EU Finance ministers meet on 23 May 2017 in Brussels. They are called on to agree on a new system for resolving double taxation disputes, and expected to adopt rules on 'hybrid mismatches' between tax systems. The Council is discussing the in-depth reviews of macroeconomic imbalances in the member states.

They are also expected to adopt conclusions on setting the EU's priorities for the fight against serious and organised crime between 2018 and 2021.
EU Ministers of Foreign Affairs and Defence meet in Brussels on 18 May 2017 to take stock of the implementation of the EU Global Strategy in the area of security and defence and adopt conclusions in this regard. They are expected to discuss the progress achieved in the implementation of initiatives agreed in the Council conclusions of 6 March 2017. The Council is also discussing EU-NATO cooperation. Over lunch, defence ministers are discussing counter-terrorism together with interior ministers. The meeting is preceded by the European Defence Agency (EDA) steering board.

Another topic of discussion is the review of the Eastern Partnership, ahead of the ministerial meeting to take place on 19 June in Luxembourg and of the Eastern Partnership Summit foreseen on 24 November in Brussels.
Turkey is a candidate country for EU membership following the Helsinki European Council of December 1999. Accession negotiations started in October 2005. Turkey’s accession process is set to move forward with the opening of a new chapter on financial and budgetary provisions on 30 June 2016.
