Bulgaria's future government has announced plans to to streamline the state administration. Fifteen percent of the approximately 250,000 civil servants in Bulgaria are to be dismissed by the end of 2022, said Assen Vasilev, the finance minister designate, in an interview with TV channel bTV. The national press welcomes the initiative but doubts it can be fully implemented.

An OSCE-organized online course for law students on promoting international human rights standards in criminal proceedings and investigations took place in Ashgabat from 6 to 10 December 2021.

The five-day event brought together students and trainers from the Institute under the Ministry of Internal Affairs, the Institute of International Relations under the Ministry of Foreign Affairs, the Turkmen State University named after Magtymguly and International University for Humanities and Development of Turkmenistan.

Three international experts from Moldova introduced participants to the concept of human rights, the background, types and functions as well as respect for human rights in the context of criminal justice. They discussed actions to ensure the right to human liberty at the stage of pre-trial investigation, as well as the right of suspects and defendants to a fair defense and legal advice.

The course is designed to complement existing educational programmes in the field of human rights protection and criminal proceedings. It aims to build capacities of representatives of state authorities and students, as future state officials, to apply international human rights standards, including the OSCE gender-related commitments, in their day-to-day work.

"Security and respect for human rights are inseparably linked and the OSCE's founding document, the Helsinki Final Act, commits all OSCE participating States to a comprehensive catalog of human rights and democratic norms,” said John MacGregor, Head of the OSCE Centre in Ashgabat.

“The human rights courses will contribute to the professional development of new generation of legal professionals in Turkmenistan equipped with up-to-date knowledge in the area of international human rights standards,” MacGregor added.

At the end of the training course, participants will receive certificates of attendance, and the most active students will be awarded with medals and gifts for their best performance and outstanding knowledge demonstrated during the event.

Existing cross-border collaborations have shown that pooling resources can facilitate access to new medicines for patients at a fairer price. At the same time, the potential of the EU Joint Procurement Agreement reaches beyond vaccines and treatments for communicable cross-border health threats.

D’abord, les services compétents choisissent et sélectionnent les domaines selon la Classification nationale des professions (CNP), un système classifiant les emplois, ils choisiront par la suite les candidats en fonction de cela, compte tenu que chaque profession porte un code numérique, à titre d’exemple, 0111 pour les directeurs financiers.

Il convient de noter que cela peut snnignifier que vous qui avez 700 points cumulés n’allez pas être sélectionné et un autre candidat qui en a moins (500 points cumulés) le sera seulement en fonction de la profession et donc les besoins du marché québécois.

Critère indispensable, la langue

En effet, parmi les critères importants qui vous permettront d’augmenter vos chances et surtout vos points pour être accepté et obtenir la résidence permanente, c’est la langue. Pour ce programme spécial « Québec », le français est la langue exigée, une bonne maîtrise de l’anglais n’est pas demandée mais peut vous rajouter des points.

La majorité des tests de langue française sont acceptés comme : TCF Québec, TEF, TEF Canada, TCF, TCF Canada, DALF, DELF et TEF Québec. Vous devez avoir minimum un B1 pour votre test de français pour être accepté.

Pour ceux qui ont un diplôme en langue française ou qui enseigne le français, vous ne pourrez pas être exempté de ce test car il vous permettra d’augmenter vos points.

The Sakharov Prize award ceremony will take place in the Plenary on Wednesday, 15 December.
