A four-day specialized training course on appropriate and effective responses to gender-based violence for Bulgarian criminal justice practitioners was held from 10 to 14 June 2019, in Plovdiv, Bulgaria.

The course for police and prosecutors was organized by the Strategic Police Matters Unit of the OSCE’s Transnational Threats Department and is the third of a series of three national specialized training courses held as part of the regional project Effective Criminal Justice Strategies and Practices to Combat Gender-based Violence in Eastern Europe. The project is currently being implemented in Bulgaria, Hungary and Romania, and is financially supported by the European Commission through the Rights, Equality and Citizenship programme and the Governments of Germany and Austria.

Delivered by trainers who have previously completed the regional training-of-trainers course held in March under the same project, the training aimed at consolidating the skills and knowledge of first responder police officers and prosecutors to better meet the needs of victims of gender-based violence. This included recognizing the signs and signals of violence and referring them to specialized support services.

The course also explored how to adapt the attitude and behaviour of criminal justice practitioners towards victims and perpetrators of gender-based violence, to avoid secondary victimization.

Built on a victim- and rights-centred approach, the course promoted the EU legislation on the wide protection of victims of violence, and focused on localized scenarios based on real-life cases.

Following the course was a one-day workshop where judges and social workers joined the police officers and prosecutors. The workshop highlighted the importance of a co-ordinated and integrated approach when fighting gender-based violence cases. Participants strengthened their understanding of how improving co-operation across different agencies and interaction on gender-based violence cases can contribute to better meeting the needs of victims. They also discussed best practices that could significantly improve efforts to counter gender-based violence-related crimes.

Ejtették a vádat a kábítószerrel való üzérkedéssel megvádolt orosz újságíró, Ivan Golunov ellen – közölte az Interfax hírügynökség Vlagyimir Kolokolcev orosz belügyminiszterre hivatkozva.

“A kriminalisztikai, biológiai, daktiloszkópiai és genetikai szakértői vizsgálatok eredménye alapján döntés született az Ivan Golunov elleni büntetőeljárás lezárásáról, mert nem bizonyított a bűncselekményben való részessége” – mondta a tárcavezető.

A Meduza ellenzéki hírportál munkatársát a nap folyamán el fogják engedni házi őrizetéből. Golunovot pénteken vette őrizetbe és bántalmazta a moszkvai rendőrség, azt állítva, hogy a hátizsákjában és lakásán kábítószert találtak. Az ügy széles körű, politikai hovatartozástól független felháborodást váltott ki Oroszországban, mert felmerült a gyanúja annak, hogy a hatóságok hamis vád alapján próbálták meg elhallgattatni az újságírót, aki cikkeiben gátlástalan uzsorásokról és egy, a temetkezési ágazatra rátelepedő szervezetről írt.

A bűnügyeknek az újságíró szerint moszkvai városi tisztségviselők és biztonsági szervek vezetői is részesei voltak.

Kolokolcev – Golunov elengedésének bejelentése mellett – Vlagyimir Putyin elnöknél kezdeményezte Andrej Pucskov vezérőrnagy, Moszkva nyugati közigazgatási körzetének rendőrparancsnoka, és Jurij Gyevjatkin vezérőrnagy, a belügyminisztérium kábítószer-ellenes részlege fővárosi ügyekben illetékes vezetőjének felmentését. Az ügyben lefolytatott belső belügyminisztériumi vizsgálat anyagait átadták a kiemelt bűnügyekben eljáró Nyomozó Bizottságnak (SZK).

A Projekt elnevezésű orosz hírportál hétfőn arról számolt be, hogy az elnöki hivatal a nagy port felvert ügyet le szeretné zárni június 20-ig, amikor Vlagyimir Putyin többórás élő adásban válaszol majd a lakosságtól beérkező kérdésekre. Kedden ezt az értesülést Dmitrij Peszkov elnöki szóvivő – Kolokolcev bejelentése előtt – megalapozatlannak nevezte.

Szerdára egyébként Golunov melletti szolidaritási tüntetést hirdettek meg, amelyet szervezői a vád elejtése ellenére is meg kívánnak tartani Moszkva belvárosában. A Facebookon csaknem 25 ezren jelezték részvételi szándékukat. A polgármesteri hivatal kifogásolta, hogy a megmozdulás biztosítása kérdésében nem vették fel vele a kapcsolatot és a főügyészséghez fordult panasszal.

A Change.org weblapon kedd késő délutánra meghaladta a 180 ezret az aláírások száma a Golunov szabadon bocsátását kérő petíción.

Facebook oldalon közzétett nyilatkozatában leírja, hogy mindaddig visszavonul míg az itt található áldatlan és méltatlan állapotok meg nem szűnnek. Soós Zoltán szerint meg kell újulni a következő választásokig. Azt írja, hogy fontosnak tartja egy új városi vezetés létrehozását amely nem függ Dorin Florea polgármester érdekeitől és amelyben feladatot kapna Marosvásárhely jelenleg kizárt értelmisége. Csak így van esély 2020-ban nyerni – zárja bejegyzését Soós Zoltán. A hét elején Fúró Judit RMDSZ-es marosvásárhelyi tanácsos mondott le. Bár a listán Tamási Zsolt a II. Rákóczi Ferenc Római Katolikus Gimnázium igazgatója következik, tegnap ő is bejelentette, hogy nem vállalja a marosvásárhelyi önkormányzati képviselői tisztséget. A soron következő a városi tanácsosi listán Boros Gyula, helyi vállalkozó. Soós Zoltán, aki 2016-ban amúgy a magyar politikai erők közös polgármesterjelöltje volt.

(B2) L’association de la presse internationale (API ou IPA en anglais) a adressé jeudi (13 juin) au Parlement européen une lettre de protestation contre l’attitude du nouveau groupe nationaliste ‘Identité & Démocratie’ (dirigé par la Ligue du Nord et le Rassemblement national) qui a transformé hier la salle de presse en salle de meeting. API-IPA strongly protests the way this morning’s press conference by the new political group ‘Identity and Demcracy’ was conducted. During that press conference in the EP press room, tens of supporters of this group – taking seats intended for journalists – on several occasions applauded the speakers at the podium.

This is in clear breach of the EP’s ‘Rules governing the proper use of the European Parliament’s Press Room’ (art 6). Colleagues who protested this behaviour were boo’ed and reprimanded by the president of the press conference.

API-IPA considers this totally unacceptable. As stated in the rules, press conferences are not political gatherings, and those present have to refrain from showing approval or disapproval by any means. This behaviour hinders the image and independence of our profession. If the European Parliament cannot guarantee that those who enter the press room respect our work, we must ask to limit access to press conferences to (accredited) journalists only.

By the way, it is not the first time we have problems with MEPs related to this group. We recall the recent incident where access to an Italian press conference (Salvini) was restricted to selected journalists, also in breach of the rules. The EP press rooms must remain accessible to ALL accredited journalists.

We ask you, and the Bureau of the European Parliament, to act to prevent these events from happening again.
