Au terme du processus, le pays des mille collines a récolté 82% des voix. Un score considéré par plusieurs observateurs comme une humiliation à la diplomatie algérienne, qui avait pourtant mobilisé tous ses canaux humains et financiers.
« L'Algérie a essayé d'appuyer son offre pour abriter le siège de l'AMA par la promesse d'une subvention financière d'environ 200 millions de dollars pour construire 6 bâtiments à hauteur de 145 millions de dollars et 50 millions de dollars d'équipement ainsi qu'une prise en charge de l'ensemble des frais pour l'opérationnalisation du siège durant les deux premières années », renseignent certains médias africains.
Le ministre algérien des Affaires étrangères, Ramtane Lamamra, aurait proposé à la délégation rwandaise, le soutien algérien pour attribuer la direction générale de l'AMA au Rwanda en échange de son désistement au profit de la candidature algérienne. Une proposition mal accueillie du côté des diplomates africains.
Pour les participants, le Rwanda est le meilleur au plan scientifique car, immédiatement opérationnel et plus apte à favoriser le développement escompté de la souveraineté sanitaire du continent africain.
