Vingt-cinq professionnels des bibliothèques et centres de lecture participent, du 29 septembre au 3 octobre à Porto-Novo, à une formation consacrée à la construction et à la gestion des collections documentaires.
La Bibliothèque nationale du Bénin (BnB) veut faire évoluer les pratiques des professionnels du livre et de la lecture. C'est dans cette perspective qu'un atelier se tient depuis mardi 29 septembre 2026 à Porto-Novo, avec l'appui de l'Organisation internationale de la Francophonie (OIF).
L'atelier porte notamment sur la sélection des ouvrages, la constitution de collections pertinentes et la valorisation de la production éditoriale béninoise.
Sélectionnés à l'issue d'un appel à candidatures, les 25 participants venus de différentes localités du pays échangent pendant cinq jours autour de la politique documentaire. L'objectif est de les doter de méthodes leur permettant de mieux répondre aux besoins des publics fréquentant leurs structures.
Pour le directeur général de la BnB, Koffi ATTEDE, cette formation s'inscrit dans une ambition plus large de repositionnement de l'institution dans la chaîne du livre et de la lecture.
Plusieurs chantiers ont été annoncés, notamment la modernisation du dépôt légal, l'élaboration d'une bibliographie nationale complète, la mise en place d'une plateforme statistique de la chaîne du livre et le développement d'une Bibliothèque numérique nationale.
La valorisation du livre béninois figure également parmi les priorités évoquées. L'enjeu est notamment de favoriser une meilleure présence, dans les collections, des auteurs et productions éditoriales nationales, ainsi que des différentes expressions de la diversité culturelle du Bénin.
Pour l'OIF, représentée par Marie Isabelle BA, les bibliothèques publiques, communautaires et associatives doivent pouvoir devenir des espaces davantage adaptés aux attentes des lecteurs.
Les échanges engagés à Porto-Novo doivent ainsi permettre aux professionnels de confronter leurs expériences et de renforcer leurs pratiques.
La formation intervient alors que la BnB prépare également un plan stratégique de développement pour la période 2027-2033, en lien avec la vision Bénin 2060 Alafia.

Fatuma Makame learned to farm seaweed in the shallow water where her parents worked. These days, she grows it farther from shore.
In the shallows, warmer water has left the crop more vulnerable to poor growth and disease. Conditions can be better farther out, but working there requires a boat, equipment, and the skills to handle deeper water. Makame joined Mwani Zanzibar Mamas—a cooperative union that obtained a boat and farming gear. She has since reported larger, more reliable harvests.
The decision she faced is becoming familiar to seaweed farmers along Zanzibar’s coast: move the crop, if they can afford to, or keep planting where it has become harder to grow.
A new assessment of the world’s oceans gives that local difficulty a wider context. The 10th Copernicus Ocean State Report, released today (September 30), describes an ocean absorbing more heat, rising along coastlines and becoming more acidic. It was produced by Mercator Ocean International through the European Union’s Copernicus Marine Service.
“The ocean is transforming before our eyes: warming, rising seas and ecosystem degradation are interconnected signs of significant and long-term change. It is our responsibility to build the permanent capacity to anticipate this transformation,” said Pierre Bahurel, director-general of Mercator Ocean International.
According to the report, the global ocean absorbed an additional 23 zettajoules of heat in 2025 — roughly 40 times the energy the world consumed that year. Global mean sea level rose by an average of 3.8 millimetres a year between 1999 and 2025; the rate was 4.2 millimetres a year from 2012 to 2025. The report also says the ocean became approximately 17 percent more acidic between 1985 and 2025.
Those are global measurements. They do not describe the water at Makame’s farm or explain the result of any one planting season. But Zanzibar’s seaweed farmers have had to contend with warmer water for years.
Across Unguja and Pemba, seaweed provides income for thousands of households, many of them headed or supported by women. Farmers tie seedlings to lines, tend them in the water, then harvest and dry the crop for sale. A poor harvest can leave less money for food, school fees and the next planting.
The Food and Agriculture Organization has documented how warmer water can inhibit seaweed growth and make it more susceptible to disease. Moving farms into deeper, cooler water presents other difficulties: stronger currents can damage the crop, and many farmers cannot swim or lack the equipment to work there safely. Low prices further limit what they can spend on changing their methods.
Tanzanian marine scientist Narriman Jiddawi has documented related problems farther south, on Songo Songo Island. In one study commissioned by the Institute of Marine Sciences, she recorded unusually warm water and signs of disease at shallow farming sites that had been abandoned.
“Farming is failing in many cultivation sites in shallow intertidal areas where it used to grow well,” she said. Their measurements were taken at Songo Songo, not at Makame’s farm in Zanzibar.
The Copernicus report also examines the ocean territories of small island developing states. It finds that all their exclusive economic zones have experienced ocean warming since 1960. About 65% of their combined ocean area has been exposed to accelerating sea-level rise since 1999. Among the Indian Ocean members of that group, the figure is 33%
Zanzibar is part of Tanzania, rather than a separate small island developing state, so those percentages are not figures for the archipelago. The findings nevertheless speak to risks faced by island communities whose incomes and homes depend on the sea.
“Small Island Developing States are experiencing multiple dimensions of ocean change at once. Nearly two-thirds of their ocean territories are exposed to accelerating sea-level rise, while warming seas are increasing pressure on coral reefs, fisheries and coastal communities,” said Karina von Schuckmann, director of the Copernicus Ocean State Report.
“For island states, ocean change is not a distant environmental issue; it is an immediate economic, development and security challenge – and a warning of what many other coastlines will face in the future.”
For fishing families, the condition of coral reefs is one concern. Reefs provide habitat for fish and help reduce the force of waves reaching shore. Severe heat can cause corals to bleach, and repeated episodes can hinder their recovery.
The report finds that about a quarter of threatened coral reefs within the ocean territories of small island developing states experienced accumulated, mortality-level heat stress for at least one month between 1982 and 2025. That is a finding for those states collectively, not an assessment of Zanzibar’s reefs.
There is local evidence of damage. Researchers from the State University of Zanzibar examined reef observations spanning 1992 to 2016. They found severe declines in hard coral cover following the El Niño events of 1998 and 2016, though the extent of change differed substantially between reefs.
Heat is only one of the pressures on them. Pollution and damaging fishing practices can make recovery harder. Reducing those local pressures will not cool the Indian Ocean, but it may improve the prospects for reefs that survive a period of extreme heat.
Rising seas pose a separate challenge to coastal settlements. A World Bank assessment identifies Zanzibar and mainland Tanzania’s coast as vulnerable to erosion, flooding and damage to infrastructure and marine habitats.
For authorities deciding where to protect homes or restrict construction, measurements of tides, storms, reefs and mangroves need to be considered alongside what residents know about places where water already reaches houses and roads.
Through the Agriculture and Fisheries Development Programme, seaweed farmers in Unguja and Pemba have received training in planting, handling and processing. Improved drying racks and solar dryers help keep harvested seaweed away from sand and rain, reducing losses after it comes ashore.
Other farmers are exploring additional sources of income. FAO has trained seaweed farmers on Zanzibar’s east coast in sea cucumber cultivation. That work requires suitable sites, equipment and buyers and will not suit every household.
Financial protection is being explored as well. The United Nations Development Programme, Zanzibar’s disaster management authorities and the Ministry of Blue Economy and Fisheries are developing a climate-risk insurance proposal for seaweed farmers in Unguja and Pemba. It remains a proposal. Its usefulness will depend on which losses it covers, what farmers must pay, and how quickly they can settle a claim.
For Makame, the cooperative’s boat and gear made it possible to try farming farther offshore. Other farmers still work the shallows. Whether they can follow her depends on access to equipment, training and a way to bear the risk if a new method fails.
The Copernicus report tracks changes across decades. On Zanzibar’s coast, a farmer must decide where to put her next lines of seaweed.

A szolidaritás jegyében több ország küldöttei is elhagyták a termet Netanjahu beszéde előtt, bár ez cseppet sem hatotta meg az izraeli kormányfőt. Az Európai Unió részéről António Costa hangsúlyozta, hogy az ENSZ-nek továbbra is központi szerepet kell betöltenie a multilaterális rendszerben, ehhez azonban egy hatékonyabb és eredményesebb ENSZ-re van szükség.

Szeptemberben megjelent jelentésében az ENSZ nicaraguai emberi jogi szakértői csoportja (GHREN) megállapította, hogy Daniel Ortega és a felesége, Rosario Murillo (társelnök), által vezetett kormány rendszerszintű emberiesség elleni bűncselekményeket követett el állampolgáraival szemben. További aggodalmakra ad okot, hogy az ENSZ közgyűlési felszólalásában a nicaraguai külügyminiszter megerősítette, hogy országa szövetségre lép Oroszországgal a „fasizmus elleni harcban” és méltatta a BRICS-országok növekvő erejét a nyugati befolyással szemben.

Szeptemberben számos esemény történt a Távol-Kelet térségében, ezek közül ebben a hírfigyelőben a Kínával kapcsolatos hírek fognak a középpontba kerülni. A Reuters nemzetközi hírügynökség 2026. szeptember 3.-ai beszámolója szerint a kínai Természeti Erőforrások Minisztériuma a múlt hónapban felmérést végzett Tajvantól keletre fekvő vizekről, amely állításuk szerint segít majd „egyetlen térkép” létrehozásában a területi tervezéshez és az erőforrás-gazdálkodáshoz. Tajvan folyamatos tengeri provokációnak tekinti a hajókkal elvégzett méréseket és figyelemmel kíséri a további, valamint az ehhez hasonló műveleteket.
Szeptember közepén került megrendezésre az éves védelmi fórum a pekingi Hsziangsanban. A kínai katonai vezetés várhatóan felvázolja globális biztonsági céljait, amelyen új felhívást fog intézni a többpólusú világon belüli szorosabb nemzetközi együttműködésre, de valószínűleg burkolt támadásokat is fog intézni az Egyesült Államok és szövetségesei ellen.
2026. szeptember 21-én, hétfőn Kína kizárta a Kommunista Pártból és a hadseregből két magas rangú katonai vezetőt, Zhang Youxia-t és Liu Zhenlit. Az esetről egy hivatalos közleményt is kiadtak, amelyben hűtlenségre, korrupcióra és más súlyos fegyelmi vétségekre hivatkoztak.
Donald Trump amerikai elnök és Hszi Csin-ping kínai elnök 2026. szeptember 24-én találkozott Washingtonban, a kínai államfő szeptember 23–25. közötti hivatalos állami látogatásának keretében. Ez volt a két vezető második csúcstalálkozója 2026-ban, a májusi pekingi találkozójuk után. A felek többek között egyeztettek a korábbi kereskedelmi megállapodások végrehajtásáról és a kereskedelmi fegyverszünet fenntartásáról, Tajvanról, a mesterséges intelligenciáról és más további technológiai mechanizmusokról, ritkaföldfémek és egyéb meghatározó kritikus nyersanyagokról és nem utolsó sorban a nemzetközi helyzetről, középpontban Iránnal.
A CBS News beszámolója szerint a csúcstalálkozó nem hozott jelentős áttörést, de az elemzők szerint a szorosabb együttműködés felé tett lépések fontosak voltak. Kína és az Egyesült Államok megállapodott egy mesterséges intelligenciával kapcsolatos incidensek kezelésére szolgáló csatorna létrehozásában, valamint egyetértési megállapodást ír alá a válságkommunikáció megerősítéséről és a két hadsereg közötti válságok megelőzéséről.

A tajvani sajtót aggodalommal töltötte el Trump túlságosan üzleties diplomáciája és a fegyvereladási tárgyalások miatt. A tajvani kormány már hónapok óta vár egy 14 milliárd dolláros fegyvercsomagra, amelyet Trump nyíltan alkualapként használ a Pekinggel folytatott tárgyalások során. A feszültséget tovább fokozta, hogy az amerikai nagykövet szerint Trump a találkozón felvetette Hszi Csin-pingnek, nem akar-e Kína amerikai fegyvereket vásárolni. Bár az amerikai diplomaták gyorsan leszögezték, hogy a tajvani politika nem változott, és eszük ágában sincs Kínát fegyverezni, ezek a megnyilvánulások bizonytalanságot szülnek. Ezzel párhuzamosan Tajvan határozottan elutasította a Fehér Ház azon történelmi narratíváját, miszerint Kína az USA szövetségese volt a második világháborúban ezzel emlékeztetve az USA-t, hogy a Kínai Köztársaság harcolt az amerikaiak oldalán, nem pedig a kommunisták.
Amíg Washington és Peking a csúcstalálkozót követően megállapodott egy 60 milliárd dolláros kereskedelmi csomag kölcsönös vámcsökkentéséről (ami kínai háztartási cikkeket és amerikai mezőgazdasági termékeket, például szóját és baromfit érint), az elemzők megnyugtatták Tajpejt, hogy az USA nem fogja háttérbe szorítani Tajvant. Egy amerikai elemző szerint Tajvan a félvezető- és az MI-szervergyártásban betöltött globális szerepe miatt túlságosan értékes az amerikai gazdaság számára ahhoz, hogy az USA feláldozza néhány mezőgazdasági vagy kereskedelmi megállapodásért cserébe. A tajvani és amerikai szakértők szerint a fegyverszállítások jelenlegi késlekedése nem a tajvani támogatás gyengülését jelzi, hanem sokkal inkább az amerikai hadiipar gyártási nehézségeit, valamint a diplomáciai feszültségkezelést szolgálja a kínai-amerikai találkozók idején. Bár Washington hivatalos irányvonala stabil maradt, a tajvani tudósok arra figyelmeztetnek: a szigetországnak folyamatosan résen kell lennie, mivel Donald Trump kiszámíthatatlan, személyes döntéseken és üzleti logikán alapuló megközelítése bármikor váratlan kihívások elé állíthatja a tajvani-amerikai kapcsolatokat.

Au terme d'une audience au Palais Royal de Rabat, mardi 29 septembre 2026, Fatima Ezzahra El Mansouri, ex maire de Marrakech et ancien ministre de l'aménagement du territoire national, de l'urbanisme, de l'habitat et de la politique de la ville, est nommée cheffe du gouvernement. Elle devra à ce poste, constituer une nouvelle équipe gouvernementale.
Pour la première fois dans l'histoire du Royaume du Maroc, une femme accède au poste de cheffe de gouvernement. Fatima Ezzahra El Mansouri (50 ans), coordinatrice de la direction collégiale du Parti Authenticité et Modernité (PAM), a été nommée au terme d'une audience au Palais Royal de Rabat, par Sa Majesté le Roi Mohammed VI.
Sa nomination intervient dans un contexte marqué par la victoire du PAM aux élections législatives du 23 septembre, et conformément aux dispositions de l'article 47 de la Constitution.
La nomination de Fatima Ezzahra El Mansouri s'inscrit également dans une évolution progressive de la place des femmes dans la vie publique marocaine.
Depuis le début du règne de SM le Roi Mohammed VI, plusieurs réformes ont contribué à renforcer leur présence dans les sphères juridique, économique, sociale et politique.
La réforme de la Moudawana, adoptée en 2004, a constitué une étape importante dans l'évolution du droit de la famille. Sept ans plus tard, la Constitution de 2011 a consacré, dans son article 19, le principe de l'égalité entre les femmes et les hommes dans la jouissance des droits et libertés civils, politiques, économiques, sociaux, culturels et environnementaux. Cette dynamique s'est également traduite par l'accès progressif des femmes aux postes de responsabilité. En 2000, Zoulikha Nasri était devenue la première femme nommée conseillère du Roi.
La nouvelle cheffe de gouvernement marocain est avocate de profession. Fatima Ezzahra El Mansouri, née le 3 janvier 1976 à Marrakech, a occupé par le passé les postes de maire de Marrakech, plusieurs fois députée au Parlement marocain, puis ministre de l'aménagement du territoire national, de l'urbanisme, de l'habitat et de la politique de la ville dans le gouvernement d'Aziz Akhannouch.
