On 24 June 2022, the OSCE’s Border Management Staff College (BMSC) held a roundtable discussion to address the “Best Practices in Gender Mainstreaming in Border Security and Management and Governmental Section. The panelists exchanged ideas and explored best practices taken by the OSCE States to promote a gender approach, in support of equal treatment of women, men and persons with non-binary gender identities as the foundation of the fundamental human rights.
The roundtable event was held in a blended format, and brought together more than forty-five participants, representing government agencies, civil society, diplomatic missions, international organizations, experts, and mid-to-senior level officers of the 32nd Staff Course representing the countries of Algeria, Estonia, Georgia, Kazakhstan, Moldova, Portugal, Romania, Tajikistan, Thailand, Tunisia, Turkiye and Uzbekistan.
In his opening remarks, Ambassador Vuk Zugic, Head of the OSCE Programme Office in Dushanbe (POiD), reiterated the objectives of the OSCE, which are to promote the constructive participation of women in all spheres of public life, including border security and governmental sector, to reflect different perspectives and protect the human rights of both men and women. In doing so, the OSCE strives to end all forms of discrimination, gender-based violence, and any harmful practices against women and men in the public spheres and security sector, thereby increasing their effectiveness.
Ms. Tea Jaliashvili, the Deputy of Head of the POiD, echoed the Ambassador’s comments adding that despite ongoing efforts, the participation of women in the peace-making process, as well as the representation of women in national parliaments, remains relatively low. Ms. Jaliashvili recommended further dialogues that highlight the obstacles to and prospects for gender mainstreaming, and to consider the internalization of gender as an integral part of the fight against human trafficking.
Ihar Kuzminich, the Chief of Training and Education, highlighted that the BMSC regularly organizes roundtable discussions on the most pressing topics and that this event was the second in a series of three roundtable discussions. He further noted that the College has offered eight staff courses exclusively for women-leaders since its inception in 2009, and it is looking forward to increasing this number and further contributing OSCE’s gender mainstreaming efforts.
Ms. Angela Mackay, who is a consultant from Canada and author of the gender and security sector reform toolkit titled “Border Management and Gender,” served as the roundtable’s keynote speaker. She spoke about fostering narrative efforts to promote gender mainstreaming in border management, security and governance, as well as tackling the obstacles, barriers, and limitations. Ms. Mackay also visited the subject of potential prospects for improvement. She explained that it is important to mainstream gender in border management for many reasons, but most importantly, to increase opportunities for collaboration with both women and men in border communities.
Other contributors to the discussions included Ms. Inesa Nicolaescu, the Associate Border Security Officer at the OSCE Border Security and Management Unit of the OSCE Transnational Threats Department, who gave an insight on the importantance of engaging men to support gender equality in border security and management. Also, Mr. Robert Heuer, Head of Human Dimension Department at the PoiD, who spoke about integrating gender perspective in the fight against trafficking in human beings.
The conducted roundtable was the second in a series of three roundtable discussions, covering various aspects of international cooperation in the context of border security and management.
General Dynamics Land Systems won a maximum $145.5 million deal for multiple spare parts in the Abrams Main Battle Tank, Stryker Family of Vehicles, Light Armored Vehicle Family of Vehicles, Cougar, Buffalo and RG-31. This was a sole-source acquisition using justification 10 US Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. The M1 Abrams entered service in 1980 and currently serves as the main battle tank of the United States Army and formerly the Marine Corps. Work will take place in Florida. Estimated completion date is July 29, 2029.
Booz Allen Hamilton won a $15.5 million contract modification to exercise Option Year Four for analysis support services for III Marine Expeditionary Force and Marine Corps Installations Pacific (MCIPAC). Work will be performed in Okinawa, Japan, and is expected to be completed July 7, 2023. The MCIPAC Regional Contracting Office, Marine Corps Base Camp Butler, Okinawa, Japan, is the contracting activity.
Middle East & AfricaThe Algerian People’s National Army (ANP) unveiled the T-62 tanks that it has converted into fire-support vehicles during the parade marking the 60th anniversary of the country’s independence on July 5. The parade included 10 of the conversions, which involved replacing the tank’s original turrets with the Russian-made Berezhok turret that has been used to upgrade many of the ANP’s BMP-1 infantry fighting vehicles. This involved fitting an additional armoured collar around the T-62’s turret ring to accommodate the smaller diameter of the Berezhok.
EuropeUltra Electronics Ocean Systems won a $42 million deal supporting the production and delivery of Acoustic Device Countermeasure (ADC) MK 2 and ADC MK 2 training devices used on surface vessels and submarines. This contract has a five-year ordering period from fiscal years 2022 to 2027, and potential deliveries of Foreign Military Sales units and services in support of the United Kingdom and the Netherlands. Work will take place in Massachusetts, Virginia and North Carolina. Estimated completion will be in July 2027.
Germany’s federal government approved the draft 2023 federal budget, as well as finance plan 2022?26 and the Bundeswehr special fund announced following Russia’s invasion of Ukraine. Military spending for the next four years reflects the benchmarks decided by the federal cabinet in March, having been revised upwards by only a few million euros. Core defence spending in 2023 will amount to $55.4 billion, a 0.6% nominal decrease from 2022 but a EUR2.76 billion increase compared with the estimate in the finance plan approved in June 2021. The core allocation to defence is set to remain flat in nominal terms until 2026.
Asia-PacificRoyal Thai Navy spokesman Vice Adm Pokkrong Monthatphalin announced that the service has selected the Israeli Hermes 900 after closing an international bid. The contract is worth around $110 million and the contract is expected to be signed this month. According to the news report, vendors from China, Turkey and United States also bid in the competition.

A mostani kiképzések szeptember 5-én indulnak. Az első két hónap általános alapkiképzés. A második – négy hónapos – szakaszban a résztvevők választhatnak, hogy milyen kiképzésben kívánnak részesülni. Folytatható az alapkiképzés, de akár műveleti besorolású katonai szervezetet is lehet választani. Utóbbi keretében akár harckocsizó, ejtőernyős vagy búvár gyakorlatot is lehet szerezni – ismertette a lehetőségeket az alezredes, de hozzátette: valószínű, hogy utóbbiak helyőrségváltást is jelentenek.
A résztvevők juttatása az első két hónapban megegyezik a mindenkori minimálbér összegével. Akik különleges műveleti besorolású alakulatot választanak, azok bruttó 260 ezer forintot kapnak. Emellett jogosultak lesznek többféle ellátásra, költségtérítésre.
A hat hónapos kiképzés végén a résztvevők folytathatják további hat hónappal a kiképzésüket. Aki civil pályát választ, az a Magyar Honvédség tartalékos állományába kerül. Dönthetnek úgy is, hogy a Magyar Honvédségnél hivatásos vagy szerződéses katonaként szeretnének szolgálni – fejtette ki Durgó. Kiemelte, az elmúlt években az önkéntes tartalékos katonák közül több mint ezren döntöttek úgy, hogy hivatásos vagy szerződéses szolgálatot vállalnak.
