UN peacekeeping operations have a vital role to play in protecting and promoting civic space. Shrinking civic space undermines human rights, generates instability, and impacts the ability of missions to execute their mandates. Supporting civic space is also connected to core areas of missions’ work, including support to political processes, the protection of civilians, and the promotion of human rights.

This paper identifies how missions are contributing to the protection and promotion of civic space and the obstacles they face in doing so. It identifies how civic space has been reflected in mission mandates and analyzes whether the inclusion of explicit language on civic space has an impact on the work undertaken by missions. It also explores how missions have sought to protect and promote civic space and examines the challenges they face when engaging in these activities.

Despite these challenges, the paper concludes that peacekeeping missions have unique advantages in protecting and promoting civic space, such as their ability to protect civilians and connect civic space initiatives to broader political mandates. Yet their efforts are not always part of a common strategy for promoting and protecting civic space. The paper offers four considerations to help guide future exploration of the topic:

• Policymakers should consider the utility of adding explicit language on civic space to mission mandates and weigh the risks and benefits.
• Missions should consider how to connect the dots between their different efforts related to civic space.
• Missions that have implemented more systematic approaches to monitoring civic space should gather lessons on whether and how this monitoring has impacted their ability to respond to civic space restrictions.
• The UN should improve reporting on the collective impact of activities related to civic space to illustrate the role missions play and their comparative advantages.

The European Defence Agency (EDA) and the European Investment Bank (EIB) Group have reinforced their partnership to boost financing for Europe’s security and defence capabilities. 

Building on the Memorandum of Understanding (MoU) signed in 2018, the updated agreement was signed on 3 October 2024 during an informal meeting of National Armaments Directors at EDA in Brussels.

The enhanced MoU will enable both organisations to identify financing needs for collaborative defence projects involving EU Member States and their defence industries to support capability developments, research, development and innovation (RDI), technology, and infrastructure in the area of security and defence in the EU. It will also better address the financing needs of collaborative defence projects in areas such as RDI, involving EU Member States and their defence industries.

A key feature of the revised agreement is the reinforcement of mechanisms such as the Cooperative Financing Mechanism (CFM), designed to support pan-European defence initiatives with a comprehensive package that includes facilitation, procurement, and funding.

The MoU also promotes greater knowledge-sharing between the EIB, the European Investment Fund (EIF), and EDA, allowing for more robust assessments of market demand and industrial capacities across Member States. Under the new framework, EDA will provide industrial defence advice to the EIB Group, while the EIB will contribute its financial market expertise to support EDA’s objectives.

The right tools

This strengthened collaboration comes at a critical time, as Europe faces increased calls for greater investment in security and defence. The partnership between the EIB Group and EDA aims to provide increased investments to strengthen the EU collective defence capabilities.

EDA Chief Executive Jiří Šedivý said: “European defence spending has been increasing for eight consecutive years and EU Member States are on course to hit collective spending targets. Yet we still need to pull together our resources to finance joint efforts and boost defence capabilities. The updated Memorandum of Understanding with the EIB will give us the right tools to help Member States meet their goals, namely in securing access to financing for Europe’s defence industry."

“The updated Memorandum of Understanding is an important element of our Defence Action Plan, which includes strengthening Europe’s industry through collaborative initiatives,” said EIB Vice-President Robert de Groot. “By partnering with EDA, we leverage the unique expertise of each institution in investing in peace and security across Europe. The EIB Group is implementing its objectives outlined in the Defence Action Plan, and is committed to helping scale up this industry.”

The EIB Group includes the EIF.

“We are committed to continuously adapting our approach to meet the dynamic challenges of the defence sector,” said EIF Chief Executive Marjut Falkstedt. “Our collaboration with EDA will ensure that the EIF is equipped with the expertise necessary to drive impactful initiatives that reinforce our shared goal of enhancing European security.”

A mezőgazdasági kisüzemek számára egy új támogatási lehetőség nyílik meg hamarosan, amely célja, hogy elősegítse a helyben megtermelt termények iránti növekvő kereslet kielégítését. Ez a pályázat különösen fontos azon kisméretű termelők számára, akik önerővel nem tudnák fejleszteni gazdaságukat, de adottságaik és ambícióik alapján fejlődésre képesek.

A támogatás célja

A pályázat célja a mezőgazdasági kisüzemek jövedelemszerzésének és gazdasági stabilitásának elősegítése. Ezáltal a termelők képesek lesznek lépést tartani a piaci igényekkel, és javítani tudják termékeik minőségét és mennyiségét.

A felhívás jelenleg még társadalmi egyeztetés alatt áll, várhatóan a támogatási kérelmeket 2025 januárjától lehet majd benyújtani.

Kik pályázhatnak?

A támogatásra az alábbi mezőgazdasági szereplők jogosultak:

• Őstermelők,
• Mezőgazdasági termelőnek minősülő egyéni vállalkozók,
• Szociális szövetkezetek.

A pályázáshoz bizonyítani szükséges, hogy a pályázó üzemmérete a benyújtott kérelem előtti évben legalább 5 000, de 10 000 euró STÉ-nél kisebb volt. Egy lakóhelyről kizárólag egy kedvezményezett lehet jogosult a támogatásra.

Támogatható tevékenységek köre

A pályázat keretében számos tevékenység támogatható, melyek célja a mezőgazdasági kisüzemek fejlesztése. A kiírás négy célterületet határoz meg:

1. Állattartáshoz kapcsolódó fejlesztések

• Épületek építése vagy bővítése állattartó telepeken.
• Gépek és eszközök beszerzése, mint például takarmány-előkészítő gépek vagy traktorok.

2. Kertészeti termelőtevékenység fejlesztése

• Kertészeti épületek építése, bővítése.
• Gépek beszerzése, mint például szüretelő gépek vagy traktorok.
• Tavaszi fagykár megelőző technológiák telepítése.

3. Terménytárolók építése

• Tároló létesítmények építése vagy korszerűsítése.
• Szárítóberendezések és anyagmozgató eszközök beszerzése.

4. Ültetvénytelepítés

• Gyümölcsösök, gyógy- és fűszernövények, valamint borszőlő ültetvények telepítése.

A választható, önállóan nem támogatható költségek magukban foglalják a műveletelőkészítés különböző feladatait, mint például a tervezést és szakmai előkészítést.

Elszámolható költségek

A pályázat keretében számos költség elszámolható, beleértve a terület-előkészítést és az építési költségeket. Az építés, átalakítás és bővítés során felmerülő költségek akkor számolhatók el, ha azok a művelet végrehajtásához szükségesek. Továbbá, a művelet céljához kapcsolódó technológiát alkalmazó eszközök, immateriális javak beszerzése, mint például szabadalmak és licencek, szintén támogathatók.

Mekkora mértékben támogatják a mezőgazdasági kisüzemeket?

A támogatás mértéke várhatóan maximum 85%, a maximális támogatási összeg pedig 10 millió forint lehet. A projekt Magyarország egész területén megvalósítható, így bátorítjuk Önt, hogy éljen ezzel a lehetőséggel, és biztosítsa mezőgazdasági kisüzeme jövőjét ezzel a támogatással.

Pályázati lehetőségek esetén mindig érdemes időben tájékozódni és felkészülni, hiszen a megfelelő információ birtokában jelentős előnyre tehet szert a piacon. Ne habozzon élni ezzel a lehetőséggel, és tegye meg az első lépést az önfenntartó és versenyképes mezőgazdasági tevékenység felé!

Americas RTX subsidiary Pratt & Whitney has been awarded a $1.3 billion contract to continue maturing the F135 Engine Core Upgrade. The contract includes ”design, analysis, rig testing, engine test preparation, developmental hardware, test asset assembly, air system integration, airworthiness evaluation, and product support planning,” a Department of Defense contract notice stated. Work is expected to be completed in March 2028. The US Navy has contracted Raytheon to develop an upgraded Next Generation Jammer Mid-Band (NGJ-MB) system. The NGJ-MB Expansion (NGJ-MBX) will provide a greater frequency range to counter additional threats. The $192-million development contract involves upgrades in both software and hardware components and is an engineering change to the existing pod. Work is expected to take place through  2027. Middle East & Africa The US State Department has approved the possible sale of 720 Stinger missiles to Egypt for an estimated cost of $740 million. This potential deal includes 720 anti-aircraft Stinger FIM-92 missiles, spare parts, testing equipment, contractor engineering, as well as logistical and program support. • Steady but low growth, a relatively high unemployment rate and a steadily shrinking local population highlight the need for a strategic approach through development initiatives.
• The NSRF programmes as well as the overall European cohesion policy constitute an integral part of the national development strategy and in the majority of cases NSRF funding represents the largest share of public development investments.
• The ROP Thessaly 2014-20 aimed to improve parameters in which the region lags behind, such as entrepreneurship and competitiveness, while integrating factors important both at the economic and social level, such as environmental sustainability.
• The delays and obstacles recorded underline the importance of a flexible public administration at the central and regional level that can manage programmes more effectively, as a centralised and highly bureaucratic planning and management system poses significant obstacles to the development of projects.
