Le Royaume-Uni a donc enclenché la procédure de sortie de l'Union européenne. Une procédure qui implique deux années de négociations. Côté européen, on s'étonne que Theresa May demande de mener en même temps les discussions sur les conditions de sortie des Britanniques de l'UE et celles sur les futurs partenariats post-Brexit. Alors, Angela Merkel l'a réaffirmé ce mercredi, ça ne se passera pas comme ça. La chancelière est restée ferme pour défendre la position de Bruxelles.

Ce sera la rencontre au plus haut niveau entre des officiels turcs et américains depuis l’installation de l’administration Trump. Le secrétaire d’Etat Rex Tillerson est attendu à Ankara ce jeudi 30 mars, où il doit rencontrer le Premier ministre Binali Yildirim et le président Recep Tayyip Erdogan.

Le quatrième Forum international Arctique se tient ce jeudi à Arkhangelsk en Russie. Tous les pays bordant l'Arctique sont représentés : le Canada, les Etats-Unis, la Norvège, le Danemark, avec le Groënland, et bien sûr la Russie, mais aussi des pays intéressés par les enjeux commerciaux, comme la Chine ou le Japon. Car l'Arctique devient un lieu stratégique, avec des enjeux militaires et commerciaux, et cela d'autant plus que la fonte des glaces en facilite l'exploitation. Et la Russie a depuis quelques années fait connaitre ses ambitions.

Général : La Conférence des présidents a approuvé une proposition de résolution élaborée par les dirigeants de quatre groupes politiques et la commission des affaires constitutionnelles dans laquelle ils exposent leurs conditions pour une approbation définitive par le Parlement européen de tout accord de retrait avec le Royaume-Uni. Le projet de résolution sera débattu et voté en plénière mercredi prochain.

Tout en déclenchant le Brexit, la Première ministre britannique a reconnu que le Royaume-Uni ne pourra plus profiter des avantages d’une adhésion à l’UE.

Exclusif. Dans un communiqué du Conseil européen consulté par Euractiv, les États membres de l’UE regrettent que le Royaume-Uni quitte l’Union, mais se disent « prêts pour le processus qui devra désormais avancer ».

La Suède, l’Allemagne et la France sont les seuls pays européens à être sur la bonne voie pour atteindre les objectifs fixés par l’accord de Paris sur le climat. Un article de notre partenaire Edie.net.

Today the formal procedure for withdrawing starts, putting the UK on course to leave the EU by 31 March 2019 at the latest.

In October 2016 the UK Prime Minister, Theresa May, announced that the government would trigger Article 50 by « the first quarter of 2017 ». She signed the letter invoking Article 50 on 28 March 2017, for delivery by Tim Barrow. The letter was delivered to the UK’s ambassador to the EU, to Donald Tusk. Theresa May, who became Prime Minister after the referendum, has announced a 12-point plan of negotiating objectives. As well, she has promised a bill to repeal the European Communities Act and incorporate existing EU laws into UK domestic law.

So, UK policy was stated in a white paper (an authoritative report or guide that informs readers concisely) published in February 2017: The United Kingdom’s exit from and new partnership with the European Union. In this white paper, UK negotiating policy was set out as twelve guiding principles:

1 Providing certainty and clarity, including a ‘Great Repeal Bill’ to remove the European Communities Act 1972 from the statute book and convert existing EU law into domestic law.
2 Taking control of the UK statute book and ending the jurisdiction of the Court of Justice of the European Union in the UK.
3 Strengthening the Union of all parts of the Kingdom, and remaining fully committed to the Belfast Agreement and its successors.
4 Working to deliver a practical solution that allows for the maintenance of the Common Travel Area whilst protecting the integrity of the UK immigration system, and which protects the strong ties with Ireland.
5 Controlling the number of EU nationals coming to the UK.
6 Securing the status of EU citizens who are already living in the UK, and that of UK nationals in other Member States.
7 Protecting and enhancing existing workers’ rights.
8 Forging a new partnership with the EU, including a wide reaching free trade agreement, and seeking a mutually beneficial new custom agreement with the EU.
9 Forging free trade relationships across the world.
10 Remaining at the vanguard of science and innovation and seeking continued close collaboration with the UK’s European partners.
11 Continuing to work with the EU to preserve European security, to fight terrorism, and to uphold justice across Europe.
12 Seeking a phased process of implementation, in which both the UK and the EU institutions and the remaining EU Member States prepare for the new arrangements.

Article 50, which U.K. Prime Minister Theresa May will formally trigger to begin exit negotiations, is under the spotlight now.

But Britain’s post-Brexit future will be shaped by another provision of the EU treaties: Article 218. While Article 50 governs a member state’s departure, Article 218 describes how the EU makes agreements with “third countries or international organizations”. Once Britain returns to the third country status, an agreement on the future relationship between the U.K. and the EU can only be brokered under Article 218.

As consequences of Brexit the EU would lose its second-largest economy, the country with the third-largest population and the financial centre of the world. Furthermore, the EU would lose its second-largest net contributor to the EU budget (2015: Germany €14.3 billion, United Kingdom €11.5 billion, France €5.5 billion) and its strongest military power.

Mardi 28 mars, Theresa May a signé la lettre officielle qui déclenche le Brexit. Après 44 ans de relations parfois houleuses avec l'Union européenne, le Royaume-Uni ouvre donc aujourd'hui officiellement la voie à deux ans de négociations complexes pour parvenir à un accord sur sa sortie de l'Union.

Une proposition de résolution européenne déposée au Sénat espère interdire les usages non agricoles des pesticides au sein de l’Union européenne, comme c’est déjà le cas en France.

La chef de la diplomatie européenne, Federica Mogherini, réaffirme le soutien des Vingt-huit pour une solution à deux États afin de mettre fin au conflit israélo-palestinien. L'UE condamne toujours fermement les colonies israéliennes en Palestine. Un article de notre partenaire, Euroefe.

L'UE a octroyé à la Tunisie quelque 1,3 milliard d'euros d'aide après le printemps arabe. Sans vérifier comment cet argent a été dépensé, d'après un rapport de la Cour des comptes européenne..

29 March 1967: 50 years ago, Le Redoutable, first French SSBN to ensure the permanence of nuclear deterrence, was launched in the presence of General de Gaulle in France, single autonomous nuclear military power in Europe. Nuclear deterrence is designed to protect people against any aggression of state origin against our vital interests, wherever it may come from and whatever form it may take. Strictly defensive, its use is conceivable only in extreme circumstances of self-defense.

Following the Second World War, France, wants to make nuclear the keystone of the energy and strategic independence of the country. In 1958, the French military nuclear program was formalized by General de Gaulle. By mastering this technology France ensures a place alongside the American and Soviet superpowers. In the 1960s, it was decided to equip the navy with a nuclear launching submarine. On March 29, 1967, Le Redoutable was launched ..
