In the European Defence Agency's 20th anniversary year, 2024 was another successful cycle as part of wider efforts to develop EU armed forces and support capability development.

Highlights of EDA's annual report include: 

• More than 40 Capability projects, 128 Research & Technology (R&T) projects, and 28 EU-funded projects under the European Defence Fund (EDF). 
• More personnel and a growing budget.
• A strengthened mandate from EU Ministers of Defence through the 2024 Long-Term Review, expanding EDA’s role in capability development, joint procurement, and innovation. 
• Agreement by Member States to cooperate on integrated air and missile defence, electronic warfare, loitering munitions, and a European combat vessel. 
• Joint procurement of 155mm artillery ammunition on behalf of Member States and Ukraine.
• An expanding innovation portfolio through HEDI.
• Deepened cooperation with Norway, Switzerland, Ukraine, and the United States. 

Over the past two decades, EDA has helped armed forces work more closely and invest more effectively together. The Agency continues to look ahead and prepare for future defence needs.

Under the auspices of the Polish EU Presidency, EU Ministers of Defence and key decision-makers gathered in Warsaw on Thursday 3 April for an informal council meeting. The meeting included senior NATO and EU officials, such as the NATO Deputy Secretary-General, the EU Commissioner for Defence and Space, the Chairwoman of the European Parliament SEDE Committee, and the EDA Deputy Chief Executive. 

Chaired by High Representative/Vice-President Kaja Kallas and Polish Deputy Prime Minister and Minister of Defence Wladyslaw Kosiniak-Kamysz, participants exchanged views on strengthening Europe’s defence industry and rearming the continent. They also discussed the EU’s role in supporting Ukraine and efforts to bring a just peace to end the war.

Ahead of the informal council meeting, the Polish EU Presidency hosted a conference on the White Paper on the future of European defence.  Following a presentation by European Commissioner Andrius Kubilius, EDA’s Deputy Chief Executive André Denk took part in a panel discussion on the development of defence capabilities in the EU. 

“EDA helps Member States’ cooperate on defence innovation and capability development. We offer the right framework to make the best use of the intergovernmental approach and know-how at EU level. EDA has proposed robust solutions and stands ready to do more, at the speed and scale that our Member States require,” said André Denk. 

Participants also acknowledged EDA’s growing role in coordinating defence efforts among Member States. In recent years, the Agency has acted as a facilitator and, at times, an intermediary in joint procurement initiatives. Aggregating demand for common procurement is now a core EDA task and the result of the Agency’s Long Term Review adopted by the Ministers of Defence last year.

EDA’s broader role

Founded in 2004, the Agency helps foster defence cooperation across Europe. It serves as the central hub for EU countries aiming to develop their defence capabilities together. EDA’s activities span from harmonising requirements and developing operational capabilities to research, technology, innovation, training, and supporting Common Security and Defence Policy operations. The agency also works closely with the European defence industry to strengthen Europe’s technological and industrial base.

Today, the High Representative for Foreign Affairs and Security Policy and the European Commission have presented a White Paper for European Defence – Readiness 2030. The Commission has also presented, as part of the ReArm Europe Plan/Readiness 2030, a detailed defence package providing financial levers to EU Member States to drive an investment surge in defence capabilities.

While the ReArm Europe Plan/Readiness 2030 strengthens pan-European defence capabilities with new financial means, the White Paper frames a new approach to defence and identifies investment needs. These measures aim to respond to the short-term urgency of supporting Ukraine, but also to address the pressing long-term need to boost Europe's security and defence at EU level.

“What we invest in defence is how we value our defence. And for the past few decades, we haven’t put a high enough price on it. We must spend more. At the same time, the value we add by working together is priceless” said Kaja Kallas, High Representative and Head of the European Defence Agency (EDA).

With 20 years of experience as the EU agency facilitating cooperation on defence, EDA stands ready to support Member States in delivering on current and future joint EU initiatives aimed at strengthening EU defence capabilities and bolstering the European Defence Industrial and Technological Base (EDTIB).

A nearly two-year research effort developed by the European Defence Agency has made progress in developing smart camouflage technologies aimed at enhancing the stealth and survivability of military vehicles and equipment.

With modern surveillance technologies such as visible, radar and thermal detection becoming more advanced, there is a growing need for adaptive camouflage.

That is why the goal of the advanced solutions for camouflage of land Systems using smart and adaptive materials (ASCALS) project seeks to find new materials, and ways to apply them, for active and adaptive camouflage in the visible, infrared and radar ranges.

Collaborative effort across six Member States

The first phase of the project was executed by a consortium of 10 industrial and research entities, led by Adamant Composites (Greece) and comprising 10 industrial and research entities: the University of Luxembourg; TNO, MIS7 and Bolidt (the Netherlands); the Military Institute of Engineer Technology (WITI) and LUBAWA S.A. (Poland); CITEVE, INEGI, CINAMIL (Portugal) and the Swedish Defence Research Agency. 

ASCALS’s first phase aimed to develop materials that can dynamically adjust to different environmental conditions. With a budget of 1.3 million euros, the project focused on creating materials that can change their optical, thermal, and radar signatures to help ground-based military systems remain hidden.

The project explored innovative materials designed to adapt to various detection methods:

- Electrochromic materials: These can change their colour and reflectance on demand, helping systems blend into different environments.

- Liquid crystals: These materials can alter light transmission and reflection, particularly in infrared light, making it harder to detect objects.

- Phase-change materials: These advanced materials control heat emission, allowing systems to better manage their thermal signature and blend into varying temperatures.

- Graphene and electrolyte structures: By using the exceptional properties of graphene over infrared and radar signal reduction, the combination with an electrolyte allows the potential for controllability.

- Controllable meta-surfaces: Through an array of patches controlled by a custom app, the reflected radar signal is dynamically adjusted to the operational needs.

These adaptive materials can quickly adjust to changes in the environment, making them highly effective in real-time camouflage.

ASCALS II

ASCALS I has set the stage for the next phase of development. ASCALS II will focus on advancing these technologies further, with the goal of field-testing them on military platforms by 2027, subject to the interest and support of Member States. The results of ASCALS I show promise for military ground systems, and the technologies could even be adapted for use on air and maritime platforms in the future.

EDA supports its 27 Member States in improving their defence capabilities through European cooperation. Acting as an enabler and facilitator for Ministries of Defence willing to engage in collaborative capability projects, the Agency has become the ‘hub’ for European defence cooperation with expertise and networks allowing it to address the whole spectrum of capabilities.

A kurrens diplomáciai viszonyok közepette (ezt még új geopolitikai helyzetnek nevezni kissé elhamarkodott lenne) az indokoltnál is nagyobb hangsúlyt kapott a Mirage 2000-5 repülőgépek első, állítólag eredményes ukrajnai bevetésének híre. Ehhez kapcsolódva kínál egy friss adalékot és egy "kissé" régebbi magyar vonatkozást a LégierőBlogger.

Minek rakja ki az európai rakétagyártó 2025-ben egy (régóta nem gyártott) Mirage 2000 makettjét a standjára a megszokott MICA EM és IR (na jó NG) rakéták mellett a típusra integrált, de azon ritkán használt SCALP-EG csapásmérő robotrepülőgéppel és a közeli hatótávolságú Mistral légvédelmi rakéták légi indítóival (ATAM), mely még sosem volt látható ebben a kontextusban? A megoldás kizárásos alapon az ukrán "export" követelményrendszer lehet. A Szu-24-esek közelgő kifutásával kell egy SCALP-EG (Storm Shadow) hordozó utód; a drón és CM elfogó feladatra pedig nem ártana egy a MICA-nál nagyságrenddel olcsóbb (SZE vs M EUR/db) levegő-levegő rakéta - így máris összeáll a kép.

A magyar vonatkozás

Közel harminc évvel ezelőtt a Mirage 2000 akkor új, -5 változata is szóba került a MH új harci repülőgép típusaként, sőt, tesztelésére úgy Fraciaországban, mint idehaza, Kecskeméten sor került. Ez utóbbi alkalommal, 1996 augusztus 29-30-án készítettem az alábbi képeket a B01 jelű kétüléses változatról.

A céges vendéggép (nincs francia felségjel) a kecskeméti központi zónában, háttérben a Dassault saját Falconja, mellyel a delegációjuk utazott.

A francia gépek közül a Dash 5-é volt az első, több multifunkciós képernyővel ellátott, nemcsak hozva az F/A-18-as által elindított trendet, de túl is szárnyalva azt. A három MFD és HUD közé ugyanis egy HLD (Head Level Display) is került a műszerfalra, összesen 5 (CRT!) kijelzővel (és a HOTAS-al) alkotva az Advanced Pilot System Interface (APSI) ember-gép kapcsolati rendszert.

Gyakorló Magic rakéta a szárny alatti külső pilon/indítóberendezésen, háttérben a törzs alatti tandemek hátsó pilonján egy MICA...

...aminek a függesztőberendezését a dinamikus bemutatózás előtt leszerelték.

Végül pedig pörögjenek itt a szerző jegyzetei a képernyőrendszerről a Dassault 1996 április 16-i sajtótájékoztatójáról.

A Sikorsky ikonikus forgószárnyasa, az SH-3 Sea King az Egyesült Államokon kívül további tizennégy ország felségjelével repült és négyben gyártották is. Meddő próbálkozás lenne tehát rövid, de mégis átfogó ismertetőt írni, ezért most kizárólag a négy alapváltozatról lesz szó, amelyek az amerikai haditengerészet, a US Navy tengeralattjáró-elhárító és harci támogató századainál üzemeltek.

A második világháborút követő években a forgószárnyas technika immár visszavonhatatlanul helyet követelt a katonai repülésben. A helikopterek kifejlesztésében élenjáró ukrán emigráns, Igor Sikorsky 1923-ban alapított cége a harmincas években repülőcsónakok gyártásával szerzett hírnevet. Gépeit a kor neves légitársasága, a Pan American Airways is üzemeltette transzóceáni útvonalain. Sikorsky figyelme ugyanebben az évtizedben fordult a helikopterek felé és lelkesen vetette bele magát a merevszárnyú repülőgépekétől merőben eltérő műszaki megoldások kidolgozásába. Első, már helikopternek mondható repülő szerkezete 1940 májusában szállt fel, Sikorskyval a kormányoknál. Ha valaki, akkor ő igazán tudta, hogy mibe ül…

Éppen egyik cikkem illusztrációjához keresgéltem régi papírképeim között, amikor kezembe akadt egy Ferihegyen parkoló kék-fehér Fokker F27-es fotója. A kép fényes nappal készült, de egy éjszakai repülés emlékét idézte fel. Feljegyzéseimbe lapozva a repülés dátumát is megtaláltam és mivel ennek éppen 25 éve – ráadásul a kargópilótákról ritkán esik szó – gondoltam, a dolog megér egy visszaemlékezést.

Az ezredforduló környékén egy gyorsposta-szállítással foglalkozó, svájci központú légiforgalmi cég magyar leányvállalata, a Farnair Hungary a legismertebbek között volt. Számos pilótának volt ugródeszka a közforgalmi repülés világába, mert akkoriban a nemzeti légitársasághoz, a Malévhez kevés fiatal jutott be. Ennek többnyire nem szakmai okai voltak. Fogalmazzunk úgy, hogy a kapcsolati tőkéjük még nem nyugodott biztos alapokon. Ők aztán csomagszállító L-410-eseken és Fokker F27-esen alapozhatták meg karrierjüket, majd ülhettek át a rövidesen megjelenő diszkont légitársaságok Airbus 320-asaira vagy Boeing 737-eseire.

Egyes európai városokban a mai napig megtalálhatók a második világháborús utcai harcok nyomai. Néhány kivételtől eltekintve, többnyire a kézifegyverek tüzétől származó golyónyomokról van szó, amelyeket az utókor nem akart eltüntetni. Hogy ez az igénytelenségre vagy e sajátos emlék megőrzésének szándékára vezethető vissza, a napnál is világosabb - az egyik helyen elkoszolódott falak, málló vakolat övezik a találatok nyomait, a másikon új funkciót találtak neki.

Az utóbbira Hollandiában, a Maastricht közelében lévő hangulatos kisváros, Valkenburg egyik sétáló utcáján láthatunk példát, nem messze a városháza parkjában kiállított német páncéltörő ágyútól. A régióban nemcsak számos harcjármű és tüzérségi fegyver emlékeztet az 1944 szeptemberében vívott harcokra, de még egy harckocsi ágyú találatából is sikerült egy emlékhelyet kialakítani. Az érintett épületet egy amerikai Sherman 75 milliméteres ágyúja találta el a városi harc közben. Valkenburg újjáépítésekor a hollandok úgy döntöttek, hogy a találat nyomát megőrzik és a mélyedésben később egy apró Mária szobor is helyet kapott.

The cease-fire is holding, Israeli hostages are being exchanged for Palestinian terrorists, and the stage is being set for further Israeli compromises.

What could go wrong?

Typical of the media agenda leading up to the cease-fire is the sloppy media narrative as per The Washington Post:

The conflict started when Hamas-led fighters attacked southern Israel on Oct. 7, 2023, killing around 1,200 people and taking more than 250 others hostage. The Israeli military responded with a brutal campaign that destroyed much of Gaza and killed at least 47,000 people, according to the Gaza Health Ministry, which does not distinguish between civilians and combatants but says the majority of the dead are women and children....in which:

• Hamas terrorists are described as "Hamas-led fighters
• The massacre is described merely as an attack, with no modifier
• While the Israeli retaliation is described with an added adjective as a brutal campaign
• At least 47,000 were killed -- despite analyses that dispute that number
• The Gaza Health Ministry is quoted, without mentioning it is controlled by Hamas
• The claim that the majority of those dead are "women and children" without mentioning contrary views
• No mention of what age range defines "children"
• No mention of the Hamas rockets landing in Gaza or how many Gazans killed by those rockets

Now, the media is framing the appropriate cease-fire narrative for their audiences. All this time, the media has carefully eschewed labeling Hamas as terrorists. This is hardly the time to describe the agreement as swapping of hostages for terrorists. Instead, we have descriptions along the lines of The New York Times:

Mere "prisoners"?

In the second paragraph, they clarify:

In the West Bank city of Ramallah, crowds of Palestinians held aloft the returning prisoners, many of whom had been jailed for deadly militant attacks against Israelis

Give The New York Times credit for at least admitting that the attacks were deadly. But many of them were guilty of "deadly attacks"?

Honest Reporting points out that actually the vast majority of the first batch of "prisoners" -- 83% -- were guilty of violent and deadly offenses.

f But the New York Times "admission" of deadly attacks does not stop them from gushing:


"One of the largest prisoner exchanges" -- a prime example of New York Times evenhandedness, equating hostages with terrorists, "some" of whom are serving life sentences, without any specifics as to why.

Speaking about that exchange, it is noteworthy that Hamas violated the agreement during the second exchange. As The Washington Post noted:Israel said Saturday that Hamas had violated the deal, which required it to release all living civilian women first. Israel had expected that Arbel Yehud, a 29-year-old civilian who was abducted with her boyfriend from Kibbutz Nir Oz on Oct. 7, would be among those in the Saturday release. [the article is reposted on msn.com]JNS therefore duly noted that Israel took measures to ensure that Hamas would follow through by releasing Israeli hostage Arbel Yehud as agreed:

But CNN's sloppily constructed headline could not be bothered with the facts:

The headline paints Israel in the worst possible light. It is not until the eighth paragraph that CNN deigns to inform us:Israel has been pushing for the release of Arbel Yehud, 29, who was kidnapped from her home in kibbutz Nir Oz. Israel says she is a civilian and should have been released Saturday.Not only does CNN bury this important detail, but they also make it seem that Israel is inconveniencing the hapless Hamas terrorist leaders by "pushing" for the release.

In case you are wondering just how many cease-fire violations is Hamas guilty of violating...

According to Haaretz, Hamas is guilty of 3 violations:The first, current phase of the deal was intended to be the simplest of the deal's proposed three phases. Both Hamas and Israel are thought to be committed to the so-called humanitarian part of the phase, but obstacles thrown up by both sides have threatened to stop the deal before it even began.

Hamas failed to submit to Israel the names of the hostages to be released in time, didn't release the civilian hostage Arbel Yehoud as promised and delayed issuing the list specifying which of the hostages designated for release are still alive. Israel, for its part, delayed allowing displaced residents of northern Gaza to return to their homes in response.The 3 Hamas violations are:

• Failing to submit to Israel the names of the hostages to be released in time
• Not releasing the civilian hostage Arbel Yehoud as promised
• Delaying issuing the list specifying which of the hostages designated for release are still alive

But wait! Israel also placed an obstacle preventing the smooth proceeding of the cease-fire. According to Haaretz, Israel put an obstacle in the way of the cease-fire by insisting on the release of a kidnapped hostage as per the agreement.

In their haste to be "fair" and find something to pin on Israel, Haaretz claims that "obstacles thrown up by both sides have threatened to stop the deal before it even began," But the one "obstacle" by Israel clearly happened after the cease-fire began.

Now the campaign to erase Hamas responsibility for the war begins, as CNN tells us that this is not Hamas's war at all:

After 16 months of war, we were inundated by the media agenda to reframe the Hamas massacre itself and the war that Israel had to wage to protect itself.
Now, we should prepare for the media's coverup of the cease-fire as well.
