Alarmed by ongoing harassments of journalists and social media activists, the Chair of the Subcommittee on Human Rights, Pier Antonio Panzeri (S&D, IT) made the following statement: “Press freedom is one of the fundamental freedoms enshrined in universal human rights instruments such as the Universal Declaration of Human Rights. Press and media freedom is also one of the core freedoms guaranteed by the European Charter of Fundamental Rights..." Full text below

Highlights - DROI Chair reiterates EU's opposition to death penalty over recent executions in Iran - Subcommittee on Human Rights

On recent executions in Iran, the Chair of the Human Rights Subcommittee, Pier Antonio Panzeri (S&D, IT) stated: "I am deeply shocked and saddened over reports that at least 18 prisoners were executed over the past week in Iran and several more were transferred to solitary confinement awaiting execution. I reiterate the EU's unwavering opposition to the capital punishment in all cases and under all circumstances, fully shared by the European Parliament..." For full text see link below

Latest news - Next DROI Meeting - Subcommittee on Human Rights

The next meeting of the Subcommittee on Human Rights will take place on Tuesday 15 May 2018 from 9.00 - 12.30 and 14.30 - 18.30 in meeting room ASP 3G3.

Representatives of NGOs as well as other organisations are requested to accede to the EU Transparency Register and follow the procedures therein for access to the European Parliament.

Study - Targeted sanctions against individuals on grounds of grave human rights violations – impact, trends and prospects at EU level - PE 603.869 - Subcommittee on Human Rights

Sanctions are one of the tools utilised to address human rights violations. They are also an increasingly prominent tool in the European Union’s foreign policy. International sanctions policy is part of a global trend towards individualisation: rather than affecting the state as a whole, bans nowadays are targeted at individuals identified as responsible for the abuses. The present study analyses the evolution of targeted sanctions regimes imposed by the EU, as well as by the UN, against individuals on grounds of gross human rights violations. It focuses on the most recent developments in international sanctions practice. It provides recommendations on how this tool could be further developed at EU level, making reference to the option of adopting a Global Magnitsky-type legislation allowing for the designation of human rights abusers worldwide.

Discriminatory legislation is the focus of the hearing and specifically recent developments in the area of legal protection of women and girls against sexual violence. All laws on sexual violence have been developed, drawing on concepts of human rights and gender equality, but these are not uniformly applied in all countries.
The relevant international legal conventions will be presented and there will also be specific country examples aiming to provide a basis for understanding the dynamics underpinning the positive ongoing developments in the protection of women and girls.

Human rights and discriminatory legislation against women and girls, in particular regarding sexual violence

Highlights - Exchange of views on the World Press Freedom Day (3 May) - Subcommittee on Human Rights

World Press Freedom Day is celebrated on 3 May. DROI takes this occasion as an opportunity to discuss the alarming situation concerning the freedom of media. According to a survey of Freedom House, only 13% of the world’s population enjoy a free press – that is, a media environment where coverage of political news is robust, while safety of journalists is guaranteed, state intrusion in media affairs is minimal, and the press is not subject to onerous legal or economic pressures.
Europe is confronted with challenges as well. Dismissing journalists for political motives and shutting down independent newspapers cannot be tolerated in democratic countries. We strongly condemn the brutal assassinations of investigative journalists that recently took place in Malta and Slovakia earlier this year and last year.

The World Press Freedom Day commemorates, appreciates and celebrates those people who fight for our values of freedom of speech, human rights and democracy. We are proud to pay tribute to them with this exchange of views.
