Je présente mes plus sincères condoléances aux familles des victimes innocentes qui étaient rassemblées à l’occasion du 14 juillet. En tant qu’Européens nous devons rester unis, avec la France, pour condamner et combattre le terrorisme. La lutte contre le terrorisme doit être globale et, dans le cadre de ses compétences, notre sous-commission restera engagée à contribuer au renforcement de la sécurité internationale.”

„I am deeply shocked by the dreadful terrorist attack in Nice. I convey my deepest condolences to the families of the innocent victims, who have gathered to celebrate the French National Day. As Europeans we must stand united with France in condemning and combatting terrorism. The fight against terrorism should be global, and in the frame of its responsibilities, our subcommittee will remain committed to contribute enhancing international security."

Study - EU-Led Security Sector Reform and Disarmament, Demobilisation and Reintegration Cases: Challenges, Lessons Learnt and Ways Forward - PE 535.004 - Subcommittee on Security and Defence

Although the EU has become a leading multilateral actor in the field of security sector reform (SSR), it continues to face significant challenges that hinder its potential for delivery. In the run-up to the prospective adoption of an EU-wide strategic framework for supporting SSR, this study aims to shed light on the realities faced by SSR policy makers and practitioners. By looking at the EU’s SSR track record, as well its involvement in the complementary process of disarmament, demobilisation and reintegration (DDR), this study provides an assessment of the lessons learnt and highlights the ways forward for the EU as a security provider, particularly ahead of the launch of its maiden Global Strategy on Foreign and Security Policy (EUGS).

Highlights - Findings of the European High Level Task Force on Conflict Zones - Subcommittee on Security and Defence

On 13 July, the Subcommittee will exchange of views with Patrick Ky, Executive Director of the European Aviation Safety Agency (EASA) on the findings of the European High Level Task Force on Conflict Zones. This Task force was created upon the tragic event of the downing of Malaysian Airlines flight MH17 over the Ukraine to respond effectively to risks associated with overflight of zones of conflict or armed insurgency.

Study - EU Arctic Policy in Regional Context - PE 578.017 - Subcommittee on Human Rights - Subcommittee on Security and Defence - Committee on Development - Committee on Foreign Affairs

EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the environment and climate change, sustainable development, and peaceful international cooperation, with overarching support for scientific research. This coincides with most of the priorities of the EU’s Arctic Member States, Denmark, Finland and Sweden. The Communication does not focus on security issues or on hydrocarbon development. Arctic oil and gas are not the primary keys to EU energy security, but do play a role, and are important for the EU’s two main suppliers, Norway and Russia – sustainable management of these resources is in the EU’s interest. While the region has been a model for cooperation – Arctic collaboration with Russia continues via multiple mechanisms, despite wider tensions. That it will remain so cannot be taken for granted. The EU supports peaceful Arctic cooperation via multiple mechanisms, including the Arctic Council, the Barents-Euro Arctic Council, and via multiple cross-border collaboration platforms. As the EU becomes increasingly engaged in Arctic issues, continued focus on policy coherence, engagement with other Arctic stakeholders, and the priorities of the region’s citizens will be essential.

Highlights - The Warsaw NATO Summit - Subcommittee on Security and Defence

The NATO Summit in Warsaw will be a key meeting to decide on next steps in ensuring the Alliance’s collective defence. Strengthening and modernizing NATO’s defence and deterrence posture will be at the core business of the Summit. To successfully adapt NATO to a rapidly changing security environment, the Warsaw Summit will need to consider in its deliberations several relevant and highly important issues.

Highlights - The use of drones and the fight against terrorism : the impact on human rights - Subcommittee on Security and Defence

The objective of this joint DROI/SEDE hearing on 30 June from 9.00-11.00, is to assess whether the use of drones complies with international law including respect for human rights and international humanitarian law. Issues related to civilian casualties and impact on affected communities, the question of transparency and accountability as well as the need for meaningful compensation mechanisms will also be addressed.
