ERGNETI, 16 May 2019 - On 16 May 2019, the 93rd Incident Prevention and Response Mechanism (IPRM) meeting took place in Ergneti. Erik Høeg, Head of the European Union Monitoring Mission in Georgia (EUMM), and Ambassador Rudolf Michalka, Special Representative for the South Caucasus of the OSCE Chairperson-in-Office, co-facilitated a meeting held in a business-like atmosphere.  

Høeg provided a summary of the events which occurred since the last IPRM meeting on 22 March. This included the general security situation, hotline activations and detention cases. The security situation along the administrative boundary line (ABL) was assessed as relatively stable.

The case of the tragic death of Archil Tatunashvili was discussed. Participants were encouraged to co-operate and provide full access and disclosure of all available information.

Challenges related to ‘borderization’ and restrictions to the freedom of movement were also on the agenda. Ambassador Michalka and Høeg encouraged actions that would facilitate a normal life for the local populations living along the ABL. 

The importance of early notification via the hotline on planned activities by security actors close to the ABL that could fuel instability, was once again stressed.

All participants reconfirmed their commitment to the IPRM as an essential platform to strengthen security on the ground and to address the needs of the conflict-affected population from a humanitarian perspective.

The next meeting will take place on a date to be agreed by all IPRM participants.

Le directeur par intérim de la police républicaine, Yaya Soumaïla, à travers un message adressé à toutes les unités, vient de lancer un avis de recherche en vue de retrouver le frère d'arme Angelo Ntina, disparu depuis le 06 mars dernier. Selon ce message, le sous-brigadier de deuxième classe de police, Angelo Ntina a quitté son poste de travail depuis cette date et les responsables au plus haut niveau de la police n'ont aucune de ses nouvelles à la date de ce jour.
Cet avis de recherche fait suite à la correspondance du 8 avril 2019 du directeur départemental du Borgou, informant la direction générale de la disparition de son collaborateur.
Il est demandé à toutes les unités de mettre en branle leurs relations et réseaux pour que l'agent soit retrouvé et conduit au commissariat de police le plus proche.

Vádat emeltek egy fogvatartott ellen, aki egy nyeremény ígéretével összességében mintegy 1,4 millió forintot csalt ki csaknem ötven embertől telefonon, a megszerzett pénzt pedig szerencsejátékokra fordította – tájékoztatta a Csongrád Megyei Főügyészség szóvivője.

Szanka Ferenc közölte, a jogerős szabadságvesztés büntetését töltő vádlottat 47 rendbeli, különös visszaesőként elkövetett csalással, őt segítő négy hozzátartozóját, ismerősét pedig folytatólagosan, üzletszerűen elkövetett pénzmosás bűntettével vádolják.

A vádirat szerint a férfi fogvatartott társaitól eltanulta a módszert, miként lehet átalakítani a nekik kiosztott mobiltelefonokat úgy, hogy a számukra engedélyezetteken kívül más számokat is hívni lehessen. Ezt követően több SIM-kártyát is eljuttattak hozzá, ő pedig a kikódolt telefonokkal 2016 áprilisa és októbere között számára ismeretlen embereket hívott fel azért, hogy tőlük egy nemlétező nyeremény ígéretével pénzt csaljon ki.

A férfi egy mobilszolgáltató alkalmazottjának adta ki magát, és közölte a sértettekkel, hogy egy nyereményjátékon 150 ezer forintot nyertek. Azt mondta nekik, a nyereményhez úgy tudnak hozzájutni, ha a lehető legrövidebb időn belül egy bankautomatánál a bankkártyájukat használva beütik az általa megadott kódokat. A sértettek azonban a fogvatartott által használt mobiltelefonszám egyenlegét töltötték fel. A vádlott csaknem ötven sértettnek okozott 5 ezer és 270 ezer forint közötti kárt.

A férfi megtudta, hogy ha az általa használt hívószámokat regisztrálja egy szolgáltatónál, akkor a csalásból származó pénzt szerencsejátékra is fordíthatja. A folyamatos, kis összegű játékok esetén a nyerési esély jelentős volt, a megjátszott tételek 30-50 százalékát nyerhette vissza hosszú távon. A nyereményeket általa megadott bankszámlákra utaltatta, amelyeket ismerősei, hozzátartozói nyitottak meg. Ők segítettek a megszerzett mintegy 1,4 millió forint eredetét is eltitkolni.
