Bei der Suche nach Partnern für seine »Mittelmächte«-Strategie schaut der kanadische Premierminister Mark Carney besonders nach Europa: Zeitgleich mit der Aufkündigung der Handelsgespräche mit den USA kündigte er an, mit der EU eine »stärkere und vertiefte Sicherheits- und Wirtschaftspartnerschaft« zu verhandeln. Am 17. September wird er zudem eine Rede vor dem EU-Parlament halten.
Aufgrund der engen, aber asymmetrischen Wirtschaftsbeziehungen hat Kanada allein gegen die USA einen schweren Stand. Hier soll die EU einen Ausgleich schaffen; Carney hebt sie explizit als zweitgrößte Volkswirtschaft der Welt und Wertepartner hervor.
Kanada auf dem Weg zur vertieften Partnerschaft mit der EUDie Europäische Union ist für Kanada ein naheliegender Verbündeter, und beide haben ihre engen Beziehungen seit Trumps Rückkehr ins Weiße Haus ausgebaut. So hat die EU mit Kanada 2025 eine Sicherheits- und Verteidigungspartnerschaft vereinbart und dem Land dabei als bisher einzigem Nicht-EU-Staat Zugang zu Rüstungsaufträgen aus dem 150-Milliarden-SAFE-Programm gewährt. Ottawa hat begonnen, bei größeren Beschaffungen nach Europa zu schauen, zuletzt mit einer historisch großen Vorentscheidung für die Bestellung von U-Booten aus Deutschland. Mit CETA besteht zudem ein seit 2017 vorläufig geltendes Freihandelsabkommen, das neben dem Abbau von Handelshemmnissen auch Investitionsschutz einschließt, also durchaus anspruchsvoll ist.
Die Europäer binden Kanada zunehmend auch in flexible, bislang vor allem europäische Formate ein: Im Mai 2026 nahm Carney als erster Nicht-Europäer an einem Treffen der Europäischen Politischen Gemeinschaft teil, im September war die kanadische Außenministerin Gast beim EU-Außenministerrat, im Oktober wird der kanadische Handelsminister an einem EU-Treffen teilnehmen. Bei Überlegungen zur erweiterten europäischen Sicherheit gehört Kanada nun neben Norwegen, der Ukraine und dem Vereinigten Königreich zur Riege besonders enger Partner.
Von der Diversifizierungs- zur BeistandspartnerschaftBeim gegenseitigen politischen Rückhalt besteht allerdings ein Ungleichgewicht. Während Kanada angesichts der Drohungen von Donald Trump gegenüber Grönland betont hat, dass Grönland zum NATO-Verbündeten Dänemark gehört, hat Europa zu den Äußerungen Trumps, Kanada solle ein US-Bundesstaat werden, weitgehend geschwiegen. Auch zum von den USA provozierten Handelskonflikt mit Kanada hält sich Brüssel mit Äußerungen zurück. Zwar hat der Vorsitzende des Handelsausschusses im EU-Parlament, Bernd Lange, Solidarität mit Kanada eingefordert, doch der zuständige EU-Handelskommissar Šefčovič hat eine vermittelnde Rolle oder Parteinahme der EU ausgeschlossen. Allerdings nehmen die Drohungen und handelspolitischen Attacken gegen Kanada zu, so dass die Diskrepanz zwischen den Prinzipien, auf die die Europäische Union drängt, und dem Verhalten der USA wächst.
Sicherlich wäre explizite Kritik am Verhalten der US-Regierung gegenüber Kanada für die EU und Deutschland mit politischen und wirtschaftlichen Kosten verbunden. Doch auch Zurückhaltung hat ihren Preis. Die Trump-Regierung setzt auf eine »Teile und herrsche«-Strategie: Sie verhandelt bevorzugt mit einzelnen Staaten, um ihren Machtvorteil im jeweiligen bilateralen Verhältnis auszuspielen. Je enger sich Staaten jedoch verbünden und amerikanischen Drohungen sowie handelspolitischem Druck geschlossen entgegenstellen, desto mehr steigen die Kosten auch für die USA. Die Unterstützung für Trumps konfrontativen Kurs gegenüber Kanada und Europa ist in der US-Bevölkerung begrenzt. Steigen die wirtschaftlichen Kosten für die Amerikaner, dürfte die Unterstützung weiter abnehmen.
Europa sollte deshalb mit Blick auf den EU-Kanada-Gipfel Ende Oktober Carneys Angebot einer vertieften Wirtschafts- und Sicherheitspartnerschaft aufgreifen. Es gilt, Fortentwicklungen in der Partnerschaft im gegenseitigen Interesse auszuloten; im Gespräch sind hier etwa Kooperationen bei kritischen Rohstoffen und Energie sowie in der Arktis-Sicherheit und kanadische Beteiligung an europäischer Rüstungszusammenarbeit. Darüber hinaus sollte sich die EU mit Kanada verständigen, bei welchen weiteren Eskalationen der Konflikte von US-Seite beide Seiten gemeinsam reagieren können. Ein solches abgestimmtes Vorgehen würde die EU von einem Diversifizierungs- zu einem Beistandspartner machen.
Carneys Forderung nach einer Allianz der Mittelmächte hat weltweit Zuspruch erhalten. Kanada und die EU teilen viele Ziele und Werte und könnten dabei mit einer vertieften Partnerschaft im gegenseitigen Interesse eine Vorreiterrolle für die Zusammenarbeit mit anderen Mittelmächten einnehmen. Sich Trumps Erpressungsversuchen entschlossener und gemeinsam entgegenzustellen, würde die Glaubwürdigkeit der EU als Akteur weltweit erhöhen und könnte ein Schritt zu weiteren Kooperationen zum Schutz einer regelbasierten internationalen Politik sein.
Eine der folgenreichsten medienpolitischen Weichenstellungen der vergangenen Jahre steht in einer Textdatei von wenigen Zeilen. Sie heißt robots.txt. Die Datei liegt im Wurzelverzeichnis jeder Website und legt fest, welche Programme dort lesen dürfen.
Verlage, Behörden und Forschungseinrichtungen entscheiden dort einzeln, ob GPTBot, ClaudeBot, PerplexityBot, Google-Extended oder CCBot Zugriff bekommen, und weil jedes Haus für sich entscheidet, ergibt sich zusammengenommen eine Quellenlage, die niemand beschlossen hat und für die niemand zuständig ist.
Eine Textdatei als VerhandlungspositionDie Datei ist kein Schutzmechanismus, sondern eine Bitte, an die sich die großen Anbieter halten. Genau darin liegt ihr politischer Gehalt. Wer sperrt, entzieht seine Inhalte der Weiterverwendung und verliert zugleich die Chance, in Antworten genannt zu werden. Wer öffnet, gewinnt Sichtbarkeit ohne Gegenleistung.
Einige Häuser haben aus dieser Lage Verhandlungen gemacht und Lizenzvereinbarungen geschlossen. Für kleinere Redaktionen, kommunale Stellen oder Fachverbände existiert dieser Weg praktisch nicht. Ihnen bleibt die Textdatei.
Die Entscheidung fällt selten dort, wo sie hingehört. In vielen Häusern liegt die Datei bei der Technik, während die Folgen die Redaktion und die Erlösseite treffen. Ein kurzer, dokumentierter Beschluss darüber, wer welchen Crawler zulässt und warum, erspart die spätere Rekonstruktion.
Sperren schützt, kostet aber SichtbarkeitDie Abwägung fällt leichter, wenn man sie in zwei Fragen zerlegt: Was verliert eine Organisation, wenn ihre Inhalte in fremden Antworten auftauchen, und was verliert sie, wenn sie dort fehlen. Für eine Redaktion, die von Reichweite lebt, fällt die Rechnung anders aus als für ein Archiv mit ungeklärten Rechten.
Vor dieser Entscheidung steht sinnvollerweise eine Bestandsaufnahme der eigenen Sichtbarkeit, weil sonst über einen Verlust gestritten wird, dessen Umfang niemand kennt. Wer nicht weiß, ob er heute genannt wird, kann auch nicht beurteilen, was eine Sperre kostet.

Was aus mehreren Quellen zusammengesetzt wurde, erscheint als eine Stimme, und Widersprüche zwischen den Quellen verschwinden im Satzbau.
Für die öffentliche Debatte ist das der entscheidende Unterschied, denn die Frage, welche Perspektiven es zu einem Thema gibt, wird strukturell schlechter beantwortet als die Frage, was der Fall ist.
Warum kleinere Stimmen strukturell im Nachteil sindSysteme, die auf Übereinstimmung setzen, bevorzugen, was oft und ähnlich formuliert vorliegt, und regionale Publikationen, Beiträge in kleineren Sprachen sowie spezialisierte Fachtexte erfüllen dieses Kriterium seltener, auch wenn sie näher an der Sache sind.
Wer verstehen will, wie diese Auswahl zustande kommt, kommt an der Beobachtung nicht vorbei, dass Häufigkeit und Klarheit stärker wirken als Nähe zum Gegenstand. Ein Vorwurf an die Technik liegt darin nicht. Es ist eine Eigenschaft des Verfahrens, mit der Redaktionen rechnen müssen.
Kleinere Häuser müssen sich praktisch auf ein Feld konzentrieren. Breite hilft ihnen nicht. Eine Redaktion, die zu einem regionalen Thema die vollständigste Darstellung liefert, wird eher herangezogen als eine, die zu allem etwas hat.
Was Redaktionen und Institutionen praktisch tun könnenVier Dinge helfen unabhängig von der politischen Bewertung: eine bewusst gepflegte robots.txt statt der Voreinstellung des Systems, klare Autorenschaft mit Namen und Datum, semantisches HTML, damit Struktur überhaupt ankommt, und Kernaussagen, die als einzelner Satz zitierfähig sind.
Der letzte Punkt fällt Journalistinnen und Journalisten am schwersten, weil er dem Handwerk widerspricht, eine Aussage erst aufzubauen. Für die Auffindbarkeit gilt trotzdem: Was nicht in einem Satz belegbar dasteht, wird selten übernommen.

Installée à Ipoh, dans l'État de Perak en Malaisie, Quest International University (QIU) se présente comme une université privée pluridisciplinaire dont le modèle repose sur la recherche, l'apprentissage par l'expérience et l'ouverture sur le monde professionnel. Des journalistes ouest-africains en immersion en Malaisie dans le cadre d'un voyage de presse initié par QNET ont découvert, lundi 14 septembre 2026, les infrastructures et le fonctionnement de l'établissement.
Créée en 2008 avec le gouvernement de l'État de Perak comme partenaire, l'université a accueilli sa première promotion en 2011. « La première année, nous avions eu 98 étudiants. Aujourd'hui, nous en avons environ 2 300 », a indiqué Nicolas Goh, PDG de la société holding de QIU, Global Integrated Training Associates Sdn Bhd.
Au fil de son développement, l'établissement a élargi son offre à plusieurs domaines, notamment la gestion, l'informatique, l'ingénierie, les sciences de la vie, la médecine, la pharmacie et les sciences sociales. Il propose également des formations de troisième cycle ainsi que des activités de recherche et d'innovation. Au total, 42 programmes sont proposés dans différents domaines, dont l'intelligence artificielle, la finance, l'éducation spécialisée et l'éducation de la petite enfance.
Apprendre en pratiquantÀ QIU, la formation ne se limite pas aux cours théoriques. L'établissement revendique une approche fondée sur l'expérience, avec des dispositifs permettant aux étudiants de se confronter à des situations proches de celles qu'ils rencontreront dans leur vie professionnelle. « L'un des éléments qui nous différencient de nombreuses autres universités est l'apprentissage pratique. Chaque programme doit comporter une dimension pratique ou expérientielle », a expliqué Nicolas Goh.
Cette approche a été visible lors de la visite guidée effectuée par les responsables de l'établissement. Les journalistes ont notamment découvert les salles de classe, la salle des professeurs ainsi que différents laboratoires scientifiques.
La Faculté de médecine dispose d'équipements destinés à rapprocher la formation des conditions de pratique professionnelle.
Le principe est également appliqué à d'autres disciplines. Les étudiants en hôtellerie et arts culinaires disposent entre autres d'une cafétéria, d'une cuisine et d'une boulangerie. Ceux qui se forment à la communication peuvent utiliser un studio d'enregistrement pour produire des contenus audio ou destinés aux réseaux sociaux. « Pour devenir médecin, pharmacien ou ingénieur, il faut pouvoir toucher, manipuler et expérimenter », a soutenu le responsable.
Même les espaces d'apprentissage ont été pensés dans cette logique. L'université préfère ainsi parler de « learning resource centre » plutôt que de bibliothèque traditionnelle. L'objectif est d'adapter l'environnement d'étude aux nouveaux usages des étudiants, pour lesquels les ressources numériques occupent désormais une place importante.
L'employabilité comme responsabilitéPour Nicolas Goh, l'apprentissage pratique répond aussi à un objectif principal ; celui de préparer les étudiants à leur insertion professionnelle. « En tant qu'université, notre responsabilité est de nous assurer que nos étudiants puissent trouver un emploi », a-t-il affirmé.
Cette orientation passe, selon lui, par un rapprochement permanent avec les entreprises. Environ 80 % des enseignants de QIU, affirme-t-il, viennent du secteur de l'industrie. Le but est de maintenir les formations en adéquation avec les évolutions des secteurs d'activité. « L'entreprise et l'université doivent rester en phase avec l'industrie », insiste-t-il.
Le responsable annonce un taux d'environ 95 % de diplômés ayant trouvé un emploi dans les six mois suivant leur sortie de l'université. Selon ses déclarations, certains diplômés travaillent notamment dans des groupes internationaux tandis que des médecins formés à QIU exercent dans plusieurs pays.
Une recherche tournée vers l'innovationLa recherche occupe également une place importante dans le modèle défendu par QIU. L'université dispose d'un centre consacré à la recherche et à l'innovation, avec des travaux portant notamment sur le développement de produits pharmaceutiques, les cellules souches, les sciences sociales, la recherche en entreprise, les médicaments d'origine botanique et la recherche clinique.
Selon le PDG de la société holding de QIU, la recherche doit déboucher sur des applications concrètes. « La recherche et l'innovation doivent générer des résultats concrets. Nous avons l'ambition de commercialiser certaines de nos recherches et de nos découvertes », a-t-il déclaré.
L'université indique également avoir déposé plusieurs brevets, notamment dans le domaine du traitement de certaines plaies liées au diabète. Des travaux autour de l'intelligence artificielle sont aussi développés au sein de l'établissement.
Cette orientation s'inscrit dans une vision plus large de QIU, qui entend développer une recherche à la croisée de plusieurs disciplines et multiplier les collaborations avec les entreprises et les établissements universitaires étrangers.
Vers une université davantage internationaleL'établissement accueille en 2026 des étudiants issus de 54 pays, dont plusieurs pays d'Afrique de l'Ouest, notamment du Ghana, du Mali et du Nigéria. Nicolas Goh affiche l'ambition d'atteindre 100 nationalités représentées d'ici 2030. « Je veux vraiment que cette université devienne l'une des meilleures », a-t-il déclaré. L'université développe également des collaborations avec des établissements et des acteurs économiques de différents pays.
Au-delà de la formation diplômante, QIU entend se positionner comme un espace de formation continue, de recherche et de coopération avec les entreprises et les institutions. Une orientation qui rejoint la vision affichée par l'établissement ; celle ne pas se limiter à délivrer des diplômes, mais former des diplômés capables de mettre leurs connaissances au service de l'innovation et du monde professionnel. Dans cette perspective, la qualité de la formation, l'expérience pratique, la recherche interdisciplinaire et les liens avec l'industrie constituent les principaux leviers mis en avant par QIU pour construire son modèle universitaire.

In Mali, an estimated nine out of ten women and girls have undergone female genital mutilation (FGM). And for years, Sidi Haidara, a father and recognized leader in his community, believed the practice was simply part of life.
Like many people in his community in central Mali, he saw it as a tradition passed down through generations – one that should be preserved.
Today, he walks from village to village with a very different message: No tradition should come at the expense of a girl’s health, rights, or future.
His story goes beyond one man’s personal transformation. Across parts of West and Central Africa, FGM remains deeply rooted – with Mali having one of the highest rates in the region and no laws that specifically criminalize the practice. Even recently, some men in Mali have launched an all-male pro-FGM campaign on the grounds of protecting tradition.
In places where social norms are deeply entrenched, change often begins with trusted voices from within the community – voices like Haidara’s.

How UN Women and partners are shifting mindsets and empowering new anti-FGM advocates in Mali
“I used to believe that this practice was part of our traditions and needed to be preserved”, says Haidara.
Nothing suggested that he would one day become one of the people advocating for its abandonment.
His perspective began to change after taking part in training sessions, workshops, and community dialogues organized through the Men and Boys as Agents of Change project, implemented by UN Women with financial support from the Government of Germany.
As he listened to different experiences and learned about the consequences of FGM, he began questioning his beliefs – beliefs he had never challenged before. He also came to understand that lasting change cannot simply be imposed – it grows through dialogue, trust, and community ownership.
How to end FGM in Mali: Begin with listening, questioning, and conversing
“Today, I regularly organize awareness-raising sessions with families, religious leaders, young people, and women”, he explains.
Rather than telling people what to think, he encourages conversations about what it means to protect girls and challenges long-held beliefs through dialogue.
Little by little, those conversations are making a difference. “I can see change: more parents are asking questions, several families are abandoning female genital mutilation, and discussions about protecting girls have become more open.”
People can change – and so can social norms
Haidara’s journey is part of a broader movement taking place across the regions of Mopti and Gao in Mali.
With support from the Government of Germany, UN Women works alongside religious and traditional leaders, women, young people, and men like Haidara who are committed to community-driven initiatives that prevent violence against women and girls and challenge harmful social norms.
To date, 50 community initiatives have been implemented across the two regions, while eight community-dialogue platforms provide spaces for people to discuss girls’ rights, their protection, and ways to prevent gender-based violence.
For Haidara, abandoning a harmful practice is about more than leaving a tradition behind. It is about giving girls the opportunity to grow up safely, stay in school, and shape their own futures.
His journey shows that some of the most meaningful changes happen when those who once upheld harmful social norms become the people helping to transform them.
Haidara knows traditions do not change overnight. But every conversation creates an opportunity for reflection. Every family that chooses to protect its daughters helps write a different future from the one that generations before them inherited.
In Mopti and Gao, these conversations are showing that lasting change does not necessarily begin with a new law or policy. More often, it begins when communities themselves decide to imagine a different future for their girls.

In recent days, the humanitarian situation in Yemen has deteriorated sharply following a new escalation of hostilities between the Iran-backed Houthi rebels and the Saudi-backed Presidential Leadership Council (PLC). This follows four years of relative stability, marking the most severe resurgence of violence since the collapse of the United Nations (UN)-mediated ceasefire in October 2022.
Described by the UN as a “new, more dangerous phase of the war,” new hostilities have resulted in persistent disruptions to telecommunications and restrictions on movement, which have left humanitarian aid operations increasingly strained. Although insecurity has largely been concentrated in Yemen’s southwest, civilians across the country face rampant insecurity and increasingly limited access to essential services such as shelter, food, clean water, healthcare, and protection.
On September 3, Houthi forces launched a major offensive in the Taiz governorate, aiming to sever critical connecting roads to the strategic port city, Mokha–a key trade hub in the region. This prompted counter-offensives and cross-border missile exchanges from Saudi-backed forces. By September 10, the Houthis had expanded their operations along Yemen’s Red Sea coast, capturing Mokha as well as key surrounding areas along the Bab al-Mandeb Strait.
As of September 14, the Office of the United Nations High Commissioner for Human Rights (OHCHR) has verified at least 40 civilian casualties recorded since September 3, including 8 deaths and 32 injuries. Women and children account for half of those killed and more than half of those injured. Due to rampant access constraints and ongoing insecurity, these initial figures are expected to rise as response efforts continue.
The same day, the United Nations Refugee Agency (UNHCR) announced that over 100,000 civilians, or at least 18,000 households, have been newly displaced due to renewed violence. The International Organization for Migration (IOM) noted that the Taiz governorate was the hardest-hit by new displacement, with nearly 56,000 displaced from this region alone. An additional 19,000 civilians were displaced from Lahj, more than 8,000 from Al Hodeidah, and over 2,500 in Aden.
“Families are arriving with nothing: no shelter, no food, no way to know if it’s safe to go back,” said Abdusattor Esoev, IOM Yemen’s Chief of Mission. “Many of these are people who have already been displaced once, twice, even four times before. Every time fighting flares up, they lose whatever little they had managed to rebuild. We are particularly concerned by reports that some families may be unable to leave frontline areas safely because of continuing hostilities and insecurity along access routes.”
Additionally, IOM notes that entire villages have been emptied across three districts in Taiz– Maqbanah, Jabal Habashi, and Al Ma’afer–with recorded upward trends in Aden, Al Hodeidah, and Abyan. The agency stated that the recorded number of displaced families increases “by the hour,” noting that basic services across Yemen’s overcrowded displacement shelters have grown increasingly strained.
Renewed violence has also driven massive levels of cross-border movements, with UNHCR recording over 2,400 people crossing from Yemen to Djibouti by sea, with the vast majority arriving through Obock, Khor Angar, Moulhoule, and Godoria. These voyages are extremely dangerous, with overcrowded vessels, fuel shortages, and rough waters leading to frequent fatalities and missing passengers. More than 60 percent of these migrants are women, children, and elderly persons.
“People are arriving after a difficult sea journey, many exhausted, distressed and carrying what little they could take with them,” said Sandrine Desamours, UNHCR Representative in Djibouti. “The response is already under pressure. We urgently need more support before more families arrive and needs outpace our capacity to assist them. Djiboutian families and the Yemeni refugee community are opening their doors and sharing what little they have, but the humanitarian response, already facing a dire funding crisis, is being stretched fast.”
Hans Grundberg, UN Special Envoy for Yemen, warned the Security Council on September 10 that the new escalation of hostilities could plunge the country into a state of prolonged war that spills far beyond its borders. Grundberg stressed that Yemen risks being dragged into another broader regional conflict with “global repercussions,” raising significant concern across the humanitarian community.
With Houthi rebels maintaining a strong presence along all key routes connecting to the Red Sea coast–one of the world’s most critical maritime chokepoints–the global energy trade could face severe disruptions, further inflaming regional tensions. As the Houthis exert control over the Bab al-Mandeb Strait while Iran disrupts shipping through the Strait of Hormuz, Iran effectively consolidates massive economic and political leverage over the global energy market.
The UN Security Council held an emergency session on September 15 to address the situation in Yemen. Mauricio Gaona the Permanent Representative of Colombia to the UN, warned that the disruption of the Straits of Hormuz and Bab al-Mandeb jeopardize roughly one-third of global oil trade.
“We are facing an international, or potentially an international, conflict that will be felt first in the developing world and then in the developed world. We will believe that the effects of not acting are greater than the conflict we do face today,” said Gaona.
Vasily Nebenzya, the Permanent Representative of the Russian Federation to the UN, stressed that destabilization in the Red Sea and the Bab al-Mandeb Strait compromises free, safe navigation and sustainable shipping. He noted that this directly threatens humanitarian cargo shipments—which many countries in protracted crises are critically dependent on—raising concerns that conditions could rapidly deteriorate if aid deliveries are cut off.
Khaled Khiari, the UN Assistant Secretary-General (ASG) for Middle East, Europe, the Americas, Asia and the Pacific, Departments of Political and Peacebuilding Affairs and Peace Operations, reiterated concerns for the security of the Red Sea and the international maritime corridors. He added that what is needed in this time is “sustained engagement that reduces tensions prevents further escalation and safeguards freedom of navigation”.
“The parties in Yemen should prioritize dialogue and engage constructively with United Nations-led efforts toward a negotiated political solution,” said Khiari.
