Ahmed Bin Mohamed Aljarwan, President of the Global Council for Tolerance & Peace (GCTP), expressed strong support for IPI and pledged cooperation on the “Culture of Tolerance and Peace” through joint programs, initiatives and events at a November 12th meeting in Manama.
Nejib Friji, Director of IPI-MENA, and Mr. Aljarwan stressed the need for a partnership “contributing to the dissemination of the culture of tolerance and peace,” calling on IPI’s cooperation with GCTP for the same. On the same occasion, Ebrahim Nonoo, representative of the Jewish community in Bahrain, explored cooperation with both IPI and GCTP.
The concept of the “Culture of Tolerance & Peace” seeks to shape a global platform to ensure that security, peace and stability can be integrated in a meaningful way for all human beings by overcoming the prevalent culture of prejudice, discrimination, religious sectarianism, xenophobia and the rise of nationalism and violent extremism in societies.
The Malta-based GCTP aims to achieve this objective through strategic conferences, cultural exchange programs and communication programs involving government bodies, academia and international organizations. IPI has coordinated initiatives like “Art for Peace,” in which prominent artists from the MENA region promoted the culture of peace earlier this year, as well as, regular interfaith dialogues and global conferences aimed towards creating roadmaps to cultivate a permanent culture of gender equality, tolerance and peace.
To that end, Mr. Friji welcomed GCTP President Aljarwan and stressed the need to institutionalize mutual cooperation in line with IPI’s mandate—highlighting that such partnership would meet the aspirations of the peoples of the MENA region and reinforce efforts to generate genuine tolerance and sustainable peace and development.
In September 2017 the EU updated its 2013 Cyber Security Strategy. The new version is intended to improve the protection of Europe’s critical infrastructure and boost the EU’s digital self-assertiveness towards other regions of the world. But the reformed strategy leaves open a number of questions as to how its objective of an “open, safe and secure cyberspace” will be credibly defended, both internally and externally. The EU has neither properly defined resilience or deterrence nor made sufficiently clear how it intends to overcome institutional fragmentation and lack of legal authority in cybersecurity issues. Moreover, controversial topics – such as the harmonisation of criminal law or the use of encryption – have been entirely omitted. Member states should abandon their standalone efforts and speed up the legal regulation of cybersecurity at the EU level.

Le présent rapport entend faire des propositions concrètes pour que l’innovation technologique puisse améliorer rapidement et efficacement la justice civile.
Ceci afin d’améliorer la vie des justiciables, mais également de faciliter le travail des professionnels de justice.
Trois étapes sont nécessaires :
Qu’il s’agisse du secteur marchand ou du secteur public, tout prestataire de services a besoin d’informations sur les attentes de ses usagers afin de déterminer les caractéristiques de son offre. Or, la justice s’est longtemps tenue à l’écart d’une telle analyse “économique” des attentes des justiciables.
Pour mieux appréhender les besoins des justiciables, le groupe de travail s’est appuyé sur une méthodologie innovante, qui met en évidence la dimension qualitative – et non uniquement quantitative – des attentes des citoyens.
Plusieurs sessions de discussion collective avec des usagers ont ainsi permis d’identifier les principales tendances : autorité, confiance, simplicité, loyauté, crédibilité, accessibilité, coût, temporalité, prévisibilité, humanité, praticabilité, efficience, effectivité et globalité.
Ces entretiens qualitatifs et les auditions menées auprès des experts du secteur nous ont permis d’identifier les domaines dans lesquels l’innovation technologique permet d’améliorer le fonctionnement de ce service public essentiel :
L’arrivée du numérique dans le champ de la justice est un mouvement profond qui demande la mobilisation de tous les acteurs concernés et une planification précise de la transformation souhaitée.
Une vision globalePour mener à bien cette modernisation, il est nécessaire de prendre en compte toutes les étapes de la vie d’un contentieux.
Il ne s’agit pas uniquement de réformer le fonctionnement du procès en tant que tel, mais de s’intéresser également à la période précédant le contentieux (prise de contact avec un avocat, saisine d’une juridiction, etc. ), ainsi qu’à celle lui succédant, c’est à dire l’exécution de la décision.
C’est pourquoi l’écosystème d’information numérique de la justice que nous souhaitons mettre en place doit s’intégrer dans le système d’information globale de l’Etat, afin de s’intégrer pleinement dans la vie des citoyens.
Une gouvernance adaptéeLa gouvernance de tout programme de transformation administrative est un élément central de sa réussite future.
Ainsi, nous recommandons de confier à une autorité unique le programme de modernisation. Celle-ci pourra prendre des décisions qui seront d’abord mises en oeuvre sur la base d’expérimentations dûment évaluées, avant généralisation.
Une transformation “agile”Afin de ne pas être distancé par les évolutions technologiques, le service public de la justice doit se doter des outils lui permettant de suivre l’innovation et d’y participer. Une direction “digitale” pourrait ainsi être créée. Elle aurait pour mission d’analyser les données de toute l’organisation judiciaire et de fournir à tous ses acteurs des indicateurs d’activité utiles.
Il convient également de confier à une équipe dédiée - regroupant des compétences variées - le soin de mener un dialogue continu avec les professionnels et les usagers de la justice, afin de suivre les évolutions technologiques et sociologiques du secteur.
Financer la transformationL’engagement de moyens financiers importants est indispensable pour réussir la transformation numérique de la justice. La mise en place des structures de gouvernance et d’expérimentation aura un coût non négligeable, de même que les besoins en formation liés à la numérisation ou les infrastructures à mettre en place. La transformation préconisée par notre rapport nécessite également d’augmenter la part des dépenses d’innovation dans le budget des dépenses informatiques du ministère de la Justice.
Pour être menée avec succès, la transformation numérique de la justice doit faire l’objet d’un plan d’investissement sur le long terme, dans le cadre d’une loi de programmation pluriannuelle pour la justice. Il conviendra également de faire preuve de flexibilité, de manière à prendre en compte les adaptations et réorientations qui ne manqueront pas d’arriver.
Afin de mieux appréhender les composantes de la demande des diverses catégories de justiciables, nous recommandons d’utiliser les techniques récentes permettant de rendre compte d’un point de vue qualitatif – et non uniquement quantitatif – des attentes précises des citoyens.

Nous proposons d’investir une autorité de haut niveau, chargée de l’élaboration et de la gouvernance des différents programmes de transformation numérique. De même, un organe consultatif indépendant pourra être mise en place, associant professionnels, futurs utilisateurs et experts, ayant pour mission l’exploration et l’expérimentation à des fins judiciaires des nouvelles technologies.
Les procédures d’expérimentation préalable devront être généralisées afin d’étudier l’impact sociologique, économique et financier des technologies mises en place.
Enfin, il est nécessaire de programmer à long terme les moyens budgétaires alloués à la transformation numérique de la justice dans un cadre suffisamment souple, permettant les réorientations en fonction de l’évolution des technologies.

With the participation of Miroslav Lajčák, President of the UN General Assembly, Bahrain hosted the World Entrepreneurs Investment Forum (WEIF) from October 31 to November 1, 2017. Nejib Friji, Director of IPI-MENA, chaired the First Plenary Session held under the theme of “Entrepreneurship for Development & Innovation Towards Achieving the Sustainable Development Goals” with an audience of hundreds of government officials, entrepreneurs, representatives of the private sector, financial institutions, regional and international organizations, government, and media.
Thanking the United Nations Industrial Development Organization (UNIDO) for organizing the event, Mr. Friji, in reference to the Sustainable Development Goals adopted by the UN General Assembly, stated that, “Entrepreneurship is not only critical to achieving the SDGs on economic growth, but it also catalyzes progress towards the twin goals of prosperity and peace.”
He drew attention to the fact that “regardless of social, political, religious or any other differences, the need and desire to prosper economically constitutes common ground between groups,” thus stressing that entrepreneurs are those who drive systemic change and foster inclusive growth in society. He quoted the example of Jusoor, an entrepreneurship program in Lebanon aimed at teaching the next generation of Syrian business owners to rebuild what the conflict has destroyed, with the long-term objective of encouraging sustainable development, and in turn, peace.
Mr. Friji stressed the importance of empowering women and further enabling their participation in the global entrepreneurial arena to not only actualize the SDGs, but to drive the exponential growth of the economic sector. He concluded by reiterating the importance of shaping “peaceful and resilient societies” by empowering youth, both men and women alike.

Making greater of use of the waters of the Congo could boost development across – and beyond – the region, but threatens to favour particular users’ interests at the expense of others. Within its enormous catchment area, the Congo is the dominant transport network and the lifeblood of the African rain forest, upon which millions depend for their livelihoods. Tapping the river’s resources could significantly improve the region’s water and food supplies, while its hydro-energy potential could theoretically satisfy the electricity needs of the entire continent. Plans to construct more major dams at the Inga Falls demonstrate that the ten Congo Basin states are pursuing common goals – but also having to deal with sharpening intersectoral conflicts. An inconsistent line on dam-building makes it harder for Germany to play a constructive role in these development processes.
Die deutsch-tschechischen Beziehungen geraten in eine komplizierte Phase. Nachdem in beiden Ländern die Parlamente neu gewählt worden sind, steht nun die Regierungsbildung an. Währenddessen ist neuer Schwung in die Diskussion über die Reform der EU gekommen, ohne dass Berlin oder Prag mit eigenen Vorschlägen an die Öffentlichkeit getreten wären. Bilateral wird das Thema zwar konstruktiv, aber nicht schlüssig behandelt. Vor allem die Konturen der tschechischen Europapolitik sind seit Jahren unklar. Um mehr als nur ein pragmatisches Nebeneinander zu sichern und einem Auseinanderdriften in der EU rechtzeitig entgegenzuwirken, müssen beide Seiten die europapolitische Dimension ihres Verhältnisses bewusst weiterentwickeln.
Zwei Jahre nach dem Pariser Klimagipfel ist die Euphorie über den diplomatischen Durchbruch und die Verabschiedung neuer Ziele – die Eindämmung des Temperaturanstiegs auf deutlich unter 2 Grad, möglichst sogar 1,5 Grad – weitgehend verflogen. Von zusätzlichem Ehrgeiz ist beim Klimaschutz seither wenig zu sehen. Ein Grundproblem liegt in der globalen Natur von Temperaturzielen, aus denen sich für nationale Politik und Wirtschaft nur wenig konkrete Handlungsanleitungen ergeben und die sich auch nicht dazu eignen, Klimaschutzmaßnahmen von Regierungen und Unternehmen zu bewerten. Schon im Rahmen des »facilitative dialogue«, der beim Bonner Klimagipfel vorbereitet wird und für 2018 geplant ist, sollte daher das dritte Klimaschutzziel von Paris als Maßstab ins Zentrum gestellt werden: das Erreichen von Treibhausgasneutralität in der zweiten Jahrhunderthälfte. EU-Kommission und Mitgliedstaaten sollten dieses Nullemissionsziel bei der Neuformulierung der Klima-Roadmap 2050 und der Verabschiedung einer langfristigen Dekarbonisierungsstrategie zum zentralen Orientierungspunkt machen. Dies würde die Chance eröffnen, die EU-Klimapolitik künftig sowohl ehrgeiziger als auch pragmatischer zu konzipieren.
