SARAJEVO, 18 December 2015 – A three-day regional disaster risk reduction training course organized by the Office of the Co-ordinator of OSCE Economic and Environmental Activities and hosted by the OSCE Mission to Bosnia and Herzegovina, concluded today in Sarajevo.

The training course gathered 38 municipal representatives from Bijeljina, Goražde and Orašje in Bosnia and Herzegovina, and Bajina Bašta, Šabac and Priboj from Serbia - border regions that were severely affected by floods or are at high risk of flooding. Staff from eight Aarhus Centres in both countries also took part.

Participants discussed how to strengthen local partnerships, and raise capacities and resilience to natural hazards.

“Disasters are not limited to national boundaries,” said the Co-ordinator of OSCE Economic and Environmental Activities, Halil Yurdakul Yiğitgüden. “Sustainable management of natural resources can help reduce or eliminate disaster and conflict risk, as well as provide a strong platform for development, co-operation, stability and peace.”

Deputy Head of the OSCE Mission to BiH Alexander Chuplygin said: “Progress can be best achieved by maximizing public awareness and encouraging civilian participation in disaster preparedness and disaster risk reduction. We strongly believe that local communities and all their relevant members can play a vital role in strengthening the disaster resilience of a community.”

Đorđe Isaković, Secretary of the Šabac Municipal Council, said: “It is very important for us to exchange views, to think about the experiences of other regions in emergency situations, and understand that only together can we forestall and prevent future disasters.”

Assistant Mayor for Civil Defence from Goražde Samira Drakovac, said: “By learning about contemporary methods to tackle disaster risk in the local context, we have gained practical know-how that is applicable in our daily work.”

Darija Šajin of the Aarhus Centre in Novi Sad, Serbia, noted that the opportunity to meet municipal experts at the course would pave the way for improved co-ordination in this field.

Her counterpart in Sarajevo, Sabina Jukan, highlighted the need to strengthen the role that media play in reporting about disasters.

This training course was organized as part of the OSCE Project on disaster risk reduction and security in the OSCE Area, supported by the Governments of Switzerland and Austria.

On 18 December 2015, under the Luxembourg Presidency and subject to the European Parliament and Council formal vote, the Coreper (Permanent Representatives Committee) approved a final package on plant health. 

The Council and European Parliament representatives finalised the overall compromise during a trilogue meeting held on 16 December.

Tackling plant diseases 

The proposal on protective measures against pests of plants aims to address increased risks in that area, which stem from the emergence of new pests and diseases. It will also modernise instruments related to intra-EU trade or trade with third countries focusing on a risk-based approach. Better surveillance and early eradication of outbreaks of new pests are the tools which should be used to ensure plant health. 

Together with the regulation on animal health (which should be adopted soon) and the proposal on official controls (currently under examination in the Council), the draft regulation on plant health aims to strengthen the enforcement of health and safety standards for the whole agri-food chain.  

The next steps 

The European Parliament is expected to vote on the compromise text at a meeting of its Committee on Agriculture and Rural Development in late February. 

The Chairman of the European Parliament's Committee on Agriculture and Rural Development will send a letter to the Chairman of Coreper. The letter will indicate that if the Council adopts at first reading the compromise text as adopted by the European Parliament's Committee on Agriculture and Rural Development (after legal-linguistic revision), the Parliament plenary will adopt the same text at its second reading, without any amendment, and the legislative procedure will be concluded. 

This should enable the entry into force of the new plant health regulation by the end of 2016 and its application after a three-year period following the entry into force, during which the relevant pieces of secondary legislation will be adopted.

La Compagnie des Pêches de Saint-Malo et Euronor viennent de signer la commande d'un chalutier de 80 mètres au chantier Kleven. Le navire, classé Ice 1A, va être construit sur la base du design NVC 374 WP de Rolls-Royce sur le site de Myklebust du groupe norvégien. Il sera livré en septembre 2017. La Compagnie des Pêches de Saint-Malo, ex Comapêche, exploite actuellement les bateaux-usines Joseph Roty ( 90 mètres, 41ans ) et Grande Hermine (61 mètres, 30 ans).

Guten Abend. Heute haben sich die Staats- und Regierungschefs mit der Frage befasst, wie mit der Migrationskrise umzugehen ist. Alle Elemente einer Strategie liegen auf dem Tisch, aber es fehlt weiterhin an Lösungen, wenn es um Hotspots, Umsiedlung, Neuansiedlung und Rückkehr bzw. Rückführung geht. Vor allem gelingt es uns nicht, unsere Außengrenzen zu schützen. Aus diesem Grund haben die Staats- und Regierungschefs beschlossen, das Vorgehen in all diesen Fragen zu beschleunigen.

Nach meinem Dafürhalten betraf unsere heutige Debatte in ihren wichtigsten Teilen die Außengrenzen der EU. Nicht nur, weil ich seit dem Beginn dieser Krise immer wieder auf die Bedeutung der Kontrolle der Außengrenzen hingewiesen habe, sondern auch, weil wir ohne eine derartige Kontrolle als politische Gemeinschaft scheitern werden. Und ich spreche hier von potenziell ernsteren Auswirkungen als der Nicht-Erhaltung des Schengen-Systems. Heute Abend können wir etwas optimistischer sein, weil alle Staats- und Regierungschefs darin übereinstimmen, dass Schengen geschützt werden muss. In diesem Zusammenhang haben wir uns darauf verständigt, den Vorschlag der Europäischen Kommission zur Stärkung der Außengrenzen der EU – einschließlich der Schaffung eines europäischen Grenzschutzes – rasch zu prüfen. Die Minister sollten ihren Standpunkt bis Juli festlegen, aber die breite Zustimmung der Staats- und Regierungschefs bedeutet, dass Europa in Zukunft nicht weiterhin Gefahren ausgesetzt sein wird, weil die Schengen-Grenze ungenügend geschützt ist.

Heute Abend habe ich auch von Frontex eine gute Nachricht erhalten, nämlich dass mit Griechenland eine Vereinbarung getroffen wurde, wonach bereits im Dezember ein Soforteinsatzteam für Grenzsicherungszwecke entsandt wird. Dies ist ein weiteres Indiz dafür, dass wir nun begonnen haben, die richtigen Maßnahmen zum Schutz der Außengrenzen zu treffen.

Zur Frage des Vereinigten Königreichs haben wir beim Abendessen substanzielle und konstruktive Beratungen geführt. Vor dem Treffen wollte ich nicht zu dramatisch klingen, aber ich denke, dass es heute Abend um Alles oder Nichts ging. Premierminister Cameron hat seinen Standpunkt im Einzelnen dargelegt und ist dabei insbesondere auf die Vorteile und die Frage der Freizügigkeit eingegangen. Er hat seine Forderung nach einem Modell, das sich auf vier Jahre stützt, dargelegt und bekräftigt, dass er für alternative Lösungen nur dann offen sei, wenn damit dasselbe Ziel erreicht wird. Die Staats- und Regierungschefs haben ihre Bedenken geltend gemacht, gleichzeitig aber auch ihre Bereitschaft bekundet, sich um Kompromisslösungen zu bemühen. Ausgehend von dieser konstruktiven Debatte haben wir uns darauf verständigt, uns gemeinsam um Lösungen für alle vier von Premierminister Cameron genannten "Körbe" zu bemühen. In Bezug auf sämtliche "Körbe" liegt noch viel Arbeit vor uns. Zunächst werden wir eng mit dem Vereinigten Königreich und der Kommission zusammenarbeiten. Im Vorfeld der Tagung des Europäischen Rates im Februar werde ich dann den Staats- und Regierungschefs einen konkreten Textvorschlag unterbreiten.

Der Europäische Rat wird morgen um 10.00 Uhr erneut zusammentreten, um über die Stärkung der Wirtschafts- und Währungsunion und der Energieunion sowie die Terrorismusbekämpfung zu beraten. Ich danke Ihnen.

This morning, we had a serious political discussion about completing the Economic and Monetary Union. The European Central Bank President Mario Draghi also joined us and has stressed the need for progress. We have one clear message from our debate: there is no time for complacency in reforming the eurozone. We stand ready to take difficult decisions on banking union and economic governance in the coming year. Our ministers will work rapidly and report to us next June.

We congratulated President Hollande on the historic success of COP21 in Paris and assessed progress on building the Energy Union. We discussed the conditions that need to be met by major energy infrastructure projects. What we have agreed is that any new infrastructure should be fully in line with Energy Union objectives, such as reduction of energy dependency and diversification of suppliers, sources and routes. Not to mention the obvious obligation that all projects have to comply with all EU laws, including the third Energy Package. This is a clear condition for receiving support from the EU institutions or any Member State - be it political, legal or financial.

I cannot finish without a word of appreciation for Prime Minister Bettel and his team. Xavier, I think I can speak for all leaders when I say that the Luxembourg Presidency was outstanding with very hard work done on the migration crisis, Passanger Name Record and data protection. It was an extremely efficient presidency. Thank you, Xavier, and most sincere congratulations.
