To mark World Refugee Day at the European Parliament, the LIBE, DEVE, and DROI Committees are jointly hosting an exchange of views, focusing on forgotten crises as well as the importance of inclusion and finding solutions for displaced people who have found refuge in a foreign country.
Members will have the opportunity to hear and discuss with a panel of guests composed of Mr Bahati Mnyci, originally from the Democratic Republic of Congo and a refugee in Zimbabwe since 2003, who is now completing a Master's degree in Italy and will share his lived experience of forced displacement as well as the impact education has had throughout his life; Ms Yasmine Rockenfeller, Chief of Global Issues Unit in the UNHCR Brussels office; as well as Mr Francesco Luciani, Head of Unit for "Migration and Forced Displacement" in the Commission's Directorate-General for International Partnerships and Ms Esther Pozo Vera, Head of Unit for "Asylum" in the Commission's Directorate-General for Migration and Home Affairs.

Highlights - Exchange of views with Natallia Pinchuk, wife of Ales Bialiatski - Subcommittee on Human Rights

In association with the Delegation for relations with Belarus On 28 June, DROI Members will welcome Natallia Pinchuk for an exchange of views on the human rights situation in Belarus. This will be the first opportunity for the DROI Subcommittee to pay tribute to her and her husband Ales Bialiatski, Sakharov Prize and Nobel Peace Prize laureate, for their commitment to defending human rights and democracy in Belarus.

Members will also discuss how to end impunity and hold accountable those responsible for serious human rights abuses committed by the Belarusian regime. As co-founder and head of the Human Rights Centre "Viasna", Ales Bialiatski has worked tirelessly and at risk of his life to advance the rights of Belarusians since Soviet times. He was awarded the Sakharov Prize in 2020 as part of the Belarussian democratic opposition and the Nobel Peace Prize in December 2022, together with the Russian human rights organisation Memorial and the Ukrainian Center of Civil Liberties. In March 2023, he was sentenced to ten years in prison in a politically motivated trial.

Official side event to the Syria Brussels VII Conference "Supporting the future of Syria and the region"
On 23 May the Subcommittee on Human Rights, in association with the Delegation for relations with the Mashreq countries, will hold an official side event to the Syria Brussels VII Conference 2023, focusing on the tragedy of the hundreds of thousands people forcibly disappeared in Syria. Members will hear from international organisations and victims' associations about their quest for the creation of an international mechanism dedicated to clarifying the fate and whereabouts of persons believed to be missing in Syria.

The Subcommittee on Human Rights will hold a hearing to assess the state of rights and freedoms in Cuba, including the effects of the embargo, on Tuesday, 23 May. The hearing will allow for an in-depth discussion on the recent human rights developments in Cuba. Furthermore, the Subcommittee will look into the effects of the embargo on the country. A large spectrum of speakers from different backgrounds will contribute to the debate.

In-Depth Analysis - Assessment of the implementation of the human rights clause in international and sectoral agreements - PE 702.586 - Subcommittee on Human Rights

This study examines the EU’s policy on human rights clauses in its international agreements since 2014. It focuses on the inclusion of human rights clauses in framework agreements, in line with the 2009 ‘Common Approach’, and how these clauses apply to more ‘specific’ agreements between the parties in sectoral agreements. It also looks at human rights clauses in sectoral agreements, especially sustainable fisheries partnership agreements and financing agreements, contrasting these with timber and selected investment agreements. The study emphasizes the importance of proper monitoring and enforcement to ensure compliance with human rights norms. It makes several recommendations including ensuring consistent coverage of human rights clauses across all types of agreements, clarifying their scope and giving consideration to making specific reference to newer human rights, tailoring benchmarks to individual countries, expanding the remit of Domestic Advisory Groups, and exploring additional avenues for reporting potential violations, similar to the Single Entry Point mechanism. It also recommends expanding the ‘general exceptions’ routinely included in trade and investment agreements to allow parties to take measures, not otherwise permitted by the agreement, to implement their human rights obligations.
