", said European Parliament Vice-President Sylvie Guillaume, welcoming the proposed inter-institutional agreement tabled by the European Commission on 28 September.

Should EU Structural and Investment Funds for Spain and Portugal be suspended, following Council’s 12 July decision to trigger the “excessive deficit” procedure? General : The European Parliament is sending a delegation of MEPs to Colombia this week to accompany and observe its referendum on the newly signed peace agreement. The recovery in the euro area is expected to continue at a moderate and steady pace, but slower than envisaged in June due to a lower foreign demand outlook, European Central Bank President Mario Draghi told Economic and Monetary Affairs Committee members on Monday. On the positive side, he said that the euro area economy showed resilience to global and political uncertainty, notably following the UK referendum outcome.

Plans to waive visa requirements for Ukrainian citizens entering the Schengen area were approved by the Civil Liberties Committee on Monday. If approved by Parliament and Council, it will allow Ukrainians who have a biometric passport to enter the EU area without a visa for 90 days in any 180-day period, for business, tourist or family purposes.

Die Flüchtlingssituation im Libanon ist dramatisch. Eine Delegation des Innenausschusses hielt sich vom 19. bis 22. September im Land auf, um sich ein Bild von der Lage vor Ort zu machen. Die EU-Abgeordneten trafen syrische und palästinensische Flüchtlinge sowie Vertreter internationaler Organisationen und lokaler NGOs. General : Members of the Euro-Latin American parliamentary Assembly “expect and hope” that the “historic” peace agreement between the Government of Colombia and the Revolutionary Armed Forces of Colombia (FARC) will be approved in the referendum to be held on 2 October. Once the deal is approved and the definitive and irreversible laying down of weapons is confirmed, they add, the FARC should be removed from the EU’s list of terrorist organisations.

With around 1.5 million refugees fleeing to Lebanon since the start of the war in Syria, it is clear that the situation in the country is untenable and that substantial help is needed to avoid a complete breakdown, not only in terms of financial assistance, but also through improved resettlement tools, says Civil Liberties Committee Chair Claude Moraes, who this week headed a delegation to Beirut.

General : Deepening the integration of the EU and Latin America is the best way to respond to common challenges, agreed parliamentarians from both sides of the Atlantic at the opening of the ninth plenary session of the Euro-Latin Parliamentary Assembly (EuroLat), on Tuesday in Montevideo (Uruguay). The economic situation, trade relations between the EU and Latin America and between both regions and China, managing migration flows and fighting terrorism are also on the agenda.

Plenartagung : Aufgrund des verschärften Wettbewerbs können sich Unternehmen dazu veranlasst sehen, ihre Arbeitskosten zu reduzieren. Dies kann zu einer Senkung der Sozialstandards und einer Verschlechterung der Arbeitnehmerrechte führen. Während der vergangenen Plenartagung im September haben sich die EU-Abgeordneten klar gegen Sozialdumping ausgesprochen. Maßnahmen für ein besseres Verhältnis von Berufs- und Privatleben sowie Regelungen zum Mindesteinkommen in der EU standen ebenso auf der Tagesordnung.
