The European Defence Agency was established under a Joint Action of the Council of Ministers on 12 July, 2004, to support the Member States and the Council in their effort to improve European defence capabilities in the field of crisis management.

The Forum of the Caribbean Group of African, Caribbean and Pacific (ACP) States (CARIFORUM) is the body that comprises Caribbean ACP States for the purpose of promoting and coordinating policy dialogue, cooperation and regional integration, mainly within the framework of the Cotonou Agreement between the ACP and the European Union and also the CARIFORUM-European Community Economic Partnership Agreement (EPA).

EU Ministers of Education, Culture, Youth, Sport and Communication meet on 20-21 November 2017 in Brussels to discuss a wide range of topics. During the Youth session ministers aim to reach a general approach on the European Solidarity Corps, as well as adopt conclusions on Smart Youth Work. Education ministers then discuss the renewed EU agenda for higher education, as well as school development and excellent teaching. On the second day, the Culture session focuses on the adoption of conclusions on promoting access to culture via digital means with a focus on audience. During the final session on Sports, ministers adopt conclusions on the role of coaches in society and close up the meeting with a resolution on further developing the EU Structured Dialogue on sport.

EU Ministers of Foreign and European Affairs meet on 20 November 2017 in Brussels to start preparations for the December European Council. Also on the agenda are the interinstitutional agreement on better law-making, the Commission's work programme for 2018, and the 2018 European Semester roadmap. In addition, the Council is adopting conclusions on cybersecurity.

The European Union participates for the first time in the 31st ASEAN Summit in Manila. The summit takes place on 13 and 14 November 2017 and marks the 50th anniversary of the foundation of ASEAN and coincides with the 40th anniversary of EU-ASEAN dialogue relations. The EU is represented by Donald Tusk, President of the European Council.

EU Ministers of Foreign Affairs and Defence meet on 14 November 2017 in Brussels to discuss Africa-EU relations. Over lunch, foreign ministers are joined by defence ministers to discuss security and defence. Defence ministers are then discussing EU-NATO cooperation with NATO Secretary General Jens Stoltenberg. The European Defence Agency's steering board meeting with the Defence ministers is taking place after the Foreign Affairs Council (defence). On the sidelines of the Council, those member states who intend to join the permanent structured cooperation (PESCO) are expected to jointly sign the notification letter addressed to the Council and the High Representative.

The agenda also includes the ongoing negotiations with Mexico and Mercosur as well as the state of play of preparations of the free trade agreement with Japan.

EU Finance Ministers of the eurozone meet on 6 November 2017 in Brussels to discuss euro area aspects of the banking union as well as public investment in human capital. Afterwards, in an inclusive format, ministers are preparing for the December Euro Summit, covering topics such as the completion of the banking union and fiscal governance in the euro area.

EU Finance Ministers meet on 7 November 2017 in Brussels to discuss with their EFTA counterparts from Iceland, Liechtenstein, Norway and Switzerland how to make economic growth inclusive. At a breakfast meeting, Ministers are assessing the economic situation. They are also discussing the EU's common candidate for the position of secretary general of the World Customs Organisation. Afterwards, the Council is called on to agree on proposals to revamp VAT rules so as to better support electronic commerce and online businesses. Financial supervision and encouraging capital market integration are also on the agenda.  The Court of Auditors is presenting its annual report on management of the EU budget, on the basis of which discharge of the 2016 budget is to be decided.
