International Trade Committee MEPs, farmers, businesses, public health and trade union representatives debated the Comprehensive Economic and Trade Agreement (CETA) between the EU and Canada on Wednesday morning. CETA can only enter into force with the European Parliament’s approval.

The Budgets Committee demanded more funds, in a vote on Tuesday, to help young people into jobs, to boost economic growth and assist third countries with a view to mitigating the migration crisis. MEPs had earlier reversed all the cuts proposed by the Council to the draft 2017 EU budget. Part of the additional funds are expected to be financed via new appropriations to be obtained through the ongoing mid-term revision of the Multiannual Financial Framework (MFF).

Allgemeines : Der türkische Journalist Can Dündar, der langjährige Anführer der Krimtataren Mustafa Dschemilew und die jesidischen Menschenrechtsaktivistinnen Nadia Murad Basee und Lamiya Aji Bashar sind die Finalisten für den Sacharow-Preis 2016. Der Außen- und der Entwicklungsausschuss haben die Auswahl in einer Abstimmung am Dienstag (11.10.) getroffen. Der Preisträger wird vom Parlamentspräsidenten und den Fraktionsvorsitzenden am 27.10. bestimmt. Die Preisverleihung findet am 14.12. in Straßburg statt.

Europe should continue to support film creation and distribution as important tools for our cultural diversity, MEPs and filmmakers underlined on Monday evening in a Lux Prize 10th anniversary debate. Translation and subtitling help to circulate works and promote European values, especially in time of crisis, they added. Film directors Ken Loach, Céline Sciamma and Andrea Segre participated in a very animated debate with Members of the Culture Committee on this occasion.

Plans to prolong a 10% increase in the EU contribution towards project costs in Greece until 30 June of the year following the end of its economic adjustment programme were approved by Regional Development Committee MEPs on Tuesday. MEPs also approved a special provision whereby the EU would pay up to 85% of project costs in Cyprus until the current programming period ends in 2020.

Propaganda pressure on the EU from Russia and Islamic terrorist organisations is growing, say Foreign Affairs Committee MEPs in a resolution voted on Monday. It seeks to distort the truth, incite fear, provoke doubt and divide the EU. However, this pressure should be countered, not with more propaganda, but with positive messaging, awareness raising and education to increase the information literacy amongst EU citizens, MEPs add.

“We have no problem with the 12,5% corporate tax rate in Ireland”, Commissioner Margrethe Vestager told Irish Economic and Monetary Affairs Committee members in a hearing on competition policy on Monday. “But we want to be sure that tax rulings are not being used to grant selective advantages to companies through the backdoor”, she added, referring to the illegal tax ruling that resulted in a minimal tax bill for the American multinational.

Allgemeines : Im Mai kamen 7 500 junge Europäer im EU-Parlament in Straßburg zusammen, um am Europäischen Jugendevent (EYE) teilzunehmen. Im Rahmen der zweitägigen Veranstaltung debattierten die Teilnehmer über verschiedenste Themen: von Migration, über Jugendarbeitslosigkeit bis hin zum Klimawandel. Die 50 interessantesten Ideen sind im September den EU-Abgeordneten übergeben worden. Nun werden die Teilnehmer des EYE diese Ideen in den Ausschüssen vorstellen. Plenartagung : Das EU-Parlament hat dem Pariser Klimaabkommen zugestimmt und damit den Weg für die Ratifizierung durch die EU und die Umsetzung des Abkommens freigemacht. Im Rahmen der Plenartagung haben die EU-Abgeordneten auch Exportverbote für Produkte, die für Hinrichtungen oder zur Folter verwendet werden können, verschärft und EU-Hilfsgelder für entlassene Arbeitnehmer gebilligt. Außerdem möchten die Abgeordneten, dass junge Europäer zum 18. Geburtstag Gratis-Interrail-Tickets erhalten.

Plenary sessions : All Parties to the Paris Agreement on climate change will need to step up their emission reduction pledges if the deal is to limit global warming to well below 2 degrees, and this includes the EU’s targets for 2030, say MEPs in a resolution voted on Thursday. Having ratified the Paris deal on Tuesday, the EU is now focusing on the tools needed to achieve its goals, ahead of the next round of talks to take place in Marrakesh next month.

Plenartagung : Das Europäische Parlament hat am Donnerstag das Vorhaben der EU-Kommission abgelehnt, fünf GVO-Produkte zuzulassen. Dabei handelt es sich um genetisch veränderten Mais der Sorten Bt11, 1507, MON 810 (Saatgut und Erzeugnisse) sowie eine glyphosatresistente Baumwollsorte. Sie wiederholten ihre Forderung, das Verfahren zur Genehmigung von Erzeugnissen zu überarbeiten, die genetisch veränderte Organismen (GVO) enthalten.

Plenartagung : In einer am Donnerstag angenommenen Entschließung fordern die Abgeordneten schärfere Sicherheitsvorschriften für nicht geprüfte Materialien, die mit Lebensmitteln in Kontakt kommen. Es geht beispielsweise um Verpackungen, Küchengeräte oder Geschirr. Sie weisen darauf hin, dass nur wenige Materialien, wie Kunststoff oder Keramik, im Hinblick auf die menschliche Gesundheit vollständig geprüft wurden. Andere hingegen nicht, darunter Lacke, Beschichtungen, Druckfarben oder Klebstoffe.

Plenartagung : Die Abgeordneten rufen alle Konfliktparteien im Krieg in Syrien und insbesondere Russland und das Assad-Regime dazu auf, sämtliche Angriffe auf Zivilisten zu unterlassen. So steht es in einer am Donnerstag angenommenen Entschließung. Das Parlament verurteilt die jüngsten Angriffe auf Krankenhäuser und einen Hilfskonvoi und verlangt von allen Mitgliedern der Internationalen Unterstützungsgruppe für Syrien, die Verhandlungen über die Schaffung einer stabilen Waffenruhe wiederaufzunehmen.

Plenary sessions : Parliament condemns any act of intimidation, arrest, detention or prosecution of opposition party leaders, members and activists in Rwanda, the ongoing indiscriminate bombing of civilians and human rights breaches in Sudan, and the guilty verdict against worker's rights defender Andy Hall in Thailand, in three separate resolutions voted on Thursday.

Plenary sessions : An EU Commission proposal to tighten up existing rules for the Transparency Register, which lists independent organisations and other lobbyists seeking access to the EU institutions, was welcomed by MEPs in a debate on Wednesday evening. The changes would include the Council in the system alongside the Commission and Parliament, clarify definitions, improve monitoring and introduce penalties for breaches. MEPs debated the proposal on Wednesday evening.

Plenartagung : Die Versuche der polnischen Regierung, die ohnehin restriktiven Gesetze im Bereich der sexuellen und reproduktiven Gesundheit noch strenger zu gestalten, haben im Plenum des Europäischen Parlaments am Mittwoch eine hitzige Debatte ausgelöst. Im Mittelpunkt der Diskussion stand der Gesetzesentwurf über ein Verbot der Abtreibung. Umstritten war auch, ob das Europäische Parlament überhaupt befugt ist, eine Aussprache zu dem Thema abzuhalten.

Plenartagung : Nach dem Zusammenbruch der zwischen Russland und den USA vereinbarten Waffenruhe im vergangenen Monat eskaliert die Gewalt in Syrien und ein Ende des Bürgerkriegs ist weiter nicht in Sicht. In einer Plenardebatte am Mittwochnachmittag (5.10.) mit dem slowakischen Staatssekretär Ivan Korčok als Vertreter der EU-Ratspräsidentschaft, kritisierten mehrere EU-Abgeordnete die Rolle Russlands im Syrien-Konflikt, während andere ein stärkeres Engagement der EU zur Lösung der Krise forderten.

Plenary sessions : The rejection in last Sunday’s plebiscite of the peace deal agreed by the Colombian government and the Fuerzas Armadas Revolucionarias de Colombia (FARC) was a disappointment, but it does not compromise the peace process, which a majority of MEPs consider “irreversible”. In a plenary debate on Wednesday, they urged the EU to continue supporting the negotiations and insisted that the FARC should be kept off the list of terrorist groups.
