The European Parliament's election observation missions aim at strengthening, in third countries concerned by elections or referendums, the legitimacy of national electoral processes, increasing public confidence in elections, avoiding electoral fraud, better protecting human rights and contributing to conflict solution.
Elections are one of the defining bases of a functioning democracy.
Actions supporting transparent, inclusive and participatory elections can make a major contribution to democratization, peace, security and conflict prevention around the world, particularly in fragile, post-conflict or developing regions.
The EU's commitment to stepping up its efforts to promote democracy was reiterated in the Strategic Framework and Action Plan on Human Rights and Democracy adopted by the Foreign Affairs Council in 2012. The Action Plan included a plan for a more systematic follow-up to the reports of EU election observation missions (EOMs), so as to support the full electoral cycle. This hearing will address the link between human rights and democracy support (via elections) based on the experience of the EoM deployed by the EU.
