Summary

• In Donetsk region, the SMM recorded 395 ceasefire violations, including 46 explosions. In the previous reporting period, it recorded 104 ceasefire violations in the region.
• In Luhansk region, the Mission recorded 99 ceasefire violations, including 12 explosions. In the previous reporting period, it recorded 104 ceasefire violations in the region.
• The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It recorded ceasefire violations inside the disengagement area near Zolote.
• The Mission facilitated and monitored adherence to localized ceasefires to enable the operation of critical civilian infrastructure. It recorded a ceasefire violation near the Donetsk Filtration Station (DFS) during the transfer of DFS workers between Yasynuvata and the station.
• The SMM continued following up on the situation of civilians, including at three entry-exit checkpoints and the corresponding checkpoints of the armed formations in Luhansk region.
• The SMM monitored two crossing points on the border with Belarus and saw that they were open, with traffic entering and exiting Ukraine at one of them.
• The Mission’s freedom of movement continued to be restricted, including at four checkpoints of the armed formations, including three in southern Donetsk region. Its unmanned aerial vehicles again experienced instances of GPS signal interference.*

In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through webstreaming.

Following these decisions, the next meeting of the Subcommittee on Security and Defence (SEDE) will take place on 9 September 2021 (online).

La présidente de la première mandature de la Cour constitutionnelle Mme Elisabeth Pognon a été honorée mercredi 07 juillet 2021 par la 6ème mandature présidée par le Professeur Jospeh Djogbénou. La cérémonie d'hommage a eu lieu en présence des anciens membres des précédentes mandatures, cadres, amis et acteurs de la justice. Elle coïncide avec la date d'anniversaire de naissance de Mme Elisabeth Pognon.

La Cour constitutionnelle a célébré Mme Elisabeth Pognon, Première Présidente de la Cour constitutionnelle (1993-1998) à travers un ouvrage intitulé « Les Fondations de la Justice constitutionnelle au Bénin ». L'ouvrage de 526 pages a été remis à Mme Pognon par le président Joseph Djogbénou.

Selon le Secrétaire général de la Cour constitutionnelle Gilles Badet l'ouvrage contient deux grandes parties. La première partie doctrinale est « un rassemblement de documents devenus rares et qu'il a semblé utile de retrouver et d'immortaliser ». Elle est bâtie sur le cheminement classique du fonctionnement de la Cour. La deuxième partie jurisprudentielle est « le fruit du commentaire des décisions les plus frappantes de la première mandature ».

Pour Joseph Djogbénou, « la nouvelle génération doit s'inspirer de la conduite et de l'action, de l'exemple de travail, d'humilité et de sagesse de la première Présidente de la Cour constitutionnelle ». Il a souligné les qualités de Mme Pognon et sa capacité à fédérer les membres de la Cour.

« Nous avons eu le courage de poser des actes, et il faut que cela se poursuive et en bien. C'est heureux que cet hommage se fasse de notre vivant », a déclaré Mme Elisabeth Pognon. Elle n'a manqué de remercier M. Joseph Djogbénou et les autres conseillers pour cet hommage.
La 6ème mandature vient ainsi de lancer une série d'hommages à chaque période de la présidence de la Cour constitutionnelle (première mandature à la cinquième).
