…SIX YEARS AFTER THE AACL RETAINED A LEADING BRITSH LAWYER TO REPESENT
ALBANIAN AMERICANS TORTURED AND JAILED IN PODGORICA

 

New York, New York – November 25, 2015 – The European Court of Human Rights in Strasbourg, France, delivered their judgment on November 24 in the case of Kola Dedvukaj & Rrok Dedvukaj v. Montenegro.  The Dedvukajs (who are not related) were represented by Steven Powles—a specialist in international criminal law and human rights—who was retained by the Albanian American Civic League in 2009, shortly after Kola and Rrok Dedvukaj were released from three years of incarceration in the federal prison in Podgorica.

 

Powles, who is a barrister at Doughty Street Chambers in London, was part of a legal team that the AACL’s Balkan Affairs Adviser Shirley Cloyes DioGuardi and President former Congressman Joe DioGuardi had previously worked with on the defense of UCK commanders.  Powles was one of the lawyers defending members of the Kosova Liberation Army before the International Criminal Tribunal for the Former Yugoslavia (ICTY), which resulted in the acquittal and release of Fatmir Limaj and Isak Musliu in 2005.

 

From September 2006 to 2009, the Civic League worked with Members of the US Congress, including the late Congressman Tom Lantos, Congressman Dana Rohrabacher, Congresswoman Ileana Ros-Lehtinen, and then Senator Joe Biden, to secure the freedom of fourteen Albanians, including three Albanian Americans, who were arrested, tortured, and imprisoned in Montenegro in September 2006 on suspicion of terrorist activity.  When that effort—including Congressman Lantos’s appeals to Prime Ministers Djukanovic and Sturanovic for clemency—failed, the Civic League decided to take the Republic of Montenegro to court.

 

The application, which was submitted to the European Court of Human Rights (ECHR) by Steven Powles in January 2010, outlined the violation of the following rights:

 

Article 3 (the prohibition of torture), detailing the subjection of the Dedvukajs to torture, inhuman, and degrading treatment by the Montenegrin police when they were arrested on the morning of September 9, 2006, and documenting the lack of any effective official investigation into this matter

 

Article 5 (the lack of liberty and security of the persons), clarifying that the Dedvukajs were not informed promptly of the reasons for their arrest and any charge against them, and that they were held without charge from September 9, 2006, to December 2007

 

Article 6 (right to a fair trial), in which the main evidence against the Dedvukajs, resulting in their convictions, hinged on a diary by Anton Sinishtaj, which was obtained in an unlawful search, and the Dedvukajs were unable to examine the statement that Sinishtaj made to the police

 

Article 14 (prohibition of discrimination) safeguards individuals from discrimination on any ground such as race, language, religion, gender, and political opinion.  The application stated that the denial of a five-judge court, instead of the three-judge court that heard the Dedvukajs’ case in Podgorica, appears to have been impacted by an arbitrary and discriminatory basis due to the Albanian ethnicity of both men.

 

The application submitted by Steven Powles was merged with Sinistaj and Others v. Montenegro.  The Sinistaj’s lawyer had applied to the Supreme Court and the Constitutional Court in Montenegro, unlike the local lawyer, Kol Camaj, representing the Dedvukajs until they were released from prison in 2009.

 

The Court rejected the complaint on Article 3 (prohibition of torture) on technical grounds. The ECHR held that the Dedvukajs and other applicants failed to meet the six-month requirement for reporting the torture to the ECHR, and yet Rrok Dedvukaj, on September 27, 2006, and Kola Dedvukaj, on September 29, 2006, had submitted statements that were stamped by the Ministry of Justice in Podgorica.   They maintained this complaint at every stage, culminating in their application to the ECHR. It also dismissed Kola Dedvukaj’s claim that he did not receive adequate medical treatment in prison and stated that he had never submitted proof of his torture to anyone except his lawyer.

 

The ECHR ruled in favor only of Pjetar Dedvukaj’s complaint concerning ill-treatment admissible under Article 3 and required Montenegro to pay him 3,000 euros for non-pecuniary damages and 3,500 euros for his costs and expenses.

 

In reaction to the ruling, Shirley Cloyes DioGuardi said that it “set a precedent by rejecting Montenegro’s attempt to block Albanians from appealing to the court by relying on the requirement for all domestic legal remedies to be exhausted.”  The ECHR stated that the applicants had submitted their applications to the court long before the constitutional appeal could have become an effective domestic remedy in Montenegro.

 

Nevertheless, Cloyes DioGuardi said, that “since the ‘Second Section’ of the ECHR found no violation of Articles 3 and 6 for Kola Dedvukaj and Rrok Dedvukaj, the Albanian American Civic League is disappointed with the court’s decision and will give consideration to appealing to the Court’s ‘Grand Chamber.’”

 

After waiting nearly five years for a judgment in this case, Cloyes DioGuardi said that “the Civic League is concerned with the ECHR’s apparent failure to even consider, no less address, one of the central arguments of the Dedvukajs’ complaint:  namely that they had not been afforded a fair trial because they were never given an opportunity at trial to challenge the contents of Anton Sinishtaj’s diary and the statements of a co-accused who did not give evidence.”

 

Cloyes DioGuardi concluded by asserting that, “While Montenegro aspires to be a member of the European Union and NATO, it is not yet a free, open, and democratic society that respects the human and civil rights of all of its citizens, especially its ethnic Albanian population which has a history of nonviolence in Montenegro in spite of Slavic repression and oppression.”

Dedvukajt (që nuk kanë lidhje familjare) janë përfaqësuar nga Steven Powles—një specialist i të drejtës ndërkombëtare kriminale dhe të drejtave të njeriut—i cili u angazhua nga Liga Qytetare Shqiptaro-Amerikane në vitin 2009, menjëherë pasi Kola dhe Rrok Dedvukaj u liruan pas tri vitesh burg në burgun federal në Podgoricë.

 

Powles, një avokat pranë firmës Doughty Street Chambers në Londër, ishte pjesë e një ekipi ligjor me të cilin Këshilltarja për Cështje të Ballkanit, Shirley Cloyes DiOGuardi dhe Kryetari i LQSHA-së, ish-Kongresisti Joe DioGuardi, kishin bashkëpunuar edhe më pare për mbrojtjen e UCK-së. Powles ishte njëri nga avokatët që mbrojti Ushtrinë Clirimtare të Kosovës në Tribunalin e Hagës mbi Ish-Jugosllavinë, dhe kontribuoi në lrimin e Fatmir Limajt e Isak Musliut në vitin 2005.

 

Prej Shtatorit 2006 deir më 2009, Liga Qytetare Shqiptaro-Amerikane ka bashkëpunuar me një numër Anëtarësh të Kongresit të SHBA-ve, duke përfshirë edhe tanimë të ndjerin Tom Lantosh, Kongresistin Dana Rohrabacher, Kongresisten Ileana Ros-Lehtinen, si dhe atëherë Senatorin Joe Biden, për të siguruar lirimin e katërmbëdhjetë shqiptarëve, ku përfshiheshin edhe këta dy shqiptaro-amerikanë, të cilët ishin arrestuar, burgosur, e torturuar në Mal të Zi në Shtator 2006 nën dyshimin e kryerjes së aktiviteteve terroriste. Kur i gjithë ky proces, duke përfshirë edhe apelet e bëra tek Kryeministri Gjukanoviq dhe ai Sturanoviq për lirim, nuk dhanë rezultat, atëherë Liga Qytetare vendosi ta padisë Republikën e Malit të Zi në gjyq.

 

Kërkesëpadia e cila iu dorëzua Gjyqit Evropian për të Drejtat e Njeriut (ECHR) nga Steven Powles në Janar 2010, kishte parashtruar shkeljen e këtyre të drejtave ndaj të burgosurëve:

 

Neni 3 (ndalimi i tortures), ku jepen detaje për torturimin e Dedvukajve, trajtimin e tyre jonjerëzor dhe degradues nga policia malaziase kur këta ishin arrestuar në mëngjesin e 9 Shtatorit 2006, dhe ku dokumentohet mungesa e cfarëdo hetimi zyrtar ndaj kësaj cështje;

 

Neni 5 (mungesa e lirisë dhe sigurisë së personave), ku shpjegohet se Dedvukajt nuk ishin te informuar sic duhej në lidhje me arsyet e arrestimit të tyre apo ndonjëres nga akuzat ndaj tyre, dhe se ata u mbajtën në burg pa aktakuzë nga 6 Shtatori 2006 deri në Dhjetor 2007;

 

Neni 6 (e drejta për gjykim fer), ku evidenca kryesore kundër Dedvukajve që u mor për bazë në dënimin e tyre, ishte një ditar i Anton Sinishtajt, i cili ishte sekuestruar në mënyrë joligjore, dhe Dedvukajt nuk ishin të lejuar të shqyrtonin deklaratën e Sinishtajt dhënë për policinë;

 

Neni 14 (ndalimi i diskriminimit) mbronë individët nga diskriminimi në cfarëdo baze si raca, gjuha, feja, gjinia, apo besimi politik. Kërkesëpadia thekson se mosofrimi i një gjyqi me pesë gjyqtarë, por i vetëm një gjyqi me tre gjyqtarë për të dëgjuar dhe vendosur rastin e Dedvukajve në Podgoricë, duket të ketë qenë rezultat i një vendimi arbitrar dhe diskriminues për shkak të etnicitetit të tyre shqiptarë.

 

Kërkesëpadia e paraqitur nga Steven Powles ishte bashkangjitur me atë të Sinishtajt dhe të Tjerëve vs. Mali i  Zi. Avokati i Sinishtajt kishte apeluar lendën edhe në Gjykatën Supreme e atë Kushtetuese të Malit të Zi, gjë që nuk e kishte bërë avokati local, Kol Camaj, i cili përfaqësonte Dedvukajt deri sa ata u liruan nga burgu në vitin 2009.

 

Gjyqi vendosi të hedhë poshtë kërkesëpadinë për shkelje të Nenit 3 (ndalimi i tortures) për arsye teknike. Gjyqi Evropian për të Drejtat e Njeriut, ECHR, theksoi se Dedvukajt dhe të Tjerët kanë dështuar që të raportojnë torturën në ECHR brenda periudhës ligjore prej gjashtë muajsh nga data kur tortura kishte ndodhur, përkundër faktit që Kola Dedvukaj më 27 Shtator 2006 dhe Rrok Dedvukaj me 29 Shtator 2006 kishin dhënë deklarata të vulosura në Ministrinë e Drejtësisë së Malit të Zi, mu për këtë cështje. Ata e kishin ripërsëritur këtë akuzë cdo here deri në kuliminimin e saj në këkresëpadinë e ngritur pranë ECHR. Gjyqi përjashtoi kërkesën e Kola Dedvukajt për mosofrim adekuat të ndihmës mjekësore sa ishte në burg dhe shtoi se ai kurrë nuk kishte paraqitur ndonjë dokument për torture tek askush tjetër pos avokatit të tij.

 

ECHR vendosi në favor të Pjetar Dedvukajt për keqtrajtim, në kuadër të Nenit 3, duke e obliguar Malin e Zi që t’i paguaj atij një shumë prej 3000 Euro për dëme emocionale dhe 3500 Euro tjera për shpenzime ligjore.

 

Në lidhje me këtë verdikt ka reaguar Shirley Cloyes DioGuardi e cila ka thenë: “ky verdikt ka vendosur një precedan duke refuzuar përpjekjen e Malit të Zi për të bllokuar shqiptarët nga apelimi ndaj drejtësisë vendore në instanca të drejtësisë ndërkombëtare, duke u thirrur në kriterin se së pari duhet harxhuar të gjitha instancat ligjore vendore.” Vendimi i ECHR-së tutje shton se aplikantët paraqitën kërkesëpadinë e tyre pranë këtij gjyqi shumë më përpara se të pritnin ndonjë rezultat nga apeli në Gjykatën Kushtetuese të Malit të Zi, dhe se ky veprim ka qenë i drejtë.

 

Sidoqoftë, Cloyes DioGuardi ka thenë se “pasi që ‘Seksioni i Dytë’ i ECHR-së nuk gjeti shkelje të Nenit 3 dhe 6 për Kola Dedvukajn dhe Rrok Dedvukajn, Liga Qytetare Shqiptaro-Amerikane është e zhgënjyer me vendimin e gjykatës dhe se po konsideron apelimin e këtij vendimi në ‘Dhomën e Madhe’ të Gjykatës.”

 

Pasi është pritur mëse pesë vite për këtë verdikt, Cloyes DioGuardi tha se “Liga Qytetare është e preokupuar me dështimin e dukshëm të ECHR-së për të konsideruar të paktën, por pse jo edhe për të adresuar, njërin nga argumentet kyc të kërkesëpadisë së Dedvukajve: faktin që atyre nuk iu ofrua një gjykim fer sepse ata asnjëherë nuk paten mundësinë që gjatë gjykimit të sfidojnë përmbajtjen e ditarit të Sinishtajt dhe deklaratat e një të bashkë-akuzuari i cili nuk kishte dhënë ndonjë dëshmi.”

 

Cloyes DioGuardi përfundoi duke thenë se “gjerësa Mali i Zi aspiron të jetë një shtet anëtar i Bashkimit Evropian dhe NATO-s, ai ende nuk është një vend i lire, i hapur, dhe demokratik i cili respekton të drejtat njerëzore dhe qytetare të të gjithë qytetarëve të vet, e vecanërisht ato të populates enike shqiptare, e cila ka një histori të rezistencës paqësore kundrejt represionit të vazhdueshëm sllav ndaj tyre.”

Dezember 2015, 16:43 „Einseitige Ermittlungen“ Am Donnerstag hat die Regierung des bosnischen Landesteils Republika Srpska (RS) entschieden, die Zusammenarbeit mit der Polizei und Justiz auf Staatsebene aufzukündigen. Diesem Entschluss ging eine Razzia der Sonderpolizei Sipa in Bosanski Novi voraus. Die Sipa durchsuchte Behörden in der RS, fünf Personen wurden verhaftet. Es ging um Kriegsverbrechen in dem Ort. Die Regierung der RS sprach von einer „schweren Verletzung“, weil etwa eine Polizeistation durchsucht worden war. In einem Brief erklärten die US-Botschaft, die EU-Delegation und das Amt des Hohen Internationalen Vertreters, dass die RS nicht das Recht habe, sich aus der gemeinsamen Justiz auszuklinken, sondern per Verfassung verpflichtet sei, sich den Institutionen des Gesamtstaats zu fügen. Auch von anderen Politiker kam Kritik: Zeljko Komsic, Chef der Demokratischen Front, sprach von einem „Staatsstreich“. „Einseitige Ermittlungen“ RS-Präsident Milorad Dodik kritisiert seit Jahren die gesamtstaatliche Justiz und behauptet, sie ermittle einseitig gegen Serben. Dodik will dass die RS unabhängig wird, was verfassungswidrig wäre. Dodik sagte nun, dass das Vorgehen der Sipa einen bewaffneten Konflikt hervorrufen hätte können und dass dies nur aus Gewissenhaftigkeit nicht geschehen sei. Er forderte die Abgeordneten der RS auf, den Beschluss der Regierung anzunehmen, die Kooperation mit der Justiz und der Polizei auf Staatsebene zu beenden. Founded in Canada in 1961, Century International Arms started out selling office equipment in Montreal. The company entered the arms trade after it bartered used typewriters for a trunk of Enfield rifles and made a tidy profit selling the guns, according to a trade publication.

Century Arms moved its headquarters to Delray Beach in 1993, but the company’s owners have had ties to South Florida since the 1960s, business records show. It now leases a gray, 78,000-square foot office complex on South Congress Avenue, across the street from a Palm Beach County sheriff’s substation.

Run by the Sucher family, the closely held company is reaping the benefits of a booming trade in military relics and surplus arms – especially after the 2004 sunset of a federal assault weapons ban.

Working with brokers like Zoller, Century Arms scours the world for surplus military weapons, imports and sometimes modifies them, selling them to collectors. In the past six years, it has bought or sold in the Czech Republic, Nicaragua, Costa Rica, Belgium, France, Israel and Australia, according to the cables.

The Post reported that Century is a buyer and re-seller of military-grade surplus guns and is one of the largest arms dealers in the US. Its specialty is buying weapons from overseas and reselling them to dealers.

This is not the first time Century International Arms has made news headlines, either. The Palm Beach Post reported the same dealer had benefitted from an illegal arms trade of pistols, sniper rifles and assault weapons with the help of “unauthorized brokers” – an Israeli arms dealer middleman. The weapons moved into the possession of Century from stock in a Guatemalan government warehouse in 2007, for $130 million.

The revelation came from information provided by WikiLeaks’ trove of secret diplomatic cables – the same cables said by the US government to have been provided by former US Army intelligence analyst Chelsea Manning, who is serving a 35-year sentence in prison for the leak.

An employee of the same arms dealer was involved in supplying arms, including rockets and grenades, to the Contras of Nicaragua during the 1980s Iran-Contra scandal under President Ronald Reagan.

There are other implications, too, including that Century Arms’ Romanian-manufactured WASR-10 rifle is a favorite with Mexican drug cartels. Hundreds have been linked to crimes in Mexico, according to the Center for Public Integrity.

Hackers Reveals Turkey’s Weapons Shipment for Al-Qaeda in Syria Secret official documents about the searching of three trucks belonging to Turkey’s national intelligence service (MIT) have been leaked online, once again corroborating suspicions that Ankara has not been playing a clean game in Syria.

According to the authenticated documents, the trucks were found to be transporting missiles, mortars and anti-aircraft ammunition. The Gendarmerie General Command, which authored the reports, alleged, “The trucks were carrying weapons and supplies to the al-Qaeda terror organization.”

But Turkish readers could not see the documents in the news bulletins and newspapers that shared them, because the government immediately obtained a court injunction banning all reporting about the affair.

When President Recep Tayyip Erdogan was prime minister, he had said, “You cannot stop the MIT truck. You cannot search it. You don’t have the authority. These trucks were taking humanitarian assistance to Turkmens.”

Since then, Erdogan and his hand-picked new Prime Minister Ahmet Davutoglu have repeated at every opportunity that the trucks were carrying assistance to Turkmens.

Public prosecutor Aziz Takci, who had ordered the trucks to be searched, was removed from his post and 13 soldiers involved in the search were taken to court on charges of espionage. Their indictments call for prison terms of up to 20 years.

In scores of documents leaked by a group of hackers, the Gendarmerie Command notes that rocket warheads were found in the trucks’ cargo.

According to the documents that circulated on the Internet before the ban came into effect, this was the summary of the incident:

-On Jan. 19, 2014, after receiving a tip that three trucks were carrying weapons and explosives to al-Qaeda in Syria, the Adana Provincial Gendarmerie Command obtained search warrants.

-The Adana prosecutor called for the search and seizure of all evidence.

-Security forces stropped the trucks at the Ceyhan toll gates, where MIT personnel tried to prevent the search.

-While the trucks were being escorted to Seyhan Gendarmerie Command for an extensive search, MIT personnel accompanying the trucks in an Audi vehicle blocked the road to stop the trucks. When MIT personnel seized the keys from the trucks’ ignitions, an altercation ensued. MIT personnel instructed the truck drivers to pretend their trucks had malfunctioned and committed physical violence against gendarmerie personnel.

-The search was carried out and videotaped despite the efforts of the governor and MIT personnel to prevent it.

-Six metallic containers were found in the three trucks. In the first container, 25-30 missiles or rockets and 10-15 crates loaded with ammunition were found. In the second container, 20-25 missiles or rockets, 20-25 crates of mortar ammunition and Douchka anti-aircraft ammunition in five or six sacks were discovered. The boxes had markings in the Cyrillic alphabet.

-It was noted that the MIT personnel swore at the prosecutor and denigrated the gendarmerie soldiers doing the search, saying, “Look at those idiots. They are looking for ammunition with picks and shovels. Let someone who knows how to do it. Trucks are full of bombs that might explode.”

-The governor of Adana Huseyin Avni Cos arrived at the scene and declared, “The trucks are moving with the prime minister’s orders” and vowed not to let them be interfered with no matter what.

-With a letter of guarantee sent by the regional director of MIT, co-signed by the governor, the trucks were handed back to MIT.

-Driver Murat Kislakci said in his deposition, “This cargo was loaded into our trucks from a foreign airplane at Ankara Esenboga Airport. We are taking them to Reyhanli [on the Syrian border]. Two men [MIT personnel] in the Audi are accompanying us. At Reyhanli, we hand over the trucks to two people in the Audi. They check us into a hotel. The trucks move to cross the border. We carried similar loads several times before. We were working for the state. In Ankara, we were leaving our trucks at an MIT location. They used to tell us to come back at 7 a.m. I know the cargo belongs to MIT. We were at ease; this was an affair of state. This was the first time we collected cargo from the airport and for the first time we were allowed to stand by our trucks during the loading.”

-After accusations of espionage by the government and pro-government media, the chief of general staff ordered the military prosecutor to investigate,. On July 21, the military prosecutor declared the operation was not espionage. The same prosecutor said this incident was a military affair and should be investigated not by the public prosecutor, but the military. The civilian court did not retract its decision.

The government cover-up

Though the scandal is tearing the country apart, the government opted for its favorite tactic of covering it up. A court in Adana banned written, visual and Internet media outlets from any reporting and commenting on the stopping of the trucks and the search. All online content about the incident has been deleted.

The court case against the 13 gendarmerie elements accused of espionage has also been controversial. The public prosecutor, who in his indictment said the accused were involved in a plot to have Turkey tried at International Criminal Court, veered off course. Without citing any evidence, the indictment charged that there was collusion between the Syrian government, al-Qaeda and the I“slamic State“ (IS). The prosecutor deviated from the case at hand and charged that the killing by IS of three people at Nigde last year was actually carried out by the Syrian state.

At the moment, a total blackout prevails over revelations, which are bound to have serious international repercussions.

Nearly half of EU Regional Policy Commissioner Corina Creţu’s closest staff resigned during her first year in office over concerns about the Romanian’s work habits.

Current and former employees described an office in disarray amid the departures of her head of cabinet, deputy head, and her communications chief, among others.

The unusually high turnover — with 8 out of 19 people in her private office gone in 12 months — came in the wake of concerns about the commissioner’s light work schedule as well as her tendency to combine official trips with leisure travel and to ask staff to perform personal tasks, such as doing laundry, shopping for groceries and chauffeuring family members.

Several aides in Creţu’s personal office left because they feared that they would not be able to defend her. The staff grew so concerned that the commissioner was taking too much time off that her then-head of cabinet warned against blocking her schedule for “commissioner time” or “no meetings” because it might look suspicious.

POLITICO spoke to 11 former and current staffers in her Commission office, many of whom declined to comment on the record about the staff upheaval.

A copy of the commissioner’s personal schedule for the past 12 months, which POLITICO obtained, often showed no meetings on Mondays, Thursdays and Fridays. Staff sources said an open schedule meant she usually wasn’t working during those times.

Creţu said the blocked time in her calendar is “for reading. I don’t do shopping. I never work less than 10 to 8 hours in a day.”

Among the 28 commissioners, Creţu has one of the highest absentee rates at the weekly meetings of the full Commission, or College, missing nearly a quarter of them.

Creţu, a 48-year-old politician who worked briefly as a journalist in her youth, shows a cavalier attitude to Commission rules that fed the frustrations of members of her cabinet, the sources said. For example, former and current staffers said, Creţu smoked cigarettes in her office, flouting an institution-wide ban.

“Everyone said, ‘You can’t do this,’” according to a former staffer, “but she said, ‘In Romania, a minister can do whatever they want.’”

Creţu defends record

The trouble in her office is a potential headache for President Jean-Claude Juncker. The Luxembourger promised to revamp the Brussels bureaucracy to make it more responsive to public concerns and better at regulating and governing, even as the EU sticks to the model of giving each country a single commissioner’s seat.

Under the power structure in place now at the Commission, the responsibility for pushing proposals rests mainly with the higher tier of vice presidents than with individual commissioners. The political premium is on “doing less”, but doing it “more effectively,” which leads to charges that more than a few commissioners aren’t doing enough.

Echoing that complaint, Juncker in September wrote the 27 other commissioners to urge them to attend meetings of the College, saying there had been too many absences.

Creţu’s bumpy ride in Brussels comes at a difficult time for Romania on the EU stage. She was appointed by Victor Ponta, the former prime minister who resigned last month and faces corruption charges. His wife is one of Creţu’s close friends. According to several sources, Creţu has told her staff she plans to run for public office back home in the future.

As EU regional policy chief, Creţu is not in charge of one of the Commission’s higher profile portfolios. She has made few legislative proposals. But she does oversee spending of more than €350 billion on economic development projects in the EU’s poorer regions for the 2014-2020 period, roughly a third of the bloc’s budget.

To date, there have been no official complaints about Creţu’s behavior or investigations related to staff issues, according to a Commission official.

European Commission spokesman Margaritis Schinas said she “is a solid member of Team Juncker and doing a great job as regional policy commissioner for jobs and growth.”

In an interview last week, Creţu defended her work habits, saying she maintains a full professional and travel schedule.

“I’m the one who never says no,” Creţu told POLITICO. “I visited 24 countries, I oversee all of the operational programs. I have 700 people in the DG [Directorate-General] who I’m preparing for. I’m preparing for the cabinet.”

Creţu acknowledged trying to keep meetings to a minimum but said she spends a lot of time reading to prepare for them.

“I prefer less meetings and to be more prepared than to have more meetings and not know what I’m saying,” she said.

She declined to respond to questions about staff concerns that she had asked them to do personal tasks. “I would not like to lower myself to that level,” she said. “It’s unfair.”

Aides said they often had to scramble to rearrange the commissioner’s schedule after she canceled meetings, saying she is “not a morning person.”

In response to a detailed inquiry, the commissioner’s new head of cabinet Nicola De Michelis cited the “intensity” of Creţu’s schedule as a reason for the high staff turnover in the office, and said it is normal for staffers to leave if the workload expands.

“Personnel changes in cabinets are not exceptional, especially in the first year of the mandate when work requirements are involving too much portfolio-related priorities not known earlier,” he said.

Neither Creţu nor the chief of her cabinet would address questions about specific reasons why staffers resigned or about her activities during periods of time when her schedule appeared light.

Staffers said the departures were related to the commissioner’s work habits.

“I left because we had different work styles and she needed someone more accommodating to her work,” said former communications director Dragoş Bucurenci, who resigned his position in July.

‘They are not my choice.’

Staff sources said that Creţu, a former vice president of the European Parliament and onetime Romanian presidential adviser, can be kind and warm to staff. She wears a platinum blonde bob and glasses, and her roundish face becomes expressive when she speaks. Her English is serviceable. One of her peculiar quirks, staffers said, is to light religious candles in the office.

Her calendar posed unusual challenges. Aides said they often had to scramble to rearrange the commissioner’s schedule after she canceled meetings, saying she is “not a morning person” and blaming her frequent late arrivals on a cross-town commute from a Brussels suburb.

Staffers drew the line at a suggestion from Creţu to schedule all of her meetings in the afternoons and evenings, the sources said.

Her personal schedule in the past 12 months reveals a tendency to keep a light workload around weekends, which were often spent in her home country.

Mikel Landabaso, who was the chief of her cabinet, departed in September following disagreements with the commissioner over the lack of rigor in her work schedule and how she spent her time on official business trips, the sources said.

Landabaso warned the commissioner not to block off too much of her schedule, to avoid giving the impression that she was not working.

Landabaso took a job as a head of unit in the Commission’s directorate-general for regional policy (DG Regio), the department where he had worked before joining the commissioner’s personal staff and which Creţu oversees.

“My agreement with the commissioner was to help her out, settling in, this is what I did,” Landabaso told POLITICO, explaining his departure from the cabinet after less than a year. “We agreed that this was the way forward and this is what we did. I think she was someone trying to do a good job and I was trying to do a good job.”

Gabriel Onaca, who as deputy head of cabinet was the number two aide in the office, moved to DG Regio with Landabaso in September after what sources said was “burnout” from juggling policy work and personal tasks for Creţu. Onaca did not respond to several requests for comment.
Bucurenci, the commissioner’s communications director, resigned from his post after raising concerns that he would not be able to defend the commissioner in the press about her travel schedule, sources said.

Other junior aides also left during the past year for what sources said were issues related to the commissioner’s work habits. Those who left included administrative assistants and the commissioner’s driver, according to sources.

Creţu blamed the high turnover on the need to form a cabinet quickly after taking office, saying she did not have time to personally vet all the hires.
“They are not my choice,” she said. “They are personnel choices. With some people, I could not work. I had to fire a person.”

10 days on Réunion

Staff sources say aides grew concerned about the political fallout from the appearance that the commissioner was taking long weekends — especially after the Wall Street Journal reported in April that Creţu had traveled to Romania on five occasions and in March went on a three-day mission to Romania from Tuesday until Thursday and didn’t schedule any meeting that Friday, suggesting that she took a long weekend back home.

After this press report, Landabaso warned the commissioner not to block off too much of her schedule, to avoid giving the impression that she was not working, according to two sources familiar with the exchange.

Landabaso denied the claim, saying he “discussed with her the calendar and I did not have a problem blocking days.”

Creţu told POLITICO that during the blocked time she was reading. “It’s for reading. I don’t do shopping,” she said. “I never work less than 10 to 8 hours in the day.”

Creţu sought to restrict her meeting schedule to no more than three meetings per day with a 30-minute separation, according to an internal memo sent to the cabinet in June and obtained by POLITICO.

A trip in May also caused staff concern when the commissioner extended a four-day official mission to the Indian Ocean island of Réunion into a 10-day vacation with her husband, Romanian businessman Ovidiu Rogoz, according to a schedule obtained by POLITICO.

Her daily schedule was light. On the first three days of the conference on economic development and tourism on the island, her schedule wrapped at 4:30 p.m., with the final meeting on the fourth day ending at 12:30 p.m..

At first, she told POLITICO that she extended her stay only through the weekend. When told that her schedule showed a 10-day trip, she acknowledged it, saying that “I paid for my trip after four days of meetings.”

During the week of July 20, Creţu’s schedule shows she had just three appointments apart from compulsory meetings for commissioners, such as the weekly gathering of all 28 members of the institution. She had no meetings on Monday, Thursday and Friday of that week, according to the schedule.

The pattern was repeated frequently during the year, with the calendar showing several weeks with Mondays and Fridays left blank — often coinciding with official visits abroad. Seven of the 20 official visits Creţu completed during the past year were in Romania, her home country.

The schedule shows that Creţu didn’t attend many of the weekly meetings of the full Commission. From November 5, 2014, to October 27, 2015, she missed 10 of the 41 College meetings, according to Commission records. She is one of four commissioners who missed 10 meetings or more. Federica Mogherini, the EU’s foreign policy chief, missed the most, 14 in all.

Driving the Creţus

Some assistants were instructed to do personal assistant work in her home, according to current and former staffers, pushing much of the commissioner’s administrative work on assistants of other team members.

Longtime Creţu assistant Arina Stoenescu — who lived with the commissioner and according to several sources did housework on top of official duties — returned to Romania in April for personal reasons.

When contacted by POLITICO, Stoenescu denied that she did personal work for the commissioner.

The schedule shows that Creţu didn’t attend many of the weekly meetings of the full Commission.

Her replacement Aïda Bajanaru, a former bodyguard to disgraced former Romanian Prime Minister Adrian Năstase, was given the same duties but was allowed to take one to two days of unofficial holiday per month to compensate for the extra hours, sources said. Bajanaru declined to comment.

Administrative assistant Margo Espino, a contract agent, took a pay cut to move from Creţu’s cabinet to DG Regio in November to join Landabaso. “I followed Landabaso for career opportunities,” Espino told POLITICO.

Administrative assistant Patricia Bestgen was moved to DG Translation in October. “I’m leaving because there was a reshuffling in the team, I’m not a Romanian and she needed the contract,” Bestgen said, referring to a limit on the number of temporary contract employees each cabinet can have.

Driver Lucien Van Rossum left in June after he voiced complaints about waiting outside the commissioner’s house for hours in the morning and chauffeuring Creţu’s family, according to the sources. Van Rossum declined to comment.

Creţu dismissed a claim that the driver was annoyed at being asked to drive her niece around.

“It was two days in one year,” she said, adding that it was to see the European institutions.

Since the recent office upheaval over her work habits, the commissioner struck a compromise with current staff, sources said.

De Michelis, her new chief of staff, got an agreement with the commissioner not to schedule meetings before 10 a.m. and to make her Fridays clear in exchange for free rein to run a professional cabinet, sources said.

Canadian Oil Company Activates Sharing Contract in Kurdistan

Canadian oil exploration and development company, ShaMaran Petroleum, has announced that it has activated its option under an agreement signed in July 2009 with the Kurdistan Regional Government (KRG), to enter into a Production Sharing Contract (PSC) in the Taza block in the Kurdistan Region of Iraq, and that this has now been approved.

 

ShaMaran holds a 20% working interest in the contract, and OSIL is the operator with a 60% working interest, while the KRG holds a 20% working interest, with costs carried by ShaMaran BV and OSIL.

 

The 511 square kilometer Taza Block lies between the Pulkhana Block to the southwest and the Kormor block operated by Dana Gas to the northeast. Under the Option Agreement, the Joint Venture acquired 232 line-kilometers of 2D seismic data in 2010, which identified a significant four-way dip closed structure.

 

This closure lies on structural trend with the giant producing Jambur field to the northwest, with reported reserves of over 1 billion barrels of oil, and the recently announced Western Zagros Sarqala oil discovery to the southeast, with reported test rates of over 9,000 barrels of oil per day from the Jeribe formation. The Jeribe will be one of the main targets for the upcoming exploration well on the identified prospect which is expected to be drilled in 2012.

.A Turkish firm is partnering with US supermajor ExxonMobil and the Kurdistan Regional Government (KRG) to search for oil in northern Iraq, Turkey’s prime minister said on Tuesday, according to a report.
The comments came moments before Prime Minister Recep Tayyip Erdogan boarded a plane for an official state visit to the US, Reuters reported. The development marks a further step in Turkey’s co-operation with Iraqi Kurds on energy.

Oil-exploration and revenue rights are at the heart of a dispute between the Arab-led central government in Baghdad and the ethnic Kurdish-run northern enclave, as they jockey for control over oilfields and territory.

ShaMaran Petroleum Corp. is a Kurdistan focused oil development and exploration vehicle which holds an interest in the Atrush oil discovery located in the region. This project is nearby and on trend to existing fields and recent discoveries.

Kurdistan lies within the northern extension of the Zagros Folded Belt. The area is highly underexplored and is currently undergoing a significant exploration and development campaign by over 30 mid to large size international oil companies.

The Drama Of Albania

Since I deliberately landed in Albania this past Sunday 30-August I have met about one hundred of the country’s most relevant personalities, including Ministers, Deputy Ministers, members of parliament, Presidents and CEO’s of the largest business conglomerates, University Rectors, Vice Rectors, Deans and Professors, NGO Leaders and Executive Secretaries, Ambassadors and Honorary Consuls, Foundation Directors, Writers, Painters, Museum Theater and Opera Directors, Mayors, Actors, Movie Directors, journalists, reporters, Presidents of Orders and Associations and Intellectuals. In fact I challenge anyone to find a foreign Author who in less than three months has recently met with more relevant authorities. Many are asking me what I think about the small and dynamic Balkan republic. My diagnosis must be brutal: the system has failed in Albania. My diagnosis is not personal but belongs to the one hundred of the country’s most relevant personalities whom I have met thus far. World Bank and IMF missions last a few days. You can only grasp a country’s reality under the appropriate circumstances and an accurate sampling strategy in three months.

Difficult it is for me to ascertain the convenience of being brutally honest. But I must. Otherwise I would be not abiding by a code of ethics which intends to make a contribution to the country’s future prosperity. In order to improve we must first be brutally honest with our weaknesses and identify the reasons why institutions and policies are failing. We must then design solutions which with vision, courage, discipline, leadership and determination shall be implemented for the sake of Albanians. I will leave the specific drawbacks of the system in Albania for later analysis. I would like to focus on the fundamentals addressed by the Experts related to why the system failed in the small Balkan republic after only 25 years of improvised and somewhat chaotic reforms driven and oftentimes imposed by the international agents and donors.

In 1991 Albania left behind the world’s most tight and closed communist regime dominated by Enver Hoxha until his death in 1985. Many areas in the previous regime worked better then than they do today. Market economy and democracy have brought chaos, corruption and improvisation to the young and dynamic republic. To be remembered institutions, public transportation, the educational system in the three levels primary, secondary and university all worked much better during the communist regime. Even culture was better funded and society was characterized by a total absence of corruption. Nobody questions the necessity and convenience of embracing a well-functioning market economy within a smoothly-ran democracy. This is not the case for today’s Albania where the need to embrace radical policy making is manifest.

I talk to the Albanian elites who might read my analysis. Many will be surprised even astonished by the clarity and brutality of my words. Do not be surprised. Be warned. These are not my words. These words, these statements that I make explicit today belong in the mouths and the offices of the country’s most relevant personalities. There is no room for optimism. The situation is dramatic. Albania must change the course of its path to change the course of history. The country can continue to move as fast as a steam wagon or become a maglev train. Be warned, in both scenarios we will be moving ahead with a perception of progress. The current elites lack the insight and the technology to accelerate changes so that relative improvement is feasible.

Albania is today a country ran by a myriad of political parties ran by a zillion of mediocre politicians. There are -as always- exceptions to the rule. Endogamy and nepotism feed the ranks of the public administration, where connections, money, or traffic of influence rules who is hired and who is turned down, within Ministries, the Central Bank, City Halls, Public Hospitals, Schools and Universities. A total absence of meritocracy encourages everyone to call a friend or acquaintance when trying to „place“ sons and daughters in the public administration. Large corporate tycoons control a radically polarized and segmented media which according to the Western model purely broadcasts garbage entertainment full of irrelevant chartalan-based politics and violence which matters little next to the the country’s and the World’s real challenges. Undoubtedly and unwittingly, citizens become the miserable victims of a 1984-George Orwell’s big brother which contaminates the gossip with biased priorities.

Albania is today a country where corruption is manifest in every single level of society, from the individual to the group, from the poorest to the richest. Everyone without exception tries to find the shortcut to obtain an unfair competitive advantage exploiting the system at its best and most. Pressure from parents in the schooling system forces teachers and professors to inflate the grades of the children of the better off and the powerful. Members of parliament run private universities of questionable quality selling diplomas the youth will never be able to exploit while using the proceeds to finance their children’s education at top institutions abroad. Youth unemployment and a buoyant informal economy challenge the nation’s ability to raise taxes. Unable to raise taxes properly the political establishment chooses to engage in a rising taxes policy. Those living in rural areas migrate to the city in search for a better living which they shall not find. Those in Tirana who realize the lack of opportunity is here to stay choose to migrate abroad where they will usually remain underemployed in the services sector. In the meantime politicians try to dictate how society should be without excelling by example. There are no role models to follow or be inspired with.

The baby boomers born in the aftermath of the communist regime fall encounter a terrible job market in which their best aspirations consist in finding a job in a call center serving the Italian market. The lucky ones who do get a job exploit whatever connections they may have. The total lack of competitiveness makes Albanian Universities the worst choice possible, even the private ones. Those who can send their kids to study abroad, and to remain living abroad to avoid the country’s fallacy of apparent leadership and prosperity.

The international institutions are only worsening the scenario doing a disservice to the Albanian society by acknowledging the validity of accountability of the current elites. Everyone who has a vested interest in the system cannot speak up. I choose to speak up because I am a foreigner with nothing to lose and no conflicts of interest when it comes to being blunt and blatant with a reality which is impossible to digest any longer. A World citizen rather than a foreigner who by the way feels at home in Albania.

Yes there are many reasons to be optimistic when looking at the country’s progress since 1991. But there is enough room to be seriously concerned. The macroeconomic indicators could and should be much better starting with per-capita incomes, GDP growth, unemployment rate, foreign direct investment or public debt-to-GDP ratio.

In the meantime Western countries continue to export an obsolete economic model based on the inundation of unnecessary and redundant multiple-choice and programmed obsolescence products and services which by the way Western countries manufacture and export for the sake of their developed economics and their highly-educated personnel. Albanians continue to love Mercedes Benz and I-Phones, surprisingly abundant for a country with a per capita income under the USD 10 000 mark. Politics-based governance articulated according to the fragmentation of the ideological spectre is ruining the possibility of uniting society along an axis different from nationalism and football, which may bring apparent and temporary joy and pride but never progress or prosperity. And by the way in spite of the appearance of the left-wing or right-wing dress, all political parties exert a same ideology in the very center of the vast range of possibilities.

Albania and Albanians may be making absolute progress. But what matters in today’s world is relative progress compared to more developed nations. If relative progress is slow Albania will continue to fall and not climb in the international rankings. The drama, the orgy of bad governance, the pandemics of corruption, the evils of nepotism and connections will destroy a country and a society already confused, tired, lost in a transition to nowhere where the light is being shadowed by partisan and spurious domestic and international interests. Subsequent to Enver Hoxha’s death, Albanians opened Pandora’s box when they looked at the West as a benchmark to copy and follow. Western countries are the foremost example of what not to copy or embrace as standards for the developing World. Canada and The United States would not be what they are today in the absence of the massive diasporas of qualified personnel landing on their shores. Western Europe would not be what it is today in the absence of centuries of excessive and sometimes abusive colonization and annihilation of remote territories where societies were massacred and imposed upon systems and standards that simply did not fit.

Albania must change the course of its governance and leadership to change the course of history. The country must embrace extreme cooperation with its neighbors including Kosovo but also Macedonia and Serbia. A large market shall benefit everyone in the Balkans. The country’s protagonists and intellectuals must hear my call and join our efforts to launch post-politics as an alternative governance paradigm. The mediocre and corrupt must either resign or embrace radical change. Aggregate interest must prioritize individual interest until Albania reaches a reasonable level of prosperity well beyond its current level.

My due diligence is accurate, exact and fair. It portrays in a straightforward and descriptive narrative the central part of the distribution of opinions I have incorporated from circa one hundred personalities. Whoever wishes to challenge me can confront the domestic protagonists who have welcomed me and my presence in Europe’s friendliest republic. I feel confident and comfortable with my analysis. Statistically speaking I cannot be wrong or biased after speaking and spending hundreds of hours with the countries‘ real insiders and visionaries.

I speak onto you Albanians. There is still time to re-route our journey towards the best possible future. You must be bold and brave. Together we can do it with the help of the Expert Dreamers. Europe’s most beautiful and friendliest republic can accomplish the dream, but not with the current players and stakeholders.

Coventry University Corruption is our worst enemy in Albania which is fuelled sadly also by western diplomats who see themselves as some sort of celebrities in a media which is highly politicized and mediocre. Very few foreigners are honest and frank as main priority is not democracy and the rule of law but stability which often comes at the back of fraud election processes and even killing protesters ( ex PM Berisha and his gang of cronies killed 4 protesters and has yet to face justice) . Is encouraging to see a more direct approach taken by Edi Rama’s government. For the first time we see the majority of people in Albania paying for their electricity and utility bills and business issuing receipts for their transactions. Contrary to some media analyst and politicians, people in Albania by large have supported these „harsh measure“ which only means one thing; People are desperate for rule of law and order. They’ve had enough of older generations still remembering the good old times under communism. Everyone understand in Albania that to destroy a country you do not need to invade or bomb, but instead , encourage or ignore corruption within their educational, medical and criminal justice structures and there you have it – a backward and poor country.

Your analysis is depressing but accurate. Aside for Albanian politics, Albania has a national identity crisis. Your 20-30 year old Albanian is cynical, unmotivated, lacking of ambition and entitled. Though Albanians are the friendliest people in Europe, I loathe them for exactly be known only for that. Despite the sad truth of the selfishness state of mind of certain people in power, destroying opportunities for foreign investments, there are still so much potential for the country to progress and reach the level of some of our European countries. September 2001 diese Worte spricht, redet er nach außen hin über die Organisation „Al Kaida“, deren Existenz kurz zuvor im Frühjahr 2001 ein U.S. Gericht auf Betreiben des F.B.I. und basierend auf den Aussagen des von der C.I.A. finanzierten Informanten Jamal al-Fadl konstatiert hatte.

 Am Montag den 16 . November druckte Kosova – Aktuell einen Artikel eines besorgten Bürgers aus Kacanik in Kosova über den islamistischen Fundamentalisten Sami Imishi ab. In dem Artikel stand : Der aus Kacanik stammende Samet Imishti ist ein offener IS Freund. Er unterstützt direkt u.a. in Facebook jede Aktion der faschistischen IS. Selbstverständlich auch das Massaker in Paris. Er schreibt auf seinem

Facebook Profil: „ Alle die sich wie ein Franzose fühlen sollen mein Facebook Profil verlassen, verschmutzt mein Profil nicht. „ Dieser Kommentar hat bis bis dato 75 likes.“ In dem Artikel werden speziell die italienischen Behörden aufgefordert zu handeln. Am 30 November  wurde Sami Imishi in Italien verhaftet. Vor einigen Tagen einige islamistische Faschisten aus Hani i Elezit in der Nähe von Kacanik. In italienischer Sprache ist dazu ein Artikel in der Zeitung http://www.huffingtonpost.it/ erschienen. In dem Artikel wird positiv auf die Entlarvung dieses potentiellen Terroristen durch Kosova Aktuell verwiesen.

We were told long ago that the “war on terror” would make the world a safer place. But after 14 years of permanent warfare, terrorist attacks around the world have escalated by a staggering 6,500%.

If its objective was to end terrorism, the “war on terror” has abjectly failed. Since it was launched in 2001, terror attacks – and the number of people killed by them – have sky-rocketed:

The above image comes from the Global Terrorism Index 2015, published by the Institute for Economics and Peace. The same index notes that 78% of all deaths from terrorism last year took place in just five countries: Iraq, Afghanistan, Nigeria, Pakistan and Syria.

1. Iraq

Iraq takes first place in the index, with a shocking 9,929 terrorist fatalities in 2014 – the highest ever recorded in any country. The chart below (based on figures from the index) clearly shows the surge in terrorist attacks in Iraq starting soon after the 2003 invasion:
2. Afghanistan

In second place is Afghanistan, which became the first target of the “war on terror” when Operation Enduring Freedom was launched a few weeks after 9/11. One of the aims of the operation was to stop Afghanistan from becoming a terrorist haven. Instead, the 14-year intervention has overseen an increase in terrorist incidents of more than 5,000%, from 30 in 2002 to 1591 in 2014:

With a year-on-year increase of more than 300% in terrorist fatalities, Nigeria comes third in the index. Together, Boko Haram and ISIL were responsible for just over half of all claimed global terrorism fatalities in 2014:

4. Pakistan

Pakistan has seen an increase in terror attacks of more than 4,000% since 2002. Mehdi Hasan notes that, in the 14 years before 9/11, there was just one suicide attack on Pakistani soil – in the 14 years since, there have been 486 suicide bombings, killing more than 6,000 people.

5. Syria

Syria’s civil war began in 2011, which is made clearly visible by the graph. What is not yet clear is whether – and how – the year of coalition air strikes will affect the numbers of terrorist incidents.

The war on terror creates more war – and more terror

Of the five countries experiencing the most terrorism last year, “only Nigeria did not experience either US air strikes or a military occupation in that year,” notes journalist Paul Gottinger in his analysis of global terrorism data.

In some cases, such as Iraq, it is widely acknowledged that Western intervention led to a surge in terrorism;British intelligence and US government reports have admitted as much (even Tony Blair came close to letting it slip), and al-Qaeda strategist Abu Musab Al-Suri has celebrated the results:

The war in Iraq almost single-handedly rescued the entire Jihadi movement.

Decades of failed Western interventions have caused extraordinary suffering to the people of Iraq, perhaps killing as many as 2.9 million people. As Mehdi Hasan points out in the New Statesman: “If bombing ‘worked’, Iraq would have morphed into a Scandinavia-style utopia long ago.” Instead, the country is in chaos – breaking records for terrorist activity while ever more foreign fighters flood into the country day-by-day.

In other cases, like Syria, the connection is less clear. What is accepted, even by American intelligence agencies is that, after the deaths of hundreds of civilians and thousands of fighters from coalition bombs, Daesh (Isis) is certainly no weaker now than it was a year ago; in fact, its fighter ranks may have swelled from 20,000-31,500 to at least 80,000 in the past year.

The Global Terrorism Index has done a statistical analysis and found two factors to be most closely associated with terrorism:

These are the levels of political violence committed by the state, and the level of armed conflict within a country. The report finds that […] 88% of all terrorist attacks between 1989 and 2014 occurred in countries that were experiencing or involved in violent conflicts.

If there’s one thing the “war on terror” has excelled at, it is creating more war – and if there is a second, it is creating more terror.

On Thursday, David Cameron set out his ‘moral case’ for launching British airstrikes in Syria, claiming they will “make us safer”. But it is abundantly clear that the war on terror has not made us safer. If defeating terrorism is the aim, then we need to start fighting for creation, not destruction.

Illegaler Ölverkauf um die Hälfte gesunken

False Flag Operationen (Suruc 27 Tode, Instanbul gegen Kurden über 100 Tode) rund um Anschläge haben eine lange Tradtion im Türkischen Geheimdienst MIT, so auch dieser Anschlag in Suruc, später in Ankara nochmal mit über 100 Toden, eine deutliche Handschrift zeigt, inklusive der erbärmlichen Lügen des Recep Erdogan und seiner Terroristen und Verbrecher Bande. Am 11. Mai 2013 wurde in der Stadt Reyhanlı (wichtigster Grenzübergang nach Syrien zum Öl stehlen, Waffen liefern etc.)ein Anschlag mit zwei Autobomben im Stadtzentrum verübt. Staatliche Stellen der Türkei sprachen von 51 Opfern der Anschläge, während lokale Quellen von bis zu 300 Toten ausgingen mit vielen Verletzten.[2] Die „Regulierungsbehörde für Radio und Fernsehen“ in der Türkei hatte nach dem Anschlag eine Anordnung erlassen, wonach über die Vorfälle nicht berichtet werden durfte – und es gab auch keine öffentliche Berichterstattung.[3] Die türkische Regierung beschuldigte Mitglieder der marxistisch-leninistischen DHKP-C (Revolutionäre Befreiungspartei-Front) und der THKP-C, die Bombenattentate ausgeübt zu haben. Zudem behauptete sie, der syrische Geheimdienst sei der Strippenzieher im Hintergrund gewesen. Die DHKP-C wies in einer Stellungnahme jede Beteiligung an den Bombenanschläge von sich. Und auch die syrische Regierung wies die Beschuldigungen zurück und beschuldigt ihrerseits die türkische Regierung ein Eingreifen der NATO in den Syrienkonflikt vorbereiten zu wollen.[4][5]

Am 25 Mai 2013 veröffentlichte die Hackergruppe RedHack die Faksimile eines Berichtes des Geheimdienstes der Militärpolizei Jandarma[6] im Internet.[7][8] Diesen Dokumenten nach waren die Behörden im Vorfeld der Bombenattentate informiert gewesen und verantwortlich für die Bombenattentate war die al-Qaida-nahe al-Nusra-Front, die im Bürgerkrieg in Syrien kämpfte.[9][10][11][12][13]

Aus Sicht der türkischen Opposition war die Regierung von Premier Recep Tayyip Erdogan mitverantwortlich die Entwicklung in der Region, sie widersprach der These der Regierung, wonach die Anschläge von Linksextremen verübt worden sei, die im Auftrag des syrischen Geheimdienstes handelten.

Anmerkung der Redaktion von Info-DIREKT: Dieser Bericht stützt sich auf Angaben des Online-Nachrichtenportals Al-Araby Al-Jadeed ( العربي الجديد‎ ), das zur Fadaat Media-Gruppe aus Katar gehört; viele dieser Angaben werden auch von dritter Seite, etwa durch die Financial Times und durch jüngste russische Quellen bestätigt. Der „Islamische Staat“ (IS) verfügt über Millionen von Dollar an Öleinnahmen, die er dazu benutzt, um die unter seiner Kontrolle stehenden Gebiete, wo immerhin rund fünf Millionen Zivilisten leben, zu verwalten und zu erweitern.

Der IS verkauft irakisches und syrisches Rohöl zu einem sehr niedrigen Preis an kurdische und türkische Mafiosi und Schmuggler, welche die Frachtpapiere einfach umschreiben und das Rohöl als von der kurdischen Regionalregierung gekaufte Ware weiterverkaufen.

Das Rohöl gelangt dann über Händler, die über den Ursprung der Ware Bescheid wissen mögen oder auch nicht, unter anderem nach Israel.

Ein IS-Vertreter beteuerte jedoch gegenüber dem Nachrichtenportal Al-Araby Al-Jadeed, dass man kein Rohöl gezielt nach Israel oder an andere Staaten verkaufen würde, sondern lediglich an Verkaufsagenten, welche die internationalen Märkte bedienen.

Die Ölfelder

Rund um die vom IS kontrollierten Ölfelder im Norden des Irak und im Osten Syriens stehen von den neuen Machthabern angebrachte Schilder mit der Aufschrift „Fotografieren strengstens verboten – Zuwiderhandelnde werden bestraft!“

Diese Ölfelder liegen in der Produktion zwischen sieben und neun Stunden am Tag, wobei die Produktion vor allem durch die irakischen Arbeiter und Ingenieure überwacht wird, welche schon zuvor diese Funktion ausgeübt hatten und vom IS nach der Einnahme der Gebiete weiterbeschäftigt wurden.

Denn der „Islamische Staat“ ist stark abhängig von seinen Öleinnahmen. Seine sonstigen Einnahmen wie solche aus Spenden und Lösegeldern sind eher rückläufig. Die Arbeiter auf den vom IS kontrollierten Ölfelder und ihre Familien werden jedenfalls gut versorgt, weil sie für das finanzielle Überleben der Terrorgruppe wichtig sind.

Die Förderkapazitäten stiegen im Jahr 2015 weiter an, nachdem der IS die Kontrolle über die Ölfelder Allas und Adschil  in der Nähe der irakischen Stadt Tikrit samt den dortigen hydraulischen Maschinen und elektrischen Pumpenanlagen übernahm.

Dem IS fiel anlässlich der Eroberung der irakischen Stadt Mossul im Juni 2015 auch die Ausrüstung eines kleinen asiatischen Ölförderunternehmens in die Hände, das im Begriff war, ein Ölfeld in der Umgebung der Stadt zu erschließen.

Die IS-Ölproduktion in Syrien konzentriert sich auf die Ölfelder Conoco und at-Taim, im Westen bzw. Nordwesten von Deir ez-Zor, während der IS im Irak das meiste Öl aus den Ölfeldern an-Nadschma und al-Kaijara in der Nähe von Mosul fördert. Eine Reihe von kleineren Ölfeldern im Irak und in Syrien werden vom IS für den lokalen Energiebedarf verwendet.

Nach Schätzungen der Anzahl von Öltankfahrzeugen, welche den Irak verlassen, und nach internen Informationen aus der türkischen Stadt Sirnak an der Grenze zum Irak, durch welche die Transitroute für das geschmuggelte Rohöl verläuft, fördert der IS aus den unter seiner Kontrolle stehenden Ölfeldern im Irak und in Syrien im Schnitt 30.000 Barrel Rohöl pro Tag.

Wie der Export abläuft

Diese Informationen von Al-Araby Al-Jadeed stammen von einem hochrangigen Nachrichtenoffizier des irakischen Geheimdienstes, dessen Name natürlich nicht preisgegeben wird.

Die Informationen wurden jedoch von kurdischen Sicherheitskräften, von Grenzbeamten am irakisch-türkischen Grenzübergang „Ibrahim Khalil “ sowie von einem Vertreter einer der drei Ölgesellschaften, die mit geschmuggeltem Rohöl aus den vom IS besetzen Gebieten handeln, bestätigt.

Der irakische Nachrichtenoffizier schildert genau die Etappen, welche das geschmuggelte Rohöl auf seinem Weg von den irakischen Ölfeldern bis zu seinen Zielhäfen – darunter der israelische Hafen Aschdod – durchläuft:

„Nachdem das Rohöl gefördert und auf Öltankfahrzeuge geladen wurde, fahren diese Öltransporterdurch durch die Provinz Niniveh nach Norden bis zur Stadt Zacho, 88 km nördlich von Mosul. Zacho ist eine von Kurden bewohnte Stadt direkt an der Grenze zur Türkei. Meist sind es 70 bis 100 Lkws, die im Konvoi fahren.“

„Der für den Transport Verantwortliche versteigert dort das Rohöl an den Meistbietenden. Der Wettbewerb zwischen den rivalisierenden Mafia- und Schmugglerbanden – Kurden aus Syrien und dem Irak, aber auch Türken und Perser – geht so weit, dass es fast täglich zur Ermordung von Bandenmitgliedern kommt.“

Der Meistbietende hat bis zu 25 Prozent des Wertes des Rohöls in bar zu erlegen, wobei in US-Dollar abgerechnet wird. Der Rest ist nach einer vereinbarten Zahlungsfrist fällig.

Dem Nachrichtenoffizier zufolge finden diese Transaktionen in der Regel an diversen Orten am Stadtrand von Zacho statt. Der genaue Ort wird jeweils zuvor per Funktelefon vereinbart. Die Lkw-Fahrer übergeben ihre Fahrzeuge an andere Fahrer, welche über Genehmigungen und Papiere verfügen, um die Fracht über die Grenze in die Türkei zu bringen. Die bisherigen Fahrer erhalten stattdessen leere Lkws, um damit in die vom IS kontrollierten Gebieten zurück zu fahren.

Vor der Überquerung der Grenze lassen die Mafiosi das Rohöl in primitiven Raffinerien, welche sich in Privatbesitz befinden, primärverarbeiten; dabei wird das Rohöl in einer ersten Reinigungsstufe in seine Bestandteile getrennt. Die dabei gewonnenen Produkte (wie Naphtha, Dieselkraftstoff, Heizöl und Gasöl) werden erneut auf Lkws geladen und über den Grenzübergang „Ibrahim Khalil“ in die Türkei transportiert.

Diese rudimentäre Raffinierung ist erforderlich, weil die türkischen Behörden aufgrund eines Vertrages mit der irakischen Regierung keinen Import von Rohöl erlauben, soferne dafür keine Lizenz der irakischen Regierung vorliegt.

Die bei der Primärverarbeitung erzeugten Erdölprodukte hingegen erhalten problemlos Dokumente, womit sie die türkische Grenze passieren dürfen.

Laut den Angaben des irakischen Nachrichtenoffiziers zahlen die lokalen Schmugglerbanden und die privaten Raffinerien den Grenzbeamten dafür hohe Bestechungsgelder.

Sobald sie auf türkischem Gebiet eingelangt sind, fahren die Lkws weiter zur Stadt Silopi, wo die Fracht von einem Mann übernommen wird, der unter den Decknamen „Dr. Farid“, „Hadschi Farid“ oder „Onkel Farid“ bekannt ist.

„Onkel Farid“ ist ein israelisch-griechischer Doppelstaatsbürger. Er ist ca. 50 Jahre alt und wird in der Regel von zwei kräftig gebauten Männern in einem schwarzen Jeep Cherokee begleitet.

Einmal in der Türkei, können die aus IS-kontrollierten Gebieten stammenden Erdölprodukte nicht mehr von denjenigen unterschieden werden, welche von der kurdischen Regionalregierung verkauft werden, da beide als „nicht lizenzierte“ Quellen gelten.

Laut dem irakischen Nachrichtenoffizier sind die Firmen, welche Rohöl von der kurdischen Regionalregierung kaufen, dieselben, welche auch aus den vom IS besetzten Gebieten geschmuggeltes Rohöl kaufen.

Wie die Lieferung nach Israel erfolgt

Nach der Zahlung der Kosten für Fahrer und Zwischenhändler sowie für Bestechungsgelder bleibt dem IS ein Gewinn von 15 bis 18 US-Dollar pro Barrel Rohöl. Die Terrorgruppe soll derzeit auf diese Weise im Durchschnitt jeden Monat einen Nettogewinn von 19 Millionen Dollar erzielen.

„Onkel Farid“ besitzt eine lizenzierte Import-Export-Firma, die er dazu benutzt, um Geschäfte zwischen den Mafia- und Schmugglerbanden, die Rohöl vom IS kaufen und den drei Ölgesellschaften, die das Öl weiter nach Israel exportieren, abzuwickeln.

Die Namen dieser Unternehmen und weitere Geschäftsdetails sind bekannt. Eines dieser Unternehmen wird übrigens von einem hochkarätigen westlichen Politiker unterstützt.

Die Unternehmen stehen untereinander im Wettbewerb, um geschmuggeltes Rohöl zu erwrben und dieses anschließend über die türkischen Häfen Mersin, Dortyol und Ceyhan nach Israel zu liefern.

Es gibt neben „Onkel Farid“ auch noch mehrere Broker, doch er ist unbestritten der einflussreichste Vermittler bei der Vermarktung von geschmuggeltem Rohöl.

So sieht übrigens eine Quittung des Frachtführers für die Übergabe der für den Weitertransport erforderlichen Ladepapiere aus:

Ein Studie der Universität von Greenwich, verfasst von den Schiffsingenieuren George Kioukstsolou und Dr. Alec D. Coutroubis, befasst sich mit dem Ölhandel via Ceyhan und stellt einige Übereinstimmungen zwischen den militärischen Erfolgen des IS und Spitzen beim Ölumsatz des Hafens fest. [2]

Im August berichtete die Financial Times, dass Israel bis zu 75 Prozent seiner Öllieferungen aus Irakisch-Kurdistan beziehe. [3] Mehr als ein Drittel dieser Exporte soll über den Hafen Ceyhan laufen; die Financial Times bezeichnet den Hafen als „ein Gateway für geschmuggeltes Rohöl aus den vom ‚Islamischen Staat‘ besetzten Gebieten“.

Kioukstsolou erklärt dies mit Korruption der Zwischenhändler und von Elementen am unteren Ende des Handelshierarchie und schließt institutionellen Missbrauch durch multinationale Unternehmen oder Regierungen aus.

Wie eine europäischer Erdölindustrieller gegenüber Al-Araby Al-Jadeed erklärte, könne Israel das Rohöl nur grob raffinieren, weil es nicht über entsprechende Raffinerien verfüge. Das Öl würde in der Folge um einen Preis von 30 bis 35 US-Dollar pro Barrel weiter in verschiedene Mittelmeerstaaten verkauft, wodurch es „einen quasi-legitimen Status erhält“.

„Das Öl wird binnen ein oder zwei Tagen an eine Anzahl von Privatunternehmen verkauft, wobei der Großteil an eine italienische Raffinerie geht, wo das Öl fertig raffiniert und vor Ort vermarket wird; der Eigentümer der Raffinerie ist einer der größten Aktionäre eines italienischen Fußball-Clubs. Israel ist in gewisser Weise dabei, zum wichtigsten Anbieter von IS-gefördertem Rohöl zu werden. Ohne Israel wäre dieses Rohöl im Dreieck Irak, Syrien und der Türkei konfiniert. Auch die drei Ölhandelsfirmen in der Türkei könnten nichts verkaufen, wenn sie nicht über Käufer in Israel verfügten“, so der Erdöllindustrielle.

Die meisten anderen Länder wollen allerdings mit dem Schmuggelöl trotz der verlockenden Preises aufgrund der rechtlichen Implikationen und wegen des Krieg gegen die IS-Terrorgruppe nichts zu tun haben.

Wie die Bezahlungen erfolgt

Der IS bedient sich – in ganz ähnlicher Weise wie andere internationale kriminelle Netzwerke – verschiedenster Methoden, um Zahlungen für das geschmuggelte Öl zu vereinnahmen.

Zunächst wird eine Anzahlung in bar von bis zu 25 Prozent des Wertes des Rohöls beim Verkauf an die Mafiosi und Schmuggler an der türkischen Grenze kassiert.

Ferner werden Zahlungen von Ölhandelsunternehmen durch Leute wie „Onkel Farid“ auf einem privaten türkischen Bankkonto deponiert, das einem namentlich nicht bekannten Iraker gehört, werden dann „gewaschen“, indem sie durch die Hände einer Reihe von Geldwechslern gehen und gelangen schließlich nach Mossul bzw. Rakka.

Und schließlich werden Ölzahlungen auch dazu verwendet, um Fahrzeuge zu erwerben, die in den Irak exportiert werden, wo sie von IS-Agenten in Bagdad und anderen Städten im Süden verkauft werden; die dabei gemachten Erlöse werden auf internem Weg an die IS-Finanzverwaltung transferiert.

„Zu guter letzt“: eine Stellungnahme des IS

In einem Skype-Interview mit einem Vertreter des IS in Rakka (ja, auch das ist möglich!) erfuhr Al-Araby Al-Jadeed, dass der IS kein Rohöl gezielt nach Israel oder an andere Staaten verkaufen würde, sondern lediglich an Verkaufsagenten, welche die internationalen Märkte bedienen. [4]

IS Öl Truck auf dem Weg in die Türkei

Bilal Erdogan ist Geschäftsmann. Ihm gehört die Reederei BMZ Ltd. Das Unternehmen hat erst im September letzten Jahres zwei neue Tanker für insgesamt 36 Millionen Dollar gekauft. Die Tanker fahren, um der türkischen Steuer zu entgehen, unter maltesischer Flagge.

Das Schmuggelnetz scheint weit gespannt. Das israelische Internetportal Globes berichtete am Montag, dass in den vom IS kontrollierten Gebieten täglich bis zu 40.000 Barrel Öl produziert werden. Kurdische und türkische Schmuggler würden das Öl aus den IS-Gebieten nach Israel verkaufen. Israel bekomme 75 Prozent seines Öl aus dem kurdischen Teil des Irak. Das Portal meint zu wissen, dass das Öl über die kurdische Stadt Zakhu (gelegen am Dreiländereck Irak, Syrien, Türkei) in die türkische Stadt Silop transportiert und für 15 bis 18 Dollar pro Barrel – die Hälfte des Weltmarktpreises – verkauft wird.

EU lockert Öl-Embargo gegen Syrien Aus den Gebieten, die von Rebellen kontrolliert werden, darf wieder Öl exportiert werden. Die EU lockert ihre Sanktionen gegen Syrien, um «die demokratische Opposition zu stärken».

Künftig ist – versuchsweise bis 1. Juni – mit Zustimmung dieser Koalition die Einfuhr von Rohöl aus Syrien wieder möglich. Auch Kreditfinanzierungen sind wieder erlaubt.Das Verbot der Lieferung von Hochtechnologie für den Öl- und Gassektor wurde aufgehoben, wenn diese Lieferungen von der syrischen Opposition gebilligt werden. Möglicherweise werden später auch Handels- und Finanzsanktionen mit Ausnahmeklauseln für die Opposition geöffnet.

Der deutsche Aussenminister Guido Westerwelle bezeichnete die beschlossene Lockerung der Sanktionen als «wichtigen Schritt, der Koalition eigene Einnahmen zu erschliessen». Weiter sagte er: «Wir möchten, dass die von der Opposition kontrollierten Gebiete sich gut entwickeln können. Deswegen werden die Sanktionen aufgehoben.»

Künftig werde jede Art von Hilfeleistung über die Institutionen der syrischen Opposition laufen: «Denn wir wollen, dass die demokratischen Institutionen der Opposition gestärkt werden», sagte Westerwelle.

Lockerung des Waffen-Embargos

Über die von Frankreich und Grossbritannien gewünschte Erlaubnis zur Lieferung von Waffen wurde noch nicht entschieden. Waffenlieferungen werden von den anderen EU-Ländern abgelehnt.

Das Verbot von Waffenlieferungen nach Syrien ist bis Ende Mai befristet. Es kann nur einstimmig verlängert werden. Deutschland sei gegen Waffenlieferungen, weil solche Waffen in die Hände von Terroristen geraten könnten, sagte Westerwelle. «Aber wenn andere europäische Partner zu einer anderen Einschätzung kommen, dann respektieren wir das natürlich und könnten und wollten das auch gar nicht blockieren.»

EU-Kommissionspräsident José Manuel Barroso seinerseits kündigte am Montag in Brüssel mehr humanitäre Hilfe für die syrische Zivilbevölkerung an.

«Die EU bereitet ein umfangreiches Hilfspaket zur Unterstützung vor allem der Flüchtlinge vor», sagte Barroso nach einem Treffen mit US-Aussenminister John Kerry. Bisher sind UNO-Angaben zufolge rund 1,3 Millionen Menschen aus Syrien geflohen. Die Zahl der Todesopfer wird auf etwa 70’000 geschätzt.

Chef der syrischen Opposition definitiv zurückgetreten

Derweil geht der blutige Kampf in Syrien weiter. Wie die oppositionsnahe Syrische Beobachtungsstelle für Menschenrechte am Montag mitteilte, wurden innerhalb der vergangenen fünf Tage in einem Vorort von Damaskus, der seit Sonntag von der Armee vollständig kontrolliert wird, mindestens 80 Tote gefunden.

Einige der identifizierten Leichen, die nach dem Sturm auf Dschdaidet al-Fadl gefunden worden seien, hätten schwere Verstümmelungen aufgewiesen, teilte die Beobachtungsstelle mit.

Vermutlich sei die Zahl der Opfer noch höher, aber die genaue Zahl sei schwer zu ermitteln, sagte der Chef der Beobachtungsstelle, Rami Abdel Rahman. «Wir fordern das Internationale Komitee vom Roten Kreuz auf, eine Delegation nach Dschdaidet al-Fadl zu entsenden, um (die Vorfälle) zu untersuchen».

Regierungstruppen erzielten auch in der zentralen Region Homs Erfolge über die Aufständischen. Sie rückten nach der Einnahme mehrerer Dörfer auf die Rebellenhochburg Kusseir vor.

Der Chef des syrischen Oppositionsbündnisses SNC, Ahmed Moas al-Chatib, erneuerte wegen der «Untätigkeit» der internationalen Staatengemeinschaft im Syrien-Konflikt seine Rücktritterklärung. Ein Mitglied der Syrischen Nationalen Koalition (SNC) sagte, der Rücktritt Chatibs sei nun endgültig. Ein neuer Vorsitzender soll an einem Treffen am 10. und 11. Mai gewählt werden.

Seien wir realistisch: Einen Konflikt zwischen Russland und, nun ja…, zwischen allem und jedem zu provozieren, ist eine Standardvorgehensweise für ‚den Big Brother‘. Die Gülen-Bewegung – eine von der CIA unterstützte „moderate“ islamische Schwindel-NGO (auf Deutsch: Nichtregierungsorganisation) – ist es in diesem Zusammenhang auch Wert, näher betrachtet zu werden. Der FBI Whistleblower Sibel Edmonds hat Insider-Wissen wofür die Gülen-Bewegung wirklich existiert:

Im Balkan weiß jeder das die Amerikaner die Terroristen finanzierte und Kriminelle. in Instanbul weiß auch jeder das Erdogan und die IS Terroristen eine Einheit sind, aber niemand macht was dagegen, weil die Ratten der EU und USA, Partner im Verbrechen sind, wie bei dem Drogen Handel und das Verbrechen duldet, wie Ethnische Säuberungen und willkürliche Morde um Lanstriche wie im Süd Sudan Menschen frei zubekommen.
