CONTEXT

The purpose of the proposed regulation is to implement into EU law a number of measures adopted by several regional fisheries management organisations (RFMOs) by amending the respective existing legislation. The proposal aims to speed up the implementation procedure by bundling amendments to several regulations into one legislative text. Moreover, in view of certain future amendments, the proposal includes requests to empower the European Commission to adopt delegated acts.

Il y a trente ans, les accords de paix de Dayton mettaient fin à la guerre en Bosnie. Mais ils ont aussi instauré une structure de gouvernance complexe, dont le pays n’a pas encore réussi à s’affranchir. Aujourd’hui, si la paix tient, le système politique issu de 1995 reste largement figé. Pour de nombreux analystes, la stagnation du pays sur la voie de l’adhésion à l’UE tient moins aux contraintes de Dayton qu’à l’incapacité de Bruxelles à offrir une perspective crédible, freinant les réformes et rendant incertaines les promesses d’élargissement du bloc communautaire.
