The Incubation Forum for Circular Economy in European Defence (IF CEED) selected three projects to integrate circularity in defence. Proofs of concept or similar tangible results will be delivered within the next 15 months in the fields of critical raw materials, textiles, and eco-management.  

The three projects will receive a combined funding of approximately €800,000. They were evaluated based on criteria including innovation, viability, and alignment with the objectives of IF CEED and the scope of the call for proposals.  

Run by the European Defence Agency (EDA) to make the defence sector more sustainable, IF CEED is funded by the European Commission to bring together experts from the military, industry, and universities to develop projects that reduce waste, recycle materials, and use resources more efficiently in defence. Its goal is to make defence supply chains greener and less dependent on outside resources, focusing on areas like raw materials, textiles, and eco-friendly management.  

Three projects: MICRAM, REGEN and CEDSEMAS  

The first project, known as MICRAM, aims to identify suitable electronic waste from which materials can be extracted using a hydrometallurgical process. The recycled critical raw materials are transformed into advanced materials such as aerogels and films. These form the basis for tactical clothing, stealth systems, and shelters, while also providing microwave radiation shielding.  

The recovery of critical raw materials such as nickel, and their transformation into advanced textile materials supports the development of stealth technologies, minimising detection risks for military assets such as communication systems or unmanned aerial vehicles (UAV). These shielding materials also protect personnel’s health and extend the lifespan of electronic systems.  

This project brings together AITEX and FECSA of Spain, Italy’s Tor Vergata University of Rome, and Łukasiewicz – Institute of Non-Ferrous Metals of Poland.  
 

The second project, known as REGEN, aims to recycle the soft aramid layer from end-of-life body armour and turn it into new fibres for making ballistic vests using a disruptive solvent-based technology. It focuses on safely removing harmful coatings and using recycled and virgin fibres to create high-quality protective fabrics.  

Recycling aramid fibres reduces reliance on imported materials for ballistic protection, strengthening the resilience of defence supply chains and lowering environmental impact. It also supports sustainability and could lead to cost savings over time.  

This project brings together FECSA and AITEX of Spain, and Uplift360, the Institute of Science and Technology, and LIST, all from Luxembourg.  


The third project, known as CEDSEMAS, is a program designed to help the defence sector to manage its environmental impact. It aims to create tools and training for military personnel, setting up an electronic platform for collaboration, and implementing a coaching program to integrate eco-management and audit schemes into military installations.  

Smarter resources use reduces environmental harm, helps armed forces comply with sustainability standards, therefore improving resource management, and contributing to greater operational efficiency.  

This project brings together CRES of Greece and AEOLIKI of Cyprus

Additive Manufacturing —commonly known as 3D printing—is a process that creates three-dimensional objects by depositing materials layer by layer from a digital model. And it is no longer science fiction. From manufacturing spare parts on site where the parts are needed to reverse engineering and bionic designs, additive manufacturing is already reshaping the defence sector. For sure, additive manufacturing technology has the most game-changing potential for military logistics and this has been recognised by EDA and its contributing member States.   For two days from 8 April 2025, over 400 military, industrial experts and gathered at the 3rd European Military Additive Manufacturing Symposium in Bonn, Germany.  The event was organised by the German Association for Defence Technology – Centre for Studies and Conferences with support from the European Defence Agency (EDA). Key Notes were provided by EDA, AM Machine Manufacturer, Original Equipment Manufacturer (OEM) and from Armed Forces User perspective. The event aimed to foster cooperation by bringing together Armed Forces, Industry, and Academia to address military use cases and to align those with European industrial capabilities and competences. New innovations were presented bringing potentially operational advantage to Armed Forces in future. A manufacturing revolution with military applications

Additive Manufacturing (AM) – a so called Emerging Disruptive Technology (EDT) - allows manufacturing of parts with complex structures, lighter wight and almost no design limitations than those made through traditional methods like milling and drilling. Industrial sectors like automotive, aeronautics and medical exploring for some time the advantages of AM technology. The biggest advantage of AM for military use is the significant reduction of so-called lead time, the time till a needed part has been made available where it is needed. AM technology can be used for on-site production and has a positive impact on the so called “military logistic footprint” and the operational availability of military assets.

“Additive Manufacturing is a prime example of the successful transition of a promising technology from research to military capability development under the umbrella of the European Defence Agency,” said Giuseppe Dello Stritto, Head of the Land and Logistics Unit at EDA.

EDA has already taken significant steps through key initiatives such as the Additive Manufacturing for Logistik Support (AMLS) project, aiming at developing common standards for interoperability among Member States, and the AM Village, designed as a capability workshop that connects military, industry, and academia AM experts to identify the most suitable AM technologies for military use cases and to foster military – industry cooperation. The 3rdedition of AM Village is scheduled to take place in Albacete, Spain, on 16-20 March 2026.

Az amerikai haditengerészet utolsó hagyományos meghajtású repülőgép-hordozóját, az egykori USS John F. Kennedyt – becenevén Big Johnt - 2007-ben vonták ki a hadrendből. A jövőjét illetően ugyanaz volt az elképzelés, mint a USS Kitty Hawk esetében. Múzeumhajó és emlékhely lett volna mindkettő, de az átalakítás és a majdani fenntartás horribilis költségeire egyik hajó esetében sem volt fedezet. Így aztán 2025. január 25-én, három évvel a Kitty Hawk után, a Kennedyt is kötélvégre vették a vontatók és elindult a texasi Brownsville-ben működő hajóbontó felé.

Az 1960-as évek első felében egymást érték Amerikában a repülőgép-hordozó átadások. Csak 1961-ben három hajó állt hadrendbe: áprilisban a USS Kitty Hawk, októberben a USS Constellation, végül novemberben az első atommeghajtású hordozó, a USS Enterprise. Bő három évvel később, 1965 januárjában egy újabb hajó, a USS America hadrendbe állítását ünnepelhették az Egyesült Államokban. Az Enterprise jelentette nukleáris kitérő után a Kitty Hawk-osztályba tartozó Americával visszatértek a hagyományos meghajtáshoz és ebből az osztályból egy negyedik hordozót is terveztek. A Kitty Hawk és testvérhajói üzemeltetése során szerzett tapasztalatok révén, a negyedik hordozó tervein annyi módosítást végeztek, hogy végül önálló osztályba sorolták. Nevét az Egyesült Államok 35. elnökéről, John F. Kennedyről kapta és ezzel a Midway-osztályú USS Franklin D. Roosevelt után a második olyan hajó lett, amelyet egy néhai elnökről neveztek el. A USS John F. Kennedy tehát külön osztályt alkotott, de „osztálytársai” nem voltak és 1968. szeptemberi hadrendbe állításával lezárult a hagyományos meghajtású repülőgép-hordozók építése Amerikában. A következő hajó, a USS Nimitz 1975-ben állt szolgálatba, de az már egy új, atommeghajtású osztályt képviselt, és külön fejezetet nyitott az amerikai haditengerészet és tengerészeti repülés történetében.

In the European Defence Agency's 20th anniversary year, 2024 was another successful cycle as part of wider efforts to develop EU armed forces and support capability development.

Highlights of EDA's annual report include: 

• More than 40 Capability projects, 128 Research & Technology (R&T) projects, and 28 EU-funded projects under the European Defence Fund (EDF). 
• More personnel and a growing budget.
• A strengthened mandate from EU Ministers of Defence through the 2024 Long-Term Review, expanding EDA’s role in capability development, joint procurement, and innovation. 
• Agreement by Member States to cooperate on integrated air and missile defence, electronic warfare, loitering munitions, and a European combat vessel. 
• Joint procurement of 155mm artillery ammunition on behalf of Member States and Ukraine.
• An expanding innovation portfolio through HEDI.
• Deepened cooperation with Norway, Switzerland, Ukraine, and the United States. 

Over the past two decades, EDA has helped armed forces work more closely and invest more effectively together. The Agency continues to look ahead and prepare for future defence needs.

Under the auspices of the Polish EU Presidency, EU Ministers of Defence and key decision-makers gathered in Warsaw on Thursday 3 April for an informal council meeting. The meeting included senior NATO and EU officials, such as the NATO Deputy Secretary-General, the EU Commissioner for Defence and Space, the Chairwoman of the European Parliament SEDE Committee, and the EDA Deputy Chief Executive. 

Chaired by High Representative/Vice-President Kaja Kallas and Polish Deputy Prime Minister and Minister of Defence Wladyslaw Kosiniak-Kamysz, participants exchanged views on strengthening Europe’s defence industry and rearming the continent. They also discussed the EU’s role in supporting Ukraine and efforts to bring a just peace to end the war.

Ahead of the informal council meeting, the Polish EU Presidency hosted a conference on the White Paper on the future of European defence.  Following a presentation by European Commissioner Andrius Kubilius, EDA’s Deputy Chief Executive André Denk took part in a panel discussion on the development of defence capabilities in the EU. 

“EDA helps Member States’ cooperate on defence innovation and capability development. We offer the right framework to make the best use of the intergovernmental approach and know-how at EU level. EDA has proposed robust solutions and stands ready to do more, at the speed and scale that our Member States require,” said André Denk. 

Participants also acknowledged EDA’s growing role in coordinating defence efforts among Member States. In recent years, the Agency has acted as a facilitator and, at times, an intermediary in joint procurement initiatives. Aggregating demand for common procurement is now a core EDA task and the result of the Agency’s Long Term Review adopted by the Ministers of Defence last year.

EDA’s broader role

Founded in 2004, the Agency helps foster defence cooperation across Europe. It serves as the central hub for EU countries aiming to develop their defence capabilities together. EDA’s activities span from harmonising requirements and developing operational capabilities to research, technology, innovation, training, and supporting Common Security and Defence Policy operations. The agency also works closely with the European defence industry to strengthen Europe’s technological and industrial base.

À la croisée des chemins entre production énergétique et activité agricole, l’agrivoltaïsme se développe rapidement en France. Face aux tensions foncières, climatiques et économiques, il apparaît comme un levier stratégique pour conjuguer transition écologique, dynamisme rural et souveraineté énergétique.

Une pratique à encadrer pour répondre aux défis territoriaux

Déployé sur des terres agricoles, l’agrivoltaïsme permet de produire de l’électricité solaire tout en maintenant une activité agricole significative. Des ombrières mobiles aux serres photovoltaïques, en passant par les trackers intelligents comme dans le projet de la Grappe du Tardenois (Aisne), les technologies se multiplient.

Le cadre juridique, longtemps flou, s’est structuré avec la loi APER (2023) et ses décrets d’application en 2024. Il impose un taux de couverture maximal (40 %) et réaffirme la vocation agricole des terrains. Reste un enjeu majeur d’acceptabilité locale, que les développeurs tentent d’anticiper via des comités de suivi, des permanences d’information et des outils pédagogiques.

Une opportunité économique, agricole et citoyenne

L’agrivoltaïsme offre de nouveaux revenus pour les agriculteurs tout en améliorant leur résilience face aux aléas climatiques. Selon un baromètre publié par Ipsos et Sun’Agri, près des deux tiers des exploitants voient cette pratique comme une opportunité. Elle permet aussi de dynamiser les territoires grâce à des retombées fiscales (IFER, taxes foncières) et au développement de l’autoconsommation collective.

Les projets comme celui du Tardenois, porté par European Energy, témoignent de cette valeur ajoutée territoriale : production fourragère renforcée, énergie locale pour 30 000 foyers, 730 000 € par an de retombées fiscales… tout en respectant les paysages et l’identité agricole des lieux.

Vers un modèle d’aménagement sobre et concerté

Loin d’un usage opportuniste du foncier, l’agrivoltaïsme bien encadré constitue une réponse cohérente aux défis énergétiques et agricoles. Encore faut-il que sa mise en œuvre reste progressive, transparente et concertée. Il s’agit moins de juxtaposer deux activités que de construire un véritable projet de territoire durable.

RDC : changer de paradigme

La guerre qui embrase actuellement le Kivu a des causes lointaines inscrites dans la longue histoire précoloniale régionale. Quant à ses causes immédiates, elles remontent au 6 avril 1994, quand ceux qui assassinèrent le président du Rwanda, le Hutu Juvénal Habyarimana, provoquèrent le génocide qui s’abattit sur la population tutsi. Deux ans plus tard, ayant conquis le pouvoir au Rwanda, le général Kagamé attaqua  le Zaïre-RDC. Voilà pourquoi, depuis 1996, le Rwanda occupe la région du Kivu qu’il transforme peu-à-peu en un protectorat dont il exploite les richesses, la RDC étant dans la totale incapacité de défendre son intégrité territoriale. Plus généralement, dans le  Congo oriental, la guerre n’a pas cessé depuis 1960. Qu’il s’agisse de celle des Simba, des guerres de l’Ituri et du Kivu, elles découlent toutes d’une réalité qui est que l’Etat congolais est impuissant. Artificiel conglomérat géographique et humain, ses peuples, dont certains aux fortes identités, n’ont pas le sentiment d’appartenir à un tout commun. Sa création dans les chancelleries européennes à la fin du XIXe siècle  s’est faite afin d’éviter un conflit  entre les puissances européennes qui convoitaient  le bassin du Congo. Cette immense région fut alors soustraite aux appétits des grands acteurs coloniaux et offerte au Roi des Belges qui ne menaçait pas les équilibres européens.         Aujourd’hui, la réalité est qu’une grande partie de la zone comprise entre la forêt, le lac Albert, le lac Kivu et le nord du lac Tanganyika est redevenue le champ naturel d’expansion des vieux Etats de la vache et de la lance que sont le Rwanda et l’Ouganda. Face à cette donnée séculaire, l’artificielle RDC est impuissante. Aussi, et que cela plaise ou non, la solution passe par un retour au réel. C’est-à-dire à la remise en question des définitions constitutionnelles  actuelles du pays. Donc à l’acceptation d’une forme très élargie de fédéralisme afin  d’atténuer les conséquences du « charcutage » colonial.Autrement, le pays éclatera car, l’accumulation des crises fait que se posera un jour la question de l’existence même de la RDC dans ses frontières héritées de la colonisation. Le principe  de l’intangibilité des frontières  passe d’ailleurs de plus en plus pour un héritage colonial auprès d’une nouvelle génération d’hommes politiques africains qui mettent en avant l’authenticité et la réappropriation de l’histoire. Mais tout en s’affirmant paradoxalement comme panafricanistes.

Bali Tamás dandártábornokhoz hasonlóan Kovács Krisztián ezredes is szállítóhelikopteres múlttal érkezett a parancsnoki beosztásba.

Nem először nyílik lehetőségünk egy hosszabb interjúra Kovács Krisztián ezredessel, hiszen az elmúlt években többször is beszélgettünk a szállítóhelikopteres közösség szerepéről - többek között - a 2010-es vörösiszap-katasztrófa, a 2013-as árvíz vagy a 2019-ben véget ért afganisztáni misszió kapcsán. Dandárparancsnoki kinevezése után immár nem a zászlóaljnál, hanem parancsnoki irodájában találkoztunk, ahol szakmai életútjának egy-egy fontosabb mozzanatait elevenítette fel.

A franciák május végére szedték össze flottájuk maradványait, és Vaudreuil parancsnoksága alatt végül 26 sorhajót gyűjtöttek össze a Francois-foknál, ahol csatlakozott hozzájuk a spanyol flotta 12 sorhajója is. Az erőviszonyok tehát nem változtak a csatát követően, sőt, az egyesült francia–spanyol flotta ismét számbeli fölénybe került a britekkel szemben. A nem várt súlyos vereség azonban megroppantotta a franciák addig jó harci morálját, akik elbizonytalanodtak, és tétovázni kezdtek. A spanyolok szintén nem a kezdeményezőkészségükről és gyors cselekvésükről voltak híresek, s csatlakozásuk nem sokban növelte a flotta harckészségét. A nyár során, mialatt a flotta vezetése még mindig azon tépelődött, mit is tegyenek, súlyos járványok törtek ki a hajók fedélzetén, melyek több ezer áldozatot szedtek a tengerészek és a katonák között. Ez segített végre meghozni a döntést, Jamaica megszállásának tervét végleg ejtették, és a továbbiakban az offenzív elképzeléseket elvetve csak a saját területek védelmére koncentráltak.

Vladimir Putin, aboard the Arkhangelsk nuclear-powered submarine, made several warnings to those who sought to inflict a strategic defeat on Russia. Putin Confident in the Defeat of the Ukrainian Armed Forces During his visit to the Murmansk region, Supreme Commander-in-Chief of the Russian Armed Forces Vladimir Putin warned Ukraine that its military formations would be destroyed. "I recently said that we will squeeze them out, but now there is reason to believe that we will finish them off," Putin stated, emphasizing that the Russian Armed Forces are "gradually, persistently, and confidently advancing toward achieving all the goals declared at the start of the special military operation."

In recent years, Russia has been under significant external pressure, facing economic sanctions and a large-scale information campaign aimed at discrediting the country. Strategic Shift Toward Gold In response to these challenges, the Russian government has made a strategic decision to rely on gold as a key instrument to protect the economy. According to the latest data from the Central Bank of Russia, the value of the country’s gold reserves increased by 5.3% in February, reaching $217.4 billion.

Ennek emlékezete Oroszországon kívül már nemigen van, de orosz közegben továbbra is ismert ez az időszak. Az egyik terroristával foglalkozunk a KatPol Kávéház 121. adásában, akinek életét a Fakó lovon ülő halál c. orosz film is feldolgozza.

Russian authorities have detained Vadim Moshkovich, the founder of the Rusagro holding company, former senator from the Belgorod region, and dollar billionaire. Moshkovich had attempted to distance himself from Russian President Vladimir Putin following the start of the special military operation in Ukraine and the personal sanctions imposed against him. Suspected of Large-Scale Fraud and Asset Seizure According to preliminary reports, Moshkovich is suspected of large-scale fraud and seizing the assets of another major holding company. A criminal case has reportedly already been opened. Investigative actions are being carried out against Moshkovich as part of a case under Part 4 of Article 159 of the Russian Criminal Code (fraud on an especially large scale). His legal status in the case has not yet been disclosed.
