Ce haut fait d’armes forge l’identité de ce corps auquel appartient le général d’armée Didier Castres, inspecteur général des armées/Terre (IGA-T). Lors de la commémoration du 146e anniversaire de ces combats à Fréjus le 31 août, en présence de madame Patricia Adam, présidente de la commission de la défense nationale et des forces armées, ce dernier a tenu à souligner l’importance de la fraternité entre les armes de l’armée de Terre.

Albania is a candidate country following the Brussels European Council of June 2014. The country became a potential candidate country for EU accession following the Thessaloniki European Council of June 2003. On 18 February 2008 the Council adopted a new European partnership with Albania. The Stabilisation and Association Agreement (SAA)  with the country entered into force on 1 April 2009.

Good afternoon. I am very happy to be back in Riga. In fact, it is my third visit here since becoming President of the European Council. I wish to thank Prime Minister Kučinskis for his warm welcome.

Today we will discuss the prospects for our summit next week in Bratislava. I am convinced that the summit must be about bringing back political control of our common future. And that it must be about bringing back a strong sense of political community.

It is a clear lesson from the outcome of the referendum in the UK - but one which is equally valid across Europe: people are worried about the phenomena which seem to be out of control - migration, terrorism, external threats, or the negative consequences of globalisation. We have to confront those issues and demonstrate our determination, and our capacity, to ensure on the one hand the openness of Europe, while on the other the protection of our citizens. Much of this is under the responsibility of Member States, but the EU can assist them. The European Union must help provide a renewed sense of security and stability to Europeans.

Earlier today I was in London, where I met Prime Minister May. I informed her of our meeting in Bratislava, and she informed me of the current thinking in the British government regarding Brexit.

I know that Brexit is a particular concern for Latvia, because so many of your citizens reside in the UK. Our goal is clear: to establish the closest possible relations between the EU and the UK. It is obvious that, once the negotiations begin, securing the rights of EU citizens living in the UK will also be a key objective for us. And it is equally clear that our future relationship with the UK requires a balance of rights and obligations - any access to the Single Market must be based on the four freedoms, including the freedom of movement.

But the negotiations cannot begin until the UK activates the process for withdrawal. Article 50 of the Treaty is very clear. In fact, it is there to protect the interests of the countries remaining in the EU. I told Prime Minister May that I am convinced that it is in everyone's best interest that we start negotiations soon, to reduce and eventually end the uncertainty. Thank you.

Thank you Prime Minister for having me here today in London, at such a crucial time, both for the UK and for the European Union.

My intention is to tell you about the agenda of the Bratislava meeting of 27 leaders next week. We decided to organise this informal meeting to discuss and to assess the political consequences of Brexit for the EU community. This doesn't mean that we are going to discuss our future relations with the UK in Bratislava. For this, and especially for the start of the negotiations, we need your formal notification, I mean Article 50. And this is the position shared by all 27 Member States.

To put it simply, the ball is now in your court. I am aware that it is not easy, but I still hope you will be ready to start the process as soon as possible. But I am convinced that at the end of the day our common strategy goal will be to establish the best possible relations between the UK and the European Union.

The United Nations Security Council, with all of its strength and power, is now being challenged by a diplomatic rope-a-dope, directed to evil ends by a scheming practitioner. An African American boxer, Muhammad Ali, invented the rope-a-dope style in an African boxing ring in Kinshasa almost 42 years ago. For those old enough to recall, the entire African continent and African descendants across the globe relished the popular Ali's use of rope-a-dope to defeat the much more powerful George Foreman, in the “Rumble in the Jungle”, a boxing match recalled and much discussed even in South Sudan when Ali died on June 3 of this year.

The rope-a-dope strategy, of course, is one of fakery and delay, where the weaker of the boxers huddles against the ropes, covering up, pretending injury, and hoping his stronger opponent will “punch himself out”. The attacker uses all of his energy trying to hit an elusive target who refuses to directly engage, and lets the ropes absorb the bulk of the force used against him. The ultimate goal is to allow the rope-a-dope practitioner to fight more aggressively in the later rounds against a tired and distracted adversary, and eventually win. In Ali's case, the world, particularly the African world, loved Ali for his brilliant strategy, and many still do.

What an abomination and a disgrace to Ali's memory and to all of Africa, that Salva Kiir would seize upon exactly the same rope-a-dope strategy to prevent our regional neighbors, the African Union and the United Nations from creating conditions for peace, stability and transition to a true democracy, which will benefit every deserving citizen in Africa's newest country, South Sudan. The wheels were hardly up on the UNSC flight leaving Juba before the Kiir rope-a-dope and flip-flopping began. Kiir operatives claimed the right to dispute almost every element of the joint communiqué, read to the world in the presence of President Kiir.

The Regime's spokesperson engaged in obscure semantics, claiming the government “consented” to the deployment of the Regional Protection Force, but did not “accept” its deployment. In a classic rope-a-dope the government embarrassed itself by stating the long accepted number of troops, 4,000, was only a “ceiling” and that the number could be as low as 10. The Kiir spokesperson also said his government had to approve the type of arms the troops were carrying, the countries they would come from and a range of other issues already long settled. To the Kiir Conspiracy, the hard and fast September 15 deadline for agreement set by the Secretary General of the United Nations, will be nothing but a routine bell ringing, signaling the end of an early round in a lengthy and indecisive match.
Meanwhile, Kiir and his palace guard continue to systematically loot South Sudan. These same people are causing the armed conflict in the country to continue and then sending ill prepared and poorly led troops out to kill or be killed for no defendable cause.

The Security Council's Plan A appeared seriously threatened even before the delegation's plane had cleared South Sudanese air space. They cannot be blamed for trying. However, trying too long plays into the hands of Kiir's rope-a-dope strategy. September 15 must be the deadline for the Government of South Sudan's unconditional acceptance of the 4,000 troops. Otherwise, for the sake of the people of South Sudan, IGAD-Plus, AU and the UNSC will have to prepare quickly for Plan B.

Az elmúlt napokban a médiában a Partners Alapítvány és a Focus közvélemény-kutató intézet felmérésének eredményeiről olvashattunk, megállapításaik szerint a lakáshelyzet a fiatalok legnagyobb problémája. Azt gondoljuk, a prioritások listája könnyen nem is fog változni, ugyanakkor a mi látásmódunk finomodhat a problémát tekintve.

A 24 év alatti felnőttek 68 százaléka a vizsgálat szerint nem a saját lakásában él, ami nem is akkora gond, hiszen a főiskolák és egyetemek hallgatói köztük szép számmal képviseltetik magukat, s legtöbbjüknek nincs saját bevétele. Az idősebb korosztályok felé haladva a százalékos arány csökken, egy dolog viszont nem változik. A polgárok általában hitelből finanszírozzák az ingatlanvásárlás legnagyobb részét, saját megtakarításuk kisebb részt szokott kitenni. Az ugyanis hiányzik vagy nem éppen ötszámjegyű.

Nincs is ezen meglepődni, hiszen látjuk, ha még valaki a szlovákiai átlagbért is megkeresi, akkor sem tud rövid távon mondjuk a havi nettó 650 eurónyi béréből tízezreket összespórolni. Pedig mint a szakemberek is megállapították, továbbra is a lakhatás bebiztosításra fordított kiadások képezik a legnagyobb tételt a havi büdzséből és éppen ezért sok félelmet is gerjesztenek.

Az elmúlt két évben volt szerencsém sok száz középiskolás diákkal beszélgetni a pénzügyekről, s talán éppen ma, a pénzügyi műveltség napján fontos kiemelnünk, mit is tapasztaltam a hitelek kapcsán. A 16-18 éves diákok hasonlóan a felnőtt társaikhoz félnek a hitelektől és szeretnék önerőből biztosítani a lakhatást vagy éppen az autóvásárlást, vagyis a legnagyobb kiadásokat. Ennek ellenére éppen Dél-Szlovákiában tapasztaljuk, hogy a családok eladósodottsága az országosnál magasabb. Úgy tűnik, a felnőttkor realitása megmutatja, hogy a havi jövedelemből nem tudnak, tudunk mindent biztosítani. Ez viszont azt is jelenti, hogy sokszor olyan hiteleket is felvesznek a polgárok, amelyeket később esélytelenek visszafizetni. És sokszor nem valósak az elképzeléseink a saját anyagi lehetőségeinkről.

A Partners Group SK szakembere ennek kapcsán arról ír, hogy sokan a lakáshitelek kapcsán ott követik el a nagy hibát, amikor azt gondolják, a hosszú futamidő alatt nem lesznek pénzügyi problémáik. A megfontoltabbak ennek elkerülése érdekében élet- vagy éppen más jellegű biztosítások segítségével törekedhetnek az ideiglenes egészségügyi problémákból adódó gondok átvészelését, de a tartalékok képzése is megoldást jelenthet.

A pénzügyi piacon dolgozó tanácsadók sokasága biztosan tud kínálni ilyen lehetőségeket, egyet azonban  tudatosítanunk kell. A pénzügyi rendszer nem alapjában rossz, ahogy azt sokan gondolják, hanem csupán önérdek követő. A hatalmi szerepéből adódóan előnyben van velünk szemben, de mi is ugyanúgy előnyünkre fordíthatjuk az általa kínált szolgáltatásokat. Ehhez viszont azzal is tisztában kell lennünk, hogy pénzügyeik alakulásáért elsősorban mi vagyunk a felelősek.

A lakáshitelek kapcsán a szakértők azt ajánlják, hogy legfeljebb jövedelmeink harminc százalékát fordítsuk erre a célra. Én azt ajánlom Önöknek, hogy mielőtt bármilyen komolyabb pénzügyi döntés elé néznek, kezdjenek el számolni és jegyzetelni. A havi jövedelmeink és kiadásaink néhány hónapos elemzése ugyanis alapvetően megváltoztathatja a terveinket. Először is kezdjünk el tehát írni a napi kiadásokat, majd havonta vonjunk egy egyenleget. Garantálom, hogy meglepő adatokat fognak látni, amire most a számítógép előtt ülve nem is gondolnak. Az ilyen összevetések megmutatják mennyi is az annyi, és elkezdünk ráeszmélni a valós lehetőségekre.

Bármennyire is kellemetlen lehet valakik számára, a kapitalizmus vagyis tőke korában szükséges a pénzről való aktív párbeszéd. Nem csupán a közéletben, hanem a mindennapjainkban is, a családban is. A folyamatosság ezen a téren ugyanis azt jelenti, hogy tudatosan kezdünk el foglalkozni a sokszor túlértékelt témával. Ahogy azt már korábban sokszor leírtam, s már sokadik voltam ezen állásponttal a szerzők között, a pénzügyi nevelést az iskolában kell kezdeni, természetesen szakemberi oktatás mellett, de nem szabad az oktatási intézmények falai közt befejezni, mert a legnagyobb gondjaik a felnőtteknek van.

Természetesen sokszor üzleti érdekeket sértene a tudatosságra való nevelés, de nem ezzel kell foglalkoznunk, hanem azzal, hogy a gyakorlati életre való oktatás egyik alapvető eleméről van szó. Egyértelmű, ettől még rövid távon nem fog növekedni az életszínvonalunk, sőt, még a lakáshiteleink törlesztése sem lesz feltétlenül alacsonyabb (bár ez nem elképzelhetetlen, hiszen jobban átlájuk majd a kínálatok közti különbséget), de látni fogjuk a korlátjaink mellett azt is, hogyan tudnánk többet kihozni pénzügyeikből. Az pedig már út a téma jobb átlátása felé, ami akár a rendszerben való jobb tájékozódást is segítheti.
