A határokon átívelő együttműködés mint az ukrajnai európai integrációs folyamatok tényezője címmel rendeztek parlamenti meghallgatást június 8-án Ukrajna Legfelső Tanácsában.

Irina Herascsenko, a parlament alelnöke a megjelenteket köszöntve emlékeztetett, hogy erről a témáról legutóbb 2007-ben tartottak meghallgatást az ukrán törvényhozásban. Szavai szerint a határokon átívelő együttműködés kérdése rendkívül fontos és aktuális Ukrajna számára, többek között az európai integrációs törekvések kontextusában. Hangsúlyozta, hogy a megkezdett decentralizációs folyamatok újabb lehetőségeket nyitnak meg az egyes ukrajnai régiók előtt.

„A határokon átnyúló együtt­működés az európai integráció fontos összetevőjeként megköveteli a konceptuális megközelítés módosítását a törvényi alapok kidolgozásakor, gyakorlati alkalmazásukkor mind országos, mind regionális szinten. Az általunk kezdeményezett reformok megvalósítása nemcsak valamennyi hatalmi ág bevonását követeli meg, hanem a polgári társadalom képviselőinek széles spektrumáét is – vezetőkét, polgári aktivistákét, tudósokét” – jelezte Okszana Jurinec képviselő, az európai integrációs parlamenti bizottság regionális fejlesztési, határokon átívelő együttműködési albizottságának vezetője, a parlamenti meghallgatás kezdeményezője.

Barta József, a Kárpátaljai Megyei Tanács elnökének első helyettese felszólalásában hangsúlyozta, jelentős mértékben a határokon átívelő együttműködés fejlődésétől függ közeledésünk az európai normákhoz szociális, gazdasági, humanitárius és kulturális téren egyaránt. Hozzátette: Kárpátalja számára az utóbbi tíz esztendőben ez a megközelítés a regionális fejlesztési stratégia egyik prioritásává vált.

Elhangzott, megyénk földrajzi fekvése miatt a régióközi határokon átívelő együttműködés aktívan fejlődik olyan EU-tagországok határ menti régióival, mint Magyarország, Szlovákia, Lengyelország és Románia, valamint egy sor további állammal is, többek között Csehországgal, Németországgal, Szerbiával, Litvániával stb. Kárpátalja mára az európai országok 14 régiójával írt alá kétoldalú együttműködési megállapodást. Vidékünk több mint 100 városának, járásának, községének és nagyközségének vannak gyümölcsöző kapcsolatai a szomszédos országok különböző szintű önkormányzataival. A partneri közösségek köre hónapról hónapra bővül.

Az együttműködés eredményeiről szólva Barta jelezte, hogy a csehországi Viszocsina régióval fenntartott kapcsolatok kilenc éve alatt a partner régió 45,5 millió cseh koronát fektetett be Kárpátalja megye szociális szférájába, ami több mint 80 beruházás és 50-nél is több kulturális-oktatási, humanitárius projekt megvalósítását tette lehetővé. Több mint 100 hasonló projekt valósulhatott és valósul meg kárpátaljai szociális intézményekben 2012–2016 folyamán több mint 500 millió forint értékben Magyarország társfinanszírozásában az EU Keleti Partnerség programja keretében.

A Kárpátaljai Megyei Tanács elnökének első helyettese jelezte, nagy jelentőséggel bír a határ menti együttműködés szempontjából a már működő határátkelők rekonstrukciója és újabbak megnyitása, a vámkezelés egyszerűsítése és gyorsítása. Jelenleg aktív munka folyik e téren a magyar féllel, ugyanakkor sajnos, az ukrán kormányzat nem használja ki a határ menti infrastruktúra korszerűsítésére, az újabb határátkelőhelyek nyitására kínálkozó lehetőségeket – jelezte Barta, kiemelve egyebek mellett, hogy továbbra is várat magára a Beregszászt elkerülő autóút megépítése.
Barta József hozzászólásában az elkövetkező időszak prioritásaiként a határ menti infrastruktúra korszerűsítését, illetve a turizmus fejlesztését emelte ki. Ezért, valamint javítandó a helyi önkormányzatok és az állami közigazgatás regionális szerveinek koordinációját a határ menti együttműködés tekintetében, javasolta a Regionális Fejlesztési, Építési és Lakásgazdálkodási Minisztérium mellett egykor működött határ menti együttműködési és európai régiófejlesztési koordinációs tanácsadó testület újbóli létrehozását.

Kérte továbbá, hogy Kárpátalját vonják be abba a kísérletbe, melynek keretében a megyei költségvetéseknek átutalják a közúthálózat karbantartására a helyi vámhivatalokban a helyben elvámolt áruk után keletkezett havi többletbevételek 50 százalékát.

Végezetül a megyei önkormányzat helyettes vezetője felhívta a figyelmet arra is, hogy összhangba kell hozni az ukrán jogszabályokat az európai joggal, többek között az Európai Keretegyezménnyel a Területi Önkormányzatok és Közigazgatási Szervek Határ Menti Együttműködéséről, illetve annak jegyzőkönyveivel, melyeket Ukrajna is ratifikált. A határ menti együttműködésről törvény még mindig nem tartalmazza az együttműködés olyan formáját, mint az Európai Területi Együttműködési Egyesülés, jelezte Barta József.

Hillary Clinton won the District of Columbia primary on Tuesday with a resounding 79%, in what was the end of open primaries.

On Tuesday evening Hillary Clinton and Senator Sanders had a 90-minute private meeting with Bernie Sanders, Reuters reports. Sanders has yet to concede let alone endorse Clinton, but both campaigns described the meeting as “positive.” The meeting was joined by Sanders’ wife, Jane, Clinton’s campaign managers, John Podesta and Robby Mook, and the Vermont Senators campaign chief, Jeff Weaver.

The two candidates said they would jointly address issues such as minimum wage, campaign financing, access to College education and healthcare in a clear sign that Hillary Clinton is willing to heed Sanders’ policy agenda.

Michael Briggs from the Sanders’ campaign said they two candidates also discussed “the dangerous threat that Donald Trump poses to our nation.”

Meanwhile, following President Obama, left wing liberal Senator Elizabeth Warren of Massachusetts endorsed Hillary Clinton, in what is a clear signal the party is forming a common front against Trump.

However, Sanders is still demanding changes in the party, leaving little scope for compromise. Among other things he is demanding changes in the Democratic National Committee leadership, eliminating unelected superdelegates, and opening primaries to so-called “independents” (non-members).

In doing so, he remains true to his initial commitment to lead a “political revolution” in a system of nominations within the Democratic Party he has time and again called “rigged.”

Meanwhile, Sanders has begun deploying some of his crowdfunded money and national attention to boost the chances of progressive liberals campaigning to gain the nomination for a Democratic ticket to contest Senate seats. He is starting with $2,4 million.

Sanders earned nearly 10 million votes and 22 states during the nominating process. Several polls, including an Ipsos/Reuters one in May, suggest that 59% of Sanders’ followers are unwilling to “convert” to Clinton.

Paris – Nach den jüngsten Anschlägen in Orlando und in Paris wollen die USA und Frankreich den Kampf gegen IS-Extremisten besser koordinieren. Dies vereinbarten die Präsidenten beider Länder, Barack Obama und François Hollande.

In Orlando im US-Bundesstaat Florida waren am Wochenende 49 Menschen in einer Schwulenbar getötet worden. In Frankreich hatte ein Mann vor zwei Tagen einen Polizisten und dessen Frau erstochen. Beide Täter hatten sich zuvor zur Terrormiliz Islamischer Staat (IS) bekannt.

Obama und Holland vereinbarten nun in einem Telefonat eine engere Zusammenarbeit der Geheimdienste und Sicherheitsbehörden. Ziel sei die Zerstörung des IS.

Angesichts der fortdauernden Bedrohung durch dschihadistische Attentäter sollen die Sicherheitsbehörden beider Länder nach Vorstellung der Präsidenten noch intensiver kooperieren, hiess es in einer in der Nacht zum Mittwoch verbreiteten Erklärung des Präsidialamts in Paris.

«Frankreich und seine Alliierten werden weiterhin die Kraft der Demokratie der Barbarei entgegenstellen», erklärte Hollandes Büro nach dem Telefonat des Präsidenten mit Obama. Die Erklärung nahm ausdrücklich Bezug auf die jüngsten Anschläge in Orlando und Paris.

Aus dem Weissen Haus in Washington hiess es, Obama und Hollande hätten in dem Telefonat ihre Absicht bekräftigt, gemeinsam den IS zu «zerstören».

Der deutsche Innenminister Thomas de Maiziere nahm am Mittwoch in Paris an einer Sitzung des französischen Kabinetts teil und betonte die intensive Zusammenarbeit Deutschlands mit Frankreich in der Terrorbekämpfung.

Die belgische Polizei erhielt unterdessen nach Angaben aus Sicherheitskreisen eine Warnung, wonach sich IS-Kämpfer auf den Weg nach Europa gemacht hätten und Anschläge in Belgien und Frankreich planten. Konkrete Ziele wurden nicht genannt.

Alle Polizeikräfte in Belgien seien alarmiert, teilten die Behörden mit. Die Sicherheitsstufe im Land werde aber zunächst nicht auf die höchste Stufe angehoben, da noch keine unmittelbare Anschlagsgefahr drohe. Die belgische Zeitung «La Dernière Heure» berichtete, die Gruppe habe Syrien vor etwa zehn Tagen verlassen, um per Boot ohne Papiere über die Türkei nach Griechenland zu kommen.

Die Gruppe habe sich danach geteilt. Ein Teil der IS-Kämpfer sei nach Frankreich, der andere Teil nach Belgien gegangen. Dort hätten sie Anschläge geplant, die sie in Zweiergruppen ausführen wollten. Die Kämpfer seien bewaffnet, und ihre Anschläge stünden unmittelbar bevor.

In den USA setzten FBI und Justiz die mühsame Suche nach dem Motiv des Todesschützen von Orlando fort. Die zweite Frau des Täters wusste nach einem NBC-Bericht von den Anschlagsplänen ihres Mannes und will versucht haben, ihn davon abzubringen. Nach anderen Berichten hatte Omar Mateen in Orlando auch das berühmte Disneyland im Blick.

Jövőre a NATO keretei között egy század katonával segítik a Baltikum biztonságát a visegrádi országok (V4) – közölte a Honvédelmi Minisztérium (HM) kedden az MTI-vel.

A Széchenyi 2020 „Mikro, kis- és középvállalkozások termelési kapacitásainak bővítése” című konstrukciója keretében 251,6 millió forint vissza nem térítendő uniós támogatást nyert el a JAVIPA Kft.

A békéscsabai vállalkozás az 503,2 millió forint összköltségű projektje során ofszet nyomógép beszerzésével termelési kapacitását bővítette.

A JAVIPA Nyomdaipari Kft. főtevékenysége kis és közepes példányszámú csomagolóeszközök nyomdai kivitelezése, faltkarton dobozok, címkék, tekercses kivitelű csomagolóanyagok előállítása. A cég a nyomdai csomagolóeszköz gyártás teljes palettájával áll megbízói rendelkezésére azzal a céllal, hogy a legmodernebb technológiák alkalmazásának köszönhetően a kiváló minőségben gyártott csomagolóanyagokkal hozzájáruljanak ügyfeleik versenyképességének fokozásához a hazai és a nemzetközi piacon egyaránt.

A nyomtatás területén szükségessé vált egy olyan gép beszerzése, mely a kapacitásbővítés mellett a minőségi gyártást is garantálja, biztonságossá teszi a színtartást, illetve csökkenti a beállítási ívek mennyiségét. A projekt keretében Heidelberg Speedmaster XL 75-7+L Anicolor hétszínes ofszet nyomógép beszerzése történt meg.

Az Anicolor technológia segítségével a beállítási ívek száma egyharmadára csökken, így jelentős anyagköltség megtakarítás, másrészt műszakonként akár 1-1,5 óra időmegtakarítás érhető el a beállítási idő lerövidítésével. A nyomógép nagy előnye abban rejlik, hogy egyidejűleg 7 szín használata lehetséges, a korábbi 5, 6 szín helyett. Az Anicolor festékezés világviszonylatban is újdonságnak számító technológia, mellyel eddig Magyarországon senki sem rendelkezett, így hiánypótló a beruházás.

A növekvő megrendelés-állomány révén több alapanyagot és készárut kell mozgatnia a cégnek, ezért 2 db targonca is beszerzésre került. A vállalkozás létszáma dinamikusan növekszik és a jelen fejlesztés eredményeként további bővítés vált szükségessé.

A GINOP-1.2.1-15 számú pályázati kiíráson 251 602 712 forintos támogatást elnyert, 503 205 424 forint összköltségvetésű fejlesztés 2015. augusztus 14-én indult és 2016. május 25-én zárult.

“It is everything” is how smallholder farmer Nyovane Ndlovu describes beekeeping, which has long been an alternative sweet source of income for drought-beaten farmers in Zimbabwe.

A drought worsened by the El Nino phenomenon – which has now eased – led to a write-off of crops in many parts of Zimbabwe and across the Southern Africa region where more than 28 million people will need food aid this year. More than four million people need assistance in Zimbabwe, which has made an international appeal for 1.6 billion dollars to cover grain and other food needs. The drought, the worst in 30 years, has destroyed crops and livestock.

Ndlovu, 57, from a village in the Lupane District, a dry area prone to drought and hunger, is one of the country’s growing number of honey heroes, using forest resources to cope with a changing climate and complement his farming income.

But even beekeeping has not been immune to the latest severe drought , and many farmers who have depended on honey to make ends meet are reporting major losses this year.“Last year I got three 25-litre buckets of honey and this year not even one bucket. “Honey is my food and my children love it because they know each time I harvest they never go hungry,” says Ndlovu, who trained in beekeeping more than 10 years ago.

Beekeeping, practiced by more than 16,000 farmers in Zimbabwe, generally complements maize and grain crops. Last season, Ndlovu harvested a tonne of maize and 0.5 tonnes of sorghum, low numbers even for a drought year.

“Even in times of drought I have realized something from the field, especially small grains, but this past season has been terrible for many farmers,” says Ndlovu, who won a scotch cart and a plough in 2012 for emerging as the top farmer in an agriculture competition. “I turned to beekeeping when I realized the benefits. The proceeds from my honey sales have allowed me to pay school fees for my children and cover other household needs. I am getting more from honey than I do from cropping.”

Lupane District located 172km North West of Zimbabwe’s second city of Bulawayo is home to more than 90,000 people, many who get by through limited cropping and extensive cattle rearing. The area is also home to state-owned indigenous hardwood forests, on which communities depend for fuel and food.

More honey, more money

Ndlovu has more than 20 Kenya Top Bar hives and two Langstroth hives – considered the best technology for apiculture because they give a higher production and quality honey. In a good season Ndlovu earns more than 500 dollars from honey sales. He even has his own label, Maguswini Honey, which he plans to commercialize once his honey has received a standard mark. A 375ml bottle of honey sells for four dollars in the village but five dollars when he delivers it to customers in Bulawayo and beyond.

Last year, Ndlovu and his neighbours, who belong to Bumbanani, a 30-member local beekeepers association, sold 900 dollars worth of honey within three days of exhibiting at the Zimbabwe International Trade Fair, an annual business showcase hosted in the city of Bulawayo. This year, they did not even make half the amount because they harvested less honey because of the drought.

“Last year I got three 25-litre buckets of honey and this year not even one bucket. The weather changed so that the bees lacked enough flowers for food and the water was also scarce and the hives did not have a lot of honey,” Ndlovu told IPS.

Another farmer, Nqobani Sibanda from Gomoza village in Ward 12 in Lupane, this year harvested one 20-litre bucket of honey compared to 60 litres last year.

“This year the flowers withered early and we think the bees did not have enough food, hence the honey harvest was low. I have four hives and each hive can give me up to 20 litres of honey on a good season and I can get 300 dollars or more, but not this year,” Sibanda said.

Development researcher with the Institute of Development Studies at the National University of Science and Technology (NUST), Everson Ndlovu, told IPS that income-generating projects such as beekeeping are an easy way for farmers to earn extra income in times of poor or no harvests and these projects can be up scaled into viable commercial enterprises.

“There is need for more training in business management, linking such small scale businesses to the market and business associations to get them properly registered and empowered,” said Ndlovu adding that, “the impact of drought has made it strategic for smallholder farmers to diversity their livelihoods but they need to receive weather information on time and in a manner they understand for them to make right decisions.”

Honey is traded globally and last year’s sales of natural honey were worth 2.3 billion dollars, according the World Top Exports website that tracks key exports. The sales were led by Europe with 35.2 percent of international honey sales, with Africa accounting for just 0.4 percent of the exports.

Bees which provide honey, propolis, Queen Jelly and beeswax among other products, help boost food security for some two billion smallholder farmers worldwide at no cost, a February 2016 study by the United Nations Food and Agriculture Organization (FAO) found. The FAO has called for the protection of bees and insects that play a vital role of pollination thereby sustainably increasing food supply. However, climate change is affecting global bee colonies.

A drought of many things

“Farmers have been affected by the drought and beekeeping was not spared, as seen by the low amount of honey they realized this year compared to last year in Lupane, a dry area,” said Clifford Maunze, a beekeeping trainer and Project Officer with Environment Africa under the Forestry Forces Programme supported by the FAO.

“We have trained farmers on beekeeping and helped them counteract the effects of the drought by planting more trees that bees like such as Moringa Oleifera, commonly known as the drumstick tree, which flowers constantly and have promoted the development of homestead orchard where they can have citrus trees to provide forage for the bees,” Maunze said.

Environment Africa, working with the Department of Agriculture Extension Services (Agritex), has trained 1,382 farmers in Lupane District and over 800 in Hwange District on beekeeping under a programme started in 2011. Lupane was chosen for apiculture projects because of its indigenous forests, some of which are threatened by expanding agricultural land, veld fires and deforestation.

“While the drought has affected farmers in Lupane, apiculture is the way to go providing income and jobs because it is cost-effective,” Maunze said.

In drier regions like Matabeleland North Province, farmers can harvest honey twice a season and with at least five hives a farmer can get 100 litres of honey. This can be even more in regions with higher rainfall and forage, where farmers can harvest up to four times a season.

Figures from the national statistical agency Zimstats and Agritex show that Zimbabwe produces over 427,000 kg of honey annually against a local demand of 447,000 kg. The deficit of nearly 20,000 metric tonnes is made up through imports, a situation that farmers like Ndlovu are seeking to change through intensive investment in apiculture.

Zimbabwe is aiming to raise honey production to a target 500,000 litres by 2018, according to Zim-Asset, a national strategy to revive the country’s battered economy, currently facing a cash crisis.

Vorerst allerdings sorgte am Mittwoch die offen gelegte Beschriftung an der Frontseite des Kubus für Kopfschütteln bei den Bündner Sprachminderheiten.

«Bündner Kunst Museum Chur» prangt rechts auf vier Linien an der Frontseite des Museums. Eine Anschrift in rätoromanischer und italienischer Sprache in gleicher Grösse fehlt. Das Bündner Kunstmuseum verhalte sich sprachpolitisch vorbildlich. Bei der Beschriftung des Neubaus aber komme «fehlende Sensibilität zum Ausdruck», sagte Andreas Gabriel, Mediensprecher der rätoromanischen Dachorganisation Lia Rumantscha, auf Anfrage.

Ins gleiche Horn stiess entschlossen die Vereinigung der italienischsprachigen Bündnerinnen und Bündner, die Pro Grigioni Italiano. Generalsekretär Giuseppe Falbo sprach von einem «Fauxpas». Das neue Kunsthaus sei doch ein Repräsentationsbau auch für die Kultur im dreisprachigen Graubünden.

In einer «persönlichen Bemerkung» griff am Mittwoch der italienischsprachige Grossrat Luca Tenchio das Thema spontan während einer Sitzung des Kantonsparlaments auf. Er forderte die «gesetzeskonforme Beschriftung» des Hauses, das die renommierten spanischen Architekten Barozzi/Veiga aus Barcelona entwarfen.

Tatsächlich heisst es in der Sprachenverordnung zum Bündner Sprachengesetz, dass Anschriften an kantonalen Gebäuden und Schulen des Kantons in der Amtssprache der Standortgemeinde erfolgen sollen. Weiter heisst es: «In Chur werden diese Gebäude in allen drei Amtssprachen beschriftet.»

Die Beschriftung auf der Frontseite des Neubaus sei ein Logo, betonte der oberste Bündner Baumeister, Regierungsrat Mario Cavigelli (CVP), auf Anfrage. In diesem Sinne sei das Gebäude nicht angeschrieben.

Cavigelli musste indes einräumen, dass die Beschriftung nicht zwingend als Logo erkennbar sei. Der Kanton als Bauherr beweist nun laut Cavigelli Flexibilität. Die Schriftzüge «Museum d'art dal Grischun» und «Museo d'arte dei Grigioni» werden nun nachträglich an je einer Seitenwand des Gebäudes angebracht. Gleichwertig soll der Schriftzug laut Regierungsrat sein, aber nicht gleichberechtigt mit dem Deutschen auf dem Frontportal.

Zufrieden mit dem Einlenken des Kantons zeigte sich die Lia Rumantscha: «Ina fitg buna soluziun» (eine gute Lösung) sei gefunden worden, liess die Sprachvereinigung verlauten.
