Once in a Blue Moon, Things Don’t Fall Apart

The drive home is uneventful. Our Bolt driver is a careful driver—the bright, half-moon provides a delightful end to an evening of song and good food. Our last night as an IPS team at COP29 in Baku, Azerbaijan.

A short friendly spat over who will hold the ample leftovers is settled, and my phone slips off my lap and onto the floor. Forgotten.

About an hour later, back in the room, I look for it. My backpack gets pulled apart; jacket pockets checked, rechecked, rechecked again. It’s simply gone.

“Call 112,” my colleague Umar Manzoor Shah WhatsApps me. I know he is still awake as he has to write a story for the next day, and we persuaded him to abandon his post and join us for dinner. The WhatsApp web is still working on my computer. “Call from the landline in your room.”

Searching for the missing phone online.

I do, then when I realize that I have called emergency services. I tell the very kind woman on the line that my phone is lost—it isn’t an emergency, just a lost phone.

“We can help you,” she insists, and a few minutes later (and at this time very close to midnight), there is knocking on my door. I do what I would consider unthinkable in South Africa and open it to find three smiling young men there.

I explain about the phone—explain it could be on the Bolt or in the shuttle from The Grand to the Polo Residences. What it looks like, my name, my number, all the possible details.

All the time I feel slightly embarrassed because it’s a phone, not a real emergency, and the only loss really is that it will be inconvenient, and I would have lost the lovely video of the incredible singer from Kasa Masa where we had dined with my colleagues crooning to the theme song from Titanic. Video only uploads on wi-fi.

The group of men leaves with promises that tomorrow I will have my phone. I am impressed at their concern, but mostly I find it incredible the interest shown in this lost phone, something seldom seen back home.

I made tea, opened my computer, and decided to try to trace my phone. iPhones are easy to trace, so I check online for the ‘how’, check into ‘find my devices’, and voilà—there is the last trace of it at The Grand.

I call emergency services again to say I have found it, and a few minutes later my three young men reappear.

We check its location again, and it’s moving back to town, this time in the Bolt. We ping it online, as it makes a loud noise. Somebody answers—they phone him on my phone. They video call him—he shows me my phone—and I identify it by its colorful flowery cover.

The men laugh and joke—they will be back in half an hour with my phone. It arrives, they do. And so it’s recovered.

Nobody is more surprised than me—this service is a real bolt from the blue. Not expecting another, but life may surprise me, until the next blue moon in 2037.

International Criminal Court Issues Arrest Warrant for Netanyahu

On November 21, the International Criminal Court issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, as well as the former defense minister Yoav Gallant. In a statement released by the ICC, both Netanyahu and Gallant are wanted for crimes against humanity and war crimes that spanned from at earliest October 8 2023 through May 20 2024. This coincides with Israel’s respective wars with Lebanon and Palestine, for which there have been extensive damage on civilian infrastructure, thousands of civilian casualties, and repeated blockages of humanitarian aid.

The chamber of the ICC believes that there are reasonable grounds to prove that both Netanyahu and Gallant deliberately cut off access to “objects indispensable for survival” for millions of people residing in the Gaza Strip. These objects include food, water, medicine, medical supplies, fuel, and electricity. Netanyahu and Gallant’s other offenses detailed in the report include directing attacks against civilian populations and murder.

On November 21, Israel appealed the arrest warrants, citing that the ICC has no jurisdiction over Israel as it is not a member state. The appeal was subsequently rejected by the ICC due to Palestine being under valid territorial jurisdiction.

Netanyahu’s office responded to the arrest warrant in a social media post shared to X (formerly Twitter). He described the arrest warrants as “anti-Semitic” and a “modern Dreyfus trial”. The office also accused the ICC of being a “biased and discriminatory” organization.

“Prime Minister Benjamin Netanyahu will not give in to pressure. He will continue to pursue all the objectives that Israel set out to achieve in its just war against Hamas and the Iranian axis of terror,” the statement adds.

Israeli President Isaac Herzog shared a statement to X, in which he opined that the arrest warrants turn the notion of international justice into a “universal laughingstock”, adding that Israel has a right to defend itself and has always acted in accordance with international humanitarian law. Herzog went on to say that the ICC has chosen to side with “an Iranian empire of evil that seeks to destabilize our region and the world, and destroy the very institutions of the free world.”

Gallant also responded to this news, remarking that “the decision sets a dangerous precedent against the right to self-defense and moral warfare and encourages murderous terrorism”.

Hamas has supported the ICC’s actions and urged them to look into offenses committed by other Israeli officials. “[It’s] an important step towards justice and can lead to redress for the victims in general, but it remains limited and symbolic if it is not supported by all means by all countries around the world,” said Hamas political bureau member Basem Naim.

This marks the first time in history that the ICC has issued arrest warrants for a major ally to the United States, and the first time one was issued for the leader of a democratic country. The U.S. is also not a member of the ICC and does not officially recognize its authority.

Back in May, the Biden administration denounced the ICC’s investigation of Israel, describing the application for the warrants as “outrageous”. President Joe Biden has said that the United States will “always stand with Israel against threats to its security”.

During his first term, president-elect Donald Trump previously sanctioned ICC efforts. On November 17, incoming Senate Majority Leader John Thune expressed interest in issuing sanctions on the ICC and its prosecutor if they do not “reverse their outrageous and unlawful actions to pursue arrest warrants against Israeli officials.” Thune added that the Senate is committed to continuing their support of Israel.

Although the Biden administration has not reacted to the arrest warrants as of yet, high ranking members of Congress have expressed intent to issue sanctions on the ICC. U.S. Senator Lindsey Graham described the ICC’s warrants as a “dangerous joke” and urged the rest of the Senate and President Biden to pass a sanction in a statement shared to X.

Various member states of the ICC have expressed their satisfaction with the arrest warrants. Ireland’s Prime Minister Simon Harris described the warrants as an “extremely important step” in achieving justice for violations of international humanitarian law, adding that all countries must respect the ICC’s “ independence and impartiality, with no attempts made to undermine the court.”

A spokesperson for the French Foreign Ministry stated that France’s reaction will be in line with ICC statutes, adding that “the fight against impunity is our priority.” Josep Borrell, foreign policy chief for the European Union has also expressed support for the ICC’s actions, stating that the court was not politically motivated.

The Netherlands’s Foreign Minister Caspar Veldkamp has confirmed that the Netherlands will support the ICC’s statutes, will limit any “non-essential contact” with Israeli authorities, and is mobilized to arrest Netanyahu or Gallant if they enter Dutch territory. Jordan’s Foreign Minister Ayman Safadi urged for countries to abide by the ICC’s decision, adding that Palestine deserves justice after what he describes as “war crimes” were committed by Israel.

Humanitarian organizations have also supported the ICC amid backlash from Israel and the United States. “There can be no ‘safe haven’ for those alleged to have committed war crimes and crimes against humanity,” said Amnesty International’s Secretary General Agnès Callamard.

“The ICC arrest warrants against senior Israeli leaders and a Hamas official break through the perception that certain individuals are beyond the reach of the law. These warrants should finally push the international community to address atrocities and secure justice for all victims in Palestine and Israel,” said Balkees Jarrah, associate international justice director at Human Rights Watch.

It is important to note that the arrest warrants issued by the ICC are purely indictments, rather than rulings. A trial must be conducted and sufficient evidence must be provided to prove that Netanyahu and Gallant deliberately violated international humanitarian law.

Political analyst and professor of human rights law at Queen Mary University of London Neve Gordon spoke to reporters shortly after news of the arrest warrants broke. “I think the intention of using food as a weapon is clear by the statements of Israeli leaders and the practices of the Israeli military, and I think this will be easy to prove,” he said.

Gordon added that the intensive aerial campaign employed by Israel as well as attacks on hospitals, ambulances, aid personnel, and healthcare workers will help build the case against Israel.

Explainer: Green Climate Fund Draft Negotiations at COP29

The Green Climate Fund (GCF) negotiations brought attention to the progress, challenges, and future strategies for enhancing its effectiveness in fostering a just and sustainable energy transition.

The draft negotiations acknowledged significant milestones achieved by the GCF.

With a total approved funding of USD 15.9 billion across 286 projects in 133 developing countries, the GCF continues to be a critical source of adaptation and mitigation financing.

Efforts to boost inclusivity have led to 139 entities being accredited, 89 of which are direct access entities. This demonstrates the GCF’s commitment to ensuring that resources are accessible to nations and organizations that need them most.

Additionally, the approval of 115 grants for readiness support, including national adaptation plans, underscores the Fund’s focus on bolstering countries’ capacity to plan and implement climate-resilient policies. These developments reflect the growing momentum to scale up finance for climate action.

One of the notable highlights of the draft negotiations was the emphasis on mobilizing private sector investments.

The GCF’s 2023 portfolio commitments saw a USD 2.1 billion growth, including USD 917.4 million allocated to 10 new private sector projects. These efforts have expanded the private sector portfolio to USD 5 billion, which has mobilized an additional USD 17.5 billion.

Innovative financial instruments, such as private equity, have proven effective in leveraging funds. For instance, every dollar invested by the GCF in certain mitigation sectors is expected to mobilize six times the committed capital.

Such strategies are pivotal in bridging the financing gap for developing countries, enabling them to transition to low-carbon pathways.

The negotiations also highlighted the need to ensure a geographically balanced distribution of GCF resources. Exploring regional presence in all developing country regions was a key recommendation.

This approach aims to enhance accessibility and foster stronger regional partnerships, particularly in underserved areas.

Furthermore, the Indigenous Peoples Advisory Group has played an instrumental role in enhancing engagement with Indigenous communities, ensuring their inclusion in GCF operations.

The Fund is also committed to supporting adaptation initiatives, with a focus on implementing national adaptation plans in alignment with its Strategic Plan for 2024–2027.

Despite the progress, challenges remain in streamlining access to funds and ensuring timely disbursements. The negotiations called for measures such as clear project approval timelines, transparent guidelines, and tailored support for Small Island Developing States (SIDS) and Least Developed Countries (LDCs).

Simplifying funding mechanisms and addressing capacity gaps are essential to make climate finance more equitable and impactful.

Another critical focus area was enhancing gender responsiveness. The draft emphasized updating the GCF’s Gender Action Plan and aligning it with the UNFCCC’s broader gender framework. Incorporating Indigenous knowledge and respecting their rights were also highlighted as priorities for the Fund’s decision-making processes.

Migration Remittances: Pursuit of Greener Pastures Opens Door for Climate Financing

COP29 delegates have elaborated on how Africa’s dependency on agriculture is becoming increasingly untenable amidst alarming levels of global warming, wrecking havoc on the sector. Coastal communities, pastoralists, and those in the drylands are in the thick of the climate chaos.

Options for sustainable livelihoods have shrunk. The search for greener pastures is such that nearly 1.2 million people will move beyond national boundaries in the African continent by 2050 due to climate change, and more than half of climate-related migrants in 2050 will come from Africa.

As negotiations for an acceptable new collective quantified goal on climate finance intensify, some observers, such as Hurbert Thomas, a Burkina Faso immigrant living in France, told IPS that the need to meet glaring climate adaptation gaps is “pushing for innovative solutions such as migrant remittances into the continent. When migrants support their families with cash, food, and other commodities, and even in relocation to less climate-risk areas, this helps move the climate agenda in the right direction.”

“COP29 side events have included the issue of early warning signs and how the impact of predicted climate events can be reduced or even avoided. But people in high-climate-risk areas cannot move even when cautioned to if they do not have resources. I have contributed to such planned relocations back home. Remittances help address poverty and hunger, and now they are pushing forward the climate agenda.”

Thomas is talking about how migrant remittances directly fund climate action, especially in meeting the funding gap for climate adaptation. Research shows that the global population of African migrants is more than 40.4 million and that 200 million family members rely on remittances. The money builds resilience and funds climate adaptation while addressing poverty and hunger for sustainable growth and development.

Further showing that remittance flows to Africa “reached nearly USD 100 billion in 2022, accounting for almost 6 percent of Africa’s gross domestic product. They exceeded official development assistance of USD3.5 billion and foreign direct investment of USD52 billion. Intra-African remittances were USD 19.4 billion.”

The World Bank shows that remittances to sub-Saharan Africa are rising even during the global challenges, increasing by 16.1 percent in 2021, 6.1 percent in 2022, 1.3 percent in 2023, and 3.7 percent in 2024. Delegates say that direct remittances reach the most vulnerable people and communities in high-risk areas in a more effective and efficient way compared to public expenditure.

“Public expenditure is up there and affected communities are down here, and there are many processes and bureaucracies in between. In between migrant remittances and local communities is only distance. Technology has now provided an avenue to instantly send money, including the revolutionary mobile money transfer,” he says.

“In seconds, you can move money across national borders and continents from the comfort of your seat to a person or families in local communities distressed by climate change or to even build their resilience by diversifying livelihoods. This is why direct remittances are much more efficient to move, and they reach the intended amount and value.”

Stand Up, Speak Out: A Global Call to Men on the 25th Anniversary of International Day for the Elimination of Violence Against Women

In 1960, the Rafael Trujillo regime in the Dominican Republic assassinated the Mirabal sisters— renowned and respected for their courage and activism against dictatorship. To give their senseless violent death some meaning and to preserve their legacy, in 1999, the United Nations inaugurated November 25—the day of their assassination—as the International Day for the Elimination of Violence Against Women (EVAW).

When talk of violence against women (VAW) was still taboo in polite and political circles, the UN’s stance was powerful. It put a spotlight on a pervasive pandemic of violence evident across continents and cultures that caused devastation in the lives of millions and replicated itself across generations.

The assumption was that raising public awareness and creating a political platform—a global one, no less—would prompt attention, concern, action, and genuine political will to address and eliminate this preventable form of harm and trauma.

Unfulfilled Promise of Global Initiatives

In the subsequent years, other high-profile, largely performative, initiatives followed. UN events became annual feel-good rituals, sidelining seasoned women’s rights advocates in favor of celebrity-driven initiatives.

UN Women’s campaigns, such as actress Nicole Kidman’s “Say No-UNiTE to End Violence Against Women,” featuring stern Wonder Woman-inspired imagery on reusable bottles, raised funds but did little to reach perpetrators of violence. Emma Watson’s HeforShe seemed to admonish women for excluding men—despite decades of efforts to engage men in tackling violence.

Iceland even hosted an all-male “barbershop” conference to address equality, with limited impact. Similarly, UK Foreign Secretary William Hague garnered attention with grand declarations about ending wartime rape through the UK-led Prevention of Sexual Violence Initiative (PSVI), backed by long-time activist and actress Angelina Jolie.

But his premise that sexual violence in war would be prevented if cases were documented and perpetrators faced the future prospect of criminal justice, missed fundamental facts – including that to stop war-time rape, more focus and resources should be put on preventing wars.

Meanwhile, the top-down international attention barely made a dent in addressing the problem where it resided worldwide: in communities and homes, and increasingly online—especially in times of crisis and conflict. In large part, the lack of impact of these high-level initiatives was their failure to reach the right audiences with the right messages through trusted messengers.

Relying on Hollywood actresses to inspire largely women’s audiences to unite against violence may be necessary for motivating women, but it is not sufficient. When the perpetrators of violence are overwhelmingly male, strategies, messaging, policies, and programs must also be directed at men.

Implicitly acknowledging that world leaders did not care about the social and human cost of violence against women, the World Bank took a different tack: following the money. In 2014, the Bank reported that violence against women cost countries up to 3.4% of their GDP.1 In some countries, this was more than double their investments in education.

Implying that we should care about violence against women because it affects our bottom line is certainly a mercenary approach, but even this stark calculation failed to prompt a change in policies, practices, or prioritization of the elimination of violence against women (EVAW) as a socio-economic and security concern.

Countless diplomats, activists and bureaucrats have shaped new policies and resolutions at national and international levels. A transnational bureaucracy has grown around the agenda and EVAW has gone global with the “16 Days of Activism” campaign. Yet, 25 years later, the outlook remains grim.

We know that in Gaza women endure caesareans without anesthesia because of the Israeli blockade on food, water, electricity, and medication—but nothing is being done to prevent it. We know that in Sudan, women and girls face extreme sexual violence and rape, yet nothing is being done to prevent this violence or provide protection and care for survivors.

We saw how the COVID-19 pandemic prompted a spike of some 40% in domestic violence across the world—and yet, nothing is being done to acknowledge or deal with the issues systemically. Year after year, femicide persists. Between March 2023-2024, in the UK alone, 100 women were killed by men.

Multifaceted Solutions

Breaking the silence on violence against women through awareness-raising campaigns has certainly drawn attention to the issue. We now have increased reporting, with better data on the forms of violence and the victims and survivors. We have an increased trickle of funding for programming and, perhaps most importantly, we have clear evidence of what works. It is not surprising that the solutions are multifaceted.

Laws and policies matter. In France, as the Gisele Pelicot case reveals, the legal definition of rape matters. Similarly, changing institutional cultures matters, especially in male-dominated law enforcement. In the U.S., a 2020 study found that one in four women will experience sexual assault in their lifetime, but fewer than 5% of survivors report the assaults to law enforcement.

In the U.S., police code 20% of reported cases as “unfounded,” based on the reporting officers’ perceptions of the woman reporting the incident. The 2020 report notes that “dismissing sexual violence has become common practice amongst the police.”2 Training and changing police practices is therefore essential to bring perpetrators to justice and increase women’s trust in the service.

Globally, grassroots initiatives prove that impactful change begins with local security personnel and community leaders. At the International Civil Society Action Network (ICAN), we have supported many of our partners in the Women’s Alliance for Security Leadership (WASL) in their efforts.

In Sri Lanka, the Association of War Affected Women (AWAW) successfully advocated for deploying female police officers to rural areas, trained male and female police officers on international laws such as UN Security Council Resolution 1325 and encouraged them to develop culturally effective approaches to addressing VAW.

In a Syrian refugee community in Turkey, our partner Kareemat has led interventions to stop child marriages that often take place because they are “one less mouth to feed.” Since fathers are making these decisions, raising awareness of the risks to their daughters and offering livelihood alternatives is essential.

To ensure the message resonates, Kareemat engaged trusted male religious leaders to emphasize that child marriage contradicts Islamic values and harms young girls. They also advocate for continued education and provide skills training, supporting girls to have their own livelihoods.

“We have observed a positive shift among many beneficiaries, especially men…agreeing on the importance of waiting until a girl reaches the age of eighteen before marriage,” says Kareemat Founder, Najla Sheikh. “These men also advocated for preparing young women by equipping them with a profession that enables them to support themselves…The beneficiaries expressed a desire to see girls achieve financial independence and be able to protect themselves in a safe environment like Kareemat.”3

Efforts to engage men in communities has expanded over the years. But as UK-based investigative journalist Sonia Sodha wrote in 2022,4 when it comes to the seriously violent, awareness and education is just not enough; reflecting on the differences between and within men is also essential.

Sodha highlights the UK-based project, Drive, which “has shed once and for all the feminist attachment to the idea that the key to reducing serious violence is teaching men to be better.” The project works with high-risk domestic abusers, assigning them case managers to provide support with jobs, mental health, and housing, while also serving as early warning conduits to involve police and social services when necessary to disrupt violence.

The results are astounding with an 82% and 88% drop in physical and sexual abuse respectively. Yet, access remains severely limited, with only 1% of serious abusers receiving such intervention.5

Meanwhile, a consistent factor in men’s violence is their own exposure to violence as children. Childhood abuse is a leading precursor of adult violence, yet in rich and poorer countries, programs to protect children are being slashed. As the wars in Gaza and Yemen show, children are increasingly the key targets of violent conflict.

Violence Against Women Amidst War and Displacement

With 56 wars raging and over 120 million people displaced by conflict, violence against women is on the rise, in increasingly complex forms. Ukraine is a case in point. Ukrainian men have become soldiers at the frontlines fighting Russian forces to protect their families and homeland.

But too often, on leave, they mete out their own trauma against their wives and children. It is wretchedly heartbreaking, yet universal in contexts of crisis and conflict.6 Simultaneously, displacement and economic hardship forces more women into sex work, trafficking, and other situations that heighten their vulnerability. Political dealmaking, such as the U.S.-Taliban agreement, has fueled multi-generational violence against women and children.

Over half a century since the Mirabals’ assassination, as a global community, we are certainly more aware of the horrors of violence against women. But it is still women who are picking up the pieces.

Our support networks are critical, says South African activist Bernedette Muthein, recalling “the street groups that intervene during domestic violence” and the women-led organizations that provide advice, support, and exit plans that “include stashing identity documents, clothes and money.”

Shelters and women-only spaces also remain essential for victims. But in Liberia, says peacebuilder Cerue Garlo “such issues are still not seen as national issues. The public expects women to handle them as ‘women’s issues’,” a sentiment that resonates around the world.

Time to Break the Cycle

On November 25, 2024, as the UN commemorates the 25th anniversary of the International Day for the Elimination of Violence Against Women, perhaps it is worth stating it explicitly: violence against women is not just a women’s issue. It is a societal, economic, and security issue. Given the vast majority of perpetrators are men, it is also very clearly a men’s issue.

At a minimum, it is time to shift the shame and fear that women have harbored for so long, onto the men who perpetuate the violence. Too often, when such calls are made, social media platforms are flooded with #NotAllMen. Of course, not all men are implicated in VAW—and this is precisely the point. It is time for the good men—those who are indignant about and abhor such violence—to stand up, speak out, and join women to take on the challenge of ending this pandemic.

It is also time to dedicate more funding and channel resources directly to the women’s organizations working to tackle the roots, symptoms, causes, and effects of such violence.

The good news is that when the most serious abusers in the UK can be stopped, and destitute Syrian fathers can be convinced to protect their daughters, we know that violence against women is not inevitable. We just need to muster up the political will, social courage, and economic resources. Let’s not wait another 25 years to make the promise of ending violence against women a reality.

UN’s OCHA Calls to Correct the Imbalance in Climate Finance Allocation

As climate-induced disasters continue to wreak havoc worldwide, the Office for the Coordination of Humanitarian Affairs (OCHA), a UN body specializing in emergency response, has issued a clarion call for an ambitious and fair global climate finance goal at COP29. Greg Puley, Head of the Climate Team at OCHA, highlighted the pressing need for enhanced disaster risk reduction and climate resilience measures, particularly in vulnerable and conflict-affected regions.

Speaking to IPS during COP29 at Baku, Puley stressed the dramatic rise in climate-related emergencies, which have escalated the burden on global humanitarian systems. “This year alone, we witnessed devastating floods in the Sahelextreme heatwaves in Asia and Latin America, and drought in Southern Africa,” Puley said. He also pointed out the earliest recorded Category 5 storm in the Caribbean, stating that climate disasters are becoming increasingly severe and frequent.

OCHA has made an appeal for USD 49 billion in international humanitarian aid this year amid the growing scale of the crisis. However, funding has not kept pace with rising needs. Puley lamented the slow progress in implementing climate finance commitments made at past COP summits, calling for urgent action to translate pledges into tangible benefits on the ground.

“While there have been initiatives like the Secretary General’s Early Warnings for All, which aims to provide global early warning coverage by 2027, these efforts are underfunded,” Puley said. He said that conflict-affected areas receive minimal climate finance, leaving the most vulnerable populations behind. “These are the people least responsible for the climate crisis, yet they bear the brunt of its impacts,” he said.

Priorities for COP29

With COP29 concluding, Puley said without robust financial support for developing countries, achieving urgent reductions in greenhouse gas emissions and meeting the 1.5-degree Celsius target would be impossible. He warned that surpassing this threshold would exacerbate climate-induced disasters, further straining humanitarian systems. “

Also, increased investments in climate adaptation and resilience are crucial, particularly for disaster-prone regions. Puley argued that without these measures, progress toward the Sustainable Development Goals (SDGs) would be derailed as communities repeatedly face setbacks from extreme weather events,” he said.

According to him, there is a need to correct the imbalance in climate finance allocation. He called for targeted investments in areas with high humanitarian needs to build resilience against climate shocks.

While Puley expressed optimism about COP29 delivering on climate finance goals, he acknowledged the challenges ahead. “We have high hopes, but it’s clear that much more needs to be done to ensure that the world’s most vulnerable populations are not left behind,” he said.

Syeda Rizwana Hasan, an adviser to the interim government of Bangladesh and as Minister of Environment, Forestry, and Climate Change, urged the global and regional leaders to prioritize ambitious, evidence-based climate targets in the climate negotiations.

Hasan, in an exclusive interview with IPS at COP29 in Baku, Azerbaijan, speaks in detail about Bangladesh’s efforts to address plastic pollution, empower women in climate action, and foster regional cooperation in South Asia while calling out global gaps in climate ambition.

COP29: Ambition and Disparities

On COP29’s progress, Hasan criticized the widening gap between scientific evidence and global climate action.

“Least developed and vulnerable countries base their demands on science. Yet, major polluters deny this evidence, sticking to exploitative fossil-fuel-based models,” she said.

Hasan also pointed out inconsistencies in proposed solutions. “The draft text on New Collective Quantified Goal (NCQG) funding talks about ‘innovative solutions,’ but why focus on unproven methods like market-based carbon trading when established solutions exist?”

While acknowledging the importance of participating in COP negotiations, Hasan expressed concern that global ambition is regressing.

“The last three years have seen us moving away from desired results. Countries must act on science-based targets to prevent catastrophic outcomes.”

“Maybe five years down the road, what we are saying will be said by the developed countries. Because of what Spain has faced today, if more and more European countries and American states start facing those sorts of calamities, then the stance of the developed countries may change,” she added.

Regional Cooperation in South Asia

Addressing the shared climate challenges in South Asia, Hasan stressed the need for collaboration in disaster management, water sharing, and renewable energy.

“South Asia has vast potential for regional cooperation, but political mistrust hinders progress. We need to move away from a ‘big brother-little brother’ dynamic and establish partnerships based on equality and trust,” Hasan said.

She proposed creating a regional energy grid leveraging Nepal and Bhutan’s hydroelectric potential, reducing reliance on coal and gas. Other areas of collaboration include agriculture, forestry, and transboundary early warning systems.

However, Hasan acknowledged the roadblocks.

“There are good models in South Asia that are being taught even in universities like Oxford. But we South Asian countries are reluctant to take lessons from these good practices. The thing is, you need to first build trust among the South Asian countries. We don’t need a big brother or a big sister in the region. We need friends. When you have a big brother and a small brother, they always fight.”

The Minister added: “A big fish would always like to eat up a small fish. But here we have to prove that we are on equal footing and that we are friends and not brothers and sisters. Once we set that political context and we do that trust-building process among the South Asian countries, I think there is huge potential in both adaptation, mitigation, loss, and damage. We can do early warning for disaster management and minimize the impacts of disasters. We can cooperate in the sector of agriculture.”

Hasan urged the global and regional leaders to prioritize ambitious, evidence-based climate targets. She stressed that countries like Bangladesh, which bear the brunt of climate impacts despite minimal contributions to emissions, need urgent support.

“Bangladesh remains committed to leading by example, from phasing out plastics to empowering women and fostering regional partnerships. But global action must match the scale of the crisis,” Hasan said.

Tackling Plastic Pollution: Reviving The 2002 Ban

Bangladesh made history in 2002 by becoming the first country to impose a ban on the manufacturing, selling, and use of polythene and plastic shopping bags. Yet Hasan acknowledges that enforcing the ban has been inconsistent over the past two decades.

“Between 2004 and 2006, we successfully removed polythene bags from markets,” Hasan explained. “However, enforcement efforts waned after a government change. Over the years, usage has resurged, making it an even bigger challenge today.”

The government is now reinitiating enforcement, starting with regulating plastic bag use in supermalls in Dhaka before expanding to other urban centers and eventually rural areas. Environmental groups are also campaigning in remote parts of the country to support the initiative.

Hasan said that efforts are being made to target polythene shopping bags first, with a broader plan to phase out all single-use plastics. “We aim to develop an action plan to transition from single-use plastics, except for items like ballpoint pens, where alternatives are not yet readily available. This will be implemented over two to three years.”

While concerns about the livelihood impact of such bans arise, Hasan dispelled misconceptions. “Producers of polythene shopping bags also manufacture other plastic products. They can pivot to legal alternatives, and we’re introducing sustainable options like jute and cotton bags in the market,” she said.

Women’s Role in Climate Mitigation

Hasan highlighted the significant yet underappreciated role of Bangladeshi women in climate resilience and sustainable development. She recounted how women-led seed banks became crucial during recent floods, supplying communities and the government with much-needed resources.

“Women in Bangladesh have preserved seed banks for decades. Scaling up this model can create decentralised, community-driven solutions,” Hasan said.

In terms of lifestyle changes and sustainable agriculture, women play a pivotal role. “Mothers transmit values to children, shaping habits like water conservation and reducing waste. Women farmers also prioritize safe, pesticide-free food for their families, making them key drivers of eco-friendly practices,” she said.

Hasan said that the government aims to integrate indigenous women’s knowledge into its policies on nature protection and food security.

Using Public Interest Litigations (PILs) for Climate and Women’s Rights

As a pioneer in using public interest litigations for environmental justice, Hasan discussed the potential of PILs in addressing women’s climate vulnerabilities.

“PILs come into play after setting the right policy and legal framework. For example, water and food security laws must reflect women’s unique needs. If these are ignored, PILs can hold the system accountable,” Hasan said.

She said there is a need for gender-sensitive climate policies to ensure women are protected and empowered in the face of escalating climate impacts.

“You have to first set the policies and the laws in the right direction. And if the policies and the laws are not respected, then you take the PILs.”

Who Should Pay for Climate Loss and Damage?

At the UN climate change conference in Baku (COP29), government officials are scrambling for an agreement on a new climate financial package. There is a well established consensus that the climate crisis is exacerbating the hardships of vulnerable communities around the world. The question now is who’s going to pay for the staggering costs?

A small tax on just seven of the world’s biggest oil and gas companies could grow the UN Fund for Responding to Loss and Damage by more than 2000%, as shown in an analysis by environmental organisations Greenpeace International and Stamp Out Poverty. Taxing last year’s revenues of major oil companies could help cover the costs of some of this year’s worst weather events attributed to climate change.

Taxing ExxonMobil’s 2023 extraction could pay for half the cost of Hurricane Beryl, which ravaged large parts of the Caribbean, Mexico and the USA. Taxing Shell’s 2023 extraction could cover much of Typhoon Carina’s damages, one of the worst that the Philippines experienced this year. Taxing TotalEnergies’ 2023 extraction could cover over 30 times Kenya’s 2024 floods.

A Climate Damages Tax (CDT) could deliver desperately needed resources for communities and authorities who are on the front lines of the climate crisis, made worse by dirty energy companies. Companies which, together, earned almost US$150 billion last year.

So, what could a long term tax on fossil fuel extraction, combined with taxes on excess profits and other levies, deliver? A climate damages tax imposed across wealthy OECD countries, increasing annually by US$5 per tonne of CO2-equivalent based on the volumes of oil and gas extracted, could play an essential role in financing climate action.

It could raise an estimated US$900 billion by 2030 to support governments and communities around the world as they face growing climate impacts.

Who should pay? This is fundamentally an issue of climate justice and it is time to shift the financial burden for the climate crisis from its victims to those responsible for it. There is an urgent need for innovative solutions to raise the funds to meet the challenge posed by climate loss and damage. Governments worldwide must adopt the climate damages tax and other mechanisms to extract revenue from the oil and gas industry.

The data clearly shows Big Oil’s complicity in the crisis we’re in, but to truly deliver climate justice the numbers are never enough.

That’s why our call to make climate polluters pay comes at the conclusion of three weeks of protests, in which survivors of floods and other extreme weather events have stood with Greenpeace activists. Together, activists delivered to offices of dirty energy companies (e.g, TotalEnergies, Eni, Equinor, OMV) containers full of broken toys and family photos, furniture, appliances, and other remnants of personal and communal tragedy, which became far worse because of Big Oil’s ever growing production of oil and gas.

For governments to finally force climate polluters to stop drilling and start paying, we should all raise our voice.

Finding Your Match: Partnership-Building for African Non-Profits

It is an already established truth that building partnerships is one of the single most effective ways for African non-profits to attract funding and deepen their impact. So, as an addendum to this article by Tafadzwa and I, here is a guide to finding your match.

Indeed, choosing an organisation to collaborate with can be similar to deciding on a life partner. It does not require the same life commitment but a wrong partnership can significantly hurt your reputation with donors, the trust you have from the community(ies) and even the faith your team members have in you. In some situations, the consequences are not so dire. Perhaps, it may only sidetrack you, forcing you to forge into areas you probably did not intend, and making you lose time or put years of hard work at risk.

So, in broad strokes, how can you find the right partner for your work as an African civil society organisation (CSO) or nonprofit?

  1. Put your House in Order: Organisations are often judged on the strength of their corporate governance. While the size of an organisation may influence how robust its processes and procedures are, what is paramount is that irrespective of the size, there is a system and culture of accountability and transparency. The most solid path towards establishing broad community partnerships that ensure long-term grassroots support revolve around legitimacy and structure, as evidenced in your policies, leadership composition, accountability measures and organisational culture. This may seem like an obvious point but African non-profits often start informally as a small initiative to address a problem in the community. Over time, that small initiative morphs into a registered non-governmental organisation, whose leadership is made up of close friends and family members. Even if this works to get the organisation operational, it does not work in the long term. At the barest minimum, every nonprofit should have a diverse and functional board of directors/trustees, well-articulated vision, values and objectives, strategic goals and action plans. These benchmarks help you streamline what kind of partner(s) you need, when you should approach them and how you want to collaborate with them.
  2. Be Willing to Collaborate, not Compete: For too long, the funding pool in Africa has pit nonprofits against one another. However, to tap the benefits of partnerships, organisations must be willing to call a truce, and work together in an open, honest relationship. Yet, with so much distrust already being the marker of the nonprofit space, how do we move forward? It really begins with having a different mindset. If more organisations adopt the idea that collaboration, and not competition is the way forward then we will have made considerable progress. But this is not a perfect world and there will always be unscrupulous people so the next few points should give you some protection.
  3. Find your Strategic Match: While certain collaborations may be short-term, all partnerships should be strategic (irrespective of time frame). This means that there should be congruence in values, approach to work, complementary (not necessarily exact) thematic areas of work and proven record of value. Before engaging with a prospective partner, it is important to consider what you can also offer the partnering organisation. What would be helpful is to have a predetermined checklist with some must-haves and a few criteria that might be flexible. This also means creating an internal standard for excellence that all prospective partners must abide by. This is why point (1) is too important. If you are not clear about who you are as an organisation or your needs, how will you recognise an organisation that matches your partner profile?
  4. Start Small and Take it Slow: You can start from your circle, with organisations that align with your values and whose leadership you can vouch for to a certain degree. Even at that, do not be quick to commit to major projects or sign a memorandum of understanding (MOU) without reading the fine print. You can also start with projects that may not require funding (because this often has higher stakes) but things like knowledge/data-sharing, staff exchanges etc. may be somewhere to begin. These low-hanging fruits help you get a feel of what kind of organisation you are dealing with. Lastly, it goes without saying that you request a ‘get-to-know-you’ meeting where you share your histories, policies and procedures with each other (yes, much like a first date) then you can go from there. It is important that you do not accept a partnership under duress and if the organisation refuses to honour this request, then it is possible that they are not the right match for you.
  5. Be Diverse and Inclusive in your Search: Too often nonprofit organisations struggle to catch the attention of the more established entities, forgetting that there might be a host of other organisations doing impressive work and who might be reliable partners. It is advisable to cast a wide net. The fact that an organisation is small (or even smaller than yours) does not negate the value they could offer. You can also make an open call for partnerships, highlighting your interest area(s), what you bring to the table and an overview of the kind of organisation you want.

Ultimately, you should remember that the point of finding a partner is to achieve your strategic goals and ensure the sustainability of your organisation while contributing to another organisation. Approaching partnership-building from this perspective strengthens the network of non-profits across the Continent, helps us leverage our internal wealth of resources and weans us off our over-dependence on external funding.

The Nigeria Pavilion came alive with vibrant colors, cultural pride, and meaningful discussions during the celebration of Nigeria Day this week at COP29.

While traditionally celebrated on October 1st as Nigeria’s Independence Day, this event brought a touch of home to the global stage, showcasing the nation’s rich cultural heritage and unwavering commitment to tackling pressing climate challenges.

Unity and diversity took center stage, symbolized by the green-and-white scarves worn by participants.

Jennifer Kennedy Joma, a staff member of the National Council on Climate Change Secretariat in Nigeria, aptly noted: “Today is Nigeria Day. We got to celebrate diversity in Nigeria, the culture, the cloth. You can see everybody is wearing a particular scarf, carrying green and white, which is Nigeria’s color. Green signifies agriculture, white signifies peace.”

The pavilion was abuzz with traditional attire, lively discussions, and prideful representations of Nigeria’s identity and resilience.

Yet, beyond the cultural festivities, the day served as a platform to spotlight the nation’s challenges and strides in climate adaptation.

Recent devastating floods across Nigeria have heightened the urgency for effective solutions. Representatives from various sectors—agriculture, energy, and youth development—engaged directly with government ministers in rare, open dialogues to bridge grassroots concerns with national policymaking.

A focal point of these discussions was Nigeria’s role in global climate finance.

As COP29 is billed as the Finance COP, highlighting the nation’s vast potential, Joma expressed hope for tangible collaboration.

“We hope to get the finance that the name stands for. We hope they look beyond what Nigeria is putting out there and understand that there is a lot Nigeria can bring from the minerals, especially from the marine part.”

Nigeria’s appeal extended beyond showcasing its rich resources—it was also a call for trust and partnership.

“We want to meet investors. We want to meet developers and then see what we can bring. There are plans on the ground; there are concepts on the ground. Work with us and see that your finances can be trusted fully with Nigerians,” Joma emphasized.

Inclusivity in climate action was another cornerstone of the day. The Minister for Youth and Women, Dr. Jamila Bio Ibrahim, highlighted the critical contributions of these groups to building climate resilience.

At the same time, the Minister for Electricity and Gas, Adebayo Adelabu, presented renewable energy as a transformative tool for nationwide electrification.

Nigeria Day at COP29 was more than just a celebration of culture; it was a declaration of purpose. It showcased a nation ready to harness its heritage and resources to lead global climate action.

As the day concluded, Nigeria’s message was unmistakable: with collaboration, innovation, and trust, it is poised to transform its vision for sustainability into a reality for both its people and the world.

Each year, millions of women and children around the world die from preventable causes. Maternal, newborn, and child health (MNCH) is a shared global priority, yet we often overlook one of its most pressing—and preventable—barriers: violence against women.

As we mark the 16 Days of Activism Against Gender-Based Violence, we are reminded that gender-based violence (GBV) is not just a social issue but a critical health crisis that endangers the lives of mothers and children everywhere.

When we consider that a woman experiencing violence is 1.5 times more likely to have a low-birth-weight baby and that this condition greatly increases infant mortality, the need for urgent, integrated action becomes starkly clear. 1 Addressing violence is not peripheral to MNCH efforts—it is foundational.

Violence and Health: A Devastating Cycle

Evidence tells us that intimate partner violence (IPV) directly affects maternal and infant outcomes. Pregnant women subjected to IPV face a heightened risk of complications like preterm labor and hemorrhage, often resulting in increased maternal and newborn mortality.2 3 The problem doesn’t end with pregnancy: children born to mothers experiencing violence have a higher likelihood of malnutrition, stunting, and developmental delays, perpetuating a cycle of vulnerability. 4

The psychological toll is just as concerning. Women subjected to violence are more prone to depression and anxiety, both of which affect maternal health-seeking behavior.5 Depressed mothers are less likely to access antenatal care and postnatal services, further endangering the lives of their infants. In turn, these mental health impacts lead to cascading health and social risks for women and their families, affecting entire communities.

The Crisis Within Crises: Humanitarian Settings

Nowhere are these challenges more pressing than in humanitarian settings. Conflict, natural disasters, and displacement magnify the vulnerability of women and children, often leading to spikes in sexual violence and the breakdown of healthcare systems. In conflict zones, over 60% of women report having experienced sexual violence, according to humanitarian reports. 6 These women are not only at risk of severe trauma and infection but also of maternal mortality, with rates nearly double those found in stable environments. 7

It’s estimated that more than 500 women and girls die every day from preventable complications related to pregnancy and childbirth in humanitarian settings,8 underscoring an urgent need for an integrated approach to MNCH and GBV response. These statistics are more than numbers—they represent the lives of mothers, daughters, and children who deserve health, safety, and dignity.

The Overlooked Victims: Women Health Care Workers

It’s not only patients who suffer. Female health workers, the backbone of MNCH services worldwide, are often at grave risk. In fragile and conflict-affected settings, women health workers face high rates of violence, including harassment and physical assault.

Research suggests that up to 80% of healthcare workers in these settings report experiencing violence, a statistic that directly impacts their ability to provide care.9 High rates of violence lead to burnout, turnover, and a critical shortage of trauma-informed healthcare providers when they are needed most.10

For many, this threat is exacerbated by their roles as frontline responders to gender-based violence. The safety and mental health of our healthcare workforce are inextricably linked to the health outcomes we aim to achieve for mothers and children.

A Call to Action for Integrated Policies

    As we look to the future, it’s time to broaden our understanding of what it means to support maternal and child health. Policies that address violence against women and protect female health workers must become a central pillar of MNCH efforts. This calls for a multi-pronged approach:
    1. Prioritize Funding for Integrated MNCH and GBV Services: Donors and governments should increase funding for programs that integrate maternal health services with GBV prevention and response, particularly in crisis-prone areas.
    2. Strengthen Health Systems in Humanitarian Settings: We must scale up support for safe, trauma-informed healthcare in conflict zones, ensuring that women and children have access to life-saving care without the threat of further violence.
    3. Protect and Support Women Health Workers: Policies that safeguard the well-being of women health workers are essential. Measures like workplace protections, mental health support, and security protocols can help mitigate the impacts of violence and ensure that healthcare workers can provide essential services safely.

The costs of inaction are too high. Each preventable death of a mother or child as a result of violence marks a failure to uphold the rights to health and safety for all. By placing violence against women at the forefront of our MNCH efforts, we can break the cycle of suffering and create the conditions needed for healthy mothers and thriving children.

This 16 Days of Activism, let’s commit to integrated action against violence—because women’s health, newborn survival, and child development depend on it. Together, we can build a world where women and children live free from violence, and where health and dignity go hand in hand.

Signs of Things to Come As COP29 Presidency Releases New Draft Text

Today the COP29 Presidency released a much-awaited new draft text as the end draws near.

The draft acknowledges that developing countries suffer disproportionately from impacts of climate change amid a plethora of barriers and challenges, such as the high costs of capital, limited fiscal space, high levels of indebtedness, and high transaction costs, which also further exacerbate existing developmental challenges.

“The African Group welcomes the new draft decision text on New Collective Quantified Goal (NCQG), now much streamlined. These ten pages contain many of the principled positions from the African Group and other developing countries, although continues to include many of the untenable positions of the developed countries as options in the text,” says Ambassador Ali Mohamed, Kenya’s Special Envoy for Climate Change and Chair of the African Group of Negotiators.

“The elephant in the room, however, is the lack of a quantum proposal, and the text does not specify numerical figures for the proposed mobilisation goal or for the provision element, despite a common position from the G77 and China on a USD1.3 trillion annual mobilisation goal. This is the reason we are here, identifying a quantified goal, but we are no closer and we need the developed countries to urgently engage on this matter.”

The text’s first option closely mirrors what the developing countries are asking for. It states that an unspecified trillion of dollars will be raised annually from 2025 through 2035, provided and mobilised from developed to all developing countries. But it also raises eyebrows as it ‘invites’ developing countries to provide finance ‘voluntarily’ as long as this does not count towards the main goal. 

These funds will be used to address developing countries evolving needs, in grants or grant-equivalent terms of new, additional, affordable, predictable, non-debt inducing and adequate climate finance, for adaptation, mitigation and loss and damage, to support developing country Parties and to support the implementation of their nationally determined contributions.

Mohamed Adow, a climate justice advocate and director of energy and climate think-tank Power Shift Africa referred to the new text on the NCQG on climate finance as a blank cheque and asked developed countries to put actual figures on the table. Stresing that it is only by putting specific numbers to the goal that negotiations at COP29 will move forward smoothly. 

“The new text rightly diagnoses the climate problem, including the required finance for adaptation and energy transition, but glaringly omits what the rich countries will actually provide to developing countries. The elephant in the room is the lack of specific numbers in the text. This is the ‘finance COP’. We came here to talk about money. You measure money with numbers. We need a cheque but all we have right now is a blank piece of paper.”

Further stressing that the text includes “some important signals on grant-based financing, and the need to avoid debt inducing instruments. Developed countries now urgently need to fill in the blanks and put their finance card on the table to move the negotiations forward.”

Developed countries are more aligned to second option which indicates that the NCQG has one provision and one mobilization component, and that developed country Parties shall provide at least USD [X] billion per year in grants or grant-equivalent terms referred to as provision goal to support the achievement the mobilization goal from the floor of their current levels – USD100 billion per year – of financial contributions. Observers say option two is ‘a goal to be reached by 2035, giving wealthy nations longer to mobilise to meet it.’

Others have taken issue with the draft saying it is has explicitly attempted to remove all references to historical polluters’ obligation to pay in line with the Paris Agreement, saying that this is an attempt to set things in motion for private sector financing to enable polluting countries to take bare minimum financial accountability. Notably, the draft suggests burden-sharing arrangements for developed country Parties based on historical emissions and GDP per capita.

Cristina Rumbaitis, Senior Adaptation and Resilience Advisor, UN Foundation says the text is “very poor and disappointing, especially on adaptation. First, the floor for adaptation is out. Secondly, there is no reference to the Global Goal on Adaptation or the UAE Framework for Global Climate Resilience. Thirdly, there is only language around balancing between mitigation and adaptation and loss and damage. This could further reduce funding for adaptation.

She nonetheless says there is “some good language on qualitative elements and call for a floor for adaptation for Least Developed Countries and the Small Island Developing States from all relevant actors and financial mechanisms. But also very weak statements like grant financing should be used for adaptation and loss and damage to the largest extent possible. We had hoped for more.”

On gender and climate change, the text notes that gender-responsive implementation and means of implementation of climate policy and action can enable Parties to raise ambition, as well as enhance gender equality, and just transition of the workforce and the creation of decent work and quality jobs in accordance with nationally defined development priorities.

The text decides to extend the enhanced Lima work programme on gender for a period of ten years. The Lima Work Programme on Gender (LWPG) was established in 2014 to advance gender balance and integrate gender consideration into the work of Parties and the secretariat in implementing the Convention and the Paris Agreement.

Further, the United Arab Emirates just transition work program recognizes that “the widening adaptation finance gap may hinder the implementation of just transition pathways in developing countries, especially those that are particularly vulnerable to the adverse effects of climate change.”

It underscores that multi-stakeholder, people-centric, bottom-up, whole-of-society approaches are required to achieve just transitions and recognizes the importance of education systems and skills development, including through upskilling and reskilling, labour rights and social protection systems, and of consideration of the informal sector, the care economy, unemployed people and future workers for ensuring a just transition of the workforce.”

Doctors Without Borders Halts Operations in Haiti Amid Threats from

Doctors Without Borders, the medical humanitarian organization, which has served in Haiti for over 30 years, announced on Wednesday that it would suspend its activities in Port-au-Prince, Haiti’s capital amid repeated threats from local law enforcement. This announcement indicates the precariousness of the situation in Haiti where humanitarian groups on the ground face security issues from even members of law enforcement.

In their announcement, Doctors Without Borders, also known as Médecins Sans Frontières (MSF), cited multiple incidents where local police made verbal threats on staff members, threatening violence, death and rape. Other incidents included attacks on ambulances, tear-gassing, and harassment. This also comes following an incident on November 11, where two patients were executed following an attack on an ambulance by police and vigilante groups. The spokesperson for the Haitian National Police has not a public comment.

MSF patient admissions will be halted, excluding patients that are currently in care and those that are receiving care in the maternity sector. All five of the organization’s medical facilities in Haiti are currently inactive.

“As MSF, we accept working in conditions of insecurity, but when even law enforcement becomes a direct threat, we have no choice but to suspend admissions of patients in Port-au-Prince until the conditions are met for us to resume”, said Christophe Garnier, MSF’s head of mission in Haiti.

Prior to halting operations, MSF provided care to over 1,100 patients, 54 children with emergency conditions, and more than 80 survivors of sexual violence on a weekly basis. Humanitarian organizations predict that this will be a massive blow to Haiti’s barely functioning healthcare system.

“Healthcare services have never been so limited for people in Haiti. Many people will lose access to MSF services because we are not able to work safely in Port-au-Prince,” Garnier added.

The appointment of Alix Didier Fils-Aimé as the new prime minister of Haiti has been followed with sharp rises in social insecurity and gang violence. In recent days, attacks on civilian settlements reached new levels of brutality, with armed gangs gaining more territory in the capital, Port-Au-Prince.

Thousands of civilians have fled their homes. Due to the wide scale of needs, as well as numerous security challenges, humanitarian efforts have been pushed to their limits. Shelters and essential resources remain critically strained.

The past few weeks have yielded a considerable surge in gang violence, with most of the attacks being concentrated in the capital and the Artibonite River region. According to a report by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), a total of 20,000 Haitians have fled their homes in the past week, noting significant disruptions to basic services such as education, protection, and healthcare.

This recent escalation has also led to a rise in civilian casualties. According to the Office of the United Nations High Commissioner for Human Rights (OHCHR), the recent attacks have pushed the total death toll from gang violence past 4,000 in 2024 alone.

Currently, it is estimated by OCHA that armed groups control 85 percent of Port-Au-Prince. According to Ulrika Richardson, the UN humanitarian coordinator for Haiti, gangs have begun to gain increasing amounts of territory within the capital.

This endangers thousands of civilians and provides humanitarian organizations with numerous access challenges. “With only 20 percent of Port-au-Prince accessible, humanitarian workers face immense challenges in reaching affected populations,” said chief of the International Organization for Migration (IOM) in Haiti, Grégoire Goodstein.

On November 19, the Viv Ansamn gang launched an attack on Petionville, an upscale neighborhood in Port-Au-Prince. Armed gang members clashed with the local police and civilians, resulting in the deaths of at least 28 suspected gang members according to the Haitian National Police. Jimmy Chérizier, the leader of Viv Ansamn, has threatened reprisals of violence, encouraging opposition from the police and the Multinational Security Support (MSS) Mission, saying, “They think they can stop us, but all the helicopters in the world won’t be enough. The gangs are here to stay”.

This is only the latest in a series of attacks following the Fils-Aimé’s appointment as prime minister. The Viv Ansamn coalition is especially known for capitalizing on moments of extreme political instability in Haiti. “In a power vacuum like this, it’s a fertile ground for organized crime,” Richardson remarked.

In the hours following the attack, MSF made their announcement to suspend its activities in Port-au-Prince until further notice. The conditions in Haiti pose a security threat to humanitarian workers, even as they work tirelessly to remedy the needs of affected civilians.

Living conditions in displacement shelters have considerably deteriorated due to the lack of humanitarian aid and medical care. According to a report from OCHA, approximately half of the Haitian population faces severe food insecurity. The United Nations Population Fund (UNFPA) reports that access to healthcare and sanitation resources are severely limited, with women being highly susceptible to gender-based violence and unsafe practices, such as transactional sex.

The UN has pledged to continue its efforts in providing humanitarian assistance wherever it can. “Despite the temporary suspension of air transport, humanitarian operations continue actively in the Port-au-Prince area, although security conditions are unpredictable. In addition, humanitarian and recovery activities continue uninterrupted in the rest of the country,” Richardson said.

Aid personnel are currently on the frontlines, distributing essential resources to affected communities, including hot meals, cash transfers, clean drinking water, healthcare, and psychosocial support. Additionally, the UN urges member states of the MSS mission to continue their support.

It’s a Deal—Wealthy Nations Pledge Not to Build New Unabated Coal-Power Plants

Of all fossil fuels, coal has had the most serious and long-term effects on global warming. When burnt, coal releases more carbon dioxide than oil and gas, producing an estimated 39 percent of the global carbon dioxide emissions. Yet, coal is still the number one energy source, providing nearly 40 percent of the world’s electricity.

A COP29 deal struck on Wednesday November 21 now holds the promise to change the fossil fuel landscape and climate change trajectory, placing the world back on track to net zero. Twenty-five countries and the EU have now pledged not to build any new unabated coal-power plants in their next round of national climate plans in bid to scale up ambitions in the next phase of climate action.

Fossil fuels are highly polluting. The ‘no new unabated coal power’ COP29 initiative was signed by EU climate envoy Wopke Hoekstra to pledge that when the 25 nations submit their national climate plans by February 2025 along with all other nations party to the Paris Agreement, theirs will reflect no new unabated coal in their respective energy systems to accelerate phasing out of fossil fuels.

In reference to fossil fuels, ‘unabated’ means taking no measures to reduce the carbon dioxide and other greenhouse gases released from the burning of coal, oil, and natural gas. Abated refers to attempts to decrease release of polluting substances to an acceptable level.

“I’m often asked what gives me confidence that we can get this job done.  The answer is lots of things.  Quiet acts of solidarity, from people who get knocked down, but who refuse to stay down.  But there are also big things – the macro trends that aren’t up for debate.    And there’s none bigger than the global clean energy boom – set to hit two trillion dollars this year alone.  And it’s just getting started,” Simon Stiell, the executive secretary of the United Nations Framework Convention on Climate Change, stressed.

“Money talks, and as we enter the second quarter of this century, it is saying loud and clear: there is no stopping the clean energy juggernaut, and the vast benefits it brings: stronger growth, more jobs, less pollution and inflation, cheaper and cleaner energy. The list of benefits goes on.” 

The coalition of nations backing the diplomatic campaign to encourage all countries to end new coal power is constituted of mostly wealthy nations such as Germany, France, Canada, the United Kingdom and notably Australia – a major coal producer. This is the latest pledge towards curbing use of the fuel and phasing out fossil fuels in line with the COP28 deal.

The pledge is incredibly critical for despite coal being extremely dangerous to the global climate goals, a coal boom is unfolding. Data in the Global Coal Plant Tracker show that “69.5 GW of coal power capacity was commissioned while 21.1 GW was retired in 2023, resulting in a net annual increase of 48.4 GW for the year and a global total capacity of 2,130 GW. This is the highest net increase in operating coal capacity since 2016.”

COP29 has been centered around a new deal for climate financing to support the third Nationally Determined Contributions in the developing world, but delegates have not lost sight of the COP28 landmark deal when nearly 200 nations—for the first time—called on all nations to transition away from fossil fuels.

Teresa Anderson, the Global Lead on Climate Justice at ActionAid International, told IPS, “Just transitions and climate finance have to go hand in hand. Last year’s agreement to transition away from fossils was an important step. But without finance to make the just transition a reality, developing countries are in a bind.”

Stressing that climate-hit countries want to “leapfrog the fossil fuel era and scale up renewables, but can’t do so when they are being pushed deeper into debt by the climate crisis. To finally unlock the climate action the planet needs, COP29 needs to agree on an ambitious finance goal worth trillions of dollars in grants each year. Ensuring a just transition in energy is about much more than encouraging corporate investment and can’t just be left up to the private sector.

“When shifting away from fossil fuels, governments have a responsibility to actively involve communities in planning, training, social protection and ensuring energy access and secure livelihoods. Public services can join the dots, and have a key role in the just transition. The new climate finance goal has to provide trillions of dollars in grants, not loans or corporate investment targets,” Anderson observed.

Hailed as a major progressive step in the journey towards phasing out fossil fuels, the initiative is nonetheless not the silver bullet to end coal. The new commitment does not compel nations to stop mining or exporting coal. Notably, the world’s greatest coal-power generators, such as the United Nations and India, are not part of the initiative. Nonetheless, despite coal power growing in the past years despite the COP28 deal on fossil fuels, Hoekstra expressed optimism that this call to action will set the ball rolling towards a much-needed fossil fuel phasing out.

Born Innocent, Raised Violent: The Fate of a Billion Children

Did you know that hundreds of millions of children around the world are currently suffering from physical, sexual, and psychological violence, including child labour, child marriage, female genital mutilation, gender-based violence, war, trafficking, bullying, and cyberbullying?

This is the grim reality of up to a billion children vulnerable to various forms of abuse, as depicted by the United Nations  Special Representative of the Secretary-General on Violence against Children.

Commenting on a special report on this issue, the UN Special Representative, Najat Maalla M’Jid, revealed that violence against children has reached “unprecedented levels.”

Meanwhile, the UN specialised bodies, led by UN Children Fund (UNICEF), and the World Health Organization (WHO), among others, have revealed staggering findings on the occasion of the 2024 International Day for Disaster Risk Reduction.

No safe place for children

These findings revealed by the United Nations highlight that “there is no safe place for children” anywhere in the world.

Indeed, climate carnage, wars, human trafficking, slavery, and cyberviolence, among many other forms of abuse against the innocent children, stand behind their grim life.

See some of the most relevant facts:

  • UNICEF and other UN bodies report that half of the world’s children are at “extremely high risk” due to climate impacts and related disasters,
  • Over 1 billion children have had their lives disrupted by disasters since 2000, with over 80,000 schools damaged or destroyed,

Punished and Abused

Should all these facts be not frightening enough, please also know that 400 million children under five regularly endure psychological aggression and physical punishment at home;

And that 300 million children have been affected by online sexual exploitation and abuse over the past 12 months.

Young Girls: the Most Vulnerable

“Today’s generation of girls is disproportionately affected by global crises of climate, conflict, poverty and pushback on hard won gains for human rights and gender equality,” reports the United Nations on the occasion of the 2024 International Day of the Girl Child.

Did you know that:

  • Nearly 1 in 5 girls are still not completing lower-secondary and nearly 4 in 10 girls are not completing upper-secondary school today.
  • Globally, girls aged 5-14 spend 160 million more hours every day on unpaid care and domestic work than boys of the same age.
  • Adolescent girls continue to account for 3 in 4 new HIV infections among adolescents.
  • Nearly 1 in 4 married/partnered adolescent girls aged 15-19 have experienced physical or sexual violence from an intimate partner at least once in their lifetime.
  • Even before the COVID-19 pandemic, 100 million girls were at risk of child marriage in the next decade.

Rape: A Weapon of War

Add to all the above that more than 370 million girls and women alive today – or 1 in 8 – experienced rape or sexual assault before the age of 18, warns UNICEF.

And that “children in fragile settings are especially vulnerable to sexual violence,” said Russell.

“We are witnessing horrific sexual violence in conflict zones, where rape and gender-based violence are often used as weapons of war.”

The Digital Threat

Among emerging challenges are the risks faced by children in the digital spaces, including the tactics used by armed groups to recruit and exploit children.

According to UN data, most childhood sexual violence occurs during adolescence, with a significant spike between ages 14 and 17.

“Studies show that children who experience sexual violence are more likely to suffer repeated abuse.”

Survivors often carry the trauma of sexual violence into adulthood, facing higher risks of sexually transmitted diseases, substance abuse, social isolation, and mental health issues like anxiety and depression, as well as challenges in forming healthy relationships.

Although more girls and women are affected, and their experiences are better documented, boys and men are also impacted, with an estimated 240 to 310 million boys and men.

Today’s children have been raised in a violent world, thus, they will most likely fall in the hellish trap of exercising violence in their adulthood.

Chile, a country rich in solar and wind energy and with huge photovoltaic power stations  and wind turbines in its elongated territory, managed to change its grid by incorporating renewable energies, which account for an installed capacity equivalent to 43.8 % of its electricity production.

However, it is woefully lacking in distributed generation projects, also known as decentralised generation, which are small scale, mostly dedicated to self-consumption and involving organised communities. This is so even though these initiatives would introduce the population to the advantages of clean energy.

Distributed generation would allow such a shift, but is currently in its infancy in this South American country of 19.8 million people. It lacks adequate legal impetus, access to financing and suffers from a cultural deficit among a population that knows little about it.“We are used to a centralised system and although there has been fossil energy replacement by renewable energy, it is still a large-scale, centralised model with negative impacts": Cristian Mires.

Successful projects belong to mega-companies that have installed parks and wind turbines in the northern Atacama Desert and in southern Patagonia, between the Andes and the Pacific Ocean, selling their generation to the National Electricity System (SEN).

This profitable business does not benefit Chilean consumers who are suffering a huge tariff increase that will reach up to 60% in 2025. It is a gradual increase that began to be charged in July and will culminate next January after five years of tariff freezes due to the covid pandemic.

Thus, the impact of distributed generation with its panels on the roofs of homes, schools and community or municipal buildings is small.

The leftist government of Gabriel Boric sought to promote this citizen energy and reach the goal of 500 megawatts (MW) of installed capacity by the end of his term, in March 2026.

However, 17 months away from reaching that goal, distributed generation is minimal and only 0.1% corresponds to joint generation, as distributed generation is also known, according to the state-run National Energy Commission.

The Ministry of Energy told IPS that as of November 2024, the total installed capacity of distributed generation projects for self-consumption reached only 290 MW.

“Statistics show an upward trend in this type of project. Several initiatives promoted by the Ministry of Energy seek to encourage the development of this segment, such as the Public Solar Roofs 2.0 programme, which is being implemented and aims to install photovoltaic projects in public institutions,” said the institution that directs the country’s energy policy.

In 2015-2019, this programme installed photovoltaic systems on 136 buildings in 13 regions of Chile for a total of 5.3 megawatt peak (MWp). A technical office was then created to support public institutions in their feasibility analyses of solar energy plans.

Chile has decided, as part of its international climate commitments to reduce its greenhouse gas emissions, that its non-conventional renewable energies will contribute 80% of electricity generation by 2030 and 100% by 2050, when it will reach net zero emissions.

Barriers in Chile

Cristián Mires, lawyer and president of the NGO Energía Colectiva, says there are a number of barriers to developing jointly owned distributive energy.

“These projects are not cheap. Technical, legal and financial advice is required. A share is equivalent to at least US$530 per user. And if we want bigger savings, we are talking about up to US$2,100. And the majority of the population can’t afford that cost,” he told IPS.

There is no public or private funding for decentralised generation facilities, he claims.

This slows down the implementation of the 2014 Law on Distributed Generation for Self-consumption, which allows households, schools and businesses to self-supply their electricity use through their own generation and inject the surplus into the SEN. In practice, such generation has very restrictive rules for joint ownership.

“It needs to be modified, and as the Citizens‘ Energy Action Group we are participating in technical roundtables with the government and parliament to that end,” Mires said.

“We are used to a centralised system and although there has been fossil energy replacement by renewable energy, it is still a large-scale, centralised model with negative impacts,” he added.

In August, Energía Colectiva, based in Chile and present in other Latin American countries, launched the document Citizen energy in Chile, proposals for its promotion and implementation, where it claims there is potential to reach eight gigawatts (GW) of such citizen generation by 2040.

According to the document, Chile needs “a transition that conceives energy as a right, democratising its production and distribution. A transition focused on satisfying human needs, but which nevertheless understands the pressing need to reduce energy use. Such a transition can only be driven by citizens”.

Energy Communities, a key

So-called Energy Communities seek to encourage the participation of new groups in the production, management, use and marketing of energy.

They aim for a decentralised, local energy model with less environmental impact.

These communities seek to organise citizens to generate and manage their own energy, whether for social, economic and/or environmental purposes.

“These communities are considered a fundamental tool for carrying out just energy transitions, where people play a central role in the transformation towards more equitable systems of energy generation and use”, according to the specialised magazine Energía y Equidad.

Based on the use of renewable energy, the Communities offer access to affordable, clean and secure energy; enabling an active participation in response to the climate and ecological crisis by reducing greenhouse gas emissions.

In short, these Communities aim to promote local energy autonomy, strengthen social cohesion, reduce greenhouse gas emissions and decontaminate the local environment.

The 2014 law and its regulation five years later set standards for joint generation and joint ownership.

The Nueva Zelanda school in the municipality of Independencia, in the northern part of the capital, and Coopeumo, a farmers’ cooperative in the O Higgins region, bordering the Santiago metropolitan region, are community projects developed by municipalities and with citizen participation.

Both are connected to a grid into which they inject the energy generated and then receive discounts on their electricity bills.

Jorge Nauto, principal of the Industrial Secondary School of Valdivia, a city 850 kilometres south of Santiago, praised the experience of installing photovoltaic panels on the roof of his school.

“It is a 70 kilowatt peak (kWp) system determined according to the available surface area and the building’s annual consumption. It allows generating power for the premises and the injection of surpluses into the conventional electricity grid through the use of the Distributed Generation Act,” he told IPS from his location.

“Thanks to this generation, we achieved a significant reduction in electricity bills,” Nauto said, before emphasising the value, also educational, of using clean, renewable energy.

New business model

Antu Energía is a company based in Coyhaique, in the southern region of Aysén, which implements a new business model with photovoltaic energy.

It allows remote discounts, which means that a person can own or participate in a photovoltaic plant that injects energy in one place and discount that value in another place from the same distribution company.

We are calling for small companies or individuals to participate in Virtual Solar Panels by acquiring a minimum unit equivalent to generating 500 watts,” Manuel Matta, founding partner of Antu Energía, told IPS from Coyhaique.

The model lowers the investment to US$737 per kilowatt (kW) installed and compares favourably with a similar individually driven project that costs US$2,632 per kW.

This electrical engineer has already sold 28 of 60 minimum units of participation in the 30 kW plant installed on the roofs of the San Felipe high school in Coyhaique’s Plaza de Armas.

Daniela Zamorano, project coordinator for Energía Colectiva, told IPS from Joao Pessoa, in the northern Brazilian state of Paraíba, where she lives, that Chile lacks the political will to promote jointly-owned distributed generation.

“We are seeing problems today with rising rates, and the solutions proposed by the government always come from the logic of subsidising consumption. This is a snowball that reaches gigantic public spending amounts. But they do not visualise options for a long-term solution such as distributed generation,” she said.
