DCI shares French operational expertise with client navies

In addition to giving client armed forces access to a wide range of initial and ongoing training services, France also shares its vast operational know-how with partner countries. For over 30 years, this mission has fallen to DCI (Défense Conseil International), the French specialists in defence training, consultancy and support. Some 70% of DCI’s staff are serving or recently retired military personnel.

Trois établissements bancaires, et non des moindres, sont impliqués dans la fameuse disparition du milliard. À elles seules, la Caisse d'épargne, la Banque sociale et Unibank détiennent environ un tiers des actifs bancaires moldaves, y compris l'argent destiné aux retraites. En mai 2015, sous la pression de la rue, le président du Parlement moldave dévoile le rapport Kroll. Selon ce document, qui détaille les mécanismes de la fraude, la privatisation partielle, dès 2012, de ces trois banques au profit du jeune millionnaire Ilan Shor a largement facilité leur pillage. Selon ce même rapport, les 25 et 26 novembre 2014, juste avant les élections législatives, des crédits douteux de 13,5 milliards de lei (750 millions de dollars) sont transférés sur des comptes bancaires lettons via des compagnies moldaves et des sociétés extraterritoriales enregistrées au Royaume-Uni et à Hongkong. Quelques jours plus tard, au bord de la faillite, les trois banques passent sous la tutelle de la banque centrale, obligeant le gouvernement à assumer les pertes. Le procès de M. Shor, accusé de blanchiment et d'escroquerie, a commencé le 6 septembre. Le parquet a requis quinze ans de prison. Pendant ce temps, les contribuables continuent de rembourser les créances frauduleuses.

Expert group looks into protection of critical energy infrastructures for defence

On 17 October, the Protection of Critical Energy Infrastructures (PCEI) expert group, established in May of this year, met at the EDA under the chairmanship of the Hellenic Ministry of National Defence. The Ministries of Defence (MoDs) of Cyprus and Greece offered to take the lead on this project within the framework of the EDA.

Colonel Georgios Drosos, Head of the Infrastructure & Environment Department of the Hellenic MoD, was appointed as the group chairman. He stressed that the group’s main objective was “to assess how EU legislation on the Protection of European Critical Energy Infrastructure can be applied by the defence sector in a holistic way”.

Each and every part of defence critical infrastructure needs to be protected appropriately to ensure that the overall energy supply chain can function properly. As Colonel Drosos said, maintaining and improving regional energy security and sustainability within the EU will contribute to achieving this goal. The expert group’s chairman also stressed that possible shortfalls can be addressed by developing “projects of common interest for the defence sector”.

 

Collaboration between defence and research

To promote joint efforts and scientific collaboration between the defence sector and the research community, Professor Athanasios Konstandopoulos, chairman of the board of the Centre for Research and Technology Hellas (CERTH) was appointed as the co-chairman of the group. Professor Konstandopoulos pointed out that “the task of securing Energy Strategic Autonomy in a highly connected world presents challenges and creates opportunities for strengthening collaboration between the research community and the defence sector”. He called on stakeholders “to face the challenges and exploit the opportunities.”

To accomplish its goals, the PCEI expert group will use the expertise of EDA Member States’ Ministries of Defence, national academic and research centres as well as EDA’s partners: the European Commission DG ENERGY, Joint Research Centre, and the NATO Energy Security Centre of Excellence.

Air Commodore Peter Round, EDA Capability Armaments and Technology (CAT) Director, stated that “EDA aims through the PCEI Experts Group to identify common capability and research shortfalls and to address them collectively to help to achieve resilience of Armed Forces in Europe.”

Denis Roger, EDA European Synergies and Innovation (ESI) Director, emphasized that “in times of crises, it is imperative to ensure the continued availability of secure and sustainable energy supplies and we are glad that EDA can contribute to this vital work by exploring the defence element of critical energy infrastructure.”

The PCEI expert group is supported within EDA at an inter-directorate level (CAT and ESI) by CAT Project Officer Protect, Constantinos Hadjisavvas, and ESI Project Officer Energy and Environment Systems, Richard Brewin.

 

Way Ahead

The next PCEI experts group meetings will be hosted by Cyprus in January 2017 and by Greece in March 2017. The meetings will be open to all the participating Member States of the Agency, the Agency’s partners as well as other international organisations.

 

Background

Securing Energy Strategic Autonomy for European Defence (SESAED) is becoming more vital than ever for national and international security and economic prosperity due to the increased number of terrorist attacks, and the emerging threats from hybrid and asymmetrical warfare as well as vulnerability to the impacts of climate change and natural hazards across Europe.

Hence, Protection of Critical Energy Infrastructures was identified as one of the component areas to be examined as part of the Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS) which was jointly launched by the European Defence Agency (EDA) and the European Commission in October 2015.

In May 2016, the PCEI Experts Group was established to explore PCEI further from a defence point of view. The Cypriot and the Hellenic Ministries of Defence (MoDs) offered to take the lead on this project within the framework of EDA. In this effort academic and research support is provided by the KIOS Research Center, the Cyprus University of Technology, the European University Cyprus, the Centre for Research & Technology, Hellas CERTH and the National Technical University of Athens (NTUA).

The Committee on Foreign Affairs will hold debates with the Iraqi Foreign Minister Ibrahim Al-Jafaari on 19.10.16, and with the Prime Minister of Sri Lanka Ranil Wickremesinghe, on 20.10.16. The Committee will then vote on its non-legislative report on the implementation of the Common Security and Defence Policy, as based on the Council’s Annual Report to Parliament on the Common Foreign and Security Policy. The non-legislative report on establishing a European Defence Union will also be voted.

A Magyar Afrika Társaság (AHU) várja azon lelkes önkéntesek jelentkezését, akik szívesen írnának és jelentetnék meg cikkeiket az AHU éppen megújulás alatt álló honlapján. 

 

 

 

Az írások megjelenésére négy rovatban van lehetőség:

  1. Rövid hírek: Néhány mondatos hírmorzsák az aznapi afrikai aktualitásokról.
  2. Cikkek: 1,5-2 oldal terjedelmű cikkek a nagyobb volumenű afrikai aktualitásokról.
  3. Publikációk: 8-10 oldalas, szakmai jellegű afrikai témájú kutatómunka, bármely tudományterületről.
  4. Érdekességek Afrikáról rovat: „Kis Színes-Minden ami Afrika”, könyv- és filmajánlók, afrikai zene, képzőművészet, sport vagy akár gasztronómia.

A fent felsoroltakon kívül igyekszünk minden ötletnek teret adni, ezeken a kategóriákon kívül eső dolgokat is szívesen fogadunk (pl.interjúk), illetve örülünk, ha egy ember több kategóriában  is  kipróbálja magát!
Az egyetemistáknak eredményes együttműködés esetén –amennyiben kérik- igazolást állítunk ki a kötelező szakmai gyakorlat teljesítésről. Felhívásunk természetesen nem csak egyetemistáknak szól, minden- a fekete kontinens iránt érdeklődő-személy jelentkezését várjuk!

Making the most of Europe’s “saving graces”

No one would deny that these are difficult times for the European Union.

Sometimes deservedly, but often not, it is assailed by political disagreements among its members, policy differences over governance of the eurozone, and popular discontent (now intensified by the Brexit vote).

But the EU’s achievements in sixty years of progressive integration far outweigh its present shortcomings.

The Union can point to a wide range of activities where European solidarity and cooperation deliver benefits that no single member state could envisage alone. The snag – as ever – is that the EU fails to get the message across.

Five areas stand out. Each needs to be trumpeted. Each contributes substantially to a better quality of life in Europe while also helping to ensure that European countries maintain a competitive edge in the age of globalisation.

These “saving graces” encompass trade, technology, cultural identity, security and environmental leadership. The key question is how they can be further strengthened and more effectively communicated.

Although Europe’s share of accelerating global GDP is shrinking, the EU’s collective clout as the world’s top trading bloc remains an unparalleled asset.

Asia’s emerging economic giants are understandably eager to revise the post-World War 2 Bretton Woods arrangements that still favour the West, and the EU has a crucially important role to play. Europe’s credibility in this process is reinforced by decades of global leadership in development assistance, with two billion people raised out of poverty over the past quarter-century.

Europe’s researchers notch up half of all scientific breakthroughs around the world, and EU-wide funding and collaboration is an increasingly vital part of this achievement. Europeans are notoriously poor at turning their inventions into commercially successful innovations. The EU and its member states must raise their game in this area. Slowly but surely, the EU is directing more funding from its own and national budgets into high-technology sectors – those that will dominate the international economy and determine the winners and losers in the 21st century.

The days are long gone when Europeans’ national cultures were part of their colonialist armoury. Today the flow is if anything reversed, with Europe absorbing strong cultural influences from Asia, Africa and the Arab world. But the EU’s growing focus on the cultural affinities of its member countries is becoming vitally important.

The awareness and emulation of each other’s cultures marks an essential next step in Europe’s integration process, and in the information age the EU is well-equipped to promote this. EU-level policies should be the framework for a shared European culture – one that is capable of being strengthened by the arrival of migrants.

Ideas for an EU “Security Union” and even the creation of a “European army” are controversial. The European project eschewed a military dimension for almost half a century after the signature of the Treaty of Rome.

Now, a sense of vulnerability on its eastern and southern flanks, coupled with uncertainties over Russian assertiveness and American intentions, is pushing security up the EU agenda. Post-Cold War “peace dividends” sapped most EU countries’ defence capabilities, but now the consensus seems to be that collective security demands a common commitment to Europe’s own defence, and to the economic and political stability of its neighbours.

Last but not least, the environment. One of the EU’s best-known achievements has been its leadership on confronting climate change. That determination yielded the COP-21 global deal in Paris last year, which – although insufficient – is an important milestone. Environmental protection, like the other four areas of activity, is a long-term strategy that the EU has successfully pursued.

Now, Europe needs to underline all of its saving graces with greater vigour and clarity.
