Highlights - The situation in Afghanistan: committee debate - 9 September 2021 - Subcommittee on Security and Defence

The Subcommittee on Security and Defence will look into the impact of the Afghanistan crises on European security and defence, with EEAS Deputy Secretary General for Common Security and Defence Policy, Charles Fries, on 9 September. The debate is expected to focus on possible actions by the EU to contain security threats to the European territory, and the EU's future involvement in Afghanistan. The outcome of the recent Informal Meeting of European Defence Ministers will also be discussed.

Latest news - Next SEDE meetings - 9 September 2021 - Subcommittee on Security and Defence

In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through webstreaming.

Following these decisions, the next meeting of the Subcommittee on Security and Defence (SEDE) will take place on 9 September 2021 (online).

Study - EU preparedness and responses to Chemical, Biological, Radiological and Nuclear (CBRN) threats - PE 653.645 - Subcommittee on Security and Defence

This study on ‘EU preparedness and responses to Chemical, Biological, Radiological and Nuclear (CBRN) threats’ was requested by the European Parliament’s (EP) Subcommittee on Security and Defence (SEDE) in the context of, but not limited to, the ongoing COVID-19 pandemic. Building on reports and expert input, this study first provides an update of the current level of each of the C, B, R and N threat elements, including the type of actor from which such threats might stem. It furthermore takes stock of the existing preparedness and response mechanisms and matches these against the updated threat landscape to determine the current state of play of the EU’s response tools and its remaining gaps where improvement may be needed. The study puts forward a number of recommendations on specific issues. The core of the recommendations builds on using a ‘Team Europe’ approach to create and maintain a strong task force based response capacity, with additional authority and competence given by EU Member States to the EU. This would enable the EU to better support and manage an EU-wide crisis response in the CBRN field in a timely and effective manner.

Highlights - European Defence Agency - European Investment Bank agreement: committee debate - Subcommittee on Security and Defence

The Subcommittee on Human Rights will discuss the cooperative financing mechanism agreement reached between the European Defence Agency and the European Investment Bank, with EIB Vice-President Kris Peeters, on 12 July. Since the current rules do not allow the EIB to finance purely military projects or infrastructure, the agreement has the same ambition as the European Development Fund (EDF) and the Permanent Structured Cooperation (PESCO).

Highlights - NATO Summit and Strategic Concept review: committee debate - 28 June 2021 - Subcommittee on Security and Defence

The Committee on Foreign Affairs and the Subcommittee on Security and Defence will go over the outcome of the recent NATO Summit and the launch of the review of the 2010 Strategic Concept, together with NATO Deputy Secretary General Mircea Geoană. The current Strategic Concept needs to be reviewed to take into account the situation of the international order and how NATO can contribute to European and transatlantic security in the current context. The meeting will be held on 28 June.

Highlights - Reviewing the EU-US Summit: committee debate - 24 June 2021 - Subcommittee on Security and Defence

The Subcommittee on Security and Defence and the Committee on Foreign Affairs will hold a debate with Dr Amanda Sloat, Special Assistant to US President Biden and Senior Director for Europe, National Security Council of the United States, on 24 June. Dr Sloat was part of the delegation accompanying President Biden during his first overseas trip since taking office in January 2021. The debate will look back and reflect on the outcome of the EU-US Summit that took place 15 June.

The meeting will be held in association with the European Parliament delegation for relations with the United States.
