Auf ihrer Tagung in Hangzhou, China, am 4./5. September 2016 verabschiedeten die Staats- und Regierungschefs der G20 ein Kommuniqué, in dem folgende Schwerpunkte gesetzt werden:

  • Stärkung der Wachstumsagenda der G20
  • Verfolgung von innovativen Wachstumskonzepten und ‑strategien
  • Aufbau einer offenen Weltwirtschaft
  • Sicherstellung, dass das Wirtschaftswachstum allen Ländern und Menschen zugute kommt

Das Kommuniqué behandelt darüber hinaus die Migrations- und Flüchtlingskrise sowie die Bekämpfung von Terrorismus und Klimawandel.

Highlights - NATO Summit in Warsaw - outcome and main decisions - Subcommittee on Security and Defence

On 5 September, the Subcommittee exchanged views on the outcome and main decisions of the NATO Summit in Warsaw with representatives from NATO and the EEAS. The Alliance is faced with an evolving complex threat environment. NATO reaffirmed that its countries are united in protecting and defending their indivisible security and common values by fulfilling effectively all three core tasks: collective defence, crisis management and cooperative security.
At the same meeting the Presidents of the European Council and the European Commission, and the Secretary General of NATO have issued a joint declaration to give new impetus and new substance to the EU-NATO strategic partnership.

On 5 September, the Subcommittee considered the draft report on the implementation of the Common Security and Defence Policy by Ioan Mircea PAŞCU, S&D. The draft report advocates a thorough revision of the CSDP to better equip Europe in an increasingly unstable and volatile internal and external security environment.

Highlights - Draft report on the European Defence Union - postponed to 26 September - Subcommittee on Security and Defence

On 26 September, the Subcommittee will consider the draft report on the European Defence Union by Urmas Paet, ALDE. This draft advocates the progressive framing of the European Defence Union, with a view to its establishment under the next multiannual political and financial framework of the EU. It also elaborates on the process and the contents of the EU White Book on security and defence and describes preparatory activities which should be launched immediately.

In-Depth Analysis - Does the New EU Global Strategy Deliver on Security and Defence? - PE 570.472 - Subcommittee on Security and Defence - Committee on Foreign Affairs

The Global Strategy for the EU’s Foreign and Security Policy presented by High Representative Federica Mogherini on 28 June 2016 sets out a ‘Shared Vision, Common Action: A Stronger Europe’, in response to the Member States’ request for a new framework in which the EU can tackle the challenges and key changes to the EU’s environment identified in a strategic assessment carried out in 2015. Many expectations were raised ahead of its publication but it soon became clear that defence would be a central element of the Global Strategy. A number of defence priorities emerged from the exchanges between the main stakeholders: a central role for the common security and defence policy (CSDP); a clear level of ambition with tools to match; emphasis on EU-NATO cooperation; and concrete follow-up measures such as a ‘White Book’ on European defence. Seen in this light, the Global Strategy captures the urgent need to face the challenges of today’s environment and it may prove to be a major turning point in EU foreign policy and security thinking. It emphasizes the value of hard power — including via a strong partnership with NATO — along with soft power. It will not be easy for the Member States to match the level of ambition set in the Global Strategy and its success will be judged in terms of the follow-up and the measures taken to implement it. Could the first step be a White Book on European Defence?
