Over the last five years, there have been seven Proton carrier rocket failures. The latest took place on May 16, when a Proton-M was to deliver cargo to the ISS, but after reaching space lost its telemetry contact with Earth and began spinning out of control, burning up in the atmosphere a few days later after falling from an uncontrollable orbit.

There are 17 F-15’s exhaust engine nozzles in this image.

The photo in this article was posted by the 48th Fighter Wing on their FB page. It shows at least 17 complete exhaust engine nozzles for the F100-PW-220 and F100-PW-220-229 engines of the F-15C, D and E jets based at RAF Lakenheath, UK.

You can clearly see the typical convergent-divergent profile of the axially symmetrical exhaust nozzles, the nozzle actuators and the titanium actuating rods.

Noteworthy, unlike many other supersonic aircraft’s jet engines, the PW-220 and -229 are “exposed” and lack the so-called “Turkey Feathers” cover plates. These covers were removed in the 1970s to make maintenance easier on U.S. Eagle jets; the Israeli F-15Is, that are equipped with the same engines, or the F-15K Slam Eagles (the Strike Eagle version for the Republic of Korea Air Force) still use them.

The one depicted in the image must be a part of the Engine Shop of the 48th CMS (Component Maintenance Squadron), one of the units of the 48th FW, responsible for on-equipment and off-equipment maintenance and accessory repair of F-15C, F-15D, F-15E and HH-60G aircraft.

According to the unit’s Factsheets, among all the other things, the 48th CMS also manages equipment calibrations and intermediate level maintenance on F-15C, F-15D, F-15E and C-130 avionics line replaceable units; F-15E, F-16, and A-10 LANTIRN navigation, targeting and reconnaissance pods as well as F100-PW-220 and F100-PW-220-229 engines.

VIENNA, 19 May 2015 – Possible measures and actions to prevent and counter extremism and radicalization that lead to violence will be the focus of an OSCE Security Days event in Vienna on Thursday, 21 May and Friday, 22 May 2015.

The event will provide a forum for open discussion for participants to look at how the media, education, inter-religious and inter-cultural dialogue, and the empowerment of women and youth can effectively contribute to reducing tensions and turning vulnerable individuals away from radicalization.

Each session will feature a dynamic, moderated panel discussion among high-level participants, with an opportunity for questions and answers from the audience.  Active participation is welcome and encouraged: comments and questions can be sent prior to and during the event via Twitter @osce, using the hashtag #secdays and on Facebook.  

Organizations taking part include the UN Alliance of Civilizations, the Union for the Mediterranean, the Network of Religious and Traditional Peacemakers, the King Abdullah International Center for Interreligious and Intercultural Dialogue, and the Anna Lindh Foundation, among others.

The entire event is open to media and will be streamed live at www.osce.org/live.  

The Night Owl session will focus on the role of media in helping to prevent radicalization that leads to terrorism. It will provide an opportunity for media members to contribute to and engage directly as active stakeholders in a security dialogue involving governments and international organizations.

The Night Owl session will take place on Thursday, 21 May 2015, from 18:00 to 19:30 in theSegmentgalerie I at the Hofburg Conference Centre (first floor). 

The Security Days conference will be held on Friday, 22 May 2015 from 9:00 to 18:30, in the NeuerSaal at the Hofburg Conference Centre (second floor).

L’ouvrage« Le Ben Laden du Sahara » ne se présente pas comme étant la biographie du chef jihadiste, Mokhtar Belmokhtar, mais plutôt sous la forme d’une chronique partant sur les traces de celui qu’on surnomme « l’insaisissable ». L’auteur, mauritanien, est correspondant et collaborateur de plusieurs médias européens. Il a séjourné dans le Nord du Mali en 2012. A la fin de l’ouvrage, il présente le récit de faits qui ont été repris dans le film Timbuktu : l’instauration de la Charia à Timbuktu, et notamment la condamnation de Moussa Ag Mohamed, un éleveur touareg coupable de l’assassinat d’un pêcheur noir, après un incident provoqué par ses vaches. L’auteur, Lemine Ould M. Salem, a été mis en relation avec le porte-parole de Belmoktar au moment où il apportait son aide à la préparation du documentaire du cinéaste Abderrahmane Sissako qui par la suite est devenu un long métrage.

L’ouvrage s’ouvre sur le procès de l’exécution, le 24 décembre 2007, de trois membres de la famille Tollet et d’un ami de la famille, que l’auteur qualifie de « premier attentat jihadiste antifrançais commis dans le Sahel ». Cet assassinat entraînera la délocalisation du rallye Paris-Dakar, et son onde de choc résonne encore aujourd’hui. Le récit concernant le « Borgne » croise l’histoire contemporaine de la zone sahélo-saharienne. Lemine Ould M.Salem relate en effet le parcours de ce jihadiste et, parallèlement, l’émergence du jihadisme dans la région. En suivant la route de Mokhtar Belmokhtar, ce sont  les différents acteurs de la crise actuelle que nous rencontrons. L’auteur revient tout d’abord sur les influences exercées sur le jihadiste et tente de retracer son itinéraire, en commençant par l’Afghanistan, puis l’Algérie et le Mali. Il serait, depuis l’opération Serval, en Libye. Il y aurait pris épouse dans une famille puissante de la même manière qu’il il l’avait fait, dix ans auparavant, car Mokhtar Belmokhtar prépare et sait construire et entretenir des réseaux qui le protègent. Il avait ainsi tiré bénéfice de son mariage avec une adolescente issue d’un clan appartenant à une influente confédération tribale des Brabiches, située entre le Maroc, la Mauritanie, le Mali et l’Algérie. L’auteur évoque ainsi le premier groupe constitué par Mokhtar Belmokhtar - la Brigade du martyre - mais également ses relations avec le GIA puis le GSPC, le rapprochement entre le GSPC et Al-Qaïda, la naissance des groupes AQMI, Ansar Dine et du MNLA. Lemine Ould M.Salem relate aussi les coulisses des négociations des prises d’otages de Robert Fowler, envoyé spécial du secrétaire général de l'Organisation des Nations unies (ONU), Louis Guay et leur chauffeur, Soumana, en décembre 2008, ainsi que l’assassinat de Vincent Delory et d’Antoine de Léocour, en janvier 2011, et la prise d'otages d'In Amenas en janvier 2013.
Mokhtar Belmokhtar n’est pas un jihadiste opportuniste attiré par l’appât du gain. Il tient à réaliser, précise-t-il, un objectif : « étendre la « guerre sainte » dans le Sud algérien, et au-delà, dans l’ensemble du Sahara ». Ainsi, l’auteur relativise les rumeurs décrivant l’émir comme un contrebandier de cigarettes qui lui vaut le surnom de « Mister Marlboro ». Il n’existerait en effet aucune preuve du financement du terrorisme par ces trafics. Certes, il était en contact avec des contrebandiers et  aurait effectivement fait du trafic de carburant ou de produits subventionnés en Algérie, mais aucune preuve n’attesterait d’un quelconque trafic de drogue ou de cigarettes : « cette réputation de trafiquant de cigarettes ou de drogue a en fait été inventée par les services algériens, puis reprise par leurs homologues des pays du Sahel » d’après un haut responsable cité par l’auteur. Un point de vue dont se défend le protagoniste lui-même, dans une interview citée à plusieurs reprises pour la revue en ligne de l’ex-GSPC : Majallat al-Jamaa. Lemine Ould M.Salem connaît indéniablement cette région et nous invite à le suivre dans cette quête impossible du plus célèbre émir du Sahara. Il a pu toutefois rencontrer des proches de Mokhtar Belmokhtar ainsi que des jihadistes condamnés. Ses sources sont très souvent – et pour cause - anonymes : un « haut responsable », un « fin connaisseur des affaires algériennes », une « source sécuritaire sahélienne ». Pour réaliser cette enquête, riche d’informations, il a eu accès à ce qu’on appelle des « sources grises » (procès-verbaux d’auditions, comptes-rendus d’enquêtes). La restitution dans le livre de ces éléments fait du travail de Lemine Ould M.Salem un ouvrage précieux pour une meilleure connaissance de la bande sahélo-saharienne.

A polgármester mai sajtótájékoztatóján bejelentette, hogy a napokban Marosvásárhelyen tartózkodik a németországi Ilmenau város küldöttsége, akikkel annak lehetőségéről és módjáról tárgyal, hogy hogyan lehetne a műszaki képzés német modelljét gyakorlatba ültetni Marosvásárhelyen. A polgármester azt nyilatkozta, hogy szeretné, ha megvalósulna, hogy az ilmenaui műszaki egyetem szaktanárai képzéseket tartsanak a Petru Maior Műszaki Egyetemen, és az itteni tanárok is továbbképzőkön vehessenek részt Ilmenauban.

A képviselőház költségvetési bizottsága elfogadta azt a módosító javaslatot, amely szerint a nyertesek számát 100-ra korlátoznák. Abban az esetben, ha több személy tud felmutatni a sorsolás paramétereinek megfelelő pénztári nyugtát, akkor ezek körében újabb sorsolást szerveznek, és kiválasztják azt a 100 kasszabont, amelynek tulajdonosa pénznyereményt kap. A pénzügyminisztérium azért módosítaná a nyugtalottó szabályait, mivel az első sorsolás nyereményalapján több mint 18 ezren kell osztozzanak, és a szaktárca attól tart, hogy a túl alacsony nyeremény nem motiválja majd a vásárlókat, hogy elkérjék a kasszabont, és így nem ér célt a kezdeményezés, azaz nem fog csökkenni az adócsalás. A nyugtalottó második sorsolását június közepén tartanák.

Az eseményre ma délután 5 órától kerül sor a Köpeczi-Teleki házban. A szervezők várnak minden marosvásárhelyit, akit érdekel a város zöld övezeteinek helyzete. Holnap délután pedig a vár környéki fakivágásokról és a vár felújítási tervéről tartanak lakossági fórumot. Az eseményt Soós Zoltán városi tanácsos, a Maros megyei Múzeum igazgatója hirdette meg. A lakossági fórum holnap délután öt órától kezdődik a várban, a múzeum épületében. A résztvevők megismerhetik a vár területrendezési tervét, amelynek részét képezi a Vársétány átalakítása is, hiszen itt egy piacteret és egy a turisták számára fenntartott leállósávot szeretnének kialakítani. Múlt héten erre a tervre hivatkozva vágták ki a Vársétány egy fáját, Soós Zoltán szerint azonban a fát meg lehetett volna menteni, mivel a szakbizottság szerint ez nem zavarta volna a forgalmat.

Az IMF szakértői a készenléti hitelmegállapodásról tárgyalnak a kormány képviselőivel, illetve azokról a fontos intézkedésekről, amelyeket a következő hónapokban készül bevezetni az ország, így az élelmiszerek áfájának júniusi csökkentéséről, illetve az új adótörvénykönyvben megjelenő módosításokról, adók és illetékek csökkentéséről. Az IMF küldöttség május 26-ig tartózkodik az országban. Románia 2013-ban egy 2 milliárd eurós készenléti hitelt vett fel az IMF-től, a hitelszerződés idén szeptemberben jár le.

A Csókfalva, Atosfalva és Székelyszentistván helységneveket turisztikai céllal helyezték ki tavaly, ezekből a településekből jött létre ugyanis Hármasfalu 1950-ben. A prefektus a táblák eltávolítását kérte április elején azzal az indoklással, hogy a forgalom biztonságát zavarja. Ekkor magánterületre helyezték ki a táblákat, de a prefektus további akadékoskodását a történelmi helységnevek visszaállításával szeretnék rendezni Makfalva elöljárói. Az önkormányzat vállalná a személyi igazolványok cseréjének költségét. A történelmi helységnevek hivatalosítását az RMDSZ Maros megyei elnöke is támogatja, korábban a szövetség elvetette ezt a kezdeményezést. Brassai Zsombor azzal érvelt a prefektusnak, hogy a történelmi nevek fontosak az ott lakó közösség számára, és élnek a köztudatban, ezért nem kellene használatukat korlátozni.

Séance plénière : Les députés ont appelé les États membres de l'UE à respecter l'objectif consistant à consacrer 0,7% de leur revenu national à l'aide publique au développement (APD) et à fixer un calendrier pour atteindre cet objectif d’ici 2020, dans une résolution adoptée ce mardi. De plus, ils ont souligné la nécessité de mobiliser les ressources nationales de manière efficace dans les pays en développement en tant que source clé de financement.

Nachdem ihr Chef Bernd Lucke die Gründung eine neuen, neoliberal orientierten Partei "Weckruf 2015" angekündigt hatte, ließen die Co-Vorsitzenden Frauke Petry und Konrad Adam seinen Zugang zum Mail-Verteiler der Partei sperren.

Plenary sessions : MEPs urged EU member countries to respect their Official Development Assistance (ODA) target of 0.7% of national income and to set timetables for reaching it by 2020 in a resolution adopted on Tuesday. They also stressed the need to mobilise domestic resources efficiently in developing countries as a key source of financing.
