On the occasion of the EP plenary debate on Egypt on 3 October 2017, Chair of the Subcommittee on Human Rights, Pier Antonio Panzeri (S&D, IT) stated: "I consider it worthwhile stating that at the basis of any bilateral dialogue there should be a clear commitment to the values of democracy, the rule of law and respect for human rights, as set out in the preamble to the Association Agreement". Highlights - Freedom of speech in Russia: Navalny detained by police - Subcommittee on Human Rights

Pier Antonio Panzeri (S&D, IT), Chair of the Subcommittee on Human Rights made the following statement on today’s detention of Alexei Navalny: "I regret and condemn the detention of opposition leader Alexei Navalny. The repeated detentions of Mr Navalny raise doubts as to the independence and impartiality of the judicial institutions of the Russian Federation."

"Individuals should be guaranteed the right to freedom of expression in line with basic democratic values and with Russia's international obligations as a member of the Council of Europe and the OSCE. Demonstrators and civil society organisations should be allowed to carry out their legitimate and peaceful activities in all circumstances.

I call for the immediate release of Mr Navalny".

Hearings - Hearing on LGBTI Rights outside the EU and implementation of EU Guidelines - 25-09-2017 - Subcommittee on Human Rights

The hearing will debate the state of play of “criminalisation” in the world and how it is addressed at national and international level. It will also focus on the implementation of the EU Guidelines on LGBTI rights (2013). The hearing gathers together experts and activists from Europe and its eastern and southern neighbourhood.

Unfortunately, more than 75 countries worldwide still criminalise homosexuality with at least five using death penalty. The European Parliament remains committed to equality of treatment including for LGBTI individuals and is actively encouraging states to repeal discriminatory legislation and adopt practices that respects individual Human Rights.

This decision comes as a result of a long battle by Saudi women for equality."

MEPs denounced the persecution of same-sex orientation persons outside the EU and urged a better implementation of the EU Guidelines on human rights of LGBTI, on Monday. The Subcommittee on Human Rights hosted a public hearing on the human rights of Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) persons outside the EU and the implementation of the EU Guidelines on Monday afternoon.

Latest news - Next DROI Meeting - Subcommittee on Human Rights

The next meeting of the Subcommittee on Human Rights will take place on Wednesday 11 October from 9.00 - 12.30 and 14.30 - 18.30 and on Thursday 12 October from 9.00 - 12.30 in meeting room PHS 4B001.

Representatives of NGOs as well as other organisations are requested to accede to the EU Transparency Register and follow the procedures therein for access to the European Parliament.

In the framework of the recent deterioration of the human rights situation in the country, a delegation from EP Subcommittee on Human Rights has just concluded a visit to the Philippines.

The four-member DROI delegation that visited the Philippines 18-20 July 2017 was led by Soraya Post (S&D, SE) and composed of Ádám Kósa (EPP, HU), Josef Weidenholzer (S&D, AT) and Rikke Karlsson (ECR, DK).

The Chair of the delegation, Ms Soraya Post, stated: "The objective of our mission is to gather information, to exchange views on issues of mutual interest and to get a real picture and a better understanding of the situation in the Philippines as well as to raise our concerns. As we are all members of a global community, living on the same planet, we note that in many countries, there is a clear backlash with regard to respect for human rights, something which requires global responsibility."

Informed of the death of Chinese Nobel Peace Prize laureate LIU Xiaobo, the Chair of the Subcommittee on Human Rights, Mr Pier Antonio Panzeri, and the Chair of the Delegation for relations with the People's Republic of China, Mr Jo Leinen, made the following statement:

"We are deeply saddened to learn of the death today in Shenyang, China, of Nobel Prize laureate LIU Xiaobo. The European Parliament has expressed solidarity with his peaceful actions and initiatives in favour of democratic reforms and the protection of human rights, and has repeatedly urged his immediate and unconditional release, and the lifting of restrictions on his wife LIU Xia, since 2010....."
