Highlights - The Afghan Women Days - 1 and 2 February 2022 - Subcommittee on Human Rights

A series of events were held in the framework of the Afghan Women Days high-level conference organised by the European Parliament on 1-2 February 2022 with the participation of prominent Afghan women who were nominated as Sakharov Prize finalists in 2021.
The Afghan Women Days will tackle different angles, including the current humanitarian crisis and the Taliban repressive rule and the challenges of going into exile and building a new life away from homeland.
The screening of 'Hava, Maryam, Ayesha' by Afghan film-maker Sahraa Karimi, followed by a debate, took place on Tuesday 1 February at 18.00-20.15 and was moderated by Ms Clare Daly, Vice-Chair of the Delegation for relations with Afghanistan.

Climate change and continued environmental degradation on ecosystems are one of the greatest threat facing the human rights, as they pose serious risks to the fundamental rights to life, health, water, food, housing and an adequate standard of living for individuals. They have a particularly negative impact on the poorest countries in the world and the rights of most vulnerable people, the rights of indigenous peoples and of natural-resource-dependent communities.
While international recognition of the relationship between human rights, climate and environment has grown, the European Parliament and its Subcommittee on Human Rights are strongly committed to the development of EU specific external policies and sustainable actions in this field. Parliament's objective is to counter the negative effect of climate change and environmental degradation on the enjoyment of human rights. It also aims at enhancing human rights obligations to a safe, clean, healthy and sustainable environment and access to natural resources, which is a way to better protect climate and ecosystems. The Parliament has always highlighted the obligations and responsibility of states and businesses in this regard, and it works with the latter as well as with environmental human rights defenders to progress towards this goal.

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities. Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions.
The next meeting of the Subcommittee on Human Rights will take place on Thursday 3 March 2022 from 09.00 - 12.00, in meeting room: Altiero Spinelli (1G-3)

In-Depth Analysis - The Commission proposal on reforming the Generalised Scheme of Tariff Preferences: analysis of human rights incentives and conditionalities - PE 653.661 - Subcommittee on Human Rights

This study looks at the European Commission’s proposal for a new GSP Regulation from human rights and sustainable development perspectives. It focuses on proposed changes to the conditionality provisions with their linked monitoring and dialogue processes that aim to promote human rights, sustainable development and good governance in the beneficiary countries. The Commission’s proposal is not revolutionary as it foresees retention of the three existing arrangements (Standard GSP, GSP+ and EBA). However, a limited set of targeted amendments were introduced not only to improve this scheme’s response to the evolving needs and challenges of GSP countries but also to reinforce its human rights, labour, environmental and climate dimensions. This In-Depth Analysis provides a detailed examination of these proposed changes to the GSP regulation and formulates various recommendations to strengthen the GSP as a tool for promoting human rights, sustainable development and good governance. It is argued that positive conditionality should be extended to Standard GSP beneficiaries based on a differentiated and staged approach. Moreover, several innovations and amendments need to be clarified, made more ambitious and legally enshrined in the GSP Regulation or other legal acts.
