EDA Chief Executive Jorge Domecq met with Miloš Bizjak, the State Secretary at the Ministry of Defence of the Republic of Slovenia, to exchange views ahead of the June 2015 European Council and to discuss Slovenia’s participation in EDA projects. 

Slovenia sees a central role of EDA in coordinating, supporting and promoting cooperative defence projects, and expects added value in better implementing proposals to enhance capability development. Priority should be on development of capabilities, including niche capabilities, in accordance with the operational requirements at the national, EU and NATO levels.

“Slovenia appreciates the efforts of the EDA and welcomes the discussions ahead of the next 2015 European Council on defence. It is of vital importance that smaller industries and entities have better access to the European defence market. Inclusion of small and medium-sized enterprises in the market will help reduce fragmentation, increase competitiveness and provide opportunities for joint access and performance on the market”, said State Secretary Miloš Bizjak.

“The current security environment requires Europe to send strong signals confirming its commitment to defence. What European defence needs today is political will and a strong, innovative and competitive defence industry to secure our strategic autonomy. The further development of the defence industry requires among others common capability programmes and investment in research and technology. 
In this respect, the European Defence Agency remains a strong instrument at the disposal of Member States. One way we can support Slovenia, its defence industry and especially small and medium sized enterprises is for example in facilitating access to markets in Europe through EU funding and market information The discussions by Heads of States and Government in June should give an important boost and top-level guidance”, said Jorge Domecq during his visit in Ljubljana.

The visit included meetings with other high-level officials of the Slovenian Ministry of Defence as well as the Chamber of Commerce and Industry of Slovenia. It is part of a series of visits by Mr. Domecq to all EDA Member States following his appointment as EDA Chief Executive and ahead of the Ministerial Steering Board on 18 May 2015. So far, Mr. Domecq visited Spain, Lithuania, Latvia, the United Kingdom, Belgium, Germany, Portugal, the Netherlands, Ireland, France, Romania, Bulgaria, and the Czech Republic.

A „Komplex vállalati technológiafejlesztés mikro-, kis- és középvállalkozások számára” című konstrukció keretében 116,67 millió forint vissza nem térítendő uniós támogatást nyert el a STRULIK Zrt. A vállalat a közel 291,68 millió forint összköltségű projektje során az újonnan épült porfestő üzeméhez szükséges berendezésekkel bővítette eszközparkját.

A Strulik Zrt. tevékenysége három területre osztható: a légtechnikai tűzgátló szerkezetekre, melyek szinte egyedülállóak országunk légtechnikai kínálatában, a szellőzéstechnikai termékekre, amelyek teljes körűen kiegészítik a szellőző-csővezetékekhez szükséges szerelvények piaci igényeit, valamint a zománcozott kályhacsövekre.

A cég a légtechnikai termékeket Németországba és Franciaországba exportálja, a zománcozott termékeket a hazai piacon, Szlovákiában és Romániában értékesíti. A vállalkozás anyacége a Strulik GmbH, mely jelentős résztvevő a légtechnikai-, „hangtalan” légtechnika és a tűzvédelem légtechnikai piacokon. A hódmezővásárhelyi gyártóbázis jó minőségben és magyar hozzáadott értékkel valósítja meg a német, magas műszaki tartalmú fejlesztéseket.

Tekintettel arra, hogy a vállalkozás folyamatos fejlődés alatt áll, a mostani fejlesztés is egy másik projekthez, a telephely-fejlesztési pályázat keretében megépült új csarnok építéséhez kapcsolódott. Az új csarnokra egyrészt a korábbi zsúfoltság megszüntetése miatt, másrészt egy új porfestő üzem létrehozása miatt volt szükség. A porfestő üzemhez szükséges berendezések jelen projekt keretében kerültek beszerzésre. A Strulik Zrt. célja a beruházással az volt, hogy saját keretein belül tudja megoldani termékeinek porfestését, így ezzel költséget takarítson meg.

A felületkezelés másik oldalát, a KTL technológiát azért kívánták alkalmazni, mivel ebből kapacitáshiány mutatkozott, és a saját termékeik felületkezelésén felül korszerű és környezetkímélő kapacitást tudnak ezzel biztosítani a környékbeli üzemeknek. A kapacitások kiépítésével exportpiaci lehetőségeiket bővítették, valamint szakképzett munkaerőt is alkalmaznak az új berendezésekhez, továbbá új számítógépeket és szoftvereket vásároltak, különös tekintettel a CAD gépészeti tervező szoftverre.

A 116 671 191 forintos támogatást elnyert, 291 677 978 forint összköltségvetésű fejlesztés 2013. március 18-án indult és 2015. március 15-én zárult.

A címe elég semmit mondó megint, de nehéz is megragadni egy mondatban, amiről írni akarok.

2006 óta követem kívülállóként a Parlament külügyi és honvédelmi bizottságának munkáját. Jó nem teljesen kívülállóként, mert az elmúlt években volt szerencsém a jegyzőkönyvek olvasása mellett részt venni nyilvános üléseken, sőt az a megtiszteltetés ért (talán többször), hogy meghívott szakértőként, HM-es, külügyes és KFH-s arcokkal együtt kommentálhattam afganisztáni folyamatokat. Írtam egy-egy szakértői anyagot az évek során.

Az évek során az a meglátás alakult ki bennem, hogy ez a két parlamenti bizottság (lehet a többi, de azokat nem ismerem), messze nem él azokkal a lehetőségeivel, amelyekkel élhetne a nyilvánosság biztosítása tekintetében.

Politológiát tanultam és tanultunk a parlament egyik szerepéről, mint a politikai nyilvánosság biztosításának eszközéről. Ezek a fejezetek általában arra vannak kihegyezve, hogy a parlamentnek ellenőriznie kell. Persze, igen, de tudjuk mi van akkor, ha az egyik oldal vizsgálni akar, vagy ellenőrizni: a másik oldal szabotálni fogja.

Ami nekem hiányzik a tankönyvek leírásából és a gyakorlatból, az az a funkció, amelynek révén a bizottságok információkat kérhetnek ki a kormánytól adott szakpolitikai döntés előkészítése kapcsán: Nem azért, hogy rajtakapják valami mulasztáson, hanem azért, mert hozzájuk képviselőkhöz másképp viszonyul a bürokrácia, mintha egy mezei ember kérdez.

Itt a konkrét példa, hogy lehessen érteni, miről is magyarázok.
Dánia tavaly szeptemberben, Magyarország tegnap döntött arról, hogy katonákat küld Irakba. Mindkét esetben a kormánynak a parlament jóváhagyását kellett kérni a döntéshez, s a javaslat a szabályoknak megfelelően átfutott a honvédelmi bizottságon keresztül.

A magyar dokumentum itt található, az indoklás rész 3/4 oldal, hat bekezdés, kb 2400 karakter. Elvileg ennyiből tudnak tájékozódni a bizottság tagjai, ha nem hallgatják meg a zárt ülésen a minisztert, a hírszerzést, TEK-et, stb. A lényeg, hogy ennyi marad a nyilvánosságnak is. Szerintem (ezt tényleg nem tudom) a bizottság kérhetné, hogy alaposabb indoklást fűzzenek a határozati javaslat mellé. Mit tartalmaz az anyag?

Mindössze 8 sor (egy bekezdés) a helyzet leírása Irakban. Ennyi, és ennyi elég a képviselőknek. Ha én lennék parlamenti képviselő, ezer kérdésem lenne. Utána egy bekezdés a jogi megalapozásról, egy bekezdés, hogy mire kaptunk felkérést és egy bekezdés, hogy mire kér a kormány felhatalmazását.

Nézzük meg a dán parlament honvédelmi bizottságához benyújtott anyagot. Ismétlem, ez nyilvános, fent van a neten. Dánul van a cucc természetesen, úgyhogy google fordítót használok angolra, az egész megbízható.

Az indoklás 2,5 oldal, kis betűkkel, 16.000 karakter, a magyar indoklás 6-7 szerese. Mit lehet ennyit írni? Először is, majd egy oldal hosszan leírja az eseményeket, amelyek 2014 szeptemberéhez (a döntés ideje) vezettek, mi az Iszlám Állam, mennyi halott és menekült, az iraki kormány először mit bénázott, majd hogyan váltott irányt, új miniszterelnök, segítségkérés, stb.
Végül ezek fontos részletek lehetnek azoknak a döntéshozóknak, akik a katonáikat, a harcmezőre küldik, nem?

A III-as pont megint egy jó oldalon keresztül részletezi, hogy mit küldenek, hányat, milyen feladatra, például::
The military contribution consists of three components: an F-16 fighter aircraft, which will include up to approximately 140 people. A staff consisting of up to about 20 people. And finally a capacity-building contributions, incl. logistics contributions expected to include up to approximately 120 people. The Danish contingent will consist of four operational F-16 combat aircraft and up to three F-16 fighter aircraft in logistical reserve. The contribution will include include liaison and staff officers at relevant headquarters. F-16 contribution will cover up to a total of about 140 people, with the exact number including will depend on on the specific location and command structure. In addition, will be in establishing the troop on an air base in the region be a need for temporary secondment of additional people to unpack, setup, creation of communications and workshops, etc. The Danish aircraft will be deployed in the full spectrum of air operations within Iraqi territory, which could involve participation in both the information gathering as offensive air operations.

Vannak még további érdekes pontok, de nekem nyilvánvalóan ez kedvencem, amikor a dán katonai hírszerzés ebben ismétlem nyilvános dokumentumban rövid értékelést ad a biztonsági helyzetről. Ha nálunk kinyitja a száját a katonai hírszerző egy bizottsági meghallgatáson, akkor 10 évre titkosítják az ülés jegyzőkönyvét minimum. Nekem csak kevés személyes élményem van, hogy mi hangzik el ilyenkor, de ezek alapján elmondhatom, hogy az info 90 százalékát én is tudtam, 5 százaléka pedig olyan kvantitativ adat volt, amelyet csak azért nem tudtam, mert nem állt rendelkezésemre elemzői, humán és technikai, kapacitás.
De miért ne adhatna egy ennyire általános - de mégiscsak valamilyen - értékelést egy hírszerző szervezet nyilvánosan (mindjárt  bemásolom)? Azt hiszem itt a rossz magyar (kelet-európai) beidegződés, és a politikai elit felé meglevő bizalmatlanság lehetnek az okok (de minden egyéb tippet várok), amiért ennyire általánosságokat mondanak a hírszerző szervek egy nyilvános meghallgatáson.

(Ok, ez így nem igaz. Nagyon sok mindent mondtak, amikor hallottam, top quality elemzések voltak, csak nekem nem tartalmaztak sok újdonságot Afganisztánról. Ez egyrészt jó, mert azt jelenti, hogy ők is azt gondolják, amit a világ szakértői krémje, másrészt az is igaz, hogy nem mentünk bele Baghlan tartomány faluvezéreinek, tálib sub-commanderjeinek az CV-jébe, amiről ők sokkal többet tudtak, mint én).

Nézzük tehát a dán katonai hírszerzés értékelését:
VII. Defence Intelligence Service (FE) have provided the following threat assessment for coalition forces: Generally speaking, the security situation locally change very fast throughout Iraq. The threat of ISIL against coalition forces in regions and cities, which is controlled by ISIL is VERY HIGH. The threat of fire from helicopters and planes, located near combat operations throughout Iraq, HIGH below 5,000 feet (AGL). The threat of shelling of all aircraft flying in Iraqi airspace are generally AVERAGE below 5,000 feet (AGL). FE further assesses that the threat of shelling of aircraft flying over 5,000 meters (AGL) throughout Iraq, is LOW. The threat of indirect and direct fire in Iraq is HIGH in areas of combat. In areas where there is direct combat, including Baghdad city, the threat from indirect and direct shelling MEANS. In areas that are not threatened by ISIL, the threat from indirect and direct fire LOW. The threat of terrorism in Iraq, including the threat of detention, kidnappings and IEDs, is HIGH. The threat of civil unrest Iraq is MEDIUM. The threat of attacks with improvised chemical weapons in Iraq is MEDIUM in areas of combat operations and in areas controlled by ISIL. In other areas there is the threat of attacks using improvised chemical weapons 
LOW. The threat of espionage in Iraq is HIGH. The threat from Iraq security forces is LOW. However assesses FE that the threat from insider attacks among the Iraqi security forces are MEDITERRANEAN. The threat of terrorism directed against the Defenders in Denmark is MEDIUM.

A FE a dán katonai hírszerzés bár ott egy kicsit másképp van a rendszer. Az ország határain túl, minden hírszerző feladatot a katonai hírszerzés csinál (tehát a nem katonait is). Elhárítási a polgári titkosszolgálat (PET) tevékenységének a része, akkor is katonákról van szó.

A szöveg maga katonásan velős és áttekinthető. Egy ilyen szöveg 1. megnyugtathatja az állampolgárt és képviselőt, hogy a hírszerzésük, képben van, mindenre figyel, képes prognózisokat felállítani (az nem elég a bízalomhoz, hogy tudjuk, hogy tudják) - ergo nyugodtabb mindenki, mert nincs homályban tartva. 2, nem árul el semmilyen érdemi titkot, mert több kevesebb sikerrel egy civil elemző is össze tudna rakni egy ilyet. Most hirtelen több érv nem jut az eszembe.

El kell mondjam, hogy Dánia szakértőktől hallottam egy olyan verziót a határozati javaslat "bőbeszédűségére", hogy ott mindig koalíciós kormányok vannak gyenge parlamenti többséggel. Azaz a kormány adott minisztere részéről mindig kényszer van a konszenzus (parlamenti többség) megteremtése érdekében, és azért kell bőkezűen bánnia az infokkal, hogy senki ne mondhassa azt (ésszerű keretek között), hogy "ha nem kapok elég infot, akkor nem szavazom meg!" Nem tudom, szerintem a brit parlament meg persze az amerikait látva, nekem az a benyomásom, hogy  nyugaton a dolgok transzparensebben mennek. Ez az utóbbi egy valós szempont lehet, de nem csak azért informálnak mert kell. Ha nem tennék, a parlamenti képviselők és a sajtó magától is elkezdenek kérdéseket feltenni.

Summa summarum: Javaslom a két magyar parlamenti bizottságnak, hogy ők a jövőben ők is kérjenek az ilyen katonai missziók mellé, egy hasonlóan rövid és velős biztonsági értékelést, hogy a közvélemény is jobban informált legyen, meg a képviselők is, és ne csak a magamfajta szakértők okoskodására kelljen alapozniuk a véleményüket. Precedens, mint látjuk van rá a szakmaibb megoldásra.

Utóirat: Ez a jelenség nem kormányfüggő, hanem struktúrális. Érdemes kihangsúlyoznom az esetlegesen idetévedő kommentelők miatt. Szekeres miniszter annak idején  szeretett PPT prezentációkat tartani a honvédelmi bizottság előtt, ez tény, én is élveztem, mert informatív volt. De maguk a beterjesztések missziók indítására ugyanilyen rövidek, sőt gyakran rövidebbek, semmitmondóbbak voltak.

Alain Le Roy, who took office as Secretary General of the European External Action Service (EEAS) last month, visited the European Defence Agency on 9 April. He held discussions with EDA Chief Executive Jorge Domecq and EDA Directors on the Agency’s priorities for the upcoming European Council in June.

During his visit, the EEAS Secretary General exchanged views with the Agency’s top team ahead of the EDA Steering Board in May and the June European Council, where EU leaders will address defence issues and where the EDA will report on the progress being made since the December 2013 Council.

Alain Le Roy also met EDA teams and received briefings on some key work strands by the Agency’s project officers, with topics including support to operations, maritime surveillance and military airworthiness.

Mais après tout, le sort de ses soldats est peut-être le cadet de ses soucis.
Quant aux joyeux élèves de la Spéciale, le cabinet du ministre vient de leur offrir, sans le savoir, un cadeau inespéré. Ils savent désormais qu'une secte d'idéologues faillis vivant ses derniers jours s'attache à détruire les enseignements ramenant les hommes de terrain à la réalité. Mais en se prétendant  indépendante de la vérité, cette secte est devenue la risée de l'opinion. C'est elle qui la détruira.
Et puis, après tout, pour de jeunes élèves-officiers, l'interdit ne reste-t-il pas  le meilleur moyen de faire ouvrir un livre ? Si tu ne viens pas à Saint-Cyr, Saint-Cyr viendra à toi...On ne lâche rien !

Chinese Z-18 Medium Transport Helicopter

(Own report) - Saudi Arabia is using German fighter planes to wage its aerial warfare in Yemen. This has been reported in several Arabian Peninsula news articles independently from one another. According to these articles, the Eurofighter, which German arms manufacturers have played a significant role producing, are being used to carry out so-called precision bombing of the Houthi rebels. The Saudi-led aggression coalition, which is receiving military and intelligence aid from the USA, is also politically supported by Berlin. This war, causing a humanitarian catastrophe, is geostrategic in nature. Saudi Arabia's ruling clan and the West are seeking to prevent Iran from gaining influence through the Houthis on the Arabian Peninsula. However, it is unclear whether the Houthis are even acting in Iran's interests. But, according experts, it is clear that the Al Qaeda network, whose Yemeni wing claimed responsibility for the terrorist attacks in Paris last January, will be the main beneficiary of this war. The West - Germany included - is deliberately risking al Qaeda's reinforcement.

Riddle me this, fellow Republicans. An NBC survey April 9 reports that a huge majority (70%) of Americans doubt that Iran will abide by any agreement to limit its nuclear arms–but a majority (54%) still think Obama will do a better job than the Republicans in dealing with Iran!
A majority of Americans – 54 percent – trust Barack Obama to do a better job handling an agreement with Iran over its nuclear program, compared to 42 percent who say they trust the Republicans in Congress. But nearly 7 in 10 Americans say that Iran is not likely to abide by the agreement that has been reached.Fifty-three percent think Iranian nukes are a "major threat," and only 37% think they are a "minor threat." Most Americans, in short, think Iran is a major threat to American security and think that Obama's nuclear deal is a joke–but they still want Obama in charge of the negotiations, not us.

Maybe NBC made the numbers up. Maybe a proofreader got the numbers reversed. And maybe pigs will sprout wings.
Most Americans don't trust Republicans on matters of war and peace.There is a much simpler explanation: Most Americans don't trust Republicans on matters of war and peace. Not after the nation-building disasters in Iraq and Afghanistan, that is. Why should they trust us? Our leadership has never admitted it made a mistake. Sen. Ted Cruz, to be sure, had the gumption last fall to say that "we got too involved in nation-building" and that "we should not be trying to turn Iraq into Switzerland"–and was excoriated for his trouble by the Bushies. The Republican mainstream is too busy trying to defend the Bush record to address the distrust of American voters.
One gets weary and grows shrill sounding the same note for a decade. I wish the problem would go away. A couple of weeks ago a friend who served in senior defense positions in the Bush administration remonstrated, "Why do we have to worry about what mistakes were made back then?" The American public doesn't remember a lot, but it does remember the disruption of millions of lives after the deployment of 2.6 million Americans in Iraq and Afghanistan–not to mention 6,000 dead, 52,000 wounded in action, and hundreds of thousands of other injuries.
The Republican mainstream is too busy trying to defend the Bush record to address the distrust of American voters.That's why Obama still has the upper hand, and is likely to succeed in selling out American and allied interests to the mullahs. His trump card is the repeated statement: "The alternative is war." That may or may not be true; over at Asia Times' "Chatham House Rules" blog, several former senior officials of the Reagan administration are debating the merits of a military strike. But an air strike on Iran's nuclear facilities surely is an option.
Former Israeli prime minister Ehud Barak had it exactly right: an airstrike on Iran's nuclear facilities isn't war. It's half a night's work, a pinpoint operation comparable to the killing of Osama bin Laden. But our leaders won't say this, because the prospect of military force conjures up fears of a million Americans going back to war.
Republicans need a clear and simple policy about the use of force: We will use force only when we and our close allies are under threat. We will use the kind of force that least exposes Americans to harm. We will not sacrifice the time, let alone the lives, of American soldiers to fix the problems of other countries. I recommend that Republican candidates read Angelo Codevilla's 2014 book To Make and Keep the Peace, and then ask Prof. Codevilla to design a bumper sticker for them.
It's hard to know whether to laugh or cry, or both, and in what order. Here we have the least competent president in American history bungling a decisive foreign policy matter in full view of the public, and bungling so badly that 7 out of 10 Americans think that any agreement we make with Iran will be a piece of garbage–and Americans still want Obama to handle the negotiations! That is not only injurious. It is humiliating.
How much more humiliation at the hands of the public do we need before we straighten out and fly right?
